TACLOBAN CITY Alarmed with a high number of young people in the city engaging in pre-marital sex, a youth group under the City Population Office is to intensify their advocacy campaign against the PMS.
Based on a random survey conducted by the
CPO, 23 percent of the city youth are engaged in PMS, which makes Tacloban one of the highest PMS incidence in the region. The survey involved 966 respondents or seven young persons aged 15 to
25 years in each of Taclobans 138 villages. This number is really high...our youth engaging in pre-marital sex. We are doing our advocacy campaign among our youth in the city to primarily inform them that it is not

TACLOBAN CITY The Department of Social Welfare and Development in this region is set to conduct an orientation to newly-elected mayors in Eastern Visayas by the end of this month, according to DWSD Assistant Regional Director Nestor Ramos. This orientation is in relation to the different programs that their agency is implementing to have a better cooperation from the newly-elected chief executives. Programs that are being implemented by their agency are the 4Ps, KALAHI-CIDSS, Social Pension for Senior Citizens to include the implementation of Justice Juvenile Welfare Act, which is currently in the center of controversy due to the increasing number of youth involve in crime. Additionally, the community is also actively hunting and trapping wild animals like wild pigs, deers and palm civets; the same prey items of the Philippine Eagles, the team said in its report. Leyte implements ARSE to curb premarital sex, teenage pregnancy

TACLOBAN CITY To curb premarital sex and teenage pregnancy, the provincial government of Leyte is implementing the Adolescent Responsible Sexuality Education (ARSE) in various elementary and high schools all over the province. Leyte provincial population officer Mel Cawile said that during the incumbency of former governor and now Energy Secretary Carlos Jericho Petilla, a module was prepared and was pilot tested at Palo Central School with Grades 5 and 6 pupils as participants. The module was developed after then Governor Petilla told us about a recent study that Leyte had a high number of teenagers engaged in premarital sex, Cawile said. According to him [Petilla] pregnant mothers are getting younger and younger, the youngest of whom he had encountered was only 12 years old. That made him decide to craft a module designed for school children, Cawile added. ARSE is now being taught in various schools in the province, including Grades 7 and 8 high school students, Cawile said. Cawile stressed that children and adolescent need accurate and comprehensive education about sexuality to practice healthy sexual behaviour as adults in the future. It is emphasized in the module that early, exploitative and risky sexual activity may lead to health and social problems such as unintended pregnancy and sexually transmitted diseases, Cawile said. Cawile meanwhile pointed out that sex education is still best taught by parents. Discussions on sexuality may be an awkward subject for parents and teens but it is very necessary. Kids are learning about sex at younger ages due to social media availability and the absence of moral guidance on TV, in music and in open conversation with peers, Cawile said. What used to be taught at home a generation or two ago, when children were hitting puberty in the early teens, is out of step and way too late for todays teens, she added. She said that while teenagers may have the head knowledge about sex, they usually dont have the emotional maturity to handle the objective areas of sexuality. Teenagers still need the age appropriate parental discussions in an environment where they dont have to posture or pretend to be knowledgeable and thats where parents come in, she said. Although there are lessons taught in schools, sex education is still the parents responsibility. By reinforcing and supplementing what adolescents learn in school, parents can set the stage for a lifetime of healthy sexuality, she added. (REYAN

Several PNP officers claim that this could be one of the reasons PMA graduates have been pushing for the re-entry of PMA graduates into the police force. In the past, the PMA was able to recruit the brightest high school senior students because of the prospect of joining either the military or police service. The PMA has produced national leaders in the person of Rufino Biazon, Gregorio Honasan, Panfilo Lacson and Antonio Trillanes who all became Senators of the Philippines. Be that as it may, the Constitution states that there is only one police unit, the PNP which is civilian in character. Let the PNP handled by the PNPA graduates and not the PMA graduates. The PNP Academy will be rendered useless if PMA graduates will be allowed to re-entry the police force. We have to demilitarize the police force.
The proposal of the Philippine Military Academy (PMA) Alumni Association to let the graduates of the countrys premier military school join the police force is untenable. The police force is civilian in character while the PMA is military by nature. RA 6975 created the PNP that is distinct from the Armed Forces of the Philippines (AFP). The PNP is civilian in character that is why it is under the administrative supervision of the DILG. The PNP Academy (PNPA) was established to train future police officers for public safety ensuring local peace and order and doing law enforcement
work. The PNPA is tasked with undertaking preparatory education and professional training for the PNP, the Bureau of Fire Protection and Bureau of Jail Management and Penology (BJMP)). The PNPA is the premier institution for the training, human resource development and continuing education of all police, fire and jail personnel. Defeated candidate Malot Galenzoga should simply file a protest before the Commission on Elections bare all the evidences in her hand to prove her point. By now, she likewise should file cases of human rights violations allegedly committed by authorities against her supporters. That is a more commendable move to do and civil.

