I – SITUATION

The report showcases the situation update for the period under review and its
implementation of the Chief PNP’s commanders manual and the priority programs to
accomplish its mandated and ensure that our motto to serve and protect the citizenry is
realized.

Even though some Threat Groups operating in some area particularly along the
neighboring Municipality comprising the boundaries of Piagapo Lanao del Sur – Barangay
Pansor, Pantao Ragat, Munai and Poona Piagapo had adopt a passive stand, yet their
presence is still considered a potent to the peace and order situation.

II – OBJECTIVE

General:
1. To stabilize the present Peace and Order condition
2. To ensure Public Safety of the entire Municipality.
3. To educate community/residence of their role in the CJS
4. To forestall criminality and occurrence of all forms of lawlessness

Specific:
1. To minimize the drug abuse problem in various barangays
2. To Undertake and provide preemptive and security measures
3. To prevent Lawless element from possible entry to the area of jurisdiction.
4. To protect lives and properties of the entire populace
III – CONCEPT

This plan is conceived as the total defense against subversion and terrorism that shall
involve the actual physical defense against probable attack, raids and violence, disturbance of
Peace and Order Condition and to preempt the extend and growth of subversion and terrorism
in this locality.

In line with this concept, the following actions and programs shall be fully
implemented.

1. Physical security program which includes passive and active measures must be
undertaken by the Local Government Unit against subversion and insurgency and
terrorism. The PNP will be the lead agency in the programs, which includes the
formulation of the defense plan for the population centers.
2. Socio-economic development program, which is aimed toward social, political,
economic Development, will be undertaken by the Office of the Mayor through its
representative in the person of the Municipal Development Officer in order to
reinforce its Local Government presence and authority.

3. Information drive which includes the dissemination of information relative to the


Government’s program and activities and the creation of Info Net System, as well
as devising ways of knowing/detecting infiltrators entering and or frequenting in
AOR will be undertaken by the Municipal Information Officer.
4. Legal and Law enforcement program focus on the protection of the right of the
people and the fair application of justice system in the locality will be tasked to
the Municipal Circuit Trial Court Judge.
5. Training program which will be provided orientation, training and workshop
seminars
about the implementation of the different programs especially on the evils of
communism, terrorism and other atrocities activities that may launch by the
Organized Threat Groups, shall be task to school Supervisors and its subordinates.
6. Other programs that be formulated in relation to the safety of the community will
immediately Implemented through the directive of the Local Chief Executive.

All these aforementioned programs will be conducted simultaneously their


task of execution however will be limited by the resources of the Municipality
including the assistance received from other sources during the implementation of
the plan.

The Local aspect involved in the execution of this program will be supervised
continuously by the assign Office of its designated personnel. When such legal
consideration, especially civil rights is necessary in the accomplishment of any of
the above-mentioned program, then legal consideration must prevail.

IV – ORGANIZATION

The Plan envisions the accomplishment of the Organization and it must be


appointed and or designated by the Local Chief Executive of this town and it is generated
from readily available resourceful elements in the Municipality, in coordination with the
Provincial, Regional and National Government Agencies that can be utilized in the
maintenance of Peace and Order and the stability of the Local Government. To preempt and
negate the development of subversion, insurgency or terrorism in the Locality.

V – TASKS GROUPS

a. The Municipal Mayor is responsible for the maintenance of Peace and Order
including counter-insurgency within the Municipality. Shall utilize and
involved all offices under his control with other Government Agencies in the
implementation of the above-mentioned programs.

b. The Municipal Peace and Order Council (MPOC) shall be in its regular and
periodic sessions, formulate specific plan and determine the project along the
major action programs to be conducted in coordination with the Mayor’s
Office. The MPOC shall designate, organized or enlist the support of the
religious and civic-minded groups, educational institution, businessmen,
professionals and other responsible individuals in the Municipality for all
tasks/activities as necessary.

c. The Sangguniang Bayan is responsible for rendering immediate concern


regarding health welfare, social and economic services to the residents of this
locality during calamities or in time of terrorism and civil disturbances.
Consistent with its power and functions provided for in the Local Government
Code, it shall act on the recommendation of the Municipal Peace and Order
Council.

VI – OPERATIONAL UNITS

1. PNP – Pantao Ragat Municipal Police Station:

a . To protect lives and properties of the people in the Locality.


b. Responsible in the enforcement of existing Laws, maintain the
normal
flow of Peace and Order situation in the area of responsibility.
c. Assist other Government forces in the conduct of Physical Security.
d. Protect Municipal Building and Police Headquarters and defense in
case attack launched by enemy forces or Organized Threat Groups.
e. Will wire immediately messages to higher command preferably the
Lanao del Norte Provincial Police Office for re-enforcement.

