II. PURPOSE:

The Implementing Plan (IMPLAN) prescribes the guidelines to be strictly


followed by personnel of this station in the Anti-Illegal Drugs Campaign with the
primary goals of clearing drug-affected barangays, reducing crime, improving public

safety, and cleansing the PNP of members who are involved in illegal activities,
particularly in the illegal drugs trade.

III. SITUATION:

In response to the directive of President Rodrigo Roa Duterte, the


Philippine National Police (PNP) will launch a more stern and relentless campaign
strategy against illegal drugs.

Since the PNP NEPPO started its intensified campaign against illegal
drugs on July 1, 2016 to July 31, 2019, a total of 29,505 personalities have
voluntarily surrendered; 4,106 personalities have been arrested and 451
personalities died during police operations.

Meanwhile, out of the 841 total barangays provincewide, 487 barangays


are still drug affected at different intensity, while 137 have been declared clear by the
Philippine Drug Enforcement Agency (PDEA) as of July 2019.

While the Campaign Plan Double Barrel: Project Tokhang and Project HVT
has been successful in neutralizing illegal drugs personalities that contributed to the
reduction of crime nationwide, we have to adopt an enhanced campaign plan for a
more aggressive strategy to continue the momentum for the realization of the solemn
campaign promise of the President to end the illegal drug trade before the
completion of his term in 2022.

This campaign strategy will involve the active participation of the people in
the community. This will be implemented in three phases: Prevention, Rehabilitation,
and Law Enforcement. These concepts will complement the Philippine Anti-Illegal
Drugs Strategy (PADS) of the government signed by the President on October 29,
2018.

IV. MISSION:

Jaen PS concurrent with its mission to implement Republic Act No. 9165,
otherwise known as the Comprehensive Dangerous Drugs Act of 2002, shall launch
a vigorous, chilling and relentless campaign against illegal drugs in active
partnership and support from the community.

V. DEFINITION OF TERMS:

a. Accounting of Watchlisted Drug Personalities - refers to the organized


activities involving drug personalities, those who were tested positive for
illegal drugs, restrained, arrested or rehabilitated for illegal drugs and
those who died during anti-illegal drug operations.

b. Arrested - refers to the state of being seized by legal authority or warrant.

c. Case Operation Plan (COPLAN) - refers to a time-phased plan of action
under an intelligence project directed to specific personalities/organization
under a threat group through infiltration and penetration by action agent(s)
with the ultimate objective of neutralizing the target personalities.

d. Cluster- refers to ten to 20 households in the barangay grouped to work


together for the achievement of the goals of this IMPLAN. It has a
designated cluster leader responsible and accountable for the welfare of
his members.

e. Communication Plan (COMPLAN) - a strategic communication plan that


includes Information Development and advocacy through community
engagement geared toward positively reshaping or reversing the mind-set
and value-orientation of all PNP personnel and the community.

f. Documentation - refers to the gathering of documents or supporting


references or records that confirms that some fact or statement is true
through the use of documentary evidence such as but not limited to the
following: oath of undertaking, filled-up Bio-Profile Form, booking
requirements (finger prints, mug shot, etc).

g. DPO - an acronym for Died during Police Operations, which refers to a


drug personality who died during the conduct of police operation.

h. Drug-Affected Barangay - refers to a barangay that has reported


presence of drug user, pusher, manufacturer, marijuana cultivator, or other
drug personality, drug den, marijuana plantation, clandestine drug
laboratory, and facilities related to production of illegal drugs (DDB Board
Regulation No. 2, Series of 2016).

i. High Value Target (HVT) - refers to financiers, distributors, traffickers,


manufacturers, importers, target-listed personalities, narco list,
leaders/members of drug groups, foreign national, members of armed
groups, government officials and employees, celebrities, drug den
maintainer/owner, clandestine laboratory/warehouse workers, personalities
arrested during high-impact operations, protectors of illegal drugs
activities, and other high value targets with seizure of any of the following:
50 grams and above of shabu, 500 grams and above of marijuana dried
leaves, 20 pieces or more of ecstasy and 20 grams or more of other
dangerous drugs.

j. Intelligence Build-up - is a part of a Case Operation Plan. Moreover, it is


also a mechanism that leads to the establishment of the link diagram of
HVTs and other personalities involved in illegal drugs trade.

k. Intelligence Operations - refer to the conduct of casing, surveillance, and
other Intelligence activities targeting drug personalities in the Target List
and the Watch list.

l. Neutralization - refers to the arrest or the surrender of an illegal drug


personality. Likewise, it refers to the death of drug personality during police
operations.

m. Operations - refer to police interdiction and other law enforcement


activities against illegal drugs.

n. Street Level Targets (SLT) - refer to illegal drug personalities involved in


the sale and distribution of illegal drugs whose sphere of influence and
area of operation transcends two or more barangays

o. Surrenderer - refers to an individual who yields or submits himself/herself


to authorities for processing, documentation, and subsequent
rehabilitation.

p. Watch List - refers to the list that consists of the names of persons
suspected to be involved in the trading, manufacture, importation,
exportation, large scale distribution, transport or delivery of illegal drugs,
CPECs, laboratory equipment/apparatus, maintenance of drug den, dive
or resort, and cultivation of plant sources of illegal drugs based from
unverified reports and are subjected for further monitoring, investigation,
and case build-up.

