1 Risk Allocation in Public-Private Partnership (PPP)
Project: A Review on Risk Factors
There are three principle in structuring PPP projects which
are the public sector sponsor must (1) identify the key risks
(2) evaluate the level of acceptability of each risk (3) allocate
risk to the party involved.
Based on extensive literature review the risk factors are
clustered into 10 groups namely: Political, Construction,
Legal, Economic, Operation, Market, Project selection,
Project finance, Relationship and Natural factor.
2 Influential constructs, mediating effects, and
moderating effects on operations performance of high
speed rail from passenger perspective
To analyze service quality-customer satisfaction-customer
loyalty (QScLc), including leadership-employee satisfaction-
employee loyalty (LSeLe), the researcher using Quantitative
methods and SEM to verify the hypothetical relationships.
The actual questionnaires were distributed 279 papers
throughout Taiwan and 261 valid questionnaires were
recovered. In addition to the 31 online questionnaires
recovered, the analysis included 292 valid questionnaires.

3 Critical factors and risk allocation for PPP policy:
Comparison between HSR and general infrastructure
projects
Using questionnaires, the 5-point, Likert was used to obtain
weights for the first and second categories with 33 questions
(66 answers) (i.e., 1 not significant, 2 less significant, 3
significant, 4 more significant, and 5 most significant).
For questionnaires, the author consists of two sections. The
first of the questionnaires obtained 140 responses and the
second about 113 copies distributed, 64 valid questionnaires
were retained.
4 Evaluating the risks of public private partnerships for
infrastructure projects
PPP projects are viable only if a reliable, long-term revenue
stream can be established.
The key principle for large PPP projects as possible to the
sponsors whilst at the same time providing sufficient credit
support so that the lenders are satisfied with the credit risks.
The risk that the predicted revenues do not materialize is
the greatest risk to the commercial viability of a project.
That risk is borne by those providing finance or financial
guarantees.

Difficulties faced so far
Understanding about codes/standards/engineering practice
used for railway works in Indonesia;
Finding suitable/well- qualified personnel to work.
Dont know where to find the project information, even do
have that, dont know whether it is true
Dont know who shall team up with or to compete;
Hard to estimate the overhead (such as tax & expense of
signature of professional engineers)

Topic:
Business potentials and investment risks of rail sector in Indonesia: A perspective
for international consulting firms
Methodology:
Discover the indicator and analyze the most effective and influence indicator
based on literature review related to public-private partnership in rail sector.
Identify the risk and business potential for International firm on rail sector in
Indonesia (in the aspect of both external & internal; for example: delay caused
by election is an external one)
Suggest an entering model (for example: make a suggestion to work alone or
team up with another International sources)
