Dear SOMO Coaches,

Thank you for taking the time to be a Special Olympics Missouri coach, for taking the time to train your athletes, and
for making it possible for them to attend the State Summer Games.

The following is a Coaches Handbook, which is full of information and details about the Special Olympics Missouri
State Summer Games. Please take the time to read it completely to ensure that you are properly prepared for the
games and to make sure your athletes have the best time possible.

If you have any questions, comments or suggestions please contact any of the Games Management Team (they will be
wearing orange polo shirts during the event), SOMO staff members or anyone working the Information tents.

Dont forget that when the athletes arent competing, there are plenty of other activities such as the Healthy
Athletes Park, Victory Village, Bingo and the Dance.

reserve your vehicle from Enterprise. SOMO will benefit!
Webster defines a coach as: One who instructs or trains; especially one who instructs players in the fundamentals of a
sport and directs team strategy.
SOMO defines a coach as: One who gives of their time and talent to encourage and train athletes to be more physically
fit and give them opportunities to achieve on and off the playing field; someone who is a friend, a mentor and a fan.

Registration will be a little different from in the past so please read carefully!

Basketball and Volleyball MINI Registration
Since competition begins at 10 am on Friday, a mini registration area will be available at your assigned competition
venues for basketball and volleyball only. You will receive:

DISCIPLINARY ACTION
The Games Rules Committee has the right to suspend any individual or team deemed guilty of
violating any rules and to evict them from them residence halls.

It will be the head coachs responsibility to make arrangements for the individual or team to be
transported home, should they be evicted from the games.

COACH GUIDELINES & REMINDERS
NO SMOKING (including Electronic Cigarette) ON MU AND HICKMAN HIGH SCHOOL CAMPUS WHICH INCLUDES
PARKING LOTS.

For the safety of our athletes and YOU, and to ensure everyone has a pleasant experience, please remember to follow
these guidelines:

GENERAL GUIDELINES

o Ensure you have copies of all physicals and release forms with you at all times. It is recommended that
you make copies of all physicals and releases for all coaches and chaperones so each person has a copy.

o Please ensure your athletes wear their IDs at ALL times when they are not competing. Especially at
Opening Ceremony and the Dance. This is so if they get separated from their team, security can easily
locate their coach or area staff.

o YOU are responsible for your athletes from the time you leave home with them until you return them to
their homes, parents and/or guardians.

o ONLY Unified Sports Partners, Coaches/Chaperones that have turned in Class A Forms, or Athletes may
stay in the residence hall.

o All Coaches and Chaperones must be at least 18 years old with at least one Coach/Chaperone 21 years old or
older for each agency.

o There is a minimum of 1 Coach/Chaperone per 4 Athletes (Unified Sports Partners may act as chaperones if
they are 18 or older).

o Athletes of the opposite sex will not be allowed to stay in the same room even if they are married.

o Report all accidents, injuries or illness to medical first aid volunteers or SOMO Staff immediately.

o Please report disorderly behavior, alcohol or drugs to any SOMO Staff member as soon as possible.

o To assure a positive experience for your athletes, please ensure they are at their scheduled event(s) on time.

o Please ensure your athletes are chaperoned at all times.

o Any participant that causes a false fire alarm will be immediately dismissed, and it will be the coach/parents
responsibility to get the participant home.

o Follow all SOMO and MU Rules and Regulations at all times.

o Make sure your athletes are wearing appropriate attire for the predicted weather for the day.

o Make sure your athletes apply plenty of sunscreen and make sure to re-apply it as needed throughout the
day.

o Encourage your athletes to drink plenty of liquids throughout the day. Try to limit their intake of soft drinks
especially before they compete.

EMERGENCY PLANS


LOST ATHLETES
o During competition, lost athletes will be taken to the information tent/station. Area staff will be notified
and an announcement will be made asking for the coach to meet the athlete at the information
tent/station
o During opening ceremony, dance or victory village, lost athletes will be taken to the Fanwear Center. Area
staff will be notified and an announcement will be made asking for the coach to meet the athlete at the
Fanwear Center.
o If you are unable to locate an athlete the emergency number at 573-291-4423 before doing anything
else.

RESIDENCE HALLS
o Be sure to familiarize yourself with the emergency evacuation plan for your residence hall.
o Determine and communicate a meeting location for your team/agency in the event of an emergency that is
near the residence hall and easy to find as a meeting point for your athletes and coaches in case of an
emergency.
o In the event an evacuation is necessary, you will be responsible for all of your athletes and will be asked if all
are present and accounted for.
o Coaches should take a head count and be prepared to give a count to their area staff.
o Severe Weather: move to the lowest floor possible and stay in the interior hallways.
o Fire Alarms: Use pre-determined and communicated location outside of the residence hall where your group
can meet.
o Dining Halls Return to your residence hall and follow guidelines for it.
WEATHER EMERGENCY INFORMATION
o It is strongly suggested that each agency pick a location near their dorm and near each venue for their team
to meet at in the event of an emergency.
o Each Agency should locate all of their athletes, coaches, and chaperones as quickly as possible and make a
head count.
o Stay in your designated area until you are told otherwise and remain calm. The best thing for you to do is to
stay out of the way and keep your team quiet and calm.
o In the event of inclement weather during any of the events, ALL participants will be sent back to their
residence halls. If there is not enough time to safely return to the residence halls then the following
locations will be emergency shelters:
Opening Ceremony - take cover in Hickman High School
Victory Village take cover in Hickman High School
Track & Field - go to the locker rooms in Hickman High School
MU Rec Complex follow the directions of the staff
Town & Country Lanes follow the directions of the staff

INCLEMENT WEATHER PLAN
o In the event of light or moderate rain, everything will go on as scheduled unless deemed unsafe by the
venue coordinator.
o If there is a heavy downpour, all events will be postponed temporarily.
o If there is lightning, athletes and coaches at the track will take cover in the locker rooms inside Hickman
High School.
o In the event that it becomes necessary to cancel outdoor activities, all events will be cancelled.
o Check www.somo.org/summergames for any cancellations.

