Prior to the meeting Members received a presentation from the team on behalf of ASDA in connection with the application that they intend to submit shortly for a new retail store on the former training pitch (Newport FC) off St.Georges Way.

P/765 MINUTES OF THE LAST MEETING AND MATTERS ARISING The minutes of the last meeting held on 15th March 2012 were agreed and signed as a correct record. P/766 RECENTLY LODGED PLANNING APPEALS AND DECISIONS None to report. P/767 LICENSING APPLICATIONS Application for Premises License on land at Little Fairlee Farm, off Fairlee Road. Members are advised that the above application had been withdrawn by the applicant.

Notice of Hearing Application to vary the Premises License for Pasha Kebab Pizza, 137 High Street, Newport Monday 2nd April 2012 (10.00am) This was merely to remind Members that the Assistant Clerk would be attending a hearing on behalf of the Parish Council to put forward and detail Members objection to this application. The Assistant Clerk advised that he had got quite extensive information and evidence but if Members have any additional views then this is the opportunity for them to be discussed. Members decided not to offer any additional points. LICENSING ACT 2003 Temporary Event Notice for 14th April. Rocket Ronnies, Chain Lane This is for notification only and relates to a single night on 14th April to provide regulated entertainment and late night refreshment. Members noted the situation. P/768 PLANNING APPLICATIONS P/00181/12... Unit 4B, Taylor Road Trading Estate, Taylor Road As Members have no idea as to the reason for the readvertisement and are not provided with any revised drawing(s) and/or additional information as to the reason for the readvertisement it was decided to adhere to our original observation of no objection........ providing that the Environmental Health Officer is satisfied with the position/housing/use of the proposed heat exchangers. NPC Recommendation: No further comment P/00215/12... 23 Prior Crescent This application prompted a good deal of discussion as to how the appropriateness of an extension of this size to provide a quite separate self-contained living unit in this particular location. Notwithstanding the fact that the scheme only represents a relatively modest increase in the overall footprint the view was that this is an inappropriate development primarily because it would erode the character of the area by infilling one of the gaps between these semi-detached properties and that this would appear to be cramped and, as such, overdevelopment of the site. Members also took the view that this may lead to an undesirable precedent for future applications of a similar nature. NPC Recommendation: Refuse Permission P/00235/12...66 Pyle Street Members viewed this as a somewhat unusual application but overall, on balance, could not see a sustainable objection to this as a common sense solution but there does appear to be practical difficulties in terms of drafting an appropriately worded condition that meets the tests set out in Circular 11/95, especially the enforcement of such a condition and the necessary control, if and when, the premises sold on; perhaps a legal agreement might offer a better solution. NPC Recommendation: No Objection P/00304/12 ... 31b Lugley Street Several Members were unaware of the existence of this property tucked in behind properties fronting onto Lugley street and the High Street. Obviously if this was an application for new building in this type of position it is likely that there would be an

objection. However, Members took a pragmatic view based on the fact that it is an existing building and that this is an appropriate sustainable location for flatted accommodation with easy access to all local facilities and no need for on-site parking. On this basis, Members are happy to support the application in principle but there is some concern about the overall size of one of the two first floor units and wondered whether something better could be agreed before the application is approved NPC Recommendation: Conditional Permission P/00300/11 & P/00301/12 30 Carisbrooke Road Members could see no sustainable objection to the application. NPC Recommendation: Conditional Permission. P/00268/12... Christ the King College and Vectis Playing Field, Wellington Road Members were very disappointed with this application for a variety of reasons. While the Parish Council has no desire to be seen to be placing obstacles to the ongoing development of this educational establishment Members believe that this headlong piecemeal rush to the expansion of the school has to be properly controlled in the interests of the character of the area and amenities of local residents who have suffered as a result of the overall expansion and the apparent failure of the school to give due regard to the interests of neighbours in what remains a residential area. There is a fundamental issue here and that relates to temporary buildings on the site; temporary consents that are shortly due for renewal, and one, in particular, that has proved to be a serious problem in terms of siting, specific use, hours of operation and, most importantly, noise. The view is that any scheme for further development on this site(s) should make provision for the removal of these temporary buildings and their replacement with appropriately positioned purpose designed permanent structures. In short, the need for a somewhat belated comprehensive approach to the planning of the site(s). In this context the Parish Council would ask for the application to be refused or, alternatively, deferred for negotiations to deal with this particular issue. If, for any reason, Officers/Members do not support this suggestion there remains the matter of access and parking that already causes a significant problem in Wellington Road and the immediate vicinity. It is questionable how much weight should be given to the Transport Report by virtue of the fact that this is an island wide catchment area, there will be an expansion in school numbers of more than 250 (although there are inconsistencies in the various reports) who will be aged 16 to 19 and potentially car owners/users and the reduction in numbers in the nearby former High School may not necessarily be a permanent as the capacity remains. There needs to be an improved approach in terms of making full use of the on-site parking facilities of all the schools in the vicinity as well providing increased parking on this particular site. If the application is approved Members wish to see the imposition of conditions in respect of access/parking and strict controls in terms operation/use of the proposed buildings in combination with suitable soundproofing of the buildings and other noise and lighting controls in terms of the day to day use of the site. NPC Recommendation. Refuse Permission. P/01422/11 & P/01423/11... The Cranborne, 61 St. James Street Members had no objection to these applications. NPC Recommendation. Conditional Permission/Consent

