PALO, Leyte-National Food Authority (NFA) Regional Manager Vilma H. Zarraga announced that Eastern Visayas region has enough rice supply and prices of commercial rice are expected to normalize with the onset of sporadic palay harvest. Based on the Rice Situationer Report (RSR) of the Agency, the regions total rice inventory, meaning the rice stocks of NFA, commercial sector and household is equivalent to 2,143,613 bags which is expected to last for 68 days. As far as NFA stocks is concerned, rice consumers need not worry because aside from our present inventory, the region is expecting incoming rice shipments from Cebu totaling 293,000 bags adding even more to our present inventory, Zarraga continued . On the other hand, commercial rice price monitoring of the agency revealed that the present modal regional average retail price of well-milled rice (WMR) and regular-milled rice (RMR) is pegged at Php 40.67 per kilogram and Php 37.00 per kilogram, respectively. This August, rice prices was recorded at an average of Php 39.42 per kilogram for WMR and Php 36.08 per kilogram for RMR or an increase of Php 1.25 per kilogram and Php 0.92 per kilogram, respectively. Palo town Councilor Wilson Uy, who is the Leyte president of the association of town councilors, said that here in the province, various events were made. 7 high value targets fall in drug sting operations


CAMP KANGLEON, Palo, Leyte- A woman, a hospital employee and two brothers were among the seven suspected drug personalities arrested by the police in a series of anti-illegal drugs operations in Tacloban and Calbayog cities and other parts of Leyte recently. Police Regional Office 8 (PRO8) Director Chief Supt. Elmer R. Soria said the arrests were made as part of the intensified campaign against the proliferation of illegal drugs in the region targeting high value targets. Soria described a high value target as one involved in illegal drug activities and falls under the following lists and classification: priority targets; priority drug groups; government officials, either elected, government employee or law enforcers; foreign nationals; members of African Drug Syndicates (ADS); target-listed personalities; wanted listed personalities; celebrities and other well-known personalities; and members of armed groups. All police units in Eastern Visayas were ordered to hit hard on these targets behind the trafficking of illegal drugs since complacency in the conduct of anti-drug operations will only burden the law enforcement agencies with the social costs of the continuing drug problem that are highly correlated with criminality, Soria explained. Soria identified the drug suspects as Jhon Ivor Tumamak, 39; Arthur Cledera alias Bong, 41; Adeline Gonzales alias Leny, 46; Tito and Joseph Cabalhin, of legal ages; Rodolfo Dumaguit; 39 and Ruben Jamot, 50. Tumamak, a laboratory aide of Eastern Visayas Regional Medical Center (EVRMC) in Tacloban City for 18 years together with Cledera were arrested in a buy -bust operation in front of said hospital at around 12:30 p.m. Wednesday by the Regional Special Operations Group (RSOG 8) under PSInsp. Dinvir Revita. The operation yielded one small heat-sealed transparent plastic sachet containing suspected shabu and P1000-bill marked money. Follow-up operation by same law enforcement team at around 3:00 p.m. resulted in the arrest of Gonzales along Sen. Enage St. also Tacloban and the recovery of one medium size heat-sealed transparent plastic sachet containing suspected shabu and P1000 buy-bust money. On Tuesday, the RSOG under Revita arrested the Cabalhin brothers in a buy-bust operation and implementation of search warrant at their residence in Brgy. Tinag-an, Albuera town in Leyte at around 9:15 a.m. Confiscated during the operation were five medium heat-sealed sachet containing suspected shabu; the P500 marked money and several drug paraphernalia. Earlier that day, RSOG also seized Dumaguit in a buy-bust operation in Brgy. San Roque in Tolosa, Leyte that yielded one small sachet of suspected shabu; eight medium sachet containing dried marijuana leaves and two P500-bills used as buy bust money. Meanwhile, at around 11:30 p.m. Sunday, a police team under PSInsp. Aaron Raemon Elago raided the house of Jamot at Purok 1, Brgy Aguit-itan in Calbayog that resulted in the arrest of the suspect and the seizure of one medium sachet containing suspected shabu; P500-bill buy-bust money and one unit mobile phone. Recovered illegal drugs were brought to the Regional Crime Laboratory Office for qualitative and quantitative examination and determination of the presence of methamphetamine contents while drug charges were filed against the arrested suspects, Soria informed. The police official expects that the revitalized implementation of existing strategy against illegal drugs will further strengthen the capacity in carrying-out holistic and coordinated operations against illegal drugs in the region. RDC confirms new non-voting members