FIRST AID
o All residence halls are within 5 blocks of the hospital. If first aid is necessary, try to take care of the problem
yourself.
o First Aid volunteers will be on site at all competition and special event venues. They will be clearly
identified in specified locations.

CHECK IN/CHECK OUT PROCEDURES
o Keys/Cards will be checked out at the Residence Hall to which your agency has been assigned.
o Upon arrival to your residence halls, utilize the room check list (provided at registration) to note any
damages that are in the room prior to SOMOs residence. Examples include, stains on mattresses,
damaged furniture, plumbing issues, etc. Return check list to any information table.
o Any damages not reported upon check in, will be the financial responsibility of the agency/team.
o Keys/Cards MUST be returned to the front desk upon checking out of the hall.
o A $15 fee will be charged for each key/card not returned to the desk clerk.
o All teams need to be checked out by NOON on Sunday.
o Two (2) room keys/cards will be provided for each sleeping room. The doors for all Residence Hall
Sleeping Rooms lock automatically upon closing. It is recommended that the coach keeps one key
per room.

Please remember we are guests of the University of Missouri and to treat their facilities with respect.

RESIDENCE HALL RULES & REGULATIONS:
Security Coaches are encouraged to lock athletes valuables in the coaches room & keep money out of
sight. The University of Missouri and Special Olympics Missouri are not responsible for personal property.
Safety The fire extinguishers, exit signs, fire alarms, etc. have been placed on the floor for your safety in an
emergency. Please make sure these items are left untouched unless needed.
Room Assignments Your team has been assigned a specific block of rooms. Your own room assignment is
recorded at the front desk of your residence hall so we can reach you in case of emergency. It is IMPERATIVE
that you do not change room assignments. Failure to comply will result in expulsion from Summer Games.
Refrigerators are NOT available in residence hall. Coolers will be allowed to keep medications cool, but are
subject to search.
Residence Halls All residence halls we are using are co-ed. Every other floor will have a bathroom for
Females and/or Males, so depending on your assignment your females or males may have to go up or down a
floor to use the bathrooms. This will allow you to more closely monitor your athletes.
Alcohol Alcohol is not allowed on University property. We expect everyone to abide by these rules and
enforce them with other members of your group.
Smoking is not allowed in the residence halls or on the Campus of University of Missouri Campus.
Firearms, weapons, ammunition, fireworks, explosives, or highly flammable materials are not allowed
anywhere on the University property.
Any guest identified by their room number as having removed their screen from their windows or removing a
window bar or throwing any objects or hanging items out of their windows will be asked to leave.
Furnishings in the rooms, lounges, or other public areas may not be moved from their location.
Damages Check-in and check-out procedures include a check for damages prior to and after the Games.
Your team will be charged for any damage done during your stay.
Elevators Elevators are not toys! Misuse of elevators will lead to disciplinary action.
Lights Out In all halls, lights out is at 11:00 pm. Athletes should be in their own rooms. Coaches should be
with their athletes on their assigned floor at this time. *The lights out rule is to ensure that teams who wish
to get to bed early are not disrupted by noise from other teams. Please be considerate and observe this rule.
Athletes found at night alone in the residence hall with no coach available will be subject to disciplinary
action. During the Games you are responsible for your team 24 hours a day.
Lockdown of Doors All outside entrance doors are locked at 11:00 pm. If you need to access a building after
this time, you must call the front desk and a staff member from your hall will let you in, but you will be
required to show identification.
Hall Desk Hall desks will be staffed from 7 am 11 pm on Friday and Saturday. The Hall desks will be open
from 6 am to noon on Sunday. There are phone numbers posted throughout the building for staff after
hours and on the voice mail message.

MEALS
o Meals will be provided beginning with Friday Lunch and ending with Sunday lunch.
o Meals will be provided to athletes, Unified Partners, Coaches and Chaperones based on the meal counts
provided by the agency.
o Teams will be assigned dining halls as follows:
Those staying in College Ave, Hatch and Schurz residence hall will eat in ROLLINS. You will get a
green sticker to put on the back of your IDs to show when you enter Rollins dining hall.
Those staying in Discovery, Excellence, Respect and Responsibility will eat in PLAZA 900. You
will get a red sticker to put on the back of your IDs to show when you enter Plaza 900.
NOTE: It is IMPERATIVE that you eat in your assigned dining hall. Staff will be checking IDs
and looking for the appropriate sticker. If you are at your unassigned dining hall, you will be
asked to go to your assigned dining hall. Thank you in advance for your cooperation.
o Basketball lunches will be served as follows:
Those playing at MizzouRec Complex will eat at Plaza 900.
Those playing at the Hearnes Field House will eat on site.
Tickets will be in your packet based on the numbers you turned in for lunches on Friday.
o Aquatics lunches will be served in Plaza 900 dining hall.
o Volleyball lunches will be served at Plaza 900 dinning hall.
o Bowling lunches will be served at the bowling center outside in the tented area.
o Track/Powerlifting lunches will be served at Hickman High School.
o The Athlete/Head Coach ID cards will be your meal tickets (except as noted above) and allow access to
all venues. The cards must be worn at all times except when competing.
o Chaperones will receive a wristband that must be worn at all times and will be their meal ticket (except
as noted above)

