Department of the lnterior and Local Government (DILG) and Department of Energy
(DOE) Joint Memorandum Circular No. 2020-01 dated April 30, 2020, entitled
"Guidelines for LGUs to Facilitate the lmplementation of Energy Projects"

SUMMARY

The abovementioned JMC aims to establish, strengthen and integrate the national
energy plans, programs, policies, and mechanisms into the local development plans.
It also aims to harmonize and fast-track the implementation of the Energy Virtual One
Stop Shop (EVOSS) Act, Ease of Doing Business (EODB) Act, EO 30 (Creating the
Energy lnvestment Coordinating Council), and AO 30 (Eliminating Ovenegulation to
Promote Efficiency of Government Processes with the establishment of unifled and
streamlined permitting process. Further, the issuance intends to maximize the
benefits from energy projects to the host communities and to implement the other
necessary energy programs and projects to spur the total development of the LGUs.

To ensure that the local government units are capable of facilitating the
implementation of energy projects, the same issuance entails a quarterly monitoring
reportl using the attached LGU Energy Code / EVOSS Compliance Monitoring Report
(M&E Form 1).

ACTIONS REQUIRED

(1) Disseminate attached Joint Memorandum Circular No.2020-01 to concerned


offices in your respective LGU;

(2) Coordinate with the City/Municipal Planning and Development Office (CPDO)
for the accomplishment of the attached LGU Energy Code EVOSS i
Compliance Monitoring Report (M&E Form 1); and,
