Special election isasagawa sa Unang Distrito ng Bulacan

MALOLOS — Isang special elec-
tion ang isasagawa para sa Unang
Distrito ng Bulacan matapos ang
halalan sa Mayo, dahil sa pagpa-
pawalang-bisa ng Korte Suprema
sa pagiging Lone Congressional
District ng lungsod na ito.
Noong nakaraang linggo ipina-
hayag ang desisyon ni Abogado
Midas Marquez, tagapagsalita ng
Korte Suprema, ngunit hanggang
nitong Miyerkoles, Marso 17 ay
wala pa ring inilalabas na kopya
ng nasabing desisyon.
Batay sa tatlong pahinang Reso-
lution No. 8771 na pinagtibay ng
Commission on Elections (Comelec)
noong Pebrero 15, may tatlong
posibleng maganap matapos unang
ideklara noong Enero 25 ng Korte
Suprema na ang R.A. 9591 na
lumikha sa Lone District ng Malo-
los ay “unconstitutional”.
Una, maaaring matuloy ang
lone district; pangalawa, tuluyang
ibabasura ito bago maghalalan; at
pangatlo, ibabasura ito matapos
ang halalan.
Ayon sa Comelec, walang pro-
blema kung matutuloy ang Lone
District ng Malolos dahil han-
da na sila at maging ang sistema.
Para naman sa ikalawa at ikat-
long posibilidad, kailangan ibalik
ang Malolos sa Unang Distrito ng
Bulacan na kinabibilangan ng mga
bayan ng Bulakan, Calumpit, Ha-
gonoy, Paombong at Pulilan at
kailangan magdaos ng panibagong
halalan.
“A special election for Member,
House of Representatives, First
Legislative Disrtict (with Malolos
City) will have to conducted,” ayon
sa Comelec Resolution No. 8771.
Ayon sa nasabing resolusyon,
ang mga pangalan ng mga kan-
didato ay naitala na sa balota at
hindi na iyon maaaring baguhin
dahil kakapusin sa panahon at di
aaabot sa halalan sa Mayo 10.
Dahil sa pagbasura sa Lone
District, kailangan ding ibabalik
sa 10 ang bilang ng kasapi sa
Sangguniang Panglungsod, na
itinaas sa 12 noong Nobyembre.
Ngunit walang problema kahit 12
ang mga kandidato ng mga partido
nakaimprenta na sa balota, dahil
ang ipoproklama lamang ng Come-
lec ay ang unang 10 konsehal na
mananalo.
Nahiwalay ang Malolos sa U-
nang Distrito ng Bulacan noong
nakaraang Mayo sa bisa ng R.A.
9591 na ginawa itong Lone Dis-
trict. Ngunit nagsampa ng petisyon
sa Korte Suprema si dating Bokal
Victorino Aldaba dahil hindi, aniya,
umabot sa 250,000 ang bilang ng
populasyon ng Malolos.
Nitong nakaraang linggo, nag-
pahayag nga si Atty. Marquez na
ibinasura na ng Korte Suprema
ang pagiging Lone District ng
Malolos, ngunit ayon naman kay
Mayor Danilo Domingo wala pa
silang wala pa silang natatanggap
na kopya ng desisyon.
Sinabi ni Domingo na umaasa
siyang mababago pa ang desisyon
ng Korte Suprema.
Iginiit din niya na hindi masa-
sabing unang biktima ng auto-
mated elections ang Malolos; sa
halip, aniya, “Biktima ito ng dagdag
bawas sa population census noong
2007.”
Ayon kay Domingo, lahat ng
bayan at Lungsod sa Bulacan ay
naabot ang projected population

