The enactment of landmark legislations such as the Local GovernmentCode of 1991 and the Urban Development and Housing Act of 1992 paved the way for the empowerment of Local Government Units (LGUs) and vesting in themthe primary responsibility for delivering housing services in their respectiveconstituencies. To enable the LGUs take on their new responsibilities as providers of adequate and decent housing more effectively, it is incumbent upon the nationalgovernment to guide the LGUs through the processes involved as well as helpbuild their technical and financial capabilities in housing provision. The degree with which the success of local housing initiatives can bemeasured largely hinges on the active participation and collaboration among allthe sectors concerned. Thus, it is highly imperative that the necessary linkage isestablished at the national and local levels and between government and non-government entities to ensure that the appropriate information flows across andis shared by various stakeholders.With the end in view of guiding the LGUs on the planning andimplementation aspects of local housing, HUDCC embarked on the developmentof this guidebook which will serve as a tool to further strengthen their capabilitiesand widen their information base relative to housing. Moreover, this guidebookprovides answers to questions frequently asked by the LGUs and presents a step-by-step procedure in the development of local housing projects. Therefore, it is my fervent hope that this guidebook will be of great help toits intended end-user, the LGUs, whose key role in the government’s overallshelter program and its concommitant socio-economic benefits is deemed themost crucial and indispensable to the success of the program.
