Special Session on Defensive Measures
Committee Chair - Tyler Beaulieu
FOREWARDOver the last century, our species has risen from the ashes of the industrial revolution to become atechnologically advanced race. Breakthroughs in computing, biotechnology, medicine and many othersciences have accelerated our growth as an intellectual community at unprecedented rates. With this inmind we must begin to plan for the day when our growth as an intelligent species comes back to hurt us.Specifically, we must prepare for the day when the dead are reanimated and come to take the souls of theliving. We are of course talking about the theorized
 Zombie Apocalypse Scenario
(ZAS).By all accounts, if one of these sort of large scale infections took place today, we could expect thecollapse of society accompanied by unacceptable casualties. It is because of this that the President of theUnited States (PotUS) in conjunction with the Secretary of Defense (SoD) has formed this committee tobegin preparation for the Worst Case Scenario (WCS), global zombie outbreak. We will be discussing atotal of seven different topics including military/law enforcement training as well as strategic allocation of resources. The purpose of this report is to inform the population at large as to where they could seek shelterwhile they wait for authorities to safely clear their locations. Our committee has formulated a ratingsystem to inform the populous which buildings will suit them best in the event of a zombie uprising. Weare also saving department budget by freely distributing this rubric for the speedy evaluation of as manybuildings countrywide as possible. On the following page the rubric and instructions for its use areprovided, followed by the posters to be placed in easily viewable places so that the General Public (GP)will know what to do in the event of a ZAS.

Rubric for Rating Buildings for Long Term Zombie DefensiveCapability
Below are the twelve points with which you will rate various structures, you will rate these structures on a scalefrom 1 to 10 with whole integers only.
Is there a wall, fence, or other physical perimeter? _____________
Rate higher with walls rating higher than barbed fences rating higher than fences.Combinations are a plus. Excessive windows subtracts from score.
How many potential entrances/exits are there? _____________
Rating depends on size of building. You want enough exits to make an escapebut few enough entrances that it can be effectively guarded.
Can your party simultaneously defend each fence and exit? _____________
You will need more people than there are vulnerable spots so shifts can be taken, rate lower if vulnerable spots outnumber capacity.
Is there a secondary defensive position, multiple floors, or an attic? _____________
Rate higher if backup locations are available. Single story residencies can still get pointsif there is a strong-doored room to retreat to that supplies can be stored in.
Can the building be secured? _____________
Building that are extensive and full of hidden rooms that zombies could've hid in rate lower. Rate higher if determining all inhabitants of the building is a possibility.
Is there a potential escape route? _____________
Buildings with safe escape routes on all defensive positions rate higher.
What is the supply situation? _____________
Building with food supply, refrigeration, cooking appliances, nonperishable foods, toilet paper, the essentials in general will rate higher. Also depends if there is enough to go around.
Is there a water line? _____________
Very simple, if there is clean water rate higher than if not.
If needed, are weapons or tools available? _____________
Higher ratings depends on weapons cache or at least improvised weaponry.
Are materials available to reinforce the entrances? _____________
Pretty straight forward.
What about means of communication: phone, radio, Internet, etc.? _____________
 Also, pretty straight forward.
Given all these factors, how long could you or your group survive _____________an extended siege?
 If indefinite, rate highly.
Total Score _____________Total Score Divided by Twenty and Truncated _____________

Rubric for Rating Buildings for Long Term Zombie Defensive Capability
Now that you have evaluated the facility you have a number 0-6. This can be used to assign the buildingits Strategic Defense Rating (SDR). The SDR is an indicator of how well a party of people could hold upin the event of a Global ZAS (GZAS). Please refer to the chart below to assign your facilities SDR.
Strategic Defense Rating
6 = A+ 5=A 4 = B 3 = C 2 = D 1 = E 0 = F
With A+ being the impossibly high rating that only goes to structures with a perfect score and F being anabysmal defensive base that will most assuredly lead to the deaths of anyone trying to take shelter there. Now that you have the SDR, print off the poster appropriate for your buildings rating. Make sure to printone for every floor and to post it somewhere clearly visible. Also included in this packet is the SpecialConditions Form (SCF). This will give you a space to record any special information regarding thedefensive strategy of the building in question. If an SCF is necessary for the building, fill out one and putit near the SDR poster on the main floor. If the buildings you are surveying are major public facilities that could expect a large number of survivorsto attempt to secure it, you may want to begin lobbying local officials to install ZAS EmergencyPreparedness Kits (ZASEPreK) in these locations. Some things commonly found in ZASEPreK's include:
