You are duly required to attend the Meeting of Hanley Castle Parish Council on Thursday, 19 th July
2018 in Hanley Swan Village Hall at 19:00.

1 Welcome & Apologies

2 Declarations of Interest & Dispensation Requests from Councillors


a) Register of Interests: Councillors are reminded of the need to update their register of
interests.
b) To declare any Disclosable Pecuniary Interests in items on the agenda and their nature.
c) To declare any Other Disclosable Interests in items on the agenda and their nature.
d) To Consider Written Requests from Councillors for the Council to Grant a Dispensation
(S33 of the Localism Act 2011) – written requests to be with the clerk at least 4 days prior to
a meeting

Councillors who have declared a Disclosable Pecuniary Interest, or an Other


Disclosable Interest which falls within the terms of paragraph 12(4)(b) of the Code of Conduct,
must leave the room for the relevant items.
Failure to register or declare a Disclosable Pecuniary Interest may result in the
commission of a criminal offence.

Closure of the meeting to allow parishioners present to speak on any matters relating to
the Parish.

3 Minutes: To consider the approval of the Minutes of the Annual Meeting of the Parish Council
held on Thursday, 21st June 2018 (copy attached)

4 Matters Arising and Progress Reports for information:


Min 25a/18: Request to erect a bench by the pond – Update
Min 71a/18: Bonfires within the Parish – Parishioners advised to contact Worcestershire Regulatory
Services on 01905 822799 if they have an issue.
Min 72b/18: Three Counties Cycle Link – Update if available
Min 72c/18: Bin for Hanley Castle – MHDC Conservation Officer to visit Hanley Castle and advise on a
suitable location for a bin as it cannot be attached to The Alms Houses.

5 Finance:
a) To consider and APPROVE any payments notified in writing prior to the meeting.
b) To receive notification of receipts received.
c) Insurance Renewal received – 2nd year of a 3 year LTA.

6 Planning:
a) To Consider the following application referred by MHDC for consultation:

0814/RM Albion Lodge Hanley Reserved matters application for approval of appearance,
Swan Worcester WR8 landscaping, layout and scale for the erection of 24 extra-
0DN care apartments to the north east of the existing residential
care home known as Albion Lodge following the approval of
outline planning permission 17/00550/FUL on 12th
September 2018.

18/00952/ Waste Incineration Application for a Lawful Development Certificate for a


CM Unit Hangmans Lane proposed use or development for replacement of plant within

Hanley Castle the existing building, replacement of existing oil tanks, small
18/00033/ Worcester WR8 0AJ ancillary extension and external refurbishment.

A Site Meeting with Modern Waste is trying to be arranged as they are unable to attend the
meeting. (Extension of time to 27th July has been given)

b) To consider under the Scheme of Delegation any Planning Applications received


between the publication of this agenda and the Meeting

c) Details of Decision Notices Received to-date:

18/00496/C The Grange Hanley Swan Certificate of Lawfulness for a proposed garage Refused
LPU Worcester WR8 0DN with workshop and storage and en-suite
bedroom.

Parish Council was not consulted as the application was for Permitted Develop

d) Details of Appeal Notices Received to-date: None received


e) Details of enforcement action: Courisk – Following a site visit by MHDC it was found that no
enforcement was required as the work related to 90/02078/FUL
