i) HISTORY OF THE COMMONWEALTH GAMES:

The Concept: The concept of a united Commonwealth sporting event had been talked about amongst
Commonwealth nations since the rebirth of the Olympic Games. A sporting competition bringing together
the members of the British Empire was first proposed by Reverend Astley Cooper in 1891, when he wrote
an article in The Times newspaper suggesting a "Pan-Britannic-Pan-Anglican Contest and Festival every
four years as a means of increasing the goodwill and good understanding of the British Empire".

The Precursor: In 1911, the 'Festival of Empire' was held in London to celebrate the coronation of King
George V. As part of the festival, an Inter-Empire Championships was held in which teams from Australia,
Canada, South Africa and the United Kingdom competed in events such as boxing, wrestling, swimming
and athletics. A trophy in the form of a silver cup, 2ft 6in high and weighing 340oz, the gift of Lord
Lonsdale, was presented to the winning country, which was Canada.

The First Games: The first Commonwealth Games, known as the British Empire Games at the time, were held
in Canada in 1930 in Hamilton, Ontario. 'Bobby' Robinson, who was a major player within athletics in
Canada at the time, was the driving force behind the event. The first Games included 400 athletes from 11
countries. To help cover the traveling costs for the visiting nations, the City of Hamilton provided $30,000.

ii) COMMONWEALTH GAMES, 2010, NEW DELHI:

The 2010 Commonwealth Games will be most anticipated Games in the history of the Commonwealth.
They are scheduled to be held in Delhi, India from 3rd October to 14th October 2010. With a population of over
15 million, Delhi is one of the largest cities in the world and this will be the largest multi-disciplinary sporting
event conducted to date in Delhi .The opening ceremony is scheduled to take place at the Jawaharlal Nehru
Stadium, New Delhi on 3rd October 2010. The Commonwealth Games are being held only for second time in
Asia after Kuala Lampur in 1998.

At the General Assembly of the Commonwealth Games Federation (CGF) held in Montego Bay,
Jamaica 2003, the Indian Olympic Association (IOA) bid for Games. The bid was successful and the XIX CWG
was allotted to Delhi in 2003.The Host City Contract was signed in November 2003. Thereafter, Organizing
Committee CWG was formed as a registered society, with President of IOA as Chairman. The Organizing
Committee is responsible for the Conduct of the Games.

The Commonwealth Youth Games, a sub event of the Commonwealth Games were held in Pune in
October 2008. 1315 Sports persons from 71 Countries participated, India emerged on top in the medals tally. A
few of the Highlights of the Commonwealth Games are:

• The Games will be held in 17 + 1 (EAD-Elite Athletes with Disability) disciplines.

• Around 8000 sports persons will participate.

• 2000 media persons are likely to attend.

• Approximately 100,000 visitors are expected for the Games.

• The entire Games will be covered in HDTV.

• Television audience of two billion people across world will watch the Commonwealth Games.

• New Media Rights such as Pay TV, Internet and telephony will ensure the widest possible reach.

• These Games will be Green Games promoting renewable energy Resources, reduction of carbon emissions
and sustainable .development.

iii) INSTITUTIONAL ARRANGEMENTS FOR PREPARATION OF THE GAMES:

• GOM: Initially a Group of Ministers was constituted in 2004 under the Chairmanship of Human Resource
Development Minister. Now, a new GOM has been constituted under the Chairmanship of Minister of
Urban Development to review the projects and take decisions as required to facilitate smooth
implementation of all activities connected with the Commonwealth Games.

• Co-ordination committee of the Minister, Youth Affairs and Sports, the Organizing Committee constituted by
Minister, Youth Affairs and Sports to review the progress of all aspects of the preparation for the
Commonwealth Games and take decisions to facilitate speedy progress.

• Organizing Committee: Headed by Mr. Suresh Kalmadi for the Conduct of the Games.

• Committee of the Secretaries chaired by Cabinet Secretary to review and co-ordinate all activities related to
CWG 2010.

• Empowered Committee of Delhi Government chaired by Chief Secretary to ensure speedy clearances to the
projects.

• Empowered Security Committee chaired by Home Secretary to oversee and approve the security
arrangements for CWG 2010.

