DETAILS OF THE POST OF SENIOR PROJECT OFFICER, TRADE DATA OFFICE OF TRADE NEGOTIATIONS (OTN) - BARBADOS
Applications are hereby invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position in the Caribbean Community Secretariat with assigned duty station in Barbados. 2. FUNCTIONS OF THE POST The general objective of the services to be provided by the Senior Project Officer, Trade Data is to enhance the utility of CARI-traC, a trade database developed by the CARICOM Secretariat, to make it more accessible to CARICOM Member States as an effective tool in the negotiations of market access commitments in trade agreements which they negotiate. The specific objectives of the services to be provided by the Senior Project Officer, Trade Data are:
(i) To populate CARI-traC with current data on tariff and trade for all CARIFORUM States. To provide training to trade and other relevant officials in CARIFORUM States in the use of CARI-traC. To improve the operational features of CARI-traC, as necessary, to ensure ease in its use and its relevance to the needs of CARIFORUM countries.

QUALIFICATIONS AND EXPERIENCE Candidates should possess the following: (i) A Bachelors Degree in Economics, Trade Policy, Computer Science or a related discipline plus a minimum of five years experience working in a data analysis environment OR (ii) A Masters Degree in a related field plus a minimum of three years experience working in a data analysis environment.

Candidates should also possess sound working knowledge and training in: (i) (ii) (iii) (iv) (v) (vi) Data manipulation and analysis; Project Management; Report Writing; Team Work, Management and Supervisory skills; Sound conceptual and analytical skills; and Computer Proficiency in a Statistical Software (e.g. SPSS, SAS etc.), Microsoft Office Suite (MS Word, Excel), Microsoft Project 2000, Adobe Acrobat and Search Engines.

Candidates with the following experience would be at a distinct advantage: (i) (ii) Working experience with trade, business or economic data in CARIFORUM States; and Familiarity with the process of developing market access offers and requests in CARIFORUM/CARICOM, particularly for trade in goods.

NATURE AND SCOPE OF THE POSITION Under the guidance of the LDC Trade Policy/Technical Adviser, the Senior Project Officer, Trade Data will be required to: (a) IDENTIFY, COLLECT, PREPARE AND COLLATE all relevant tariff and trade data for CARIFORUM States consistent with the format used in CARI-traC; POPULATE all segments of CARI-traC with the data which has been prepared; UPLOAD data on CARICOM/CARFORUM market access offers and requests in goods for all trade agreements covered in CARI-traC; REVIEW AND REVISE as appropriate, the operational features of CARI-traC; DEVELOP a training module for training of national trade and other officials on the use of CARI-traC; CONDUCT training activities at the national level for trade and other relevant officials in CARICOM Member States; PROVIDE telephone or online support to the OTN and Member States users of the database; PROVIDE telephone or online support to address technical matters related to the operation of the data base, if necessary; and UNDERTAKE any general maintenance and update of the database, as necessary.

EMOLUMENTS AND BENEFITS An attractive remuneration package will be offered.

RECRUITMENT AND APPOINTMENT Appointment will be on contract for six months or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation for that period. This is a short term appointment and does not enjoy transfer to or repatriation from the duty station and, any other benefits and allowances shall be subject to the Staff Regulations and Staff Rules as the Secretary General may deem necessary.

GROUP LIFE AND ACCIDENT INSURANCE Subject to acceptance by the Secretariats insurance carrier, the Sagicor Life Inc., the officer is required to participate in the Secretariats Group Life and Accident Insurance Scheme, paying the full premium in each case by monthly deductions from his/her emoluments.
