TACLOBAN CITY The Philippine Army has gained grounds in minimizing insurgency in Northern Samar after overrunning a camp, seizing arms, and wounding an unknown number of New Peoples Army (NPA) in two separate encounters late last week. In a press statement, Capt. Amado Gutierrez, spokesperson of the Philippine Armys 8th Infantry Division, said that troops from the 20th Infantry Batallion clashed on Friday with undetermined number of communist rebels in the border of Barangay Toog in Lavazares town and Barangay Guindalian in Rosario town, After an hour firefight, the troops overran an NPA camp which has 32 bunkers, one mess hall, one kitchen and two guard posts, Gutierrez said. The troops had recovered assorted ammunitions for high powered firearms and magazines, a mobile phone, assorted medicines and other personal belongings. Restored power transmission services in Eastern Samar


The National Grid Corporation of the Philippines (NGCP) restored power transmis-sion services in Eastern Samar on August 4, 2013, after re-energizing the Paranas-Taft-BoronganMcArthur 69kV transmission line. The said line was undergoing a scheduled preventive maintenance from 7:00AM5:00PM on August 3, 2013 but it tripped upon energization. Reports indicate that an unidentified person intentionally cut a tree that leaned over the transmission line at Campo Uno, Paranas, Samar. This incident caused the tripping of the Paranas-Taft 69kV transmission line. After the clearing activities, the line was energized at 11:38AM on August 4, 2013. The rest of the transmission lines serving Eastern Samar were reenergized at 9:02PM on August 4, 2013 after clearing the tree branch that hung on the transmis-sion line at Brgy. Cabay, Balangkayan, Eastern Samar. NGCP continues to strengthen the transmission network with its regular maintenance activities done in close coordination with ESAMELCO. Both utilities are working to-gether to improve services to power consumers. (PR)

TACLOBAN CITY The United States-funded road project linking Samar and Eastern Samar has already rehabilitated 22.43 kilometers of road, accounting 10% of the total road length, the Millennium Challenge Account Philippines (MCA-P) said in its July 2013 report. As of last month, the $214.4 million project has already concreted 10.9 kilometers of road under contract package (CP) 1 and 11.53 kilometers asphalt overlay under CP 3. About 66.6% of the total length of Contract Package 1 has been concreted from Barangay Buray to Barangay Tenani in Paranas, Samar, said MCA-P in its report sent to this writer. The first segment, which involves the upgrading of 16.36 kilometers road and two bridges in Paranas town, has started October 2012. Functional anti-corruption drive


whom we have been looking up to as models to emulate are, after all, allegedly involved in bigtime anomalies, no wonder they have come to possess vast amounts of wealth over the years. These are the people who are causing our country to lag behind in the race to prosperity. They are the ones who are stealing the peoples money instead of having this invested in worthwhile infrastructure projects. These are the people to blame why many of our government hospitals, schools, roads, and many other social services are experiencing severe funds shortage and are hampered in their operations, failing thus to serve the peoples needs. Somehow, we are luckier now to have a president who is seriously against corruption, goes after it, and slaps the guilty ones with the necessary legal sanctions. It is this kind of president we ought to have had long ago to save our country from further doom. We just hope that our incumbent president will implement more anti-corruption measures so that those who are still freely operating with their graft practices will now be trapped and punished for their deeds.

At least now, the so-called mother of all scams has been discovered. As expected, its strands in the widespread network extend far and wide such that one could not believe how far they go and how complex they prove to be. Political leaders

