Campaign vs. pre-marital sex intensified in Tacloban City

BY JOEY A. GABIETA

TACLOBAN CITY Alarmed with a high number of young people in the city engaging in pre-marital sex, a youth group under the City Population Office is to intensify their advocacy campaign against the PMS.

Based on a random survey conducted by the

CPO, 23 percent of the city youth are engaged in PMS, which makes Tacloban one of the highest PMS incidence in the region. The survey involved 966 respondents or seven young persons aged 15 to

25 years in each of Taclobans 138 villages. This number is really high...our youth engaging in pre-marital sex. We are doing our advocacy campaign among our youth in the city to primarily inform them that it is not

right for them to engage in sex at early age, Rhea Canes, a youth volunteer under the CPO, said during the weekly media forum Express it at the Park held at the Leyte Park Resort Saturday. Thus, their campaign

against PMS is to be intensified by them by visiting more barangays and providing their young audience information as to why they should not engage sex at their stage. According to Canes, to page 8

TACLOBAN CITY A project for indigenous people (IP) is currently being undertaken by the Department of Social Welfare and Development in Leyte and Southern Leyte, according to DSWD Assistant Regional Director Nestor Ramos. This project is currently centered among Badjaos that are currently roaming around the province, most of them are in Tacloban. This settlement project of the agency is part of the Pamilyang Pili-

pino Pantawid Program of the government, said Ramos. However, in implementing this program, the official said that part of the program should be on the culture of understanding. Basically they are nomad people; they will travel from one place to another in search for food.So if you want to address the problem, you should try to understand first their culture, Ramos said. The reason why this Badjaos have reached our region, according to Ramos, is the insurgency problem in the southern part of Mindanao where they came from. The present number of Badjaos monitored by their agency in Bato, Leyte are about 60 families. This number is static as they usually leave the town and sometimes their real names are not given by the indigenous people to those who are conducting the survey. I just hope that this project will be successful and the government will provide the proper inter-

vention for them, Ramos added. Presence of Badjaos in this city had been one of the problems by the city government especially during special occasions when they troop to the city to ask for alms and foods. The city government had conducted a saturation drive against the Badjaos last month before the city fiesta and sent them to Bato but many of them were seen roaming the city streets again. (ROEL T. B O R O N G A N CITYThe farmers of his province will get more support as the reelected governor is considering giving more assistance to the agriculture sector in a bid to increase farm productivity. Eastern Samar Governor Conrado Nicart Jr. in an interview said that for another three years, of his administration he will give more support to the provinces agricultural sector and modernize agricultural production to attain food self sufficiency and minimize if not solve the high poverty incidence especially in the rural areas. The recent report of the National Economic and Development Authority (NEDA) in East-

ern Visayas reveal that the province of Eastern Samar is the poorest of the six provinces in the region, with a poverty incidence of 59.4 percent. The NEDA report added that poor agricultural production has worsened the poverty situation in the region. Gov. Nicart pointed out that his province is basically an agricultural economy and agricultural modernization is one of his top priorities of his administration to combat poverty. He added that from 2010 up this year, his office has allocated P40 million per year to the agricultural sector. The governor disclosed that more seminars and trainings on modern agricultural practices would be con-

ary 21 to March 8, 2013 but it was on on March 4 that the group has spotted a Philippine Eagle in the mountain range of Pangasugan in Kagbana village, which is close Mahagnao in the upland of Burauen. In a report, the group composed of Giovanne Tampos and Kathleen Aballe of DENR-University of the Philippines project biologists and Jasper Mark Cari of the Philippine Eagle Foundation believed that a breeding pair is inhabits the area. Based on the behaviors seen, the Philippine Eagle is most likely an

adult. Knowing that the previous fieldwork recorded a juvenile call and it was just approximately three-kilometer aerial distance away from our location, we think that there is a breeding pair in the area, the team said. The team recommend to immediately conduct surveys in the adjacent forests of Kagbana like Pangasugan range and Mahagano Natural Park to know if there are other occupied eagle territories, conduct thorough observation to know the status of the Philippine eagle seen in Kagbana village. Experts also asked authorities to locate the nest of the Philippine Eagle and