yon noong 2007, maliban sa lung-

PAOMBONG, Bulacan — Sa ika-16 na pagkakataon,
muling ipapako sa krus si Alexie “Buboy” Dionisio ng
Barangay Sto. Rosario sa bayang ito bilang pagtupad
sa utos sa mensahe sa kanya ng Diyos.
“Baka ito na ang huling pagpapapako ko sa krus,”
ani ng 32-taong si Dionisio nang makapayam siya ng
Mabuhay noong Lunes, Marso 22.
Sinabi niya na ang kanyang pagpapapako sa krus ay
hindi niya personal na kagustuhan, sa halip ay isang
pagtupad sa mensahe sa kanya ng Diyos na ipinahatid
sa kanya sa pamamagitan ng mga pangitain at panaginip.
“Nais ng Diyos na ipakita sa tao ang kanyang pag-
ibig sa pamamagitan ng sakripisyo ng pagpapapako sa
krus,” ani Dionisio na nagsimulang magpapako sa krus
sa edad na 16.

Bakit dinarayo ang kapilya ng Kapitangan?

Kapitangan sa bayang ito, ngunit alam
n’yo ba kung bakit dinarayo ito?
Dahil ba sa taunang pagpapapako
sa krus ng mga deboto?
Isa iyan sa mga mga dahilan kung
bakit dinarayo ang nasabing kapilya
lalo na kung Biyernes Santo.
Ngunit ang totoo, ang mga himalang
nakaugnay sa nasabing kapilya, sa
paligid nito, at sa iba pang gawain doon
kapag Semana Santa ang pangunahing
dahilan.
Ayon kay Alexie “Buboy” Dionisio,
ang tagapangulo Kapatiran ng mga
Kalakbay ng Krus (KKK), bago pa man
isagawa ang taunang pagpapapako sa
krus sa Kapitangan na nagsimula
noong dekada ’70 ay matagal nang
dinarayo ang nasabing kapilya.
Ito ay dahil sa mahigit 100 taon
na ang tradisyon ng pagpapaligo sa
imahen ng Sto. Cristo sa kapilya ng
Kapitangan na isinasagawa taon-taon
kung gabi ng Miyerkoles Santo.
Ang Sto. Cristo ang patron ng Ba-
rangay Kapitangan sa bayang ito na
nakilala sa produktong suka na mula
sa sasa.
Ayon kay Dionisio, libo-libong tao
ang nagpupunta sa Kapilya ng Sto.
Cristosa gabi ng Miyerkoles Santo
upang makakuha ng tubig na ipinaligo
sa imahen. Ito ay sa paniniwalang
nakagagaling ang nasabing tubig.
“Pinag-aagawan ang tubig na pi-
napaliguan sa imahen,” ani Dionisio
at binigyang diin na hindi iyon ipi-
nagbibili, sa halip ay ipinamimigay
lamang.
Ngunit kadalasan, aniya, kinakapos
ang nasabing tubig dahil sa dami ng
mga taong may dalang bote upang
maisahod at maiuwi iyon.
Batay sa pahayag ni Dionisio, mahi-
git tatlong drum na malalaki ang tubig
na kanilang inihahanda.
Itinatapat nila sa mga drum ang
imahen ng Sto. Cristo at binubuhusan
ng tubig na may halong agua de colonia
at hair tonic.
Ang mga nasahod na tubig ng mga
deboto ay kanilang ipinapahid sa bahagi
ng kanilang katawan na may karam-
daman, at marami sa kanila ang nag-
sasabing gumaling o nakadama ng
ginhawa mula sa sakit.
Bukod sa “mahimalang tubig”na
pinagpaliguan sa imahen ng Sto. Cristo,
sabi ni Dionisio, ang kinatatayuan ng
kapilya at ang entablado sa tabi nito
na taunang pinagpapakuan sa mga
deboto ay mahimala rin.