• Infrastructure Monitoring Committee chaired by Secretary, Sports to review the progress related to the
Sports infrastructure and co-ordinate activities of all the stakeholders.

iv) PREPARATION FOR THE GAMES:

Preparations for this mega multi disciplinary sporting event can be categorized as below:

• Development of Sports infrastructure – Competition Venues (including Training venues)

- 23 Competition Venues for 17 Sports

- One Venue each for 17 Sports

- 2 additional venues, one each for Archery & Shooting

- 4 Additional Venues for Road events, 2 each for Athletics & Cycling

- Existing Competition Venues: 7

- New Venues under construction: 16 (Permanent -10, Temporary-6)

- Games Village - New

• Development of Non Competition Venues

- Games Village

- IBC (International Broadcasting Centre)

- MPC (Main Press Centre)

- Central Logistics Centre of OC (Organizing Committee)

- Central Accreditation Centre (OC)

• Host Broadcasting

• Up gradation of City Infrastructure as necessary

• Augmentation of Tourist Accommodation

• Conduct of the Games

v) GREEN GAMES:

OC CWG Delhi 2010 has signed a strategic MOU with United Nations Environmental Programme (UNEP) to
assist in the delivery of the Green Games Mandate.

The Focus will be on waste management, afforestation, anti-litter campaigns, sustainable transport, use of
renewable energy sources and efficient water management.

The Green Games initiatives are being implemented at all competition and non-competition venues. All venues
are being developed using principles of sustainable site planning, design and construction of buildings.

The Green Games initiative was launched on World Environment Day, 8 June 2009, in New Delhi with the
planting of 71 saplings, representing the 71 CGAs.

• Empowered Security Committee headed by The Home Secretary and Commonwealth Games Security Review
Committee headed by Addl. Secy. (Home) have been constituted.

• Lieutenant Governor of Delhi overall responsible for Law, Order and Security.

• Integrated Security plan being drawn up by Ministry of Home Affairs (MHA).

Venue Security Plan for all Competition and Non Competition Venues including Games Village, Organizing
Committee Headquarters, International Broadcasting Centre, Main Press Centre, Main Accreditation
Centre, Games Family Hotel, Logistics Centers etc.
Transport Security Plan to cover security during movement of Athletes, Games Family, VIP’s and spectators
including ‘Park and Rides’, Metro, etc.
Venue Emergency Management Plans and Disaster Recovery Plan.
Fully integrated Venue Surveillance System.
Special Security Plan for Ceremonies (Opening and Closing).
Airspace Surveillance and Protection Plan.

• Planning Office headed by a Joint Commissioner.

• 8213 new posts of police personnel sanctioned.

• Rs. 172 Crore sanctioned to strengthen the security arrangements.

• 2 new police districts have been created.

• Training arranged for police personnel, taxi, bus and auto drivers etc

• Extensive plan to install integrated CCTV System, Access Control, etc at all Competion and Non-Competition
Venues.

ix) MEDICAL AND HEALTH FACILITIES:

• Ministry of Heath and GNCTD have drawn up the medical facilities plan.

• Fully equipped polyclinic at the Games village and functional basic medical centre at each Venue: Venues to
be linked to tertiary care hospitals.

• The hospitals in the city would provide the best health care incase of any eventuality. Equipped with state of
the art equipment and some of the best doctors in the world the health services would be able to cater to the
large influx of visitors with efficiency and ease.

• Sports medicine and injury centre at Safdarjung Hospital complex at the cost of Rs. 70.72 Crore.

• 90 Centralized Accident and Trauma Services (CATS) and 50 Advanced Life Supports (ALS) ambulances
being procured.

• Training of medical personnel in basic emergency procedures and disaster management

• Another feature would be for transportation of affected people during a crisis. This would be achieved by a
special Advance Life Support Ambulances, which would be available on call.

x) TRANSPORTATION AND COMMUNICATION:

• GNCTD is finalizing the Transport Plan.

• It integrates the circulation and movement plans at various stadia for athletes, Games Family, VIPs and
spectators with the transportation arrangements to the Games Village and other destination.

• Two new lines of Metro being constructed

• DTC has already procured 625 low Floor Busses out of which 25 are Air Conditioned. This fleet will further
be strengthened by 2500 more Busses. Out of these 1000 will be A/c.