SPECIAL EVENTS & HAPPENINGS
OPENING CEREMONY SOMO ROCK CITY

o Join us for SOMO Rock City as we celebrate the start of State Summer Games in Columbia on Friday, May 30,
7:30 p.m., at Hickman High School
o Almost KISS will pump up the crowd with a live rock concert. Its sure to be a good time for all.
o The Parade of Athletes will begin lining up at 7 p.m. at Hickman High School on the EAST side of the track.
All athletes are invited to participate in the Summer Games Parade of Athletes.
Area signs will be posted along the Track and volunteers will be assisting athletes and coaches
as they get into position.
Athletes who use wheelchairs should line up on the Track with everyone else. They will have
Track access all the way to the field.
Athletes and coaches will be seated in the stands this year.
o Please stay until the conclusion of the ceremony to see the arrival of the Law Enforcement Torch Run
Flame of Hope and the lighting of the cauldron.

We will be dismissing by Area for the shuttle system. Please be patient!!!

DANCE/BINGO

HEALTHY ATHLETE PARK Saturday, May 31 Hickman High School Gyms
The mission of these screenings developed by Special Olympics, Inc. is to improve, through better health and fitness, each
athletes ability to train and compete in Special Olympics. All screenings are free.

Healthy Hearing
As the audio
Logical component of Healthy Athletes, Healthy Hearing was created to assess the hearing of athletes using multiple
screening methods such as pure tome testing and tympanometry. Thanks to the dedication and support of Missouri State
University, we will be able to provide vouchers for free hearing aids that immediately restore hearing for athletes in need.

Special Smiles
Dentists and hygienists provide one-on-one instruction on proper tooth brushing techniques, an oral
health screening using tongue blades and flashlights(no treatment is given), and information on the value of nutrition in
maintaining good oral health. Thanks to the Missouri Dental Association.

Fit Feet
Free podiatric screening evaluating ankles, feet, lower extremity biomechanics, and proper shoe and sock gear. Fit Feet
also provides referrals for those participating Special Olympics athletes who require follow-up services.

FUNFitness
A Physical therapy screening program that is designed to assess and improve physical strength, flexibility, balance and
aerobic fitness, educate athletes and parents on the importance of becoming and staying physically fit and provide a
hands-on opportunity for participating Special Olympic athletes to learn more about physical therapy.

Health Promotion
The mission of the Special Olympics Health Promotion program is to improve the quality and length of life for Special
Olympics athletes through healthy behaviors. Within the Healthy Athletes Health Promotion program, health
professionals provide health screenings, interactive educational tools and motivational health information. The main
objectives of the Health Promotion program are to: encourage and enhance healthy behaviors; reduce risky behaviors;
improve self-efficacy and self-advocacy; and increase the investment of health promotion leaders for people with
intellectual disabilities.

MedFest
MedFest is a screening program that facilitates the required standard sports physical examination for current and
prospective Special Olympics athletes. Please have the SOMO physical health history part filled out for the athlete and
the signature of their parent/guardian to speed up the physical process.

Opening Eyes
The mission of Opening Eyes is to improve the quality of life for the millions of individuals diagnosed with intellectual
disabilities by optimizing their vision, eye health and visual skills through quality eye care. Some objectives are to provide
screenings to Special Olympics athletes and educate athletes, parents, and coaches about the importance of regular eye
care. Special Olympics athletes who participate in an Opening Eyes screening may be fitted for new eyeglasses, sports
goggles, or sunglasses at no cost to the athlete.

GENERAL COMPETITION RULES

Coaches, parents or fans are NOT allowed on the track or field, pool deck, or in the bowling area unless an
Exceptions Form has been completed and approved. These forms may be found at any Information
table/station during competition.

Examples of reasons for exceptions are:
o Due to a physical disability is unable to swim a stroke properly
o An athlete with a behavior disorder that needs a coach/chaperone with him/her at all times
o A powerlifting athlete has a physical disability does not allow the athlete to make a proper lift.

It is recommended that if an athlete needs constant supervision, it should be a coach or chaperone that is not
the parent of the athlete when possible.

For track and field, when your athletes events are called, take them to the staging area and pick them up from
the awards pick up area after their awards are presented.

Athletes may NOT wear medals or ribbons during competition.

Athletes may NOT wear any jewelry while competing, except Medic Alert necklaces or bracelets. The Medic
Alert necklace or bracelet MUST be taped down during competition.

Athletes may NOT wear any type of face painting or fake tattoos while competing.

Athletes MUST wear their bib cards on the front of their shirts, if they participate in Athletics or Bowling.

