TACLOBAN CITY The Philippine Army has gained grounds in minimizing insurgency in Northern Samar after overrunning a camp, seizing arms, and wounding an unknown number of New Peoples Army (NPA) in two separate encounters late last week. In a press statement, Capt. Amado Gutierrez, spokesperson of the Philippine Armys 8th Infantry Division, said that troops from the 20th Infantry Batallion clashed on Friday with undetermined number of communist rebels in the border of Barangay Toog in Lavazares town and Barangay Guindalian in Rosario town, After an hour firefight, the troops overran an NPA camp which has 32 bunkers, one mess hall, one kitchen and two guard posts, Gutierrez said. The troops had recovered assorted ammunitions for high powered firearms and magazines, a mobile phone, assorted medicines and other personal belongings. In a separate incident, troops of the 34th Infantry Battalion had a firefight with about five

armed rebels in Barangay Rebadulla, Catubig town. Gutierrez said that the NPA members retreated leaving a caliber .45 pistol with one loaded magazine. There were no reported casualties on the government site in both clashes this week. Now that the stakeholders of Northern Samar are working together to stop NPA activities, it is only a matter of time before the rebel movement will crumble in Northern Samar which will pave the way for a lasting peace and development on the province, Brigadier General Rolando Malinao, commander of 803rdBrigade said in a statement. The Philippine Army voiced optimism to put Northern Samar and Eastern Samar in the category of manageable conflict-affected areas ready for development by 2016. Soldiers have been stepping up its bayanihan program, which brings the delivery services to hinterland villages. TACLOBAN CITY The United States-funded road project linking Samar and Eastern Samar has already rehabilitated 22.43 kilometers of road, accounting 10% of the total road length, the Millennium Challenge Account Philippines (MCA-P) said in its July 2013 report. As of last month, the $214.4 million project has already concreted 10.9 kilometers of road under contract package (CP) 1 and 11.53 kilometers asphalt overlay under CP 3. About 66.6% of the total length of Contract Package 1 has been concreted from Barangay Buray to Barangay Tenani in Paranas, Samar, said MCA-P in its report sent to this writer. The first segment, which involves the upgrading of 16.36 kilometers road and two bridges in Paranas town, has started October 2012. The P808 million contract is a partnership of DM Consunji Inc. & CM Pancho Construction Inc, the only all Filipinoowned firms among all contractors. Under CP3, 11.53 kilometers of the road

It only takes a dead serious anti-graft President and plenty of irregularities that have been rooted for years both in the government and in the private sector will be uncovered, the responsible culprits sued in courts, thanks to the irate citizens who are willing to divulge what they know about people of this caliber. Unearthed, though, is just the tip of the iceberg. The biggest bulk of anomalies still lay buried in the vast ocean of corruption. The majority of those who are into this massive practice, too, remain hidden in their niches, luckily saved by the absence of courageous whistle-blowers and concrete evidences that could trace their graft involvements. Hopefully, their clandestine operations will meet their end sooner or later and they will have to face the consequences of their evil deeds. At least now, the so-called mother of all scams has been discovered. What on earth is wrong with quackery that some people tend to frown on it, either with disgust, or with dread? And how could it be something repulsive when more people seem to favor it, with many of them testifying that, in some cases, when modern medicine proves useless, this is a good resort given the innumerable patients who have been cured? And make no mistake about itbelievers in quackery are not limited to the poor and the unlettered; they include professionals, rich, and highly educated people! Just because folks resort to this medical practice doesnt necessarily mean they are desperate and ignoramuses and could not afford hospitalization. They just nd it as a better alternative to modern medicines, which are not only have nothing to do. Strictly against such form of quackery are those with background knowledge on the Bible, particularly Bible believers and true born again Christians. They know from the Bible whats going on in the life of the aficted patient and the rituals he/she is made to submit to, thats why. And aware that all this is nothing but repetitious dramatization from demons, they utterly reject it by the authority of Gods Word. Their explanation is that, when a man is sick with unexplained ailments that medical lab tests cannot detect, it is likely that the person is under demonic attack. His mysterious sickness is demon-inicted and would never be cured by medical doctors using modern medicines. Only