CLEAN up — or die. That’s the
core message of World Water Day
2010. The rest is commentary.
Current headlines, however,
swirl around a Supreme Court som-
ersault on the constitutional ban
against sneak appointment of a
Chief Justice. That shoves to
backburners the 17th World Wa-
ter Day.
Deaths from dirty water, how-
ever, command national concern,
perhaps more than just a “bas-
tard chief justice”, as a protestor
placard phrased it. At the 1994
Earth Summit in Rio de Janeiro,
the Philippines and 171 other gov-
ernments agreed: World Water Day
would be marked on March 22 of
every year.
Since Rio, themes of this an-
nual rite varied around one un-
yielding fact: “There is no sub-
stitute for water.” Themes ranged
from “Women and Water” (1995),
“Water for the 21t Century” (2000)
to this year’s concern overf qual-
ity of water.
Climate change, toxic chemi-
cals, untreated sewage, thermal
and radioactive pollution, salt in-
trusion and algal blooms are just
some factors that have degraded

THE world is now awash with
demagogues. It looks like we have
an infestation. Whether we look
at the fields of politics, business,
the sciences, sports and entertain-
ment, culture, etc., we can readily
find dishonest and corrupt lead-
ers, false prophets and lying teach-
ers.
It actually should be no sur-
prise. Since time immemorial, and
even during the time of Christ,
demagogues proliferated. Our
human condition, if not grounded
on God, is vulnerable to it. We can´t
help it. Our world can easily pro-
duce the necessary elements and
factors. And we can never run out
of potential materials.
These demagogues have great
capacity to read people´s mind,
and know how to adapt their be-
havior and speech to what people
want to see and hear. This, of
course, regardless of whether their
words and ideas conform to God´s
laws or not. They do things quite
independently of God, and often
even hostile to God.
Of all these demagogues, I am

made water increasingly a threat
to life here, says, “Water Devel-
opment Outlook”. The Asia-Pa-
cific Water Summit, later this year,
will consider an updated version
of this Asian Development Bank

More than half (58 %) of Phil-
ippine groundwater today is con-
taminated,” it notes. Of 457 lakes
and rivers, only half (51%) meet
1996 water standards. Today, just
a third of rivers can serve as public
water supply The rest are cess-
pools.
Water remains clear upstream.
But it morphs into a murky le-
thal cocktail as it meanders through
littered rivers and chemical tainted
creeks. Depletion of groundwater
resources is an increasing prob-
lem… There are only 95 small
poorly-regulated hazardous waste
treatment facilities.
Only seven percent of house-
holds here are connected to sewer
systems. But local officials splurge

This leaves people exposed to water
not worried so much by those who
identify themselves as atheists,
agnostics and free thinkers. We
have freedom, and we just have
to learn how to cope with some
of its not-so-good consequences.
If the lines of conflict are clearly
drawn, then things are a lot easier
to handle.
Just the same, these can already
create a lot of mess. Consider a
very rich billionaire. His invest-
ments and fund movements can
spell prosperity or doom to a coun-
try and even to a region. His open
support for abortion, euthanasia
and same-sex union certainly
causes severe headache to those
who believe in following the moral
law as taught by Christ and the
Church.
Or a president of a leading coun-
try in the world with patent ag-
nostic tendencies in spite of offi-
cial affirmations of being a Chris-
tian, who is now reshaping the
country along the lines of a so-
cialistic ideology. Any coincidence
with God´s law is just that, coin-
cidence. He for sure is creating a

We are all quite familiar with
Murphy’s celebrated first law: “If
something can go wrong, it will!”
This rather pessimistic perception
of human experience, however, does
not hold true in the spiritual life.
God’s law of mercy states other-
wise: “If something can go wrong
in man, it will be forgiven!”
This may sound presumptuous
and may lead us to casually sin
because ‘God will forgive them
anyway’. We, however, know that
only God can forgive sins. And man
has no other alternative than to
humbly return to God asking for
forgiveness. God’s mercy is more
powerful than all of men’s sins put
together.
This truth about God’s untir-
ing mercy –only constrained by
man’s proud heart closed to grace–
is marvelously taught by our Lord’s
parables: the Prodigal Son, the

sanitation, (we) tend to have short
memories”, U.N. Human Devel-
opment Report notes. But Lon-
don, New York or Paris today are
dynamic centers because they har-
nessed, in the previous century,
“one of the most powerful changes
for change: the separation of wa-
ter from human excrement.”
At the start of the 21st cen-
tury, “annual economic losses,
caused by water pollution, were
estimated at P67 billion”, reports
Philippine Environment Monitor.
Biggest losses were in health - P3
billion, and P17 billion from de-
pleted fisheries.
“The Philippines has many
water related laws,” adds the World
Bank’s Monitor. “But their enforce-
ment is weak and beset with prob-
lems that include: under-funding,
poor database, weak cooperation
among agencies and local govern-
ments…”
The ecological decay spawns a
Jekyll-and-Hyde paradox: from
life giver, water turns into killer.
The results have been disas-
trous. More children, under five,

