Specific responsibilities as per Fourth Schedule: Control of drugs and pornography Develop comprehensive PPP frameworks for projects at county level PPP frameworks: Training for relevant staff to enhance capacity at County level is key for all counties. Adopt a common approach to procurement at county level, including local communities participating and building local entrepreneurship skills. Installation of these systems is vital for effective planning and delivery. County Governments need to influence the structuring of the information so that it is relevant to them as well as serving the national Government. County Development Plans must mirror the Vision 2030 and the MTP2, while making clear the resource base of the County and its comparative advantage.