TACLOBAN CIT Y The Regional Development Council (RDC) recently confirmed the membership of 19 government agencies and organizations as special nonvoting members (SNVM). Bonifacio Uy, acting RDC chair and regional director of the National Economic and Development Authority, said that of the 23 SNVM that joined the council from 2010 to June 2013, at least 20 have signified their interest to continue their presence in the body. There is a continuing need for representation of these government offices and organization because their participation in the council is deemed important, Uy said. These agencies are the Philippine National Police, Philippine Army 8th Infantry Division, National Housing Authority, Philippine Health Insurance Corporation, National Food Authority, Philippine Association of State Universities and Colleges, Regional Agriculture and Fishery Council, Visayas Consortium of Agriculture Resources Program. Commission on Population, Parole and Probation Authority, Bureau of Internal Revenue, Government Service Insurance System, Commission on Higher Education, Philippine Air Force, Philippine Drug Enforcement Agencies, National Conciliation and Mediation Board, National Youth Commission, National Maritime Polytechnic and League of Local Development Planning Coordinators of the Philippines Eastern Visayas chapter. During its recent joint meeting, the development administration committee and social development committee recommended the approval of SNVM membership who signified their interest in writing. Although the Home Development Mutual Fund, Philippine Information Agency, National Commission on Indigenous Peoples and Philippine Commission on Urban Poor have not immediately signified their interest, Uy said they are encouraging these agencies to renew their membership. Under Executive No. 325, the SNVM may participate in the deliberations of the agenda during RDC meetings but are not allowed to vote on matters needing Council Seating as regular RDC members are all provincial governors, all city mayors, mayors of municipalities designated as provincial capitals, presidents of the provincial league of mayors, mayors of the municipality designated as the regional center. Also considered as regular members are regional directors of national government departments and private sector representatives (PSRs), which comprise one-fourth of the members of the fully constituted council. City govt clean-up drives, is it the answer?

The challenge results from the ample turn out of garbage in urban areas nowadays, which is a result of peoples capability to buy goods and services or enjoy in the economic progress of the place. As an area grows economically, people and communities directly benet from its ampleness; they get more opportunities to buy goods that result in equal turn-out of wastes. The result leads to more garbage and by-products that have to be disposed properly. Mostly the situation is aggravated when people, communities and the government are not ready to face the challenge or manage the garbage and wastes. It has become the number one problem of highly urbanized cities all over the world and is now a felt problem in the city. Commendably, the city government ofcials

have acted on the problem by pushing their employees to conduct clean up drives from time to time. The recent 3-day clean up in barangays that was coordinated with the City Health Ofce to address the problem in the rise of dengue cases is one of the efforts set by some ofcials. While it is a commendable action, the move is a myopic solution to address the garbage problem in the city. It is very clear that such move is a mere scratch on the surface of the situation. It does not respond to the problem on a holistic manner nor is it a consistent solution that will provide both constant and dependable moves to address the issue on cleanliness, sanitation and hygiene of the people in communities. Letting other people do the cleaning and clearing of their wastes while most of them just look on is sending the wrong signal to these people who are mainly responsible for managing their wastes and garbage. Calling all barangays to initiate the clean and green program