VI. EXECUTION:

The new strategy will have three components, namely: (1) Prevention;
(2) Rehabilitation and Reintegration; (3) Law Enforcement Operations.

A. Concept of Implementation:

1) Prevention - The preventive component will support two of the four Cross-
Cutting Bedrock Strategies in the Philippine Development Plan 2017-2022
which are: Attaining just and lasting peace; and Ensuring security, public
order and safety which will be the basis of all public and private sectors in
their plans, programs and activities.

To be able to achieve the objective, this component shall focus on five


Phases of Implementation:

a) Community Organization

Community Organizing is a process by which people are brought
together to act in common interest with the end goal of building a
changed community by empowering its members with knowledge and
skills. Households will be organized into clusters. A cluster will be
composed of 10 up to 20 households. After organizing the clusters,
they will select their cluster leaders from among the members of the
households in the cluster.

The following guidelines/steps shall be observed:

a.1) A consultation meeting with the Mayor, all of Barangay


Captains and MLGOO/CLGOO will be called to present the concept of
the program;

a.2) Conduct barangay consultation and emersion to present the


program and to organize the community clusters;

a.3) Conduct visitation and dialogue with the targeted cluster to


present the program and to organize the community clusters;

a.4) The cluster members will select at least three cluster


leaders to lead and manage the project implementation in their
respective cluster. Cluster leaders shall be selected from the respected
members and elders of the community;

a.5) A permanent police liaison (Pulis sa Barangay) will be


assigned to the organized clusters to provide direct link with the police;
and

a.6) All clusters shall assist the barangay secretary in


accomplishing the barangay registry of residents using the standard
form available at the barangay office.

b) Community Information and Education

This effort aims to create awareness and sense of responsibility


and accountability in the members of the community. All clusters shall
conduct weekly community meetings as the primary venue for
information and education. The topics to be discussed during
community meetings would include the following:

b.1) Patriotism/Nationalism- To instill in the members of the


community the value of patriotism and nationalism which are essential
in every Filipino to become productive and responsible citizens of the
country. Each one has to imbibe and demonstrate his love for country
and be proud to be a Filipino.

b.2) Discipline and respect for authority - To inculcate in the
members of the community the value of discipline and respect for
authority and elders to promote social order which is necessary for the
society to progress and develop. All members of the community must
observe and abide by the laws of the land.

b.3) Vigilance against Illegal Drugs, Criminality, Terrorism


and Corruption - To educate the members of the community that
security is not just the responsibility of the law enforcement agencies
but of everybody. As such, each member of the community must be
educated on the basic knowledge on security and how they can help in
the government's campaign against illegal drugs, crimes, terrorism, and
corruption.

b.4) Correct concept of family - Each member of the


community must be educated on the value of the family being the core
social institution. Each one must be taught that social, emotional, and
spiritual development of persons start in the family. The Filipino family
has values that have been treasured and passed on for many
generations such as trust in God, being respectful especially to older
people, helping neighbors, community spirit "BAYANIHAN", getting
along well with people, etc. These values are beneficial as it fulfil some
of the basic needs of the people.

b.5) Disaster preparedness and other public safety


concerns - Each member of the community must be taught of skills on
disaster response and other public safety operations to make them
prepared in any emergency, especially that they will be the first
responders available to immediately respond to emergencies and
disasters.

It is expected that the clusters shall be able to formulate their


own community defense system against all forms of criminality
particularly illegal drugs. Thus, all of the five topics aim to promote our
national transformation for a better, safe and developed community.

c) Community Empowerment and Mobilization

After organizing and educating the community clusters, they are


now ready to be empowered and mobilized. There will be regular
meetings and engagements of the cluster leaders to be facilitated by
the this station and the LGU. The cluster leaders shall be given direct
access to the undersigned, Mayor and other Department Heads of the
National and Local Government Agencies. This is the opportunity for
the cluster leaders to bring all issues and concerns of their cluster
members directly to the concerned government agencies for action.

Cluster leaders shall also be organized into groups so that all
cluster leaders in the city/municipality shall be represented by six
cluster leaders chosen by the assembly of all cluster leaders in the
municipality. They will be commissioned as part of the municipal
advisory council of the this station. One of the cluster leaders of the
each barangay shall be sent to the provincial assembly of cluster
leaders. Periodic reports shall be submitted by the cluster leaders to
the appropriate authorities through available means particularly using
the new technology, such as: SMS, Viber, Twitter and other similar
medium.

