A. Project Profile

1. Title of the Project

CONSTRUCTION OF ANILAO

POTABLE WATER SUPPLY SYSTEM

2. Nature of the Project

Water is an essential element to our everyday existence. Its role is vital in the

sustenance of all life forms, as well as in agricultural, industrial, households,

recreational, and environmental activities (Department of Environment and Natural

Resources, 2014). Needless to say, it is an important resource, as it is

indispensable. Its demand is increasing as population increases. With the erratic

weather condition brought about by climate change and the demand for healthy

living, there is a need for a safe, steady water supply in the community.

Provision of safe water supply is one of the basic social services that improve

health and well-being by preventing transmission of waterborne diseases. However,

about 455 municipalities nationwide have been identified by NAPC as waterless

areas that are having households with access to safe water of less 50% only. As a

result, diarrhea and other waterborne diseases still rank among the leading causes

of morbidity and mortality in the Philippines. The incidence rate for these diseases is

high as 1,997 per 100,000 population while mortality rate is 6.7 per 100,000

populations. The Sagana at Ligtas na Tubig sa Lahat Program (SALINTUBIG) is one

of the government’s main actions in addressing the plight of Filipino households in

such areas.In 2008, the Government of the Philippines made a commitment to

provide water supply and sanitation in to “waterless” communities or areas with less

than 50% water supply coverage (Philippine Water Supply and Sanitation Sector

Roadmap, 2008). The program took into consideration the challenges in the sector

that hinder the attainment of sector goals and targets.

Priority was given to the 455 waterless municipalities as grants with yearly

allocation of 1.5 Billion through the implementation of the Sagana at Ligtas na Tubig

sa Lahat Program (2011 -2016) Starting in 2011, the Philippines have allotted P1.5

Billion in support of the water programs and projects implemented across several

national agencies that have mandates over recipient institutions.

A Memorandum of Agreement (MOA) signed in 2010 between the Department of

Health (DOH), Department of the Interior and Local Government (DILG) and National

Anti-Poverty Commission (NAPC) for the SALINTUBIG Program named DOH as the

lead agency and provides funds with a Php 1.5 billion budget. The DILG was

responsible for Capacity Development & NAPC for coordination & program

monitoring. By 2012, subsequent changes in the institutional arrangement have

made DILG as the lead agency and provides funds while DOH assists DILG in Cap

Dev & ensures water quality. NAPC is still in-charge of coordination & program

monitoring. DILG also provides capacity-building interventions which include,

program design preparation, coaching on the preparation of the detailed engineering

design, operations and maintenance and the governance portfolio on Human Rights-

Based Approach on Local Water Governance (DILG Memorandum Circular 2012-

83.Policy Guidelines on the Implementation of 2012 SALINTUBIG Program, 2012).

Subsequently, the Philippine Water Situation study states that 85% of the

country’ water demand is for agriculture, with industry and the domestic sector

sharing the balance. The Municipality of Anilao, Iloilo relies heavily on agriculture for

livelihood but there is inadequate water supply.

The Municipality of Anilao through their Local Poverty Reduction Action Team

(LPRAT) identified access to potable and safe water as a major issue in the locality

through a focused group discussion. In 2014 and 2015, the Local Government Unit

of Anilao was granted a total of PhP 720,000.00 and PhP 5,000,000.00 respectively

from the Department of the Interior and Local Government through their Sagana at

Ligtas na Tubig (Salintubig) Program to address the LPRAT’s concern.

Barangay Mostro and Barangay Palaypay were identified as the project service

area having the vast agricultural farms intended for cash crops like vegetables, rice,

corn and fruit trees. In addition, both barangays do not at all have access to the

municipality’s water district resulting to high incidents of water-borne and respiratory

diseases affecting residents.

The project is envisioned to increase access of the whole service area, including

the neighboring barangays to adequate water supply and improve their capabilities

including barangay and municipal local government unit in planning, implementation,

and management of water supply facilities. It shall also reinforce the LGU’s revenue

generation as the sustainability measures include operational fees and charges for

the maintenance of the water supply system.

This project will consist of a water pump, construction of concrete tanks, and

distribution pipelines with communal faucets. The concrete tank will serve as the

main storage facility provided with an outlet and/or control valve. Expected pumping

rate will be 2.45 lps at 6.48 hours per day. The concrete tank can hold a volume of

forty (40) to sixty (60) cubic meters of water. An existing concrete open-type settling

tank at Sitio Buay-buay, Barangay Mostro, Anilao built in the 1980s will be utilized to

facilitate supply of water through gravity to intended beneficiaries.