In addition, there will be a practice and a free seminar on the second day. On the last day of the training, all the participants will be doing a return demonstration to a given situation wherein they will be performing the ACLS to a mannequin. Furthermore, after the training all the participants will receive the three completion cards and three international certificates plus a certificate of the free seminar. An ACLS digital downloadable book will be available to further enhance their knowledge. DOH appeals for community, LGU cooperation, support on dengue control
PALO, Leyte Health authorities in the region are soliciting cooperation and support from all sectors as they express alarm over the rise of dengue cases in the region. The Trade Union Congress of the Philippines (TUCP) lauded the Department of Natural Environment and Natural Resources (DENR) and the Mines and Geosciences Bureau (MGB) for extending last week the rehabilitation period for Philex Padcal copper-gold mine. Given the anxiety experienced by workers and their families over the prospects of losing their permanent jobs and indigenous peoples and host communities uncertainty of their livelihood caused by the indefinite resumption of full operation of the mine, the decision to extend the rehabilitation period for the Tailings Storage Facility 3 of Padcal mine is a much needed lifeline. I commend Secretary Ramon Paje and Director Leo Jasareno for considering the welfare of the workers and communities into the equation, said Atty. Democrito Mendoza, TUCP president. The DENR and MGB granted on July 5 the request of the Philex Mining Corporation (PMC) to extend the period needed to complete the rehabilitation and cleanup work for the TSF3 following an accidental discharge of water and sediment on August 1 last year due to an unprecedented heavy amount of rainfall caused by two successive typhoons . Philex needs the extension period to fill up the TSF3 with mine tailings to reach its ideal height of 592 meters above sea level and to create a beach at the top of the structure with 3.5 million cubic meters of fresh tailings that would push away into a spillway in time with the rainy season. So far, only 2.4 million cubic meters have been produced. While awaiting authorization from government for the full operation of the mine, Philex employed its workers and community members in Itogon and Benguet in its construction, remediation and revegetation process as part of its P1 billion rehabilitation work of the Balog and Agno Rivers affected by spilled mine tailings. Palo PWDs to celebrate NDPR Week

TACLOBAN CITYIn celebration of the 34th anniversary of the National Disability Federation, the National Disability Prevention and Rehabilitation (NDPR) Week will be conducted on July 1724 this year. According to Persons with Disabilities (PWDs) Palo Federation President Alvin Moreto, the NDPR Week aims to help all the disabled persons in every community to expose themselves to different activities as well as to the crowd. In connection to this celebration, the Palo PWDs headed by Department of Social Welfare and Development (DSWD) Palo will conduct various activities and sports such as basketball and dart, to name some this July 17, in which PWDs from near municipalities of Palo were also invited. Moreover, said activities will be in preparation for the upcoming fiesta of Palo in which they will be part of it. There will also be an activity in part of the NDPR Week in which the Province of Leyte will be give aesthetic devices and conduct monthly meetings and activities intended to all the PWDs. DOST-RO8 continues granting of scholarships for undergrads in EV

PALO, Leyte - The Department of Science and Technology Regional Office 8 (DOST-RO8) continues this year to grant scholarships for undergraduate students under Science and Technology degrees here in the region. For almost three decades of helping and granting benefits to underprivileged students in the region, this merit program of DOST aims to encourage secondary students to pursue and earn their tertiary degrees in the field of Science and Technology, through this scholarship. In line with this, the DOST had just launched their regionwide Information Caravan at Calbiga, Samar last June 20-21, 2013. This caravan serves to be one of the outlets for the information-dissemination of the said program. This was conducted simultaneously in Samar, Biliran, Eastern and Northern Samar, Southern Leyte and, by this week, here in Leyte. This caravan aims to provide all the information and opportunities for the students by visiting various secondary schools around the region.
