Airspace Management and Air Traffic Services

Assignment 1

Nimbyville is a civilian airport on the coast of Australia. As a result of its previous military life, it has a
long, sealed runway with a shorter crossing runway, and is equipped with electronic navigation and
landing aids, which are maintained by the ANSP. There is only the occasional passing aircraft that uses
the airport.

It is surrounded by Class G airspace.

Over time, a flying school opens for both GA and RAAUS training and quickly gains international
contracts due to its location and the presence of useful navigation aids and expands its traffic
accordingly.

Later, Nimbyville is discovered as the place de jour and many holiday resorts are built in its surrounds.
As a result, traffic further increases. Charter traffic, freight and private aircraft together with the
training school provide a mixture of aircraft from Ultralights through GA singles to light twins, heavier
twin turboprops and private jet aircraft.

Traffic is increasing. A Common Traffic Advisory Frequency (CTAF) is established for Nimbyville,
and communications outside this area are on the local area frequency monitored by the Air Traffic
Centre. Surveillance is available down to 2300 feet above mean sea level.

Success builds upon success and two major airlines compete to service Nimbyville. They operate three
flights (six movements) each per day.
The military see Nimbyville as a pleasant stop on their training schedules and frequently add to the
traffic mix.
The airport and surrounding airspace are now extremely busy, with a broad mixture of aircraft types
and pilot abilities.
As a result, there have been reports of many serious incidents and delays, and pressure is growing for
CASA to DO SOMETHING!

TASK

As the Director of the Office of Airspace Regulation (OAR), you are tasked with proposing and
justifying changes to the airspace and services to provide an acceptable level of safety.
In producing your solution, you should consider:

Airspace: What Class or Classes of surrounding airspace will provide an acceptable risk?
Allied to this,
Services: Should Air Traffic Control be provided? What communication? Increased Surveillance?

Whatever your conclusion or options, it must be justified.