Objectives

Based on the country’s long term goal of providing potable water to the entire

Filipinos, the project will have the following objectives:

a. Establish an operative water supply system operated and managed by a local

management committee;

b. Increase access to safe and potable water supply to residents of Anilao, Iloilo;

c. Improve health conditions and sanitation of the target beneficiaries

d. Improve farm productivity of farmer-beneficiaries

e. Reinforce the LGU’s revenue generation as the sustainability measures

include operational fees and charges for the maintenance of the water supply

system.

Beneficiaries

Barangays Mostro and Palaypay, about four and two kilometers respectively

away from the municipality proper (Poblacion) are both agriculture-based barangays

with land area covering 7.196616 square kilometers and 5.973571 respectively.

Barangay Mostro has a total of 1,950 population, with 1005 of which are male and

945 are female. Barangay Palaypay on the other hand has a total of 3,090

population, with 1,598 of which are male and 1,492 are female (Iloilo Provincial

Population Office, 2013). Population density is 271 persons per square kilometers for

the municipality with household size of 5. It has an age dependency ratio of 60.67%.

Individuals ranging ages 15 to 64 years old dominates the barangay with 60.67%

share, zero to 14 years old is 34.98% and very low old age population (individuals 65

years old and below) at 4.35%. Summarily, there are about 5,040 total population

and 1,260 households of barangays Mostro and Palaypay.

In Barangay Mostro, the main source of livelihood of household members in

both barangays is from employment as domestic helpers, with farming and farm

labor ranking second, and business, last. Eighty percent (80%) of the households

are receiving a bracket income of from PhP 0 – 5,000 monthly. Twenty-three percent

(23%) of the working population are males while thirty-nine (39%) are unemployed

females.Most population in Barangay Palaypay on the other hand depend on farming

and producing crops (corn, sugarcane, and vegetables), with eighty (80) households

are in to farming.

3. Project Location

There shall be two project sites: concrete open-type settling tank by the

stream at Sitio Buay-buay, Barangay Mostro, Anilao, Iloilo and the treatment

facility in the upper portion of the same barangay.

5. Major Assumptions

i. Market

The initial projected target market of the project are the residents of Barangays

Mostro and Palaypay, Anilao, but it shall be open to any interested individual as it is

groomed to be a local enterprise.

ii. Technical

The water supply system project will consist of a water pump and construction of

concrete tanks, and distribution pipelines with communal faucets. The concrete tank

will serve as the main storage facility provided with a min outlet and/or control valve.

Expected pumping rate will be 2.45 lps at 6.48 hours per day. The concrete tank can

hold a volume of forty (40) to sixty (60) cubic meters of water.

iii. Organizational and Management

The project implementation will be organized and managed by a Project

Management Team and shall have the following powers and responsibilities:

Municipal Mayor. As the highest elected official of the local government unit, the

mayor takes charge of the executive branch. She reviews and approves the

municipal development plan and the budget allocation for the plan implementation.

As head of the PMT, she is authorized to enter into a Memorandum of Agreement

(MOA) to interested contractors.

Project Supervisor. The project supervisor shall be the Municipal Engineer, who will

be responsible for the efficient implementation and timely completion of the project

especially the construction phase in accordance to the approved specifications in the

plans. He will ensure the overall coordination with the different agencies in the sub-

project implementation and recommends the review and approval of all requests for

the project.

Project Coordinator. The project coordinator shall be the Municipal Planning and

Development Coordinator. He will closely coordinate with the project supervisor in

supervising the sub-project during the implementation and for the timely completion

of the same. He prepares daily reports and logbooks, physical accomplishment

reports, statement of work accomplished and other required reports. He will be

responsible for the regular consultation, monitoring, and evaluation of the project,

conduct of community capacity building for the effective operation and management

of the project. He will also be responsible for the documentation from pre-

implementation to termination stage of the project.