initiate diet and breeding behavior studies, explore possible communitybased conservation initiatives in areas of the nesting territory where there is high people and wildlife conflict. This is best done in close partnership with communities whose livelihood depend largely on forest resources. In Kagbana for example, many are dependent on forest resources like rattan. Additionally, the community is also actively hunting and trapping wild animals like wild pigs, deers and palm civets; the same prey items of the Philippine Eagles, the team said in its report. Angelito Villanueva, head of Eastern Visayas Regional Eagle Watch Team, said they are highly considering the recommendations of experts for more intensified conservation efforts. It will incorporated in their ongoing project Reintroducing the Philippine Eagle in Leyte: Ensuring

the Survival of the King of Birds. The presence of Philippine Eagle in Burauen confirms the existence of highest diversity in the area. It is considered one of the largest and most powerful eagles in the world, Villanueva added. The DENR has identified Leyte mountains as re-discovery site for the Philippine Eagle following the recent sightings of this critically endangered bird species. It took about 30 years before the Philippine Eagle was sighted again in Leyte mountains, according to the DENR, making the province as the countrys rediscovery area. (SARWELL Q.

Leyte implements ARSE to curb premarital sex, teenage pregnancy

TACLOBAN CITY To curb premarital sex and teenage pregnancy, the provincial government of Leyte is implementing the Adolescent Responsible Sexuality Education (ARSE) in various elementary and high schools all over the province. Leyte provincial population officer Mel Cawile said that during the incumbency of former governor and now Energy Secretary Carlos Jericho Petilla, a module was prepared and was pilot tested at Palo Central School with Grades 5 and 6 pupils as participants. The module was developed after then Governor Petilla told us about a recent study that Leyte had a high number of teenagers engaged in premarital sex, Cawile said. According to him [Petilla] pregnant mothers are getting younger and younger, the youngest of whom he had encountered was only 12 years old. That made him decide to craft a module designed for school children, Cawile added. ARSE is now being taught in various schools in the province, including Grades 7 and 8 high school students, Cawile said. Cawile stressed that children and adolescent need accurate and comprehensive education about sexuality to practice healthy sexual behaviour as adults in the future. It is emphasized in the module that early, exploitative and risky sexual activity may lead to health and social problems such as unintended pregnancy and sexually transmitted diseases, Cawile said. Cawile meanwhile pointed out that sex education is still best taught by parents. Discussions on sexuality may be an awkward subject for parents and teens but it is very necessary. Kids are learning about sex at younger ages due to social media availability and the absence of moral guidance on TV, in music and in open conversation with peers, Cawile said. What used to be taught at home a generation or two ago, when children were hitting puberty in the early teens, is out of step and way too late for todays teens, she added. She said that while teenagers may have the head knowledge about sex, they usually dont have the emotional maturity to handle the objective areas of sexuality. Teenagers still need the age appropriate parental discussions in an environment where they dont have to posture or pretend to be knowledgeable and thats where parents come in, she said. Although there are lessons taught in schools, sex education is still the parents responsibility. By reinforcing and supplementing what adolescents learn in school, parents can set the stage for a lifetime of healthy sexuality, she added. (REYAN

Lift suspension on RH Law

all the days given for their arguments during the sessions conducted. We therefoare say let the law be effected. It is pro-decent life not just pro-life. It is needless for the piece to say in detail the sufferings of large families which parents can hardly afford support to live to justify its passage. The anti-RH law which is strongly advocated by the Roman Catholic Church can still perform their roles in what they say regarding the evils of this law. They have all the power and the chance to speak against it, commanding their faithful not to avail of the program. Comparing Catholics to other religious denominations, the Roman Catholic Church say masses several times in a day and days of holy obligations with hundreds of church-goers attending. They have a big captured audience who listen to their well-crafted homilies. Here they can pack their homilies with all the evils they see in the law. However, allow the law to run its course and be operational especially to those people who feel they need it.

