Level Playing Field, Walang Lamangan Energy is considered the life-blood of the economy. It is indispensable in achieving economic growth and critical in sustaining a nations progress and prosperity. Given its catalytic role, the energy sector drives the entire spectrum of economy to spur domestic productivity and generate global competitiveness. This symbiotic relationship between energy and economy provides the impetus to push efforts for energy security and self-sufficiency that will ensure a stable and dynamic economy. A countrys economic progress has thus become intertwined with the level of its energy security and sustainability. Energy is an instrument for poverty reduction and social equity as it serves as an enabling factor to channel grassroots development with the delivery of the much needed public services to marginalized and disadvantaged sectors of our society. Along these lines, the energy sector underscores its guiding vision of Energy Access for more to mainstream access of the larger populace to reliable and affordable energy services to fuel, most importantly, local productivity and countryside development. With Energy Access for more we hope to resonate a national commitment to move energy access up to higher levels of political and development agenda to become a key priority of the government. At the onset of the New Aquino Government, the energy sector has outlined the following three (3) major pillars as its overall guidepost and direction, to wit: (a) Ensure energy security; (b) Achieve optimal energy pricing; and, (c) Develop a sustainable energy plan. The programs that will lead to the attainment of the pillars have been phased into short- (2010-2011), medium-(2011-2013) and longterm (2013-2016) timelines. An over-arching strategy to achieve these 3 major pillars is the principle of good governance. As the government liberalizes access to energy, transparency and accountability shall be the norms of conduct in all phases of energy policy, program and project development. Open competition and due diligence shall characterize all energy contracting rounds to level the playing field. Doing business in the energy sector will be a lot easier and more convenient with the creation of a one-stop shop to streamline government procedures and processes. Enhancing current fiscal and non-fiscal incentives will pave the way for a moreinvestment friendly environment. In keeping with development, putting in place an integrated Information and Communication Technology (ICT) infrastructure will enable various stakeholders to access energy-related information and services on real time. An updated and online energy data and information will aid policy makers to make intelligible decisions, appropriately guide the business sector on the best investment options and promote consumer empowerment among the general publics.

Message House Cognizant of its role to promote better quality of life for the Filipino people, the Department of Energy will ensure the delivery of secure, sustainable, sufficient, quality and environment-friendly energy to all sectors of society through the mobilization of private sector participation and involvement of other stakeholders towards providing Energy Access for More.