Municipal Treasurer. She is tasked to perform the following:

a. Coordinate with the Budget Officer for the inclusion of supplemental budget in

the Annual Budget of the LGU;

b. Open a respective trust account with an accredited government depository

bank;

c. Be responsible for the payment of disbursement of the approved projects from

the proceeds from national government grant;

d. Ensure accounting rules and regulations followed;

e. Ensure prompt submission of reports to the funding agency (Department of

the Interior and Local Government);

f. Ensure proper earmarking of funds;

Municipal Accountant. She will be responsible for the recording and monitoring

inflow of grant and local counterpart funds and disbursement thereof in accordance

with government accounting and auditing rules and regulations, and preparation of

financial reports and reconciling all accounts;

Municipal Health Officer. She will monitor health-related conditions of the barangay

including the regular water quality analysis;

Municipal Agriculturist. She will be responsible for the monitoring of all agricultural

activities of the farmer-beneficiaries of the project. She will ensure proper practices

of farming for sustainable use of water resources in the identified barangays.

Local Water Cooperative. They will be trained to take charge with the day-to-day

operation and management of the project. They will coordinate closely with the

Municipal Project Coordinator on the mechanics of the operation, maintenance,

recording and transition the project to a local enterprise.

iv. Financial and Economic

A proposed Php 10.00 per cubic meter shall be charged to the customers who

availed the said water system. Based on the records of Anilao Water District, an

average of 13 cubic meters of water is used by a regular household per month.

Thus, a total average of Php 130.00 shall be paid by a regular household who will

avail the proposed water system project that is much lower compared to the costs

the residents incurred from the water distributor in the municipal proper.

In just one year of operations, this local enterprise through the local

management committee will earn approximately Php 1.65 million from its target

clients based on the number of households. As such, it is safe to say that in three

years’ time, they can already cover the costs and capital from the grant amounting to

Php 5,720,000.00.

B. Market Study

Product Description

The water supply system project will consist of a water pump and construction

of concrete tanks, and distribution pipelines with communal faucets. The concrete

tank will serve as the main storage facility provided with a min outlet and/or control

valve. Expected pumping rate will be 2.45 lps at 6.48 hours per day. The concrete

tank can hold a volume of forty (40) to sixty (60) cubic meters of water. An existing

concrete open-type settling tank at Sitio Buay-buay, Barangay Mostro built in the

1980s will be utilized to facilitate supply of water through gravity to intended

beneficiaries.

The project aims to establish an operative water supply system operated and

managed by a local management committee. This shall also be used to increase

access to safe and potable water supply to residents of Anilao, Iloilo. Moreover, this

can also improve health conditions and sanitation of the target beneficiaries and the

farm productivity of farmer-beneficiaries in the area.

The target users of this project will be the households situated at Barangays

Mostro and Barangay Palaypay, about four and two kilometers respectively away

from the municipality proper (Poblacion) which are both agriculture-based barangays

Analysis of Past, Present and Future Demand

Barangay Mostro and Palaypay, Anilao were identified as the project service

area having the vast agricultural farms intended for cash crops like vegetables, rice,

corn and fruit trees. In addition, both barangays do not at all have access to the

municipality’s water district resulting to high incidents of water-borne and respiratory

diseases affecting residents. Most residents manually fetch water from the Buay-

buay stream and drink the same, while some households prefer to purchase drinking

water at Php 40.00 per gallon at the LGU’s trade center (Poblacion), to which they

have to spend for transportation.

The community records show that these barangays do not have a direct

access to clean and potable water ever since and this is where the ultimate problem

lies. Given the distance of these barangays from the main water source of the

municipality, it has been an imminent problem on how to connect them to the main

source. This situation has led to the residents to outsource clean drinking water from

the municipal

proper and spend as much as they could to have a clean and potable drinking water

from the water distributors.

As such, the river that traverse these barangays remains to be the only

source of water by the residents in washing their laundry, cleaning their animals,

irrigation among other uses. Thus, the complexity of the uses of a river as the only

source of various activity may lead to water-borne diseases due to unsanitary effects

of it.

Given the fact that this project does not yet exist, the demand for clean and

potable water is indeed very high among the residents and target beneficiaries in

these two barangays. This project is envisioned to increase access of the whole

service area, including the neighboring barangays to adequate water supply and

improve their capabilities including barangay and municipal LGU in planning,

implementation, and management of water supply facilities.

In terms of the number of beneficiaries targeted by this water system project,

there are 5,040 individuals or equivalent to 1, 260 households from the two

barangays which constitutes the domestic needs in the locality. These target

beneficiaries need to be serve with clean and potable drinking water through the

proposed water system project.