irst day of Supreme Court hearing of the RH Law accommodating the petition of anti-RH Law advocates is providing us a suspicion it will take time before the Supreme Court can justiably decide on the merits of the petitioners desire to have it outlawed. On the rst topic/ issue of when life really begins anti RH Law, lawyer Concepcion Noche says that conception begins in fertilization not when fertilized egg has already embedded itself in the uterus of a mother. Some justices however have expressed sceptical thoughts on the competence of the court to rule on the constitutionality of the law, based on some arguments that will be forwarded later by those who support and agree that the law does not violate any provisions of the Constitution. The Supreme Court certainly will not undergo the same process of deep and detailed scrutiny because such exercise was already deliberated in detail when this bill was introduced in both houses with ample time spent before it became a law. The anti-RH bill legislators had

Hope for the homeless

It is heart warming to know that housing projects shall be one of the concerns of the new provincial government under Governor Dominico L. Petilla. Indeed a manifestation of what is there in the heart of the young governor. He follows the line of commendable concerns his mother Matin, Icot, his brother governors of the province in addressing needs of Leyteos. The housing project will have Palo municipality as a pilot project area. It is a response of the provincial government to give assistance to the mus supporters could be valid, not because of anything else, but mostly of their awareness of what they did in the rally, they conducted in July 1 in front of Baybay City Hall. Throwing stones that hit police officers and some civilians and that broke glass windows, even destroying some expensive office equipment can never be justified. To conduct protest rallies is a constitutional right of citizens of this republic, but it has to be legitimate by getting a permit from concerned officials where

levies bankrolled a hydra of coco mills, a bank, even a producers federation that never mustered names of supposed one million members. Ricardo Cardinal Vidal, in August 1998, presented to President Joseph Estrada a Catholic BishopsBusinessmens Conference memo.. Abuse of state power wrung those monies from impoverished coconut farmers ,it said.. They should be returned.. But just before People Power II, Erap signed Executive Orders 313 and 315. These delivered the levy estimated at over P100 billion then to cronies, It was grand larceny that needed ever-larger doses of hypocrisy. Today, Manila Mayor Estrada pledges honest government. Led by Chief Justice Hilario Davide, the Supreme Court ruled the levy were public funds. IA furious Cojuangco unleashed, in November 2003, a Brat Pack of Nationalist Peoples Coalition congressmen to impeach Davide .Is this a coalition of cretins?, snapped Rep. Teodoro Locsin Jr.. The conundrum of the House is: how to climb, out of the shit hole in which a third of its members descended with such stealth The House spurned Cojuangcos hitmen. On the coco levy, the Corona Supreme Court flipflopped four times It somersaulted also four times on the bill that turned 16 unqualified towns into cities. Flight attendants, won final judgement on their case, were stunned to learn it had been reversed --- by a final judgement The Corona Court issued March 2011, an entry of judgment: Cojuangcos P56.3-billion SMC shares are now final. PECUNIARY DECENCY

Ferdinand Marcos coconut levy robbed impoverished farmers blind long after the dictatorship collapsed in 1986. The Supreme Court, last week, shredded crony Eduardo Cojuangcoos claim for sequestered 700 million San Miguel Corporation shares. Should we cheer? President Benigno Aquino froze tapping into the SMC kitty, until the high court handed a final decision. That came Tuesday. In a unanimous resolution, the Court declared Cojunagco shares in United Coconut Planters Bank as government-owned. It affirmed the July 2003 Sandiganbayan decision that his UCPB shares were swiped coco levies. The SC upheld shredded with finality a May 1975 Philippine Coconut Administration decision:. (now UCPB) stocks. Farmers hail court ruling in UCPB case, an Inquirer banner read. Government will sell P14.4 billion worth of the stocks, Philippine Deposit Insurance Corp. president Valentin Araneta said.. Thatd go into a trust fund for coconut farmers. Under martial law, Marcos signed Presidential Decree 276. It directed that coco levies be clamped in 68 provinces. These would be owned by cronies in their private capacities. Taxes became individual loot. If PD 276 is not scrubbed as unconstitutional, Marcos found a legal and valid way to steal, wrote then columnist Antonio Carpio. As Supreme Court justice today, Carpio finds himself vindicated, Cojuangco was martial law coconut czar , until People Power drove him into Haiwaiian exile with the dictator. In between,