Through the representation of cluster leaders in various levels of


the PNP advisory council, the community is now empowered to bring
their issues and concerns to the different levels of authority in the PNP.
The information gathered shall become basis for immediate action,
policy formulation and adjustments at the tactical, operational and at
the strategic level.

d) Certification and Mobilized of Barangay

The undersigned of the and the MLGOO with a representative


from the Liga ng Mga Barangay shall certify a Barangay as "Mobilized
Barangay" after it has been empowered and has established its own
defense system in partnership with the community clusters and other
stakeholders. The parameters for the certification would include the
following:

d.1) One hundred percent clustering of households;


d.2) Selection of cluster leaders; and
d.3) Regular conduct of weekly community meeting in their
clusters.

2) Rehabilitation

a) Conduct of Tokhang Activities

One of the tasks of the clusters is to assist the this station in the
conduct of tokhang activities in their areas. The undersigned or a
representative and members of the clusters will visit the houses of
listed suspected illegal drugs personalities and persuade them to
surrender to the authorities to undergo rehabilitation.

Those validated drug personalities who refuse to submit


themselves to undergo rehabilitation will be subjected to case build-up
and eventually for law enforcement operation.

b) Rehabilitation

The illegal drug personalities considered as "low-risk" or mildly


affected and without the need of clinical intervention, who will
voluntarily surrender to the this station during the tokhang activities
shall be accommodated in the community-based rehabilitation projects
that shall be supported by the local government units and other partner
agencies in close partnership.

The drug personalities categorized as "high-risk" who need


clinical and psychiatric intervention will be handled by the Department
of Health.

3) Law Enforcement Operations

Jaen PS shall conduct focused police operations to neutralize


illegal drug personalities to eradicate the supply of illegal drugs in
coordination with PDEA.

Operations against SLTs- DEU of this station shall conduct


operations against street-level drug personalities within AOR and
borders

Jaen PS, in coordination with other law enforcement agencies,


should establish counter measures to disrupt the drug routes and limit
the use of the country as transshipment point for illegal drugs to and
between countries. Domestic and international cooperation and
assistance is an essential aspect of a comprehensive transit control
strategy.

The transnational nature of the drug danger inhibits the region


from successfully combating it unilaterally. The efforts to reduce drug
availability and accessibility should be supported by extensive
domestic and international collaboration as well as local border security
and control.

Another important part of the Law Enforcement Operations is


the investigation of the financial records of suspected illegal drugs
personalities and this will be in cooperation with concerned government
agencies.

This component will also include the Legal strategy of the PNP,
which is to ensure that air-tight cases are filed against arrested illegal
drugs suspects to guarantee their conviction.

Monitoring and Evaluation:

An Oversight Committee on Illegal Drugs which main task is to


supervise the implementation of this CMC, shall monitor the
performance of the Stations and other concerned units, and
periodically evaluate the strategy created at the Provincial level. The
Oversight Committees at the Provincial evel shall meet at least once
every month or as the need arises, especially when urgent issues arise
before the scheduled meeting.

The Oversight Committee at the Provincial level will be headed


by the Deputy Provincial Director for Operations (DPDO) as Chairman
and the Chief, Provincial Operations and Plans Branch (POPB) as
Vice-Chairman. The other Committee members are as follows:

Meanwhile, The Oversight Committee at the Municpial level will
be headed by the DCOP as Chairman. Chief Operation as Vice

C, Investigator Member
Team Leaders Member

B. Tasks:

1) C, Operation

a) OPR in the implementation of this IMPLAN;


b) Provide functional supervision over DEUs;
c) Ensure strict implementation of the protocol on the conduct
of antiillegal drug operations;
d) Act as PNP representative to the Dangerous Drugs Board;

e) Consolidate reports of DEUs and prepare necessary
accomplishment reports;
f) Conduct periodic assessment on the operational activities of
DEUs;
g) Prepare Operational Guidelines to be followed in processing
illegal drugs personalities; and
h) Perform other tasks as may be directed.

2) C,Intel

a) Gather and collate intelligence reports from the field;


b) Establish linkages with other law enforcement agencies,;
c) Determine HVT capability (Organizational Structures and
Systems, Legitimated Properties, Estimated Financial Asset,
Personnel, Firearms and others) to include alliances with
other major operators within AOR;
d) Strengthen Counter Intelligence Operations; and
e) Perform other tasks as may be directed.