COMPETITION UNIFORMS
BASKETBALL
Uniform jerseys will conform to the MSHSAA rules. This means that they must be numbered appropriately front
and back. Please see the MSHSAA rulebook for the proper number size and uniform.
T-shirts worn under the jersey must all be solid white or the same solid color as the jersey. NOTE: T-shirts may
be worn by one or all players on the same team however if more than one person wears one they MUST be all
the same color as stated above.
Nothing may be worn on the head except a sweatband, scrunchie or rubber band

BOWLING
Slacks or appropriate skirts are recommended, not required.
Blue jeans may be worn but they must be clean and without holes.
T-shirts may be worn but must be clean without holes and cannot have vulgar language or pictures on them.

POWERLIFTING
All powerlifters shall wear a one-piece, full length lifting suit of one-ply stretch material without patches or
padding.
A non-supportive weightlifting/wrestling type suit is also a legal suit.
The straps of the suit must be worn over the shoulders at all times while lifting in competition.
The lifting suit shall also be subject to the following requirements. (See Rule 2 Costume and Personnel
Equipment)
All powerlifters will wear belts while lifting.

VOLLEYBALL
All volleyball teams shall wear the MSHSAA approved uniforms.
ALL individual skills competitors shall wear any short that conforms to the Competition Uniforms Rules, or sweat
pants, a T-shirt, tank-top, or sweatshirt, and any footwear that conform to the Competition Uniforms Rules.

SPORTS SPECIFIC RULES
AQUATICS
Coaches may NOT be on pool deck during competition unless they have an Exception Form signed by a Sports
Team member or the Sports Commissioner.
The 25M Freestyle and 25M Backstroke are Low Motor Events. Athletes competing in these events may ONLY
compete in the following events: 15M Unassisted Swim or the 4x25M Freestyle Relay.
Athletes that swim Low Motor Events, which are 10M Assisted Swim, 15M Floatation Race, 15M Walk, 25M
Floatation Race, 15M Unassisted Swim, 25M Unified Floatation Relay Race, or 25M Unified Walk Relay Race, 25M
Freestyle, and the 25M Backstroke may ONLY swim in 2 events and the 4x25M Freestyle Relay.
During the 10M Assisted Swim, the assistant shall be positioned either behind the swimmer or to the side of the
swimmer, NOT in front of the swimmer.
ALL non-swimmers, which are by definition anyone unable to swim a 25M Freestyle or 25M Backstroke, MUST be
able to touch the bottom at all times during competition.
PFDs (Personal Floatation Device) used for Floatation Races MUST be Coast Guard approved. Belts and/or arm
floatation devices are NOT allowed.
The minimum pool depth for any dive starts either from blocks or the pool deck shall be 6 feet. For any pool that
does not meet this requirement, dive starts shall NOT be allowed.
Athletes may participate in 3 individual events and 1 relay as long as they are not swimming in a Low Motor event.

SPORTS SPECIFIC RULES

BASKETBALL

The Official Special Olympics Sports Rules shall govern all Special Olympics basketball competitions. As an
international sports program, Special Olympics has created these rules based upon Federation Internationale de
Basketball (FIBA) Rules and the Rules of the National Governing Body (NGB), which is MSHSAA. FIBA Rules shall be
employed in international competitions and the MSHSAA Rules shall be employed in local competitions except when
either is in conflict with the Official Special Olympics Sports Rules. In such cases, the Official Special Olympics
Sports Rules shall apply.

A. Events offered by Special Olympics Missouri

1) Individual Skills Basketball

3) 3-on-3 Basketball
4) 3-on-3 Unified Basketball
5) Modified Basketball
6) Regulation Basketball
7) Unified Sports Basketball

B. Modified Basketball

MSHSAA Rules will govern all Games. Teams with a skills assessment of less than 25 shall be considered Modified
unless based on their ability they are deemed a Regulation team.

1. Playing time will be 4 quarters of 6 minutes each with intermissions of 1 minute after the first and third quarters,
and 5 minutes between halves. The game clock will be stopped for each dead ball.
2. Officials will grant a player or coachs oral or SIGNALED request for a time out.
3. A player shall not remain for more than 5 seconds in the lane.
4. A player may take 2 steps beyond what is allowable (incidental traveling). However, if the player scores, or escapes
the defense as result of these extra steps, an advantage has been gained. A violation shall be called immediately.
5. In all cases, if a player has a physical impairment, which, in the officials judgment, causes him to commit an illegal
act, the violation shall not be penalized unless an unfair advantage is gained by the action.
6. If a player gains an advantage by double dribbling, walking, etc. it is an infraction.
7. There shall be no full-court pressing in the Modified Division of Basketball. This means as soon as Team A gains
control of the ball in the back court, Team B MUST drop back to their defensive end beyond mid-court; however, if
Team A loses control of the ball or makes an errant pass without Team B defending, Team B may gain control of the
ball in the back-court. The first offense will be a warning, and thereafter a technical foul will be called on the bench.

The Mercy Rule, which states that there shall be a running clock for all games where one team is ahead by 30 points or
more in the fourth quarter, will be in effect. The only time a clock shall stop in this situation will be for timeouts,
injuries, player disqualification and flagrant fouls.