The weekend was a great thing. After days of entertaining the horns of a dilemma, in a second, the paraclete decided for me. I skipped an event, and in exchange attended another. The latter was no other than a catechism duty to a nearby village school. Indeed the little hand claps of innocent boys and girls mattered most than the accolades and atteries of learned adults. On that morning event, I met a long time fellow teacher and introduced me to her colleague who takes care of basic campus
journalism. The request is self-explanatory. Similar requests are countless looking at this, the resources and energies I draw to support friends and clients in need is for me a blessing. God-given gifts like talents may not automatically tag one as super special. I suppose, time, talent and treasure when drawn out for the highest good is truly a blessing. Although hesitations loom, this barrier stays in my heart and mind but at the end of the day, I thank God my expanded self makes me a little blessing to others.

Mechanization and the introduction of technological tools usually results in the displacement of human labor. In many workplaces, the use of machines and tools are cause for the reduction of the labor force. With machines doing what humans usually perform, employers are able to save on the payroll. Machines are only prone to bug down in the ordinary wear and tear but the problem does not cause total stoppage as there are quick remedies available to cope with such situations. Aside from the cost of repair and maintenance, machines are deemed costeffective insofar at it remains functional within its expected lifespan. Unlike human workers, machines does not incur absences and tardiness and does not demand for overtime pay and other perks and benefits that workers are entitled to. Such circumstances are only prevailing in workplaces particularly those in the private sector. Every acquisition of any machine or tool results in the reduction of people that usually performs the tasks that could now be done by the equipment.
In government however, no matter the introduction of machines and tools, the workforce remain in status quo for the expedient reason that workers are secured in their tenure. The attempt to rationalize the bureaucracy is one bold step towards trimming the excess fats that are deemed dysfunctional in the workplace. There are indeed many tasks that are being assigned to various personnel that perform overlapping and redundant functions. Unfortunately, efforts to rationalize the organizational structure of the various agencies are being waylaid by an apparent lack of political will on the part of the ocials that are vested with the power and authority to effect the rationalization of the bureaucracy. So much is wasted in payroll money in many government agencies with an irrational organizational setup. Tasks are usually held undone as many personnel engage in finger-pointing as to who ought to perform a particular task. We see a lot of workplaces with many workers doing practically overlapping functions ending up in minimal outputs due to undefined functions. The need to curb
the identified dysfunctions had long been overdue if not for the indecisive stance of the top ocials who are vested with the power to decide on such a vital issue affecting our bureaucracy. Government had already procured interest bearing loan to fund the cost of those who will be affected. It is unclear when the rationalization will finally be implemented as envisioned. There surely are a lot of unfit and misfit personnel in the entire bureaucracy. Their continued cling to their posts had been depriving many competent and qualified individuals from joining the government workforce. It cannot be gainsaid that our school system had been producing graduates that merely pass through the exodus leading to unemployment. The turnout of graduates from our schools greatly outnumbers those that graduate from employment both in the public and private sectors. Aside from the annual graduation of potential workers, there too is an annual career service test to determine those who are competent and are qualified on the basis of merit and fitness into the government service. Unfortunately, even the fit and competent with the necessary eligibility could hardly find placement in the bureaucracy. It also said that while it agreed to the settlement, the Washington was directed to pay in cash and not in installment basis. Any compromise agreement between violators and the Leyeco II management is allowed by law, the management said. In fact, this method enables the cooperative to timely recover pilferage loss, contributing to lesser power rates. Compromise is recognized under RA 7832, it said.

The governor said that Samar is widely known for its caves and waterfalls which she intends to give focus in so far as promoting its tourism industry. We will highlight what are existing (here in Samar), Gov. Tan said. According to her, she is particularly giving focus on natural tourism assets in Basey and those in Marabut and Paranas area for the meantime and eventually promote tourism assets of all the towns and cities of the province. She also said that she would be launching a tourism website as a way to get Samar get into the consciousness of the tourists. She would also work closely with those in sector directly involved in the industry like in the hotel and food businesses. I hope each one us will make their effort to push our tourism industry; that each one of us can be an ambassador of tourism. Let us not highlight what are negative to the province, Tan said.

This batch of new nurses included the first timers who collectively posted a high nationwide passing rate of 74% among first takers of the said board exams.