3) C, PIDMB

a) Supervise the monitoring of the investigation, documentation,


filing and status of drug-related cases and maintain case
folders;
b) Conduct investigation and file appropriate charges against
PNP personnel who are bungling drug cases or engaged in
illegal drug trade as users/abusers, coddlers, and protectors;
c) Conduct investigation and filing of appropriate charges
against PNP personnel committing irregularities in the
conduct of anti illegal drug operations or in the prosecution of
illegal drug cases;
d) Maintain statistics of all illegal drug cases filed by the PNP;
e) Monitor the status of criminal or administrative cases of PNP
personnel charged with illegal drug-related offenses;
f) Customize reports needed to capture drug-related incidents
and cases in the e-Blotter, e-Warrant, e-Subpoena and e-
Rouge System; and
g) Perform other tasks as may be directed.

4) CAD PNCO:

a) OPR in the Rehabilitation and Integration aspect of this


IMPLAN;

b) Maintain coordinative linkages with the DDB, PDEA, LGUs,
other line agencies/organizations to generate support for the
frontline DEUs;
c) Establish and maintain collaborative linkages with different
NGO’s and LGU on drug prevention and education program;
d) Activate the Drug Abuse Resistance Education (DARE)
Program and organize a speaker’s bureau that will
spearhead the public information drive in various sectors in
coordination with the DDB and PDEA;
e) Maintain statistics on barangay drug clearing operations and
drug-cleared barangays in coordination with PDEA;
f) Coordinate with the DILG and LGU for the revitalization
and/or re-activation of BADACs to support PNP programs
towards creating consciousness and awakening the
community on their social responsibility on drug abuse
prevention and eradication;
g) Maintain and regularly update list of organized BADAC;
h) Monitor and disseminate all PNP activities and programs
relative to the campaign against illegal drugs through the
TRIMP (television, radio, internet, magazine and print) in
coordination with the media networks;
i) Include drug-related topics in the conduct of PICE;
j) Establish a 24/7 complaint center to receive reports,
complaints and information related to illegal drugs from the
public (landline, cellphone, email, social media, etc.); and
k) Perform other tasks as may be directed.

5) C, Admin:

a) Monitor and facilitate the early resolution of the


administrative cases filed against PNP personnel involved in
illegal drug activities;
b) Issue orders and appropriate awards to all police personnel
who have invaluable participation and accomplishments on
drugs operations; and
c) Perform other tasks as may be directed.

6) C, Logistics

a) Provide logistical requirement for this IMPLAN; and


b) Perform other tasks as may be directed.
c)

7) C, Finance:

a) Allocate funds necessary for the successful implementation of


the programs/projects provided in this IMPLAN;
b) Consolidate the formulated PAPs of concerned offices to
ensure fund support for the implementation of PADs
Campaign Plan; and
c) Perform other tasks as may be directed.

8) Team Leaders:

a) Supervise patrollers as they will act as police liaison; and


b) Perform other tasks as may be directed.

16) All personnel:

a) Shall act as the police liaiason to be assigned in specific


barangay;
b) Perform other tasks as may be directed.

VII. Coordinating Instructions:

1) All personnel shall implement an effective integrated anti-illegal


drug campaign;
2) All personnel assigned with the DEUs shall be subjected to CBI.
The detail of these PNP uniformed personnel to the DEUs shall
be processed and recommended by the Anti-Illegal Drug
Oversight Committees at all levels and approved by the
respective Chief of Office. They shall be evaluated periodically
by their respective Counterintelligence (Cl) units;
3) In case of inflagrante delicto, the drug suspect arrested by non-
DEU members shall be turned over to DEU investigator for
proper disposition;
4) The pre-operation form for planned operations must be
accomplished, submitted to and approved by the undersigned
prior to the conduct of operation;
5) Any modification made on the watch lists should be validated
and approved by the PIB before adoption of the units and PIB
should submit the updated list to RID;
6) All operations shall conform with the provisions of RA No. 9165,
the Rules of Court, and strictly observe the Rights of the
Accused enshrined in the Bill of Rights under the Philippine
Constitution, other allied laws, rules and regulations as well as

the internationally accepted principles of international laws,
public policy, and with due observance of human rights;
7) Arrested foreign nationals involved in drug trafficking shall be
reported immediately to the Dl as the focal point of contact of all
foreign agencies to necessary consular assistance needed;
8) The rules and regulations on the recruitment of personnel to and
from DEUs must be strictly implemented;
9) Maximum inter-unit and agency coordination is required in high
risk areas. For high risk and high resistance targets, a request
shall be for support from the AFP in accordance with the existing
Joint Letter Directives;
10)All recovered evidence during anti-illegal drugs operations shall
be submitted to the PNP Crime Laboratory for documentation
and preservation of evidence ; and
11) Lateral coordination is highly encouraged to ensure the success
of this IMPLAN.

VIII. RESCISSION:

All existing LOIs, directives and other memoranda, circular and


other issuances with provisions are contrary to or inconsistent with this IMPLAN are
hereby rescinded and or modified accordingly.

IX. EFFECTIVITY:

This IMPLAN shall take effect immediately.