10 per cent, in mansions, with four-wheel drives and bodyguards, consume 31 centavos out of every peso,. In contrast, the poorest 10 per cent, huddled in slums, make do with three centavos. When a crisis hits, the poor pare that down to two centavos. The rich rearrange their menus. . Here, net worth equals self-worth, a banker explained,. Bank balances and car models set the pecking order,. You cornered the coconut levy? You get first places at table, plus a Supreme Court justice or two as bonus. Some call that pecuniary decency. And poverty becomes the original sin. Transporting gold to the grave is the end-all and beall. Official position evolves into a tool for conserving perks of the elite. What does it profit a man if he grabs all the levy but in the end have the poor piss on his grave? ####

July 15, 2013 Monday of the 15th Week in Ordinary Time Ex 1:8-14,22; Ps 124; Mt 10:34-11:1 JESUS: A CAUSE OF DIVISION [Jesus said to the Twelve,] Do not think that I have come to bring peace upon the earth. I have come to bring not peace but the sword. For I have come to set a man against his father, a daughter against her mother and a daughter-in-law against her mother-in-law; and ones enemies will be those of his household. Whoever loves father or mother more than me is not worthy of me, and whoever loves son or daughter more than me is not worthy of me; and whoever does not take up his cross and follow after me is not worthy of me. Whoever finds his life will lose it, and whoever loses his life for my sake will find it. Whoever receives you receives me, and whoever receives me receives the one who sent me. Whoever receives a prophet because he is a prophet will receive a prophets reward, and whoever receives a righteous man because he is righteous will receive a righteous mans reward. And whoever gives only a cup of cold water to one of these little ones to drink because he is a disciple amen, I say to you, he will surely not lose his reward. When Jesus finished giving these commands to his twelve disciples, he went away from that place to teach and to preach in their towns. CONSTANT HASSLES For Andrew, family life is a struggle. Each day is filled with conflict. His parents dont trust him; they dont accept the way he is and they want him to change and be more like his older brother. But Andrew is different and so he has to endure constant hassles about the clothes he wears, the color of his hair, and the kids he hangs out with. He prays to Jesus to bring peace to his family but it seems to no avail. The paradox of the gospel is still not available to his young mind. Andrew will learn that in the kingdom it is the blind who see, the lame who walk, and the deaf who hear. Thats good news for broken families and broken relationships. The day will come when he will break free from his family, leave behind his mother and his father, the expectations of a sinful generation, the values of a passing world, and seek the One he loves more than life. Jesus is the rejected one who calls the rejected of the world to his side. Most loving God, you created me in perfect love, yet I am an imperfect person. I struggle each day for peace, but find division instead. Help me to see your kingdom coming even in my sinful life. (Between Sundays by Paul Boundreau published by Paulines. PNP is not for PMAers

cadetship, the PNPA has attracted as many as 30,000 applicants per year. Several PNP officers claim that this could be one of the reasons PMA graduates have been pushing for the re-entry of PMA graduates into the police force. In the past, the PMA was able to recruit the brightest high school senior students because of the prospect of joining either the military or police service. The PMA has produced national leaders in the person of Rufino Biazon, Gregorio Honasan, Panfilo Lacson and Antonio Trillanes who all became Senators of the Philippines. Be that as it may, the Constitution states that there is only one police unit, the PNP which is civilian in character. Let the PNP handled by the PNPA graduates and not the PMA graduates. The PNP Academy will be rendered useless if PMA graduates will be allowed to re-entry the police force. We have to demilitarize the police force.

