30-31 May 2009 Hon. IC Mr. Gandhi visits IIMA even while as many
as 9 petitions related to his hosts are still pending with him (3 non-
compliance, 4 second appeals, 2 complaints).

Just after 11 days of CIC adopting "Code of Ethics" on 19-May-2009

(in the presence of Hon. IC Mr. Gandhi), he violated the code and
enjoyed malafide hospitality from respondents.

08-Jun-2009 Hon. IC Mr. Gandhi schedules (for 07-Jul-2009) hearing

of many petitions related to IIMA.

So, authorities at IIMA were very much aware that Hon. IC

Mr. Shailesh Gandhi "IS THE" specific commissioner who
hears petitions related to the institute.

NOT ONLY THAT, as a corollary, Hon. IC was considered to

be the “MOST APPROPRIATE” person for IIMA to invite !!!

NOT ONLY THAT, such a reasoning was known to both

Hon. IC Mr. Gandhi (guest) as well as Director, IIMA (host).

This information dated 27-Feb-2009 was not revealed by any of (i)
Hon. IC Mr. Gandhi, (ii) IIMA (respondent). It was secured only
on 18-Sep-2009 after long and arduous fight under RTI act.
Meanwhile Hon. IC Mr. Gandhi went on to pronounce 6 infirm
decisions (4 on 08-Apr-2009 + 2 on 07-Jul-2009).

Chronology of events :
™19-Jan-2009, first set of four petitions filed with CIC.
Director immediately embarks on a search mission to find as
to who at CIC will decide on these petitions,
™27-Feb-2009 date of THIS incriminating doc (held in secrecy
for 7 months) when Director zeroed in on Hon. IC Mr. Gandhi,
™04-Apr-2009 Director extends formal invite to Hon. IC
Mr. Gandhi, who readily accepts such a tainted invite,
™08-Apr-2009 Hon. IC hears and pronounces 4 infirm decisions,
™19-May-2009 CIC adopts “CodeOfEthics” in a meeting attended
by Hon. IC Mr. Gandhi himself,
™30/31-May-2009, Hon. IC Mr. Gandhi stays on IIMA campus to
receive hospitality from respondents even while as many as 9
cases are still pending with him,
™08-Jun-2009 immediately after returning from IIMA, Hon. IC
Mr. Gandhi schedules hearing of 4 more cases related to IIMA,
™07-Jul-2009 Hon. IC hears and pronounces 2 infirm decisions,
™18-Sep-2009 PIO reveals THIS incriminating doc dated