The analysis of alternatives for the preparatory survey is broadly divided into

“Do it” or “Do nothing”. In this study, “Do nothing” refers to no countermeasure for

water supply and keeping the current water supply condition, system, and

equipment. As shown below, the “Do nothing” alternative is obviously not

acceptable because of the projected negative impacts caused by the said

alternative:

 For many consumers, access to drinking water will be difficult

since water demand volume will exceed the potential water supply

volume soon; and

 Difficulty of access to safe and healthy water makes the general

public sanitary level worse and may generate diseases because of

the unavailability of clean water.

The possible countermeasures to correspond to the future water demand will

be the following: (i) Development of the new water resource and (ii) Improvement of

the existing water supply system. The “Development of the new water resource”

alternative will have two options i.e., dam projects and seawater or brackish water

desalination projects.

Although development of the new water resource is appropriate to

correspond to the future large volume requirement, it would take a long time and

construction cost will be high. Additionally, there is a possibility of large-scale land

acquisition and resettlement, which may further extend the project completion or

sometimes would make the project infeasible. The other option in the “Development

of new water resource” alternative, the desalination of seawater or brackish water,

may not require large-scale resettlement but construction and O&M costs are very

high. Moreover, high energy consumption of desalination plant is a significant

environmental problem of this option.

On the other hand, improvement of the existing facilities which is planned in

this study can be implemented in short term, and would not require resettlement

and as much investment as the dam project option. Moreover, the development of

the new water resources cannot be an efficient or a reasonable project under the

conditions that a huge amount of produced water is being lost in the distribution

network.

Analysis of Past, Present and Future Supply

This water system project solely lies on the capacity of the existing river

located within the vicinity of the barangays as its main supply of water for the target

beneficiaries. Thus, the old tank that needs to be refurbished shall serve as the

water reservoir as it flows to the water treatment facility up to the communal faucets

of the residents in the barangays.

Indeed, the local management committee in cooperation with the barangay

officials and residents need to make sure that this river and its surrounding

ecological system shall be properly guarded and managed and well maintained and

clean for it to be sustainable for the residents.

Demand and Supply Analysis

The demand for clean and potable drinking is very high among the residents

in two barangays because of various reasons but ultimately in terms of hygiene and

health. The non-existence of a water system has led to the residents of outsourcing

clean water from other places that also affects their economic and livelihood states.

Further, water-borne diseases are expected to increase especially among the

children if this problem is not addressed properly and immediately.

The Buay-Buay River as the ultimate source of water supply needs to be

sustained and well maintained by these two barangays. The old tank that serves as

the water reservoir needs to be improved for it to be fully functional for the water to

flow to the water treatment facility up to the faucets of the target beneficiaries.

In the economic side, the local management committee is expected to seek

for payments in the services provided by the water system project among the target

beneficiaries that serve as their clients. These payments or service charges being

made shall be used for the maintenance and operational costs and expenses of the

water system project.

Price Study

A proposed Php 10.00 per cubic meter of water chare shall be charged to the

customers who availed the said water system, significantly cheaper than the current

Metro Iloilo Water District charge of Php 15.00 per cubic meter. Based on the

records of Anilao Water District, an average of 13 cubic meters of water is used by a

regular household per month. Thus, a total average of Php 130.00 shall be paid by a

regular household who will avail the potable water service. The beneficiaries will no

longer pay for expensive drinking water that can cost up to Php 40.00 per gallon.

In just one year of operations, this local enterprise through the local

management committee will earn approximately Php 1.65 million from its target

clients based on the number of households. As such, it is safe to say that in three

years’ time, they can already cover the costs and capital they loaned from the grants.

Market Plan

The objectives of this study are set as follows:

 To contribute to the improvement of water service management, effective

utilization of water source and stable water supply with reasonable water tariff

through this project;

 To contribute to the improvement of public health and water quality on water

bodies by the improvement of water pump and its concrete tank through

distribution of pipelines with communal faucets;

 To contribute to the improvement of sustainable water services and the

development of the barangays by raising water service levels with effective

utilization of operation and maintenance management technologies and

know-how in water services management;

 To contribute to the improvement of living standards in poverty stricken areas

with the advancement of water service coverage to the poor class; and

 To contribute to the reduction of poverty and economic burden of the citizenry

by realizing the aforementioned objectives through the technical and financial

assistance provided by the local government unit;

 To reinforce the LGU’s revenue generation as the sustainability measures

include operational fees and charges for the maintenance of the water supply

system.

