Middletown: slowly sliding into insolvency?

Is the town of Middletown
headed for insolvency? Ac-
cording to Middletown’s May-
or Mark Brown the town of
Middletown will be insolvent
in the next several years unless
adjustments are made to the
town’s financing. The town
needs approximately $235000
A summary of the 2011 expenses vs. revenue summary paints a dire picture:

The day never started because
the day before never ended for
Rebecca Stalcup, Valerie Kellam,
and Joan Pembelton. The women
worked all Thursday night to get
ready for the grand opening of
their new store Hooked on Fiber
and Gifts in Middletown Virginia
on Friday October 1st . Joan said
she got home on Friday morn-
ing just in time to get the kids on
the school bus. After showering
and changing she was back at the
store helping the others attend to
last minute details.
The women spent years getting
ready for this day. Valerie thought
Hal, Rebecca, Valerie and Joan on opening day.

could not make it work. She called
Joan. Together they looked for lo-
cations starting in West Virginia.
They added Rebecca to the group
and settled on Middletown as the
location for their new store. The
women bought a building which
was meticulously renovated by
Doug Cornwell.
Inventory was purchased using
a simple model: buy as local as
possible and do not buy outside
the USA unless it could not be
avoided. Valerie and Joan are into
“fibers” and Rebecca had a gift
store previously. They combined
strengths to open Hooked on
Fiber and Gifts. Half fiber store,
half gift store, it should be able
to satisfy all of your shopping
needs.
Opening day began with Rev-
erend Tom Keithley from the
Grace United Methodist Church
in Middletown blessing the build-
ing and the store. Samples were
readied and the raffle was orga-
nized. The new sign hung proudly
by Main Street. The women wore
shirts with the logo emblazed on
them and had a matching cake
ready for the celebration.
As 10 am approached they
came!!!! Customers stood pa-
tiently while the ribbon to the
store was cut by Middletown’s
Acting Mayor John Owen. He
also wished the store a long and
profitable stay in Middletown.
Friends and family were on
hand to help. Local potter Anne
Carter set up her wheel and be-
gan to throw clay. The store’s

the Fire Marshal’s Office has issued a
Burn Ban on ALL outside burning, both
Commercial & Residential/Private.
This does not include cooking fires.
Any person violating the County
issued burn ban shall be guilty of a
Class 3 misdemeanor for each sepa-
rate offence.
The need for the Burn Ban shall

In an effort to better educate com-
munities throughout the U.S. about
smoke alarm recommendations, the
nonprofit National Fire Protection As-
sociation (NFPA) is promoting “Smoke
Alarms: A Sound You Can Live With!”
as the theme for this year’s Fire Pre-
vention Week campaign, October 3-
9, in which the Middletown Volunteer
Fire & Rescue Company, Inc., is sup-
porting.
Many homes in Middletown may not
have any smoke alarms, not enough
smoke alarms, alarms that are too
old, or alarms that are not working.
We want residents to understand that
working smoke alarms are needed in
every home, on every level (including
the basement), outside each sleeping
area and inside each bedroom. And, if
a smoke alarm is 10 years old or older,
it needs to be replaced.
Smoke alarms can mean the differ-
ence between life and death in a fire.
NFPA statistics show that working
smoke alarms cut the chance of dying
in a fire nearly in half. But they must
be working properly to do so. Roughly
two-thirds of all home fire deaths re-
sult from fires in homes with no smoke

and hard-wired alarms, when they’re
10 years old (or sooner) if they do not

Golf Frenzy Benefit for Mana
Rudolph
Friday, Oct. 15th 2010.
Manda Rudolph was working at her
Fried Frenzy booth at the Shenan-
doah County Fair on Sunday, August
29, 2010. She was severely burned on
both legs due to a propane tank leak
that caught fire in her booth. She had
to be flown to UVA Hospital in Charlot-
tesville, VA for treatment.
Manda had skin graft surgery on her
legs and will remain in the hospital and
Rehab until the end of September.
Doctors expect her to be confined to
a wheel chair until December. We are
putting together this Golf Benefit to
help pay her medical expenses. She is
a very giving person and appreciates
all that has been done for her thus far.

This past Friday at 2:00 P.M.,
Capon Valley Bank officially
opened its doors on South Main
Street at the former location of
First Virginia Bank. First Vir-
ginia Bank was one of the local
banks that was bought out by
BB&T. Capon Valley Bank has
a long history in the regional
area. It opened its doors in West
Virginia in 1918. In 1986, Ca-
pon Valley Bank opened its first
branch in Moorefield, WV. The
following year, it became a fully
owned subsidiary of Highlands
Bank Shares, Inc. In 1997, Ca-
pon Valley Bank opened its third
office in Baker, WV. In 2001,
Capon Valley Bank opened its
first branch in Frederick Coun-
ty in Gore, Virginia, which is
off Route 50 close to the West
Virginia line. That same year,
Capon Valley Bank reached the
$100 million mark in assets.

Just what we need—another
bank. As if the Stephens City
area needed another bank. After
all, we have the Bank of Clarke
County, First Bank, Russian-
owned BB&T, Virginia Savings
Bank and United Bank. (Of
course, none of these banks hap-
pen to be within the Stephens
City town limits.) So why do we
need another bank?
According to President and
CEO Alan Brill, Capon Val-
ley Bank stands out from other
banks because they are “people
oriented”. They bring a personal
touch to banking. When people
come to them for a loan, Capon
Valley Bank tries to help their
customers get a loan if at all pos-
sible. Brill says his bank doesn’t
just look at credit scores. He un-
derstands that the community
has been going through a finan-
cially difficult time and wants to
help to the extent that he can as
long as it is fiscally responsible.
Brill believes Capon Valley Bank
will have an edge on other banks
because they believe in building
personal relationships with their
customers. They are a local,

Don’s work with the Wound-
ed Warrior program combines
his selflessness with his horse-
manship. He trained a horse to
lie down so a double-amputee
could easily mount. His con-