Time and time again, this column has called on the barangay ofcials to do their part in maintaining cleanliness and sanitation in their surroundings. The regular cleanup drives of the city government of Tacloban and other groups cannot solve the problem on garbage, dengue and other related concerns if the very people who are directly concerned will not put their hearts and soul on the campaign. The problem on the rise of dengue cases will not be resolved if the people themselves will not cooperate. It is easy to think that it is the family in various communities around who produce the wastes and garbage from their own households; they must be responsible to segregate and dispose of residents clear esteros, drainage systems, front and backyards and public places and try to dispose possible breeding places of mosquitoes. It is the only way Tacloban and other places will become free of the dreaded dengue fever. The barangays are encouraged to do the bayanihan cleanup every week. Youngsters must be motivated to help by encouraging them to clean their own homes, yards and gardens. All that the government may do is to increase the awareness program through information dissemination or distribution of materials that will educate and motivate people. objects, and ultimately as children of God. It tells us how we are supposed to understand and live through our successes and victories. When times are good, how should we feel? Should we not be thankful and be more humble so as to be more resolved to give ourselves more to God and to others? It also tells us how we are to react and to proceed whenever we encounter difficulties, trials, or whenever we commit mistakes, fall sick, suer misfortunes, etc. When times are bad, are we not supposed to go to God for the sure and final relief and cure? Come to me, all you that labor and are burdened, and I will refresh you, Christ said (Mt 11,28) We should never forget these words. Again, he reassured us: In the world you shall have distress. But have confidence, I have overcome the world. (Jn 16,33) Its important that we realize that our faith, which always goes together with hope and charity, is the terra firma on which the seed of our psychological life should be planted, watered and made to grow to its fullness. It will always have a direct relevance in our psychological life. Its not meant to be optional item in the menu. It makes us understand the real meaning of our whole life. It tells us what would comprise our true joy and development. It teaches us how to handle our defeats and losses, how to find meaning in them, and even how to take advantage of them to attain our genuine good. We should highlight some more the crucial role of faith in our psychological life, its intrinsic relation to psychology. A psychology that ignores or marginalizes the faith is always suspicious. But, yes, we also have to explain and clarify how the faith is related to psychology. Quite often, psychologys indierence to the faith is due to an inadequate or erroneous mentality that puts them into two disparate, even hostile compartments in our life. We should reinforce the link between them. Nowadays, many people, even the young ones, already carry heavy psychological baggage because they cannot resolve certain questions and issues in their lives, and even those which can be considered as basic and easy questions and issues to answer. Because theres a lot of ignorance and confusion around, all kinds of selfinflicted and easily avoidable complications come

HOW important it is that we get to have a clear idea about the intimate relationship between faith and psychology! At the moment, it seems that psychology is largely grounded and ruled by ones feelings, moods, temperament or some organic elements alone, if not by some cultural or social factors, or even by mere ideologies. There are even those who develop their psychological life along lines of mere techniques, or worse, by some druginduced sense of stability and calmness or other escape and defense mechanisms. Obviously, for those who are already psychologically sick, these techniques and drugs are indeed necessary. But we have to be clear that they are precisely for the sick, and not for those who are

supposed to lead a normal psychological life which we presume everyone of us should pursue. Ok, for those who are supposed to be normal, they can also avail of these techniques and drugs sometimes as a way to relieve some momentary stress. But the ideal state should be that we would be freed of these things. Thats why we need to reiterate the fundamental and indispensable role of faith in our psychological life. It is faith that gives the whole picture of our life. It includes both the good and the bad side about us. It tells us who we are, how we are supposed to be and to behave in the different and even conflicting situations in our life. It precisely sees to it that our thinking, desiring, feeling, acting, or the whole gamut of our psychological life are those proper of our dignity as persons, not mere

Upping the Ante


atty. frANZ RAYMOND P. ASPA It was allegedly out of delicadeza that NBI Director Nonnatus Rojas decided to hand in his irrevocable resignation as chief of the of the National Bureau of Investigation. It was denitely out of delicadeza that Commissioner Rufy Biazon decided to pack his bags and leave after his agency was tagged by President Aquino to be swamped with crooks although the latter decided not to buy it and snubbed his resignation. And arguably if not doubtfully, it was maybe out of delicadeza too that the now deceased Angelo Reyes decided to take his own life. Abdicating his duties as head of the NBI, and irrevocably at that, was the rst thing in Rojas mind upon hearing of the presidents innuendos that the agency is teemed with rats relative to the arrest of Janet Lim Napoles. Apparently, at least if the news is to be believed, someone or several from inside the NBI ratted out to Napoles her impending arrest anent the serious illegal detention charges that was led against her. That tip off gave Napoles a head start on at least two important matters, i.e. to abscond and evade arrest even as the warrant for her arrest was yet to be issued and to withdraw a signicant portion of her deposits as they face possible freezing from the courts. In an obvious attempt to appease Rojas and make him change his mind, Secretary De Lima expressed that it was not him but some of his deputy directors who should instead resign from their respective posts. You