C. Regulation Basketball
1. Any team with skills assessment test score of 25 or higher.

D. Unified Sports Basketball

1. All games will be played by the regular Missouri State High School Activities Association (MSHSAA) rules with
the following exceptions:

a. The roster must contain at least a proportionate (6 players and 4 partners) number of
Athletes and Partners. However, if there is only one Partner, it is still a Unified Sports
team.
b. During competition, the line-up shall contain at least three Athletes and at most two
Partners. There shall never be more than two Partners on the floor at any one time,
however there may be as many as 5 Athletes playing at one time.
c. Each team shall have an adult non-playing certified coach responsible for the line-up
and the conduct of the team during competition.
d. Partners may never score more than 60% of the total team points (athletes may score
up to 100% of the total team points)
e. Unified Sports Teams shall be of equal abilities and of similar ages as defined by the
Special Olympics Unified Sports Rules.
f. A team leading by 30 points or more that presses on defense will be assessed a
technical foul.
g. The Mercy Rule, which states that there shall be a running clock for all games where
one team is ahead by 30 points or more in the fourth quarter. The only time a clock

E. Unified-Modified Basketball
1. The object is to help athletes to learn the game. Coaches should make every effort to play the athletes as much
as possible. If it is deemed that a team is using this division to do anything else, the team may forfeit and there
may be further sanctions.
2. All games will be played using Modified Rules.
3. Rosters MAY consist of equal numbers of athletes and partners, however partners MAY NEVER outnumber
athletes.
4. Partners MAY score up to 80% of the total points in a game. Athletes may score up to 100% of the total team
points in a game.
5. Teams DO NOT have to be of equal abilities or similar ages.
6. The cutoff for Modified will be 24.

3-on-3 Basketball & 3-on-3 Unified Sports Basketball

1. 3-on-3 Team rosters may have up to 6 players.
2. The throw in for 3-on-3 Basketball will be from the half-court circle on the side of the court the game is being
played. This will occur in all dead-ball situations.

G. Team Skills Basketball

1. If a team requires a lower height goal they must write this on their team registration form. If there are no other
teams in their category they must get permission to lower the goal from the other team, if the equipment is
available to allow for lower goals.

H. Wheelchair Skills Basketball

1. Shooting
Each athlete will attempt two shots into the basket goal from each distance indicated for a total of ten goal
attempts. The amount of points received will increase with distance from the basket. The distance from the
base of the basketball stand will be predetermined and marked as 5, 10, 15, 20, and 25. The equipment
includes a 4 basket and a smaller basketball of 28 inches in circumference and 18 to 20 ounces in weight.

The points will be tallied as follows: 5 1 point
10 2 points
15 3 points
20 4 points
25 5 points
Total possible points = 30
2. Passing
Each athlete will attempt two ball passes to a staff member from each distance indicated for a total of ten pass
attempts. The athlete will pass the ball to a staff member standing in a 2X3 area. The staff member must
catch the ball within the marked area for the athlete to receive points. The distance from the area will be
predetermined and marked as 2, 5, 10, 15, and 20 from the 2X3 area.

The points will be tallied as follows: 2 1 point
5 2 points
10 3 points
15 4 points
20 5 points
Total possible points = 30
3. Catching
Each athlete will attempt two ball catches from a staff member from each distance indicated for a total of ten
catching attempts. The athlete will catch the ball after it is thrown by a staff member standing within a 2X3
area. The staff member must stay in the marked area, and the athlete must use at least one hand to catch the
ball to receive points. The distance from the area will be predetermined and marked as 2, 5, 10, 15, and 20
from the 2X3 area. A staff member may bounce pass the ball.
The points will be tallied as follows:
2 1 point
5 2 points
10 3 points
15 4 points
20 5 points
Total possible points = 30

SPORTS SPECIFIC RULES
BOWLING
A complete list of rules can be found at www.somo.org/bowling.
Bowlers may bowl in two game or three game competitions.
All Unified Bowlers MUST bowl 3 games except Junior Division Unified Sports Doubles MUST only bowl 2 games.
Bowlers MUST bowl an average of at least 50 to bowl in any three game competitions.
Bowlers, including Unified Partners, may ONLY bowl in one event.
Ramp bowlers may bowl on Unified Sports Doubles or Teams as long as they have a 50 minimum average and
can bowl three games in 2 hours and 15 minutes AND they must be registered as Ramp/Regulation or
Ramp/Unified Doubles or Teams (failure to comply will result in forfeit).
Ramp Bowlers will NOT switch lanes, unless they are bowling on a Regulation or Unified Sports doubles or
team.
Unified Sports Doubles will be scratched when the Special Olympics athlete is not present to bowl.
Any team that has at least one member of the opposite sex on the team shall be a mixed/coed team.
Late bowlers will be given 0 for each frame they miss, however they may bowl in any subsequent game
without penalty.
A bowler that misses a complete game will receive a 0.
There will not be Blind Scores.
Any athlete that has a valid physical and has bowled at an area or local event may bowl as an alternate on
Doubles or Team as long as they do not change the Gender or Age Group of the Doubles or Team.

Weight classes are a divisioning tool which groups athletes according to body weight which is the primary

Each competitor can only have his/her official weight registered once.
An athlete weighing in above the upper limit for a weight class will be moved to the next heavier weight class.
An athlete weighing in below the minimum limit for a weight class may, at the discretion of the Chief Referee,
be permitted to lift in the next highest weight class if that competition is available.