What on earth is wrong with quackery that some people tend to frown on it, either with disgust, or with dread? And how could it be something repulsive when more people seem to favor it, with many of them testifying that, in some cases, when modern medicine proves useless, this is a good resort given the innumerable patients who have been cured? And make no mistake about itbelievers in quackery are not limited to the poor and the unlettered; they include professionals, rich, and highly educated people! Just because folks resort to this medical practice doesnt necessarily mean they are desperate and ignoramuses and could not afford hospitalization. They just nd it as a better alternative to modern medicines, which are not only have nothing to do. Strictly against such form of quackery are those with background knowledge on the Bible, particularly Bible believers and true born again Christians. They know from the Bible whats going on in the life of the aficted patient and the rituals he/she is made to submit to, thats why. And aware that all this is nothing but repetitious dramatization from demons, they utterly reject it by the authority of Gods Word. Their explanation is that, when a man is sick with unexplained ailments that medical lab tests cannot detect, it is likely that the person is under demonic attack. His mysterious sickness is demon-inicted and would never be cured by medical doctors using modern medicines. Only

But most of all, one crown in heaven awaits for baby Zoe. This I am sure is another blessing. A little girl in a caboodle of boisterous boys, she is truly Zians counterpart. I suppose, Izzem feels whole having a boy and a girl, and I am more whole in life, spirit and consciousness with the willingness to love and serve my children and grandchildren. A gift that may weaken or confuse a vulnerable heart, as recipient of the situation makes me more trying to achieving wholeness. It is my prayer, that the Holy Spirit continuously nourish my unique spirit with blessings of positive thoughts and loving feelings, actions and blessing of space. Blessing empowers growth in spiritual ability for all concerned, including the one giving the blessing. My earnest gratitude goes to Fr. Felix Ebacitas for his endeavor to catechize the village boys and girls.

Palo bishopric fetes Jubilee of Liturgical Ministers


In this whole month of August, the Archdiocese of Palo celebrates the Jubilee of Liturgical Ministers, which according to the Archdiocesan liturgist Rev. Fr. Rex Ramirez, is staged to honor the lay people who volunteer their time and talent in church services, especially the Holy Mass. The Jubilee which was launched on August 3 at the Palo Metropolitan Cathedral with a Mass celebrated by Archbishop John Forrosuelo Du, DD, is a part of the year-long celebration of the Diamond Jubilee of the Diocese of Palo. It is also to commemorate the 49 years of ministeria quaedam towards an active participation and more meaningful celebration of the liturgy. Fr. Ramirez underscored, in a phone interview with this writer, the importance of getting more people involved in the church activities. Citing the clich, the more people involved the better, he said the church encourages greater active participate of the faithful in worship service of the church. The involvement of non-ordained persons in the churchs liturgical celebrations began in 1973 when Pope Paul VI issued a letter declaring that ministries are not only reserved to the ordained. This opened the door for ordinary faithful to take a more active part in the church liturgies, such as in the Holy Sacrice of the Mass where lectors, Eucharistic ministers, sacristans, psalmists and choir, and collector assist. Prior to the issuance of Pope Paul VIs letter these acts were conned among the ordained, such as the deacon, priests and bishops. This privilege afforded to the laity was later broadened particularly among the Eucharistic ministers who are now allowed to conduct Sunday liturgical service in the absence of a priest, minus the consecration of the Holy Host. This privilege is moored on the obligation of the church to conduct Sunday church service, but no priest is available to celebrate the Holy Mass. In this type of church service, the Eucharistic ministers are authorized to distribute Holy Host. Although privileged, volunteer lay ministers, who perform their task outside the liturgical celebrations,

The weekend was a great thing. After days of entertaining the horns of a dilemma, in a second, the paraclete decided for me. I skipped an event, and in exchange attended another. THE TRANSFIGURATION OF JESUS


Jesus took Peter, John and James and went up the mountain to pray. While he was praying his face changed in appearance and his clothing became dazzling white. And behold, two men were conversing with him, Moses and Elijah, who appeared in glory and spoke of his exodus that he was going to accomplish in Jerusalem. Peter and his companions had been overcome by sleep, but becoming fully awake, they saw his glory and the two men standing with him. As they were about to part from him, Peter said to Jesus, Master, it is good that we are here; let us make three tents, one for you, one for Moses, and one for Elijah. But he did not know what he was saying. While he was still speaking, a cloud came and cast a shadow over them, and they became frightened when they entered the cloud. Then from the cloud came a voice that said, This is my chosen Son; listen to him. After the voice had spoken, Jesus was found alone. They fell silent and did not at that time tell anyone what they had seen.

