Note:
Article 3 requires that the court files be maintained in the courts, and Article 5 applies
the regulations to electronic files as well. According to the State Ombudsman Report
60b (2010) the servers of the courts are today located on corporate grounds in
Hertzlia.
Articel 6a (2005) explicitly authorizes the Chief Clerks to certify copies of court
records as true copies of the originals in the court files. The evidence shows that
today the Chief Clerk of the Supreme Court refuses to certify the authenticity of the
records of the Supreme Court.

Regulations of the Courts of the State of Israel (Offices of the Clerks), 2004 (Eng)

Under my authority, pursuant to ... and in consultation with the Minister of Industry and
Labor, for the purpose of the above referenced laws, I promulgate the following
regulations:

1. Office of the Clerk
The offices of each of the courts,listed below, shall be named Office of the Clerk
(heretoafter the Office of the Clerk):
(1) The Supreme Court;
(2) District Courts;
(3) Peace Court;
(4) National Labor Tribunal;
(5) Regional Labor Tribunals;

2. Registeration
The Office of the Clerk will maintain registration of the matters brought before the
courts, as follows:
(1) Case number;
(2) Date case filed;
(3) Name(s) of Judge(s) assigned to the case;
(4) Names of the parties, and their designations in the case;
(5) Nature of the case and its sum, or in criminal cases the charges;
(6) Filing fees paid;
(7) Dates of proceedings.

3. Court Files (amended 2005)
a) The Court Files shall be maintained in the Office of the Clerk and contain all
court papers, including records, exhibits, minutes (protocols), and decisions.
However, the court may instruct that an exhibit, which was filed with the court, be
maintained by the party that filed it under conditions set by the court. In case the
exhibit is a written document, it shall be scanned prior to its return to its owner,
and the scan shall be maintained in the courts computer.
b) All court papers shall show the case number.
c) In instant Regulation, court file including electronically managed files.

4. Public Opening Hours (amended 2010)

5. Mechanical Systems
Any directive in these regulations shall be complied with in any mechanical or electronic
system of the courts, with necessary modifications, following instructions of the Director
of the Amdinistration of the Courts.

6a. Copies of Records (amended 2005)
The Chief Clerks of the courts are authorized to certify copies of court records as true
copies of the originals in the court files.

7. Abolishing Regulations of the Courts
Regulations of the Courts (Registration Offices), 1936, are abolished.

8. Commencement
Instant Regulations are in effect starting 30 days from the date of their publication.
