Directive and here we have a Regulation - there is a
difference.
BORDER INSPECTION POST
Why

The veterinary border control is a key factor to ensure that the live animals
entering to the European Union are safe and meeting the specific import
conditions laid down in the Community legislation.

Imported live animals present the highest level of risks as they can transmit
serious human and animal diseases. Therefore it is necessary to subject them
to specific controls at their point of entry, so called veterinary border
inspection ports (BIPs).

A consignment of live animals can only enter into the EU, if it has
satisfactorily undergone the specific checks and a Common Veterinary Entry
Document (CVED) is issued.

Research: Most stressful part is loading and
unloading - based on heart rate.
Rabbits. Heat > stress > loading > more
stress.

Problems
Generally, commonest issues are around
paperwork, (but not so with lab movements). This
can stop a shipment at the border.
Three options. Return, make compliant, euthanise.
Poor boxes, shipping etc will not generally cause
the detention of a shipment at the border. It may
well delay it though. Re-packing if necessary etc.
Airlines receive the enforcement action for poor
boxes etc. as they have accepted the consignment
and they land them in the country of destination.