Mechanization and the introduction of technological tools usually results in the displacement of human labor. In many workplaces, the use of machines and tools are cause for the reduction of the labor force. With machines doing what humans usually perform, employers are able to save on the payroll. Machines are only prone to bug down in the ordinary wear and tear but the problem does not cause total stoppage as there are quick remedies available to cope with such situations. Aside from the cost of repair and maintenance, machines are deemed costeffective insofar at it remains functional within its expected lifespan. Unlike human workers, machines does not incur absences and tardiness and does not demand for overtime pay and other perks and benefits that workers are entitled to. Such circumstances are only prevailing in workplaces particularly those in the private sector. Every acquisition of any machine or tool results in the reduction of people that usually performs the tasks that could now be done by the equipment.

In government however, no matter the introduction of machines and tools, the workforce remain in status quo for the expedient reason that workers are secured in their tenure. The attempt to rationalize the bureaucracy is one bold step towards trimming the excess fats that are deemed dysfunctional in the workplace. There are indeed many tasks that are being assigned to various personnel that perform overlapping and redundant functions. Unfortunately, efforts to rationalize the organizational structure of the various agencies are being waylaid by an apparent lack of political will on the part of the ocials that are vested with the power and authority to effect the rationalization of the bureaucracy. So much is wasted in payroll money in many government agencies with an irrational organizational setup. Tasks are usually held undone as many personnel engage in finger-pointing as to who ought to perform a particular task. We see a lot of workplaces with many workers doing practically overlapping functions ending up in minimal outputs due to undefined functions. The need to curb

the identified dysfunctions had long been overdue if not for the indecisive stance of the top ocials who are vested with the power to decide on such a vital issue affecting our bureaucracy. Government had already procured interest bearing loan to fund the cost of those who will be affected. It is unclear when the rationalization will finally be implemented as envisioned. There surely are a lot of unfit and misfit personnel in the entire bureaucracy. Their continued cling to their posts had been depriving many competent and qualified individuals from joining the government workforce. It cannot be gainsaid that our school system had been producing graduates that merely pass through the exodus leading to unemployment. The turnout of graduates from our schools greatly outnumbers those that graduate from employment both in the public and private sectors. Aside from the annual graduation of potential workers, there too is an annual career service test to determine those who are competent and are qualified on the basis of merit and fitness into the government service. Unfortunately, even the fit and competent with the necessary eligibility could hardly find placement in the bureaucracy. The transguration of the Lord on Mount Tabor prepared the Apostles for the cross on Calvary in the perspective of the Resurrection. He revealed to them his glory to strengthen them against the scandal of the cross. The transguration of the Lord tells us of our own transguration. After our death Christ will raise our mortal bodies and make them like his own in glory. The Apostle Peter was one of the three who witnessed the transguration of the Lord. And so he was able to encourage those who suffer for Christ in words such as these: We saw Jesus in glory on the mountain. We heard Gods voice to identify him as his son. Hold on to this faith. It will be a light, a lamp to guide you through dark days. Peter conrmed his promise by shedding his own blood for Christ. Our knowledge of Christs transguration and the experience of our own little transgurations on earth, must not turn us into daydream believers. Mayor Remedios Matin Petilla said she already had an audience with ocials of the PPP Center to discuss on how the local government unit could avail of the scheme for the construction of its new public market. TACLOBAN CITYAbout a hundred examinees who successfully hurdled the state-administered Nursing Licensure Examinations on June 2 and 3 this year took their oath on August 3 in Tacloban City before Marco Antonio Sto. Tomas, member of the Philippine Board of Nursing, Professional Regulation Commission Manila. This batch of new nurses included the first timers who collectively posted a high nationwide passing rate of 74% among first takers of the said board exams.

This only proves that not all good schools can be found in Metro Manila, but can also be found in faraway regions of the country.