Many people are now waking
up from a spell that mesmerized
them during the campaign sea-
son. They were sweet-talked into
believing he was going to be a trans-
formational president, the mes-
sianic agent of change, and not
just an effective executive.
Still, the problem with this kind
of demagogues is not that big. It´s
when we have to deal with those
who say they are God-believers
or Christ-followers but who actually
go against God that things become
very tricky. And these men and
women can so master their dema-
gogic rhetoric and craft that they
can effectively take a lot people
for a ride.
This is what St. Paul said of
them: ¨For such false apostles are
deceitful workmen, transforming
into the apostles of Christ. And
no wonder, for Satan himself trans-
forms himself into an angel of
light.¨ (2 Cor 11,14-15)
We need to sharpen our spirit
of discernment. St. John in his first

in our Lord’s life that reveal His
untiring mercy: the woman accused
of adultery, the paralytic lowered
from the roof, and our all time
favorite good thief in Calvary. All
these reveal the power of God’s
mercy.
But God’s compassion for and
salvation of man’s sinful condi-
tion will only be possible if man
himself corresponds, as St. Augus-
tine says: “God, who created you
without you, will not save you
without you.” (Sermon 169, 13 (PL
38, 923) Following this idea John
Paul II says: “It is not enough to
consider the objective reality of
Redemption. Each one of us has
to touch Redemption or, perhaps
better, Redemption has to touch
each one of us. (Address, December

INSTANT Philippines — that is
how my British friend described
Davao the second time he came
to the city. And I agree with him.
From enchanting scenery to natu-
ral resources, Davao City has them
all: exceptional beaches, exotic
fruits, scrumptious foods, multi-
hued festivals, historical symbols,
and tranquil environment.
“Davao is probably the least
exposed of the urban areas in the
Philippines,” observed an Ameri-
can tourist who had been vari-
ous cities in the country. “It’s a
great holiday hideaway, what with
its lush greenery and exotic wild
flora and fauna that contribute
to its picturesque.”
Davao City has earned the
moniker “royal city” because of
the presence of symbolic kings and
queens. Topping the list is Mount
Apo, the king of all Philippine
mountains. At 10,311 feet above
sea level, it is the tallest peak in
the country. Climbing Mount Apo
takes four days, according to
Mount Apo Climbers Association,
which organizes scaling the ma-
jestic mountain to interested in-
dividuals and groups.
Hovering over Mount Apo and
surrounding forested areas is the
country’s national bird – the sov-
ereign Philippine eagle, described
by aviator Charles Lindbergh as
the “world’s noblest flyer.” Un-
fortunately, this world’s second
largest eagle (it stands to about
three and a half feet and can be
recognized by its powerful bill,
strong legs and claws) is on the
verge of extinction.
In an effort to prevent the eagle
population from dwindling fur-
ther, the Philippine Eagle Cen-
ter came into existence. Located
in Malagos, Calinan, some 30 ki-
lometers northwest and about an
hour’s ride from the heart of the
city, the center is the transient
home of more than a dozen eagles,
some of which were rescued af-
ter they were trapped or shot. The
place is also the safe place of other