The target market of this water system project are the households, business

enterprises, schools and other entities who are in dire need of water within the

jurisdiction of Barangays Mostro and Barangay Palaypay, about four and two

kilometers respectively away from the municipal proper of Poblacion, which are both

agriculture-based barangays. As such, the water services that can be derived from

this project is primarily targeted to serve less fortunate individuals or entities who do

not have the capacity to have its own personal line from the main water distributor

located in the proper area.

The water services that this project will offer to its target market can be well

promoted through extensive awareness campaign to the households in the

surrounding barangays. Through community engagements by means of barangay

assemblies and local meetings, the barangay officials could personally inform their

constituents about the said project. Provision of signs, posters, and tarpaulins about

the project including its location, directions how to get there, service fees shall be

deployed in conspicuous places like in the municipal grounds, barangay halls and

basketball courts among others to increase awareness to the target beneficiaries on

the services of this project. Feedback mechanisms are also encourage from the

community to provide comments and suggestions for the improvements of the said

project.

The management of this water system project must be under a local

management committee with a set of officers duly elected among the individuals

from both target barangays. To avoid some conflict of interests, barangay officials

from both barangays shall be excluded from handling a position in such cooperative

but they may be given a seat on the advisory council who shall constitute some

monitoring and supervising powers to a limited extent depending on the needs as it

arises. As such, these officers must come from any of the residents in both

barangays and shall be nominated and elected by the majority. These officers shall

only be given one (1) year on such position and will undergo another election

process every after end of their term. Constitution and by-laws of this committee

must also be crafted to lay all the rules and regulations that will guide these officers

in performing their mandates in properly managing this water system project for the

benefit of everybody.

Environmental Aspect Analysis

POTABILITY TEST

Requiring for a Potability Test is one of the essential components in the


project implementation with regards to environmental aspect analysis. Groundwater
can contain one or more chemical substances in levels above health-based
standards. In some cases, contamination of the water can be detected by sight, taste
or smell; however, many of the most serious problems can only be detected through
laboratory testing of the water.

Potability Testing ensures the safety of the water supply of the


beneficiaries. The testing includes checking for coliform bacteria and ecoli,
nitrates, and arsenic. The presence of choliform bacteria and Ecoli would indicate
a contamination of the water supply. Coliform bacteria usually indicates a
contamination of the water supply from the surface or surface water. Ecoli would
indicate contamination of the water source from sewage. A positive nitrate test
would indicate a contamination from fertilizers or other contaminants. Arsenic is a
naturally occurring mineral found in

Oregon. These Tests are performed by sanitizing a point in the plumbing system,
drawing a water sample, and delivering the sample to a state certified testing
laboratory.

ENVIRONMENTAL COMPLIANCE CERTIFICATE

Projects that pose potential significant impact to the environment shall be


required to secure Environmental Compliance Certificate (ECC).

An ECC is a document issued by DENR/EMB after a positive review of the


ECC application, certifying that based on the representations of the proponent, the
proposed project or undertaking will not cause significant negative environmental
impact.

The ECC contains specific measures and conditions that the project
proponent has to undertake before and during the operation of the project, and in
some cases, during the project’s abandonment phase to mitigate identified
environmental impacts.

The ECC also certifies that the proponent has complied with all the
requirements of the Environmental Impact Statement (EIS) System and has
committed to implement its approved Environmental Management Plan.

Screening for Coverage of the Philippine Environmental Impact Statement


(EIS) System. Proponent may submit a letter of request to the Environmental
Management Bureau (EMB) or its regional offices in order to determine if the
proposed project is covered by the EIS System. Attached to the letter is the Project
Description, which includes raw materials, process or manufacturing technology,
project capacity, type and volume of products and discharges, capitalization, project
area, manpower requirements and location map. Projects that have no significant
environment impact shall not be required to secure ECC. In cases a Certificate of
Non-Coverage (CNC) is to be secured for the perusal of other government agencies
and/or organizations, the above-mentioned requirements may be submitted to the
EMB or its Regional Offices. The CNC is issued by the EMB certifying that, based on
the submitted project description, the project is not covered by the EIS system and is
not required to secure an ECC.