VOLLEYBALL
A complete version of the volleyball rules can be found at www.somo.org/volleyball.
The following rule pertains to ALL Volleyball:
Special Olympics Missouri will disregard all rules pertaining to the Libero Player in the Official Special Olympics
Summer Sports Rules 2000-2003 Revised Edition.
Modified Team Volleyball:
Special Olympics Missouri will continue the use of side-out scoring Modified Volleyball competition. This means
that in order to score, a team must serve the ball.
Unified Sports Volleyball:
The service order and position of the players on the court shall be at the discretion of the coach.
There will be no limit to the number of serves made by any participant.
Unified-Modified Volleyball
The object is to help athletes learn the game. Coaches should make every effort to play the athletes as much as
possible. If it is deemed that a team is using this division to do anything else, the team may forfeit, and there may
be further sanctions.
All games will be played using alternative rules.
o The serving order and positions on the court at service shall be an alteration of athletes and partners.
o Each player is allowed 2 attempts to serve the ball. Once they make a good serve, they are only allowed
one attempt for each point thereafter during that service. Unified Partners are allowed two attempts as
well.
o Once a server has served 3 consecutive points, the serving team shall rotate to the next server.
o There shall be free substitution in Unified-Modified Volleyball.
o Unified Partners shall be treated the same as athletes in the Unified-Modified Division of Volleyball.
Rosters MAY consist of equal numbers of athletes and partners, however partners MAY NEVER outnumber
athletes.
Teams DO NOT have to be of equal abilities or similar ages.
SOMO shall use Lite-Flite Volleyballs in both the Modified and Unified-Modified Divisions of Volleyball

SPORTS SPECIFIC RULES

TRACK AND FIELD
A complete listing of rules can be found at www.somo.org/athletics.

Coaches may NOT be on the field unless they have an Exception Form signed by a member of the SOMO
Sports Team or Sports Commissioner.

In the Tennis Ball Throw, ALL levels of Special Olympics Missouri will use a Tee Ball.

One-foot Long Jump
o Competitors shall start with both feet behind a designated take-off line and on the ground.
o When starting, competitor's toes shall be behind the take-off line.
o A competitor shall use one foot on the take-off.
o He/she may rock backward and forward lifting his/her heels and toes alternately, and he/she may lift
either foot clear off the ground.
o Each competitor shall be allowed three non-consecutive jumps.
o The athlete's best jump will be used for scoring. Distance will be measured from the closest impression on
the landing area made by any part of the body including arms or hands, to the take-off line.

There shall be a minimum of 2 people per heat, as long as each heat is within the 20% range at ALL events area-
level and above.
The general rules allow for athletes to be moved up an Age-Group to maintain at least a 2-person heat.
Athletes registered in a running event may not compete in a walking event of equal or less distance (i.e. an athlete
in the 100 M Run may not walk in any event less than 100M).
Any athlete registered in a relay may not compete in any running event shorter than the distance they would run
in the relay (i.e. an athlete in the 4 x 100 M Relay may not compete in the 50 meter).
Athletes may participate in 3 wheelchair races, but they must be in races that are consecutive distances. Example
an athlete may enter a 25M, 50M, and 100M Wheelchair Race, but NOT a 25M and a 100M Wheelchair Race.
The jumping board for the Running Long Jump shall be marked at 50 cm from the end of the pit.
Athletes MUST jump a minimum of 1M to be eligible for the Running Long Jump.
The following are Low Motor Events:
o 50M Run (Plus all walks or distances less than this distance)
o Standing
o 1 Foot Long Jump
o Softball Throw
o Ball Throw

SOMO CODE OF CONDUCT

THE PURPOSE OF THE SOMO CODE OF CONDUCT (THE CODE) IS TO ENCOURAGE ALL ATHLETES, COACHES,
FAMILY MEMBERS, SPECTATORS, CHAPERONES, VOLUNTEERS, MEMBERS OF THE SOMO BOARD OF DIRECTORS,
AND OFFICIALS PARTICIPATING IN A SOMO-SPONSORED ACTIVITY (PARTICIPANTS) TO CONDUCT THEMSELVES
IN A WAY THAT BRINGS CREDIT AND HONOR TO THEMSELVES AND TO SOMO. THE CODE ALSO ESTABLISHES A
UNIFORM PROCEDURE FOR RESOLVING CONDUCT INFRACTIONS TO ENSURE THAT ALL PARTICIPANTS ARE
TREATED FAIRLY.
Nothing in this Code will be deemed to restrict the individual freedom of a Participant in matters not affecting SOMO,
his/her status as a SOMO Participant or the well being of the team. Participants will have complete freedom in choices of
appearance, life-style, behavior, or speech while not traveling or participating in a SOMO-sponsored activity, provided
their statements and actions do not adversely affect the name and reputation of SOMO.
All SOMO Participants will:
1. Conduct themselves in a sportsmanlike manner at all times, showing respect for other Participants through words
and actions.
2. Respect the spirit of fair-play and non-violence, and behave accordingly in competition.
3. Maintain dignity at the Opening, Closing, and Awards Ceremonies at all SOMO activities.
4. Be responsible for their personal belongings at all times and assist in maintaining the cleanliness, safety, and
security of their assigned areas.
5. Refrain from smoking in competition or athlete training venues.
6. Fully abide by the rules of SOMO and the Games Management Team of any SOMO-sponsored activities.
7. Fully abide by the provisions of the Athlete Code of Conduct Pledge or Coach Code of Conduct Pledge, if
applicable.
SOMO Participants understand that if they violate the Code, they will be subject to the SOMO disciplinary
procedures, including being held financially and legally responsible for any damage that they purposely or
knowingly cause.