Orchids in Davao come in an
amazing array of shapes, sizes and
colors. The queen of them all is
waling-waling. Worshipped as
diwata (fairy) by the native Bago-
bos, it used to grow on tree trunks
in the rainforests of Davao, Sul-
tan Kudarat and other parts of
the island. Due to habitat destruc-
tion, the waling-waling has dis-
appeared in the Davao gardens
for almost a century.
“The waling-waling blooms
best from July to October each
year, and a cluster of waling-waling
in full bloom is a very spectacu-
lar sight,” says Charita Puentes-
pina, owner of the Malagos Gar-
den Resort, where you can see a
multitude of rare orchids (includ-
ing waling-waling) and various or-
namentals. The place is just about
three kilometers away from the
Philippine Eagle Center.
You have never been to Davao
unless you have tried the world’s
controversial fruit – durian. Widely
known and revered in Southeast
Asia as the “king of fruits,” the
durian is distinctive for its large
size, unique odor, and formidable
thorn-covered husk. You either
hate it or like it. “It tastes like
heaven, but smells like hell,” one
foreign journalist said.
Love or despise
In his television show, No Res-
ervations, host Anthony Bourdain
described durian by saying: “Its
taste can only be described
as…indescribable, something you
will either love or despise. Your
breath will smell as if you’d been
French-kissing your dead grand-
mother.”
If you don’t like the real durian,
then you can always buy durian
candies and other delicacies pre-
pared from the fruit. Durian will
be the last thing you will see when
you leave Davao; at the Davao In-
ternational Airport, you will pass
a huge statue of durian.

Annual World Water Day rites can help us think through
the issues. We need not neglect other equally pressing
national concerns like the political gutting of the Supreme
Court.

I have been working at a private com-
pany for three years now and I would
like to ask if I can get separation pay
from the company since I plan to re-
sign this year. And, if yes, how much
is the standard amount the law re-
quires as a separation pay? The com-
pany is still operating at this moment.

Please be informed that under ex-
isting decisions of the Supreme Court,
it is mandated that an employee who
voluntarily resigns from his employ-
ment does not usually get any sepa-
ration pay.
I say “usually” because that is ac-
tually the general rule — you want
to resign, the company is not to be
bothered about it, so that there is no
legal compulsion for it to pay you any-
thing. But, just like any other gen-
eral rule, there are exceptions to this.
The first exception is that, when
there is a union, or a legitimate labor
organization, in a company and there
is a collective bargaining agreement
between that union and management
providing for a separation pay even
when the employee resigns, that agree-
ment must be followed.
In other words, when there is a CBA
that provides for the payment of a sepa-
ration pay if the employee resigns, that
separation pay must be paid.
The second exception is that, even
if there is no union and no CBA in a
company, if there is a standing or ex-
isting policy of the management that
separation pay would be given to re-

signing employees, and that benefit
was actually already given to other

To refuse the payment of a sepa-
ration pay when it was already given

which means that, the employer could

uri ng kautusan ng hukuman na nagbi-
bigay karapatan sa nasabing mga ma-
gulang o mga nakakatandang kamag-
anak ng isang bata na kumilos para
sa kanya.
Kailangan ang letters of guardian-
ship sapagkat sa ilalim ng batas, hindi
pupuwedeng ang bata mismo ang
gagawa ng mga bagay na dapat niyang
gawin sa ilalim ng batas, at hindi din
pupuwedeng ang kanyang mga magu-
lang o mga kamag-anak ang kikilos
nang wala ang nasabing letters of
guardianship.
Dahil dito sa sitwasyong ito, maaari
ninyong silipin kung ano ang naging
batayan ng inyong hipag sa paglilipat

It was a pleasure to meet again with Dr. Poch Macaranas,
who was my boss when he was an Undersecretary for
International Economic Cooperation (IEC) at the Depart-
ment of Foreign Affairs (DFA). I was first “captivated”
by NATION BUILDING when I worked under Dr. Jolly
Benitez when he was Deputy Minister for Human Settle-
ments, but it was Dr. Macaranas who taught me the in-
ternational dimension of this goal.
As a result of my meeting with Dr. Macaranas, I have
decided to incorporate the goal of NATION BUILDING
in everything that I am doing, both in my businesses and
in my advocacies. As Dr. Macaranas aptly put it, this is
not a difficult thing for me to do, and as a matter of fact,
I could no longer “escape” it, because it is already part of
me. Jokingly, I told him that he is partly to “blame” for
that.
It is perhaps providential that my boss at the Global
News Network (GNN), Mr. Harry Tambuatco, is also zealous
about the goal of NATION BUILDING . I am now pro-
ducing ten shows for GNN including my own show, and
because of Mr. Tambuatco, the goal of NATION BUILD-
ING is now the common denominator of all of my shows.
Perhaps it is also providential that Mr. Bombit
Buencamino, the President of Metro Club has asked me
to organize seminars for his venue, along the goal of NATION
BUILDING . In particular, Mr. Buencamino wants me to
organize events and seminars that would encourage co-
operation between government and industry, in support
of national development in general.
What is NATION BUILDING ? To cut a long story
short, it is the better and the more understandable term
for national development. For good measure however, we
should aim for integrated national development.