can be sure of De Limas sincerity in expressing that but apart from making him feel good for compounding his heroism and sacrice for having vacated a post he has not himself sullied and put to shame, that could not have done anything to make him take back what he has already tendered. That did nothing except to conrm his resolve to quit. That is then where you delineate between delicadeza and shame, that is where you place the thin line between vacating a post out of the former and skedaddling out of the latter. When one vacates an important post out of delicadeza, he does so knowing for himself that he has done no wrong to justify leaving. He leaves not on the justication of wrongdoing but on the justication that he has done little if not nothing to avert it. When one leaves out of it, what another says to assure him that there is no point in leaving because he has done nothing wrong will do little to make him turn back; it only strengthens his resolve to stand by his original stance.

But when one resigns from an equally important position out of shame, he does so knowing that he did something wrong to justify leaving. He leaves only on one justication, i.e. his wrongdoing and the fact that someone knows about it. When one leaves out of it, what another says to assure him that there is no point in leaving because he has done no wrong will not make him turn back lest his conscience consume him for living a lie. Guiuan mayor promotes seaweeds industry


GUIUAN, Eastern Samar The mayor of this town is pushing seaweeds culture as an alternative livelihood for the fishermen in his municipality. Mayor Christopher Sheen Gonzales said that he is encouraging fishermen in the coastal areas of his town to venture into seaweeds farming as one of his strategies in solving illegal fishing and to uplift the depressed socio-economic conditions of the fisher folks in the municipality. The marine condition and environment of his town is suitable for seaweeds growing, Gonzales said. Gonzales also informed that based on experience, seaweeds growing is simple, requires no expertise and can easily be learned by the fisher folk and growing the seaweeds is easy with lower cost compared to other income generating activities in the coastal areas, can easily be learned and requires no expertise. He added that seaweeds culture is profitable and does not incur expenses for feeds and medicines like livestock farming or fish culture with minimal maintenance cost during the growing period and the seaweeds can be harvested in just 60 days after planting. The mayor disclosed that at present his town

has already 143 farmers. He added that the present estimated potential surveyed areas for seaweeds farming in his municipality is 265 hectares while the estimated existing farmed areas is 242.33 hectares in four barangays of Sulangan, Lupok, Inatunglan and Ngolos. He added that these areas devoted to seaweeds culture could be expanded in the future with more barangays engaged in seaweeds farming. Gonzales said that as of last year, these four barangays produced 76.6 tons worth P2.9 million of dried seaweeds and he is confident that the production for this year will surpass that of last year considering that the production of this year from January to June has already reached 46.6 tons. is not a problem for the fishermen engaged in seaweeds culture because the carrageenan, which is the product of the seaweeds, has a high demand because it has many uses in industry and thereforehas a bright market locally and abroad. DSWD conducts orientation on foster care


TACLOBAN CITYAn orientation on the foster care act was held by the Department of Social Welfare and Development which aim to help prospective foster parents understand their obligations temporary families of a child. The foster care act is contained under Republic Act 10165 which aims to institutionalize foster care as a primary childcare program, social worker Rachel Ballase said. Representatives coming from the different local government units, social welfare local offices and non-government organizations attended the gathering, held on September 6. This orientation aim to strengthen RA 10165 otherwise known as the Foster Care Act 2012 for those children who were neglected, surrendered, abandoned and abused by their parents. RA 10165 is a temporary placement of a child, Ballase said. However, before a family could foster a child, he or she should first seek a license from the DSWD, she said. In addition, Ballase

said that before the DSWD approves the license, said family should undergo a series of interviews. Failure of the poster family to take care of a child would mean revocation of the license, Ballase said.
