Countering CPP’s Nationwide Campaign

Situation
• The CPP-NPA-NDF (CNN), through their various
organizations, is currently organizing series of activities in
their attempt to rekindle, revive and supposedly unleash
their “Kampanyang Talsik” vs PRRD administration.
• The CPP’s Central Staff Organizations are making
nationwide preparations for the National Day of People’s
Protest and “Pambansang Walk-out sa Trabaho,
Eskwelahan, at mga Komunidad” from 21 to 22 February
2019 particularly in different major cities of NCR,
CALABARZON, Baguio City, Ilo-ilo City, Bacolod City,
Cebu City, and Davao City.
• The CNN will continuously capitalize on the extrajudicial killings (EJK) and
economic issues for their political agitations and alliance building initiatives.
They are also having dynamic lines with the Catholic Bishops Conference
of the Philippines (CBCP) and the National Council of Christian Churches
(NCCC) for the issue of lowering age of criminal responsibility.

• The NDF International and the CPP International Department are also
preparing for their International Solidarity Mission (ISM) sometime in April
towards 01 May as the peak of their urban mass movement campaign.

• Apart from these, the CPP-NPA is expected to launch tactical offensives

against government forces relative to the upcoming 50th Anniversary of the
NPA on March 29, 2019 to show to the people that they’re still a force to
reckon with.
 SIX (6) ENEMY ACTIONS

1. Feb 21 & 22 National Day of Protest and “Pambansang

Walk-out sa Trabaho, Eskwelahan, at mga Kumunidad”;
2. Raising of EJK issues through rallies, posters, and
statements;
3. Use of economic issues against the government;
4. Alliance with CBCP re lowering age of criminal
responsibility;
5. International Solidarity Mission; and
6. Urban Mass Movement Campaign (24 April- NDF
Anniversary and 01 May- Labor Day)
 PROPOSED IO ACTIONS (PROs)
1. Intensify the conduct of intelligence operations against the CNN;
2. Conduct Focused Stakeholder Engagement on the following:
– Schools’ managements considering the students is one of the
vulnerable sector to be organized and mobilized by the CNN
in coordination;
– Religious sectors to discourage them from joining the CNN’s
activities;
– Sangguniang Kabataan for a joint counter mobilization effort
of youth and in the dissemination of the CNN’s plans to warn
the youth of the deceptive statements issued by the CNN on
the current issues faced by the country;
– Local Chief Executives to be stringent in the issuance of rally
permits; and
– Bus managements for the showing of AVPs and videos
containing violent atrocities by the CNN in TV inside buses.

3. Conduct sustained social media engagements to counter
the narrative of the CNN and its supporters in the
internet revealing and exposing the CPP’s plan both in
official and unofficial social media accounts and to
propagate the 50 years bloody trails of the CNN through
audio visual aids i.e. the purging and the like;
4. Conduct maximum media presence to widely
disseminate advisories relative to the security
preparation of the PNP for the CNN’s planned mass
protests;

5) Conduct sustained counter mass organization and

mobilization particularly on the CNN affected mass
organizations (CAMOs) in coordination with AFP
counterparts;
6) Conduct counter mobilization activity such as peace
rally through third-party advocates to confuse and
dissuade possible participants of the CNN-organized
activities in coordination with AFP counterparts;
7) Conduct maximum mobilization of force multiplier;
 PROPOSED IO ACTIONS (PROs)
8) Ensure the sustained service of arrest warrant against
wanted CNN’s top leaders to demoralize its ranks and
files;
9) Conduct legal offensives against top CNN leaders;
10)Deploy CDM personnel preferably policewomen to
lower tension with protesters in the event of mass
protests;
11)Prepare pool of investigators in anticipation of violent
mass protest;
12)Implement strict observance of maximum tolerance and
the provisions of police operational procedures during
mass actions to negate and deny adversarial from
exploiting human rights-related issues;
 PROPOSED IO ACTIONS (PROs)
13)File solid cases in court against the organizers and
protesters in the event of violent mass protest;
14)Offer “Libreng Sakay” for commuters affected by the
strikes in order to relieve the hassle brought by possible
transport strikes;
15)Conduct OPLAN SITA and chokepoint/checkpoint
operations on routes where warm bodies of the
protesters will come from;
16)Submit After Activity Report to DPCR for the subsequent
information of the CPNP; and
17)Perform other tasks as directed.