Act professionally and Take Responsibility for My Actions
My language, manner, preparation, appearance and presentation will demonstrate high standards.
I will display control, respect, dignity and professionalism to all involved in the sport (athletes, coaches,
opponents, officials, administrators, parents, spectators, media, etc), and encourage athletes to demonstrate

Incident Immediate Action Steps Guide

1. Assess the situation and remove all unnecessary individuals from the area. Only essential personnel
should be present.

2. Appoint others (onsite law enforcement or Class A Volunteer) to keep the area secure.

3. Appoint a person or person(s) (law enforcement or Class A Volunteer, if possible) to stay with the
individual(s) involved at all times. Instruct that person to not render any treatment beyond his/her
training. Do not move an injured individual unless he/she is in immediate danger.

4. Determine if medical support (on site or ambulance) needs to be contacted. If yes, do so
immediately. Have athlete medical form ready for medical personnel. If transported, assure a family
member/guardian or Class A volunteer goes along.

5. Determine if law enforcement needs to be contacted. If yes, call 911.

6. In the event of a serious incident or crisis or if an individual is transported to a hospital, immediately
contact your area staff or Trish Lutz at 660.888.1764. Explain details of the situation. SOMO will
coordinate assistance. If you arent sure if the incident qualifies as serious, err on the side of
contacting your area staff.

7. SOMO will contact the appropriate family/guardian of the athlete/volunteer and apprise them of the
situation.

8. In the event of media presence, do not speculate. You may say, A statement will be released by
Special Olympics Missouri after the organization has gathered all the facts and had time to review
the situation. Refer all media calls to your area staff.
9. Complete an Incident Report form to include all names and phone numbers of individuals present for
possible subsequent questions. Fax the form to HQ at 573-635-8233 within 24 hours.

Athlete Policy
Allegations of Sexual Misconduct
and/or Placement on Sex Offenders Registry Involving an Athlete

Special Olympics Missouri (SOMO) wishes to provide a safe environment for participants at all SOMO events.
The following policy will apply to all athletes participating in SOMO.
For purposes of this policy, the term crime of a sexual nature refers, without limitation, to sexual acts and sexual contact
offenses and is meant to include all criminal offenses that have an element involving a sexual act or sexual contact with another.
The offenses covered include all sexual offenses whose elements involve: (i) any type or degree of genital, oral, or anal
penetration, or (ii) any sexual touching of or contact with a persons body, either directly or through the clothing.
It also includes sexual trafficking or sexual exploitation of a minor, possession, importation, production, distribution, or receipt of
child pornography, manufacturing or promoting pornography for minors and furnishing pornographic materials to minors as
defined by Missouri or federal law.
The above definition although comprehensive, is not exclusive. SOMO, in its sole discretion, reserves the right to consider and
include other or additional acts, violations, or crimes not specified in this definition.
Any SOMO athlete who is or becomes aware of any athlete, volunteer, or other staff member who is alleged to have committed,
or is under investigation for committing a crime of a sexual nature or who witnesses or observes any athlete, volunteer, or other
staff member commit a crime of a sexual nature must notify SOMO immediately in person, by telephone or in writing, to include
email. Failure to perform the notification obligation may be grounds for disqualification from the program or disciplinary action.
Anyone who has been alleged to have committed, or is under investigation for committing a crime of a sexual nature will be
suspended indefinitely from participating in any SOMO activity, pending resolution of that allegation or investigation.
Any person who is required by state or federal law to register with any Sex Offenders Registry is permanently barred from
participating as an athlete in any SOMO activity. All athletes are screened against the Missouri Sex Offenders Registry through
the Missouri State Highway Patrol every three (3) years.
Any person who has been or is hereafter convicted of, been found guilty of, or pled guilty or nolo contendere to committing,
attempting to commit, or conspiring to commit a crime of a sexual nature, including the receiving of a suspended imposition or
execution of sentence following a plea or finding of guilty, is also permanently barred from participating as an athlete in any
SOMO activity. SOMO will aggressively pursue all legal remedies available to it against any individual (or that individual's parent(s)
or legal guardian(s) covered by this policy who fails to comply with this policy's reporting and suspension requirements.

Athlete Housing Policy
Effective January 1, 2014

The health and safety of all Special Olympics participants is of paramount importance to Special Olympics
Missouri (SOMO). Participants should feel that every Special Olympics event is a safe and positive experience
and should not be fearful of other athletes, coaches or volunteers.

Arranging housing for overnight events involves the consideration of a variety of factors, including the varying
abilities, ages and behaviors of athletes, the availability of housing and the costs associated with overnight
accommodations. SOMO is adopting the following written housing policy.

POLICY REQUIREMENTS:
1) Gender Athletes and volunteers may not share a room with an athlete or volunteer of the opposite sex
with the following exceptions:
a. Married athletes who are both attending the event as members of a registered delegation. This
exception does not apply to the spouse of an athlete who is not participating in the event, but
attending solely as a spectator or volunteer.
b. Married volunteers who are both attending the event as members of a registered delegation. This
exception does not apply if one of the volunteers is required to share a room with an athlete (other
than the married couples child), if this scenario will create a situation whereby an athlete is housed
with a volunteer of the opposite sex.
c. Family members of the opposite sex who serve as a one-to-one chaperone for the related athlete.
d. When a Group Home requires a staff in the room and they send a staff of the opposite sex the Group
Home sends a letter stating this and releases Special Olympics Missouri from any liability resulting
from any incidents which may occur as a result of the rooming of chaperones with athletes of the
opposite sex.
e. Housing in a facility that has multiple private rooms in addition to living space (such as a condominium
or dormitory). Both males and females may be assigned to one condominium, if necessary, but private
rooms will not be shared by individuals of the opposite sex. Chaperones must also be housed in the
condominium and the chaperone/athlete ratio must be maintained.
f. Use of barracks or other facility (such as a gym) where a large number of individuals are assigned to
one room. Athletes and volunteers must be separated as much as possible by gender (for example,
females on one side of the gym and males on the other side).

