SuggesttotheAlcoholicBeverageRegulationAdministration(ABRA)thatfutureMoratoriabeallowedtoincludeandexcludeblocksfromaMoratoriumwithoutfollowingthecurrentprotocolofonlyallowingMoratoriatoexpandby600,1200or1800feet;

Reassesstheeffectivenessofthesechangesevery6months,byweighing:complaintsfiledwithABRAaboutnewbusinesses,thenumberofnewbusinessesintheneighborhoodandcomplaintsregisteredwithCommissionersoftheSingle‐MemberDistrictimpactedbytheMoratorium.

TheWestDupontCircleMoratoriumwascreatedonJuly22,1994,tohelpguidethedevelopmentoftheneighborhood,makingtheareamoreattractivetoretailwhilelimitingtheestablishmentsthatservedliquorinPStreetandWesternDupontCircle.Theoriginalareaextended600squarefeetfromtheintersectionof21