The proposal of the Philippine Military Academy (PMA) Alumni Association to let the graduates of the countrys premier military school join the police force is untenable. The police force is civilian in character while the PMA is military by nature. RA 6975 created the PNP that is distinct from the Armed Forces of the Philippines (AFP). The PNP is civilian in character that is why it is under the administrative supervision of the DILG. The PNP Academy (PNPA) was established to train future police officers for public safety ensuring local peace and order and doing law enforcement

work. The PNPA is tasked with undertaking preparatory education and professional training for the PNP, the Bureau of Fire Protection and Bureau of Jail Management and Penology (BJMP)). The PNPA is the premier institution for the training, human resource development and continuing education of all police, fire and jail personnel. PNPA graduates are trained to be public safety officers working closely with communities while PMA graduates are trained best in defending the country against internal and external threats. While there has been a notable decline in the number of applicants for PMA

such rally will be conducted. This rally did not get one. Worse, it became violent. -oOoThat rally that turned violent was in protest against the electoral victory of mayoralty reelectionist Carmen L. Cari who convincingly garnered 30,618 votes against Galenzogas 15,421. The latter however did a self-proclamation she won and accusing Cari to have cheated the elections. Anywhere in this planet, especially in democratic countries, a legitimate office of that government like the COMELEC, is the one that proclaims results of electoral contests. That Baybay city violent rally is therefore uncalled for. Defeated candidate Malot Galenzoga should simply file a protest before the Commission on Elections bare all the evidences in her hand to prove her point. By now, she likewise should file cases of human rights violations allegedly committed by authorities against her supporters. That is a more commendable move to do and civil.

C AT B A L O G A N CITY - Damaged roofing, congested areas, illegal wiring connections, illegal structures, public bathrooms that are out-of-order, garbage-filled spots these were the sites that met the eyes of the first city lady Mayor Stephany UyTan as she conducted a surprise visit to the city governments external offices and other public facilities during her first week in office. Among the places visited were Pier 1, public market, the new bus terminal and public cemetery, Barangay 3 Footbridge. Visiting these places enabled the mayor to see the actual state of the citys public facilities and gave her an insight as to the steps that should be made to improve and develop them. With her during these visits to give recommendations were general services officer Rico Macabare, city economic enterprise and public utilities officer Victor Pagarao and disaster risk reduction

and management action officer Eliot Lopez. The findings gained from these visits were already relayed to the concerned department heads for immediate action and are now being addressed appropriately. Going out into the city and exploring its harsh realities served as her next move after the interoffice visit she conducted in her first day as she strives for a more open and consultative style of management. Hadto pa, karuyag ko na talaga it hands-on, tikang han kapitan ako to councilor, from ABC President to Councilor, much more yana nga city mayor na, she said. According to her, the visits in both the external and internal offices enabled her to establish rapport with department heads and staff and know their concerns regarding the performance of their jobs. Kay feeling ko it, success hit usa ka institution or hit mga programs, aada la gihapon kun gaano kaupay magtrabaho an mga department heads ngan mga