2) Supervision - The chaperone/athlete ratio of at least one properly registered chaperone to every four
athletes must be maintained during overnight events. Proper supervision can be maintained without
having a chaperone present in the room at all times. All chaperones must be screened in accordance
with SOMO Volunteer Screening Policy.

3) Young Athletes (ages 3-7) Young Athletes events that involve overnight activities require increased
supervision and therefore, Young Athletes participants must be accompanied by a properly registered
and screened parent, guardian or an individual designated by a parent or guardian at all overnight
activities. Rooming assignments for Young Athletes should be separate from the remainder of the
delegation, whenever possible (for example, separate hotel rooms).

4) Acknowledgment Utilizing the Athlete Physical Form SOMO will secure a parents/guardians signature
acknowledging they are aware that SOMO has a policy relative to housing arrangements and Policy is
available on SOMO Website. Athletes who are legally responsible for themselves are permitted to provide
acknowledgment on their own behalf.
a. New athletes (athletes registering for the first time on or after January 1, 2014) will acknowledge the
possibility of overnight stays at the time of their initial registration.
b. Existing athletes (athletes registered prior to January 1, 2014) will acknowledge the possibility of
overnight stays concurrent with their next athlete medical renewal due date.

5) Policy Implementation This policy is in place for any event that requires overnight housing for SOMO
athletes and will be the responsibility of the event planner.

6) Best Practices
a. Rooming Assignments
- Consider matching athletes based on size, level of maturity, ability and age.
- Assign connecting rooms to those athletes who require additional assistance or supervision if the
chaperone will not be in the same room.

b. Sleeping Arrangements
- Whenever possible, each member of the delegation should be assigned his/her own bed. If bed
sharing is required, an athlete may not share a bed with a chaperone unless the chaperone is a
parent or sibling of the athlete and has been screened in compliance with the Special Olympics U.S.
Volunteer Screening Policy.
- Ensure that the chaperone has a key to the athletes room(s)
- Ensure that the athletes know how to reach the chaperone at all times
- Consider using hall monitors
- Condo/Dorm (or other facility with multiple private rooms) Whenever possible, leave the doors to
private rooms open so that chaperones can monitor each room.
- Barracks (or other facility with a large number of beds in one room) Whenever possible,
chaperones should be assigned to a location in close proximity to the athletes he/she is supervising.
c. Family Members are prohibited from staying in athlete housing unless the family member is an official
member of the registered delegation and is screened in compliance with SOMO Volunteer Screening
Policy.

All powerlifting athletes need to weigh in at 8:30 am @ Hickman High School. Competition is from 10:30am to 3 pm.

BASKETBALL Friday, May 30 @ Hearnes Center Fieldhouse and MizzouRec Complex
Basketball brackets are subject to change as teams may drop. Revised brackets will be available at your competition
venue when you check in to ensure that you have the correct game times for your teams.

Can families and fans attend the dance on Saturday evening?
Yes, families and fans may attend the dance on Saturday evening. For the safety of our athletes, we do ask that you
stop by the Fan Center table and pick up a wristband.
Are meals provided for the families & fans?
While meals are not provided for families & fans, there will be concessions available at all sports venues. In
addition, Columbia offers a variety of restaurant choices that are close to the sports venues.
How should I prepare our trip?
As with any sporting event, it is always a good idea to pack bag chairs, sunscreen, umbrellas, jackets and blankets to
sit on or keep warm!
Am I allowed on the track, bowling lane or court?
For the safety of the athletes and to allow the volunteers to do their assigned responsibilities, families and fans are
asked to remain off the track, bowling lane, pool deck or court.
Where can I park?
For competition at MizzouRec Complex, park in Lot CG1 at no charge and catch a shuttle. All other venues have
ample parking at no charge.
Will I be able to see the awards ceremonies and take photos?
Absolutely! Each sport/venue has a different process for presenting awards so please check with the Event Manager
on site or your coach for details.
Will their be souvenirs available for purchase?
A variety of SOMO fanwear, LETR shirts and much more, all ranging in price from $1-$40, will be available for
purchase during the following times:
o Friday, May 30
4:00pm-9:00pm-Hickman High School
o Saturday May 31
9:00 am to 9:00 pm Hickman High School
o Sunday, June 1
8:00 am to Noon Hickman High School
When and where will the families/fan center be open?
At Opening Ceremony @ Hickman High School from 6:00 to 7:30 pm on Friday, May 30 and the dance @
Hickman High School from 5:30 to 9:00 pm on Saturday, May 31.
If I have questions during the event, who do I talk to?
Your first resource should always be your coach. However, there will be a volunteer/information table available at
all venues to answer your questions.
Am I allowed to go to the dorms to visit my athlete?
Only those registered to be in the dorms are allowed in the dorms, therefore families and fans not already listed on
the dorm listing are allowed in the dorms.
How do I stay informed throughout the games?
Well text you if there are urgent announcements at State Summer Games. To sign up: Text SOMO to 51555.