Tarlac province is all set
for Palarong Pambansa 2010

EVERYTHING has been set in place for Tarlac
province’s hosting of the 2010 Palarong Pambansa
slated April 11-17 in the tiny town of San Jose.
Tarlac’s youthful chief executive, Gov. Vic Yap, said
in a recent interview that all the 15 venues where
the 17 sports in the secondary level and 15 in the
elementary class will be disputed have all been com-
pleted with still 16 days left before competitions be-
gin.
“All the requirements have been put in place, es-
pecially the games venues and what I can say is that
we, the people of Tarlac, are ready to hold the games,
which the province will be hosting for the first time
in the 53-year-history of the Palaro,” Yap said dur-
ing the SCOOP Sa Kamayan weekly session at the
Kamayan Restaurant-Padre Faura.
The main hub of competitions, according to Gov.
Yap during the weekly public service forum sponsored
by ACCEL, is the newly-built Tarlac Recreational Park
located at Barangay San Juan De Valdez in San Jose,
a sixth class municipality 11 kilometers east of the
provincial capital Tarlac City.
The Palaro hosting is a dream comes true as far
as his late father, former Gov. Jose “Apeng” Yap, is
concerned.
“It’s a pity, hindi na niya inabot ang Palaro na
matagal na niyang pinangarap na maisagawa sa aming
probinsya, but still I believe he’s happy where he is
now because his dream has finally been fulfilled,” he
said rather emotionally.
The elder Yap had joined his Creator early this
month.
Assistant Secretary Emilio Abelita II of the orga-
nizing Department of Education, who was with Yap
along with Task Force on Schools Sports consultant
Len Toledo, announced that all the regional elimi-
nations in the country’s 17 regions, led by perennial
overall champion National Capital Region, have also
been done with.
Toledo, for his part, said that no games will be
played from 10:30 a.m. to 2:00 p.m. to avoid athletes
being exposed to late morning and early afternoon
heat brought abaout by El Niño.
Sufficient water supply and additional electric fans
will be provided in each of the billets for the same
purpose, according to Yap.
Yap said he expects around 15,000 visitors, counting
the some 10,000 athletes, coaches and delegation of-
ficials, to visit the province during the duration of
the Palaro.
“One of the main reasons for our bid to host the
Palaro, besides doing our share in the government’s
sports development program, is to promote the province
of Tarlac as a sports and tourisms destination,” Yap
told members of the Sports Organization of the Phil-
ippines during the forum.
Except for archery and arnis, which will only be
played in the high school division, sports to be dis-
puted in both levels are athletics, badminton, base-
ball, basketball, boxing, chess, football, gymnastics
(artistic and rhythmic), sepak takraw, softball, swim-
ming, table tennis, taekwondo, tennis and volleyball.
Besides the Tarlac Recreational Park, other play-
ing venues are the Tarlac Plazuela in Tarlac City,
the Victoria covered court in Victoria town, Sunrise
Subdivision, Lapuz Coliseum, Bayanihan Institute,
Provincial Capitol gym, Hacienda Luisita, Paniqui
Court, San Sebastian Court, Diwa ng Tarlac Park,
Nolcom Park, Don Bosco, San Isidro Covered Court,
CLDH Covered Court, San Rafael Covered Court and
the Ecumenical Christian College.