• 574 A/C busses will be for Athletes (20 out of 574 busses will be for Wheel Chairs).

• The Transport System of the city will be augmented by a High Capacity Bus Rapid Transit System. 7
Corridors covering 115 Km. are going to developed.

• For pedestrian safety more than 30 Foot Over bridges, Subways and 18 rail level Crossings will also be
constructed.

• Air, Rail transport systems are being revamped. Hazrat Nizzamudin railway station is being redesigned, with
additions and alterations to accommodate the visitng tourists traveling to the various destinations across
India.

• Delhi’s first Heliport at Rohini and an auxiliary Heliport at the Games Village

• Secure Tetra Communication System being installed in the city.

• Stret Lighting and Signage will be radically improved throughout the city, 54 lux illumination will be
expanded to 320 Km. of roads.

xi) UPGRADATION OF MONUMENTS:

• Archeological Survey of India (ASI) is restoring 46 monuments in Delhi.

• Rs. 25 Crore has been approved for this Project.

• ASI has been advised to take up monuments which are along the routes of sportsperson and the visitors.

• Delhi has also cleaned and rejuvenated its own Heritage structures, and some of them are already hosting big
events. Delhi, with its Qutab Minar, Red Fort and innumerable other Historical monuments, stands
resplendent for the Tourists and Athletes of the Common Wealth Games. Various monuments have been lit
up, to provide a unique experience to the visitors.

xii) CEREMONIES AND CULTURAL EVENTS:

• Opening and Closing Ceremonies and other Cultural Events.

• These will showcase India’s great civilization, its history, cultural diversity, varied art forms, music and dance.

• Rs. 115 Crore have been proposed for these ceremonies.

• A committee has been constituted under the chairmanship of eminent creative personalities in the field of art,
music, culture, event management members developing Concept and Theme for these ceremonies.

• GNCTD had drawn up plans for cultural programmes in Delhi during the Games’ period.

xiii) LEGACY PLANNING OF THE VENUES:

• International standard facilities will be created for the Games.

• Venues have been designed in a manner that will facilitate their use for multiple purposes which can also
generate revenue.

• For upkeep and maintenance of Stadia a revenue generation mechanism is being developed.

• PPP model for stadia of Sports Authority of India (SAI) under progress.

• Games village Legacy Plan – Residential Flat will be made available to public by private Developer and DDa.

• Sports Stadia of DDA will be run on Commercial/Club pattern as a part of their other Sports infrastructure.

xiv) PREPARATION OF INDIAN TEAM:

• Special Scheme approved to maximize India’s medal tally.

• Core probable for each sport’s discipline selected for intensive training and coaching.

• 35 top level Foreign and 250 Indian Coaches engaged for the Core Probable.

• Foreign Exposures both Training and competitions being organized on a regular basis.

• International and Prize Money tournaments being organized in India such as World Badminton Championship,
World Cup Shooting, Hockey World Cup, etc.

• Total Scientific and Medical backup and support being provided to the elite athletes.

• Expenditure of Rs. 678 Crore in three years to prepare the team.

• Out of this 375 Crore for training and foreign exposure.

• 85 Crore for upgradation of the SAI infrastructure.

• 218 Crore for sports science back up.

xv) VOLUNTEERS PROGRAM:

More than 25,000 trained volunteers drawn from the National Service Scheme, NCC (National Cadet Corps),
Universities and Colleges would act as guides to the sports persons, spectators and tourists alike during
their various sojourns in the city.

India’s youth will epitomize the nation’s culture, traditions and hospitality. This would also provide an
opportunity for the youth to acquire international exposure. This will also provide a legacy value for the
civic sense quotient of the city.

xvi) WEB BASED MONITORING SYSTEM:

• Web based monitoring system for on line monitoring of the infrastructure and other projects has been set up by
MoYAS.

• Progress of all Projects is being monitored online by Organizing Committee, Venue Owning Agencies and
senior levels of Government.

• Infrastructure monitoring committee setup of the level of Ministry of Youth Affairs and Sports and OC.

• Progress being reviewed on a regular basis by Group of Ministers (GOM) and committee of Secretaries
(COS).