2. BPATS – Pantao Ragat, Lanao del Norte

a. Assist PNP elements in the maintenance of Peace and Order.


b. Organized peace keeping action team and Ronda system to reduce
the guarding load of PNP, and
any military forces who are in combat or alerted forces for combat
operation.
c. Act as intelligence and detect any infiltrators in the AOR and report
immediately any suspected persons to the Chief of Police or to
immediate Brgy. Captain for proper disposition.
d. Conduct patrol within respective area of assignments.

3. AFP AND CAA ELEMENTS:

a. Acts as front line defense in case of attack while waiting any re-
enforcement.
b. Initially engage and withhold or apprehend enemies in the event of
attacks or any unusual eventualities.
c. Counter attack and intercept any operation launched by enemy
group to prevent infiltrating in the area of responsibility.
d. Perform other task on orders.

4. RADIO COMMUNICATION TEAM, Pantao Ragat, Lanao del Norte:

a. Provide communication system to all Operational Units such as


Handheld Radios.
b. Assist in sending communications and receiving messages in case
of attack and other similar eventualities.
c. Coordinate with other Operational Units in order to have
synchronized and smooth flow of operations
d. Always keep in touch with the Local Chief Executive to immediate
relay to all Operational Units any directive or execution order.
e. Perform other task as ordered.

5. ASSOCIATION OF BARANGAY CAPTAINS:

a. ABC President may direct all Barangay Officials to assist all


elements of Operational Units augment in the speedy execution of
task operation.
b. Perform other tasks as directed for execution.

6. MUNICIPAL RESOURCES UNIT:

a. Supervised all Operational Units for proper execution of their


respective assignment and monitor all defects noted while
performing their individual task.
b. Provide assistance to all Operational Units their needs to
effectively accomplish their respective task and assignments.
c. Resources must be properly distributed so as not to prejudice the
operation.
d. Disputes and Conflicts may arise during the execution of their
respective operation must be settled immediately to avoid
hampering the operation.
e. Members of the Resources Unit may offer their profession in
emergency cases to do the job which is needed by it operational
unit.
VII – COORDINATING INSTRUCTIONS

A. This implementation plan takes effect in the event of attack or any


terroristic eventualities in the Municipality of Pantao Ragat, Lanao del
Norte.
B. Reserve forces may initially intact at the Police Station or Municipal
Building ready for deployment upon the directive of the commander.
C. The primary area of evacuation center will be established at the Pantao
Ragat Central Elementary School and Pantao Ragat Auditorium and also at
Agro-Industrial High School, Calawe Pantao Ragat.
D. Medical Aid Station must be at the evacuation center.

VIII – SERVICE SUPPORT

1. Operational Units must provide their own administrative and logistical


requirements.
2. Additional support will be provided upon request.
3. Re-supply of firearms and ammunitions be initiated by strong hold of defense
during the events of attacks.
4. Civilian support must be highly encouraged and appreciated.

IX – COMMAND AND SIGNAL

(A) – COMMAND:

1. – The Local Chief Executive of this locality shall be over all Commanders.
He shall be assisted by the Sangguniang Bayan, Peace and Order Council,
Government Employees from different line agencies and other operational
unit Commanders for the effectiveness of this operation.
2. – Primary and alternate command post shall be established upon the
discretion of the overall commander to avoid detection by the enemy forces.
3. – Operational Units shall submit report as to their location and position for
possible contact and dissemination of information.

(B)- SIGNAL

1. – Supervise communication system between PNP elements and Military


Forces like Handheld Radios, indigenous materials to be utilized for
contacting among operational units and combat elements.
2. – Passwords and Countersigns shall be secretly disseminated to everybody
moving on operation, and change from time to time to intercept and detect
infiltrators and to avoid interruption of operations.

X – CONTROL
1. The Local Chief Executive has the direct control in the execution of the Local Anti-
Criminality Action Plan.
2. The Municipal Mayor being the Local Chief Executive of the Municipality of
Pantao Ragat, Lanao del Norte, shall call a meeting from time to time to all
Operational Unit Commanders to discuss important matters
3. The Local Chief Executive shall appoint and designate trusted person to act as
working staff to supervise the implementation of this major action program.
4. The Municipal Building will be the Operational Center of all Operational Units
during the events of terrorism launched by enemy forces.
5. The Local Chief Executive may accept legal suggestion introduced by any high
ranking PNP and Military Officials to sustain and dislodge enemy forces during
terroristic attack.

This Plan shall take effect immediately in the event terroristic attack occurs in this
Municipality.
