RESOLUTION ESTABLISHING THE 2016 MAINE REPUBLICAN PARTY CAUCUS DATE, PRESIDENTIAL

PREFERENCE VOTE, AND NATIONAL DELEGATE ALLOCATION.


WHEREAS, Rule 16(f) of the Rules of the Republican Party requires the Maine Republican Party
to submit to the Republican National Committee on or before October 1 st 2015 a plan for
election, selection, allocation or binding of delegates and alternate delegates to the national
convention.
WHEREAS, Rule 16(a) of the Rules of the Republican Party requires any state that institutes a
statewide preference poll to use the results to bind that states delegation in either a
proportional or winner-take-all manner.
WHEREAS, Rule 16(c)(1) of the Rules of the Republican Party restricts primaries, caucuses, or
conventions from occurring prior to March 1st for the purpose of electing, selecting, allocating
or binding delegates to the national convention.
WHEREAS, Rule 16(c)(2) of the Rules of the Republican Party restricts the method of binding
delegates to the national convention to the proportional method when a caucus occurs prior to
March 15th.
WHEREAS, Rule 16(c)(3)(ii) of the Rules of the Republican Party allows a state that binds its
delegates proportionally to set a threshold in which a candidate may win all of the states
delegates so long as the the candidate receives no less than 50% of the votes cast.
WHEREAS, Rule 5.1(a) of the Rules of the Maine Republican Party assigns the State Committee
with prescribing the rules and procedures for the conduct of municipal caucuses, including the
date.
WHEREAS, Rule 5.1(b) of the Rules of the Maine Republican Party states that all municipal
caucuses shall be conducted no later than the first Sunday in March of each even numbered
year.
WHEREAS, Rule 1.0 of the Proceedings of the 2016 Convention provides that the 2016 Maine
Republican Party Convention will comprise of a general session, and caucuses representing
each Congressional District.
WHEREAS, Rule 5.1(a) of the Proceedings of the 2016 Convention provides: The total number
of delegates and alternates shall be determined by the formula set forth in the rules adopted by
each national convention. Of such total number, three (3) delegates and three (3) alternates
shall be elected in the District Caucus of each congressional district and the remainder of said
delegates and alternates shall be elected at-large by the convention as a whole. Any election
with more candidates than the number of delegates and alternates shall be conducted by
written ballot.

WHEREAS, The 2016 Maine Republican State Convention will be held at the Cross Insurance
Center in Bangor, Maine April 21st through the 23rd 2016.
THEREFORE, BE IT RESOLVED, that the Maine Republican State Committee establishes Saturday
March 5th, 2016 the date in which municipal caucuses and the Republican presidential
preference poll shall occur.
RESOLVED, Delegates and alternate delegates shall be bound on a proportional basis through
the first ballot to candidates receiving in excess of 10% of the statewide vote of the presidential
preference poll. If no Presidential Candidate reaches the 10% threshold of the statewide vote,
the threshold becomes 5% for a candidate to receive delegates and alternate delegates.
RESOLVED, If a candidate receives in excess of 50% of the statewide vote of the presidential
preference poll, that candidate receives all of Maines delegates.
RESOLVED, Delegates and alternate delegates shall be bound by the following formula: The
votes received by each Presidential Candidate who receives in excess of the threshold, without
rounding, shall be divided by the total number of votes cast for all Presidential Candidates
receiving in excess of the threshold. Starting with the candidate receiving the highest number
of statewide votes, the percentage shall be multiplied by the total number of delegates
rounding up to the next whole number to produce the delegate allotment for each
candidate. This allocation process shall be repeated with each of the remaining Presidential
Candidates in descending order of their statewide totals until all available delegates are
allotted.
RESOLVED, The proportional delegate allocation shall be rounded to the nearest whole
delegate. In the event that a delegate is unallocated due to mathematical rounding, the
unallocated delegate vote shall be cast in favor of the candidate closest to the rounding
threshold. In the event that delegates are over-allocated due to mathematical rounding, the
over-allocated delegate shall be removed from the candidate furthest from the rounding
threshold.
RESOLVED, If a Presidential Candidate who is allocated delegates withdraws prior to the
National Convention, the delegates bound to that Candidate become unbound.
RESOLVED, The election of Maines delegation to the 2016 Republican National Convention will
be held during the 2016 Maine Republican State Convention pursuant to the rules set forth in
the Proceedings of the 2016 Convention.
RESOLVED, that this resolution be transmitted to the Secretary of the Republican National
Committee.
