SUBJECT : Reschedule for the Opening of PSOCC and PSJLC

1. References:
a. Virtual Meeting presided by ADRDA, PRO 10 and attended by Key
Officers from R1, R8, RMFB, RTC, RSTU and RMDU on May 08,
2021; and
b. Memorandum from the undersigned with subject Initial Guidelines for
the Opening of PSOCC and PSJLC dated May 05, 2021.

2. This pertains to the previously announced that the opening of Public

Safety Officers Candidate Course (PSOCC) and Public Safety Junior Leadership
Course (PSJLC) to be held at this Training Center is scheduled on May 17, 2021,
Monday.

3. In this regard, please be advised that the opening of the aforementioned

courses is rescheduled on May 24, 2021, Monday.

4. Further, with regards to the number of hours/days of the validity of their

respective RT-PCR Test, as long as they will have a NEGATIVE Result, this
institution will accommodate them on May 23, 2021, Sunday.

Conduct of Training During Pandemic

Best Practices Challenges Experiences

Instructors had been a
model for students
through an effective
virtual presence. They
ensure the lighting on
their environment allows
students to see them
clearly. They stayed in
the center of the frame
and looked into the
camera when speaking.
Considered investing in
an HD webcam or an
external speakers and
microphones. While
these may seem like
luxuries, being able to
see and hear the
instructor as well as the
students greatly
enhances the class
discussions.
Active learning activities
such as group
discussions can help
police students/trainees
construct better
understandings of the
subject material.
Police Students/Trainees
still conducting face-to-
face classes but only
limited to in-house
instructors wherein there
is still practical exercises
Some faculty hesitates to
teach online, offering the
rationale that they wanted to
connect with the Police
students/trainees. Since,
there was just not enough
interaction and engagement
online.
When it comes to
technology, taking it in a
gradual approach.
Sometimes, when faculties
learn about all the tools
available, in their eagerness
to create the best possible
experience for students,
they sometimes run the risk
of trying to do too much.
Online learning is often
stigmatized as a weaker
option that provides a lower
quality education than in-
person face-to-face
learning.
Although these online
methods may be an efficient
method of delivering
classes, they are not
particularly effective in
promoting active learning
While online classes with
the use of social media
flat forms especially
zoom and goggle meet
may be new to some
instructors, oftentimes
students are also
unfamiliar with this
format. 
Logging-in several
minutes before class due
to the poor internet
connectivity. Some
instructors turned on
camera and audio later
at the start of class.
Whether in-person or
online, those precious
minutes before and after
class are critical for
answering questions and
connecting with students.
Due to pandemic, this
institution was required to
switch to the online
delivery of lessons. Many
instructors, however, have
found developing effective
online lessons in a very
short period of time that is
very stressful and difficult.
All face-to-face lessons
were cancelled, and we
were compelled to
immediately transition
from face-to-face learning
to completely online
to be conducted. and interest.
Conduct of Training in the Future
Innovations through Use of Digital
Technologies
The conduct of police training today is
facing major challenges: it is expected to
provide police recruits and students with
competencies they will need in the future,
it is a must to consider informal ways of
learning, and to apply digital technologies
and modern academic methods to
answer these challenges.
For the advancement of educational
innovation related to use of digital
technology, it is a must that each and
every police trainees/students shall be
computer literate.

Challenges
Aside from poor internet connection,
rotational power outages also posed
problems for police trainees/students
attending online classes at home or in-
house at the training center.
Police Trainees with younger age shall
we say, spends so much of their time on
social media more than adults do. Some
police students especially those who are
above “40 years of age” may not be able
to familiarize with the use of technology
particularly those personnel who are not
assigned with administrative functions.