employees, kun maupay hira magtrabaho, maupay mga pag-implement han programs, she added. The first week in office was a whirlwind of visits and courtesy calls for the mayor. Initial talks with office heads during this period already yielded serious topics that would be treated more thoroughly during the meetings she intend to conduct within this week. It katapusan pressure, kay siyempre expectations ,tapos bagat damo an imo karuyag himuon pero di ngani igo it usa ka adlaw, ngan mayayakan ko talaga nga pareho it akon speech ha mga employees nga it will be my second home, asya gud talaga it matatabo, kay nakit-an mo nga diri enough an time nga ginhatag la ha imo hin office like 8 to 5, its beyond the hours, beyond the written roles, was her personal assessment of life as the first female chief executive of this city just barely a month in office. DOH appeals for community, LGU cooperation, support on dengue control
PALO, Leyte Health authorities in the region are soliciting cooperation and support from all sectors as they express alarm over the rise of dengue cases in the region. The health officials from the Department of Health regional office here (DOH-8) have aired their concern on the riscal mine workers and the host communities into the rehabilitation work while normal operations are suspended, Philex Mines Corporation is elevating responsible mining paradigm into a higher level. With the cooperation of Itogon and Benguet local executives, it creates a framework worth emulating, said Gerard Seno, executive vice president of the Associated Labor UnionsTUCP. Around 2,000 PMC supervisory and rank and file employees union in Padcal mines including their families still enjoy full union benefits like free education, health and other non-wage benefits amid suspension of work. An estimated 5,000 members of host communities also benefit from Padcal mining operation through taxes and corporate social responsibility programs. (PR)### ing number of dengue fever cases and called on the communities, local government units (LGUs), local health units and other stakeholders to play an active role in the control of dengue in the localities. The health officials are apprehensive that there will be an increase in the number of dengue fever cases in the coming months with the onset of rainy season and more people will suffer from the disease if the mosquito population will not be controlled. Boyd Roderick Cerro, DOH regional sentinel nurse, said that the mosquito-borne viral disease number of cases from January to June of this year, which was 1,740 with four deaths, has surpassed that of last year of the same period with 1,723 cases reported. He added that for 2012 there were 11 deaths reported. Cerro told reporters that of the 1,740 patients admitted to hospitals from January to June of this year, 288 were from Northern Samar, 204 from Eastern Samar, 186 were from Samar, 968 were from Leyte, 60 from Southern Leyte , while there are 34 cases coming from Biliran. Cerro also told re-

TUCP Laud DENR, MGB For Padcal Mine Rehab Extension

The Trade Union Congress of the Philippines (TUCP) lauded the Department of Natural Environment and Natural Resources (DENR) and the Mines and Geosciences Bureau (MGB) for extending last week the rehabilitation period for Philex Padcal copper-gold mine. Given the anxiety experienced by workers and their families over the prospects of losing their permanent jobs and indigenous peoples and host communities uncertainty of their livelihood caused by the indefinite resumption of full operation of the mine, the decision to extend the rehabilitation period for the Tailings Storage Facility 3 of Padcal mine is a much needed lifeline. I commend Secretary Ramon Paje and Director Leo Jasareno for considering the welfare of the workers and communities into the equation, said Atty. Democrito Mendoza, TUCP president. The DENR and MGB granted on July 5 the request of the Philex Mining Corporation (PMC) to extend the period needed to complete the rehabilitation and cleanup work for the TSF3 following an accidental discharge of water and sediment on August 1 last year due to an unprecedented heavy amount of rainfall caused by two successive typhoons . Philex needs the extension period to fill up the TSF3 with mine tailings to reach its ideal height of 592 meters above sea level and to create a beach at the top of the structure with 3.5 million cubic meters of fresh tailings that would push away into a spillway in time with the rainy season. So far, only 2.4 million cubic meters have been produced. While awaiting authorization from government for the full operation of the mine, Philex employed its workers and community members in Itogon and Benguet in its construction, remediation and revegetation process as part of its P1 billion rehabilitation work of the Balog and Agno Rivers affected by spilled mine tailings. By engaging the Pad-

porters that the dengue cases from January to June of this year have been reported in 118 from the 143 cities and municipalities of Eastern Visayas with four children fatalities from Biri, Northern Samar, Maasin City of Southern Leyte, Tacloban and Ormoc cities in Leyte. He, however, clarified that with the rise of the dengue disease there has been no reported dengue outbreak anywhere in Eastern Visayas. It was learned that based on the DOH-8 records, from 2008 to the half year of 2013, dengue has already affected 18,554 patients with 137 deaths in Eastern Visayas.