P/00122/12 Pan Meadows, land between Staplers Road and, St. Georges Way Members had no objection to this application. NPC Recommendation: Conditional Permission P/00321/12... 23 Holyrood Street Members hade no objection to this application. NPC Recommendation: Conditional Consent P/00327/11... Vittlefields Farm, Forest Road Members wished to make no formal comment on this application. The reason that the Parish Council choose to make no comment on applications of this nature is that it would be inappropriate to do so unless Members had evidence themselves that contradicted the claims made in the application. Nevertheless there is the concern that there have been previous instances where the grant of an LDC has led to an application for a (replacement) dwelling. Also, in this instance, Members would welcome an explanation as to why there has been a succession of these type of applications in this particular vicinity in recent months. NPC Recommendation: No formal comment P/00339/12... 23 Caesars Road Members wished to make no formal comment on this application. That said, Members are curious to know how the alleged use of the premises as an HMO, or something similar, has gone undetected and/or without complaint for the best part of twenty years, especially as this is a terraced property with accommodation within the roofspace. Although the Parish Council is unable to offer any information to the contrary Members do not believe that a single statement by the applicant is sufficient evidence alone and that this should be supported by corroborative evidence (utility bills, rent books and suchlike) and independent affidavits from people who have lived, or still live, in the vicinity NPC Recommendation: No formal comment but a request that additional supporting evidence is provided before a Lawful Development Certificate is granted P/769 PLANNING NOTICES The Committee noted recent decisions that had been received. P/770 OTHER PLANNING RELATED MATTERS INCLUDING CONSULTATIONS National and Local Planning Policy...very important developments and changes Members were given a relatively detailed update on the latest position and advised that the NPPF and the Island Plan will now be applied to all comments made by the Committee on planning applications and other related submissions. As part of the consultation process in connection with the AAP we have already been asked to comment on survey work and proposals for town centre boundaries and primary retail frontage(s). In addition to the above the draft Parish Plan is nearing completion. As direct result of all of these developments Members were advised that the Assistant

Clerk that he will prepare a detailed report for the next meeting scheduled to be held on 12th April where Members will have the opportunity to consider these changes in far greater detail; our response to the first round of consultations on the Medina Valley AAP; and developing our strategy in terms of the AAP, Neighbourhood Plan(s) and the draft Parish Plan. Preliminary Notice...Church Litten Members were pleased to hear that we have received preliminary notice and the necessary drawings for the proposed improvements in Church Litten to help to alleviate the current congestion problems caused by the access to Morrisons/Marks & Spencer. Copies of the drawings will be available at the meeting. It appears that the proposals are wholly in accordance with the suggestions made by the Parish Council some months ago. Members will recall that when we considered the Integrated Transport Capital Programme for the forthcoming financial year about a month ago the Committee made this scheme their top priority. Isle of Wight Council (Foxes Road, Newport) (Traffic Regulation) Order No.1 Members were familiar with the ongoing development works in this vicinity. This relates to the extended section of Foxes Road adjacent to the expanded Sainsbury store and crossing the line of the former footpath where, although the road is not yet adopted, the developers have asked for parking restrictions to be imposed to ensure the safe and expedient passage of all vehicles. P/771 MEMBERS QUESTION TIME TC asked if members were aware that work had already commenced (and possibly completed0 on the conversion of former office premises in Chapel street; the application having only been considered by the Committee at the previous meeting. CH said he would investigate and report back. LP asked about a premises in Crocker street close to the almshouses where it appeared to her that an ivy laden boundary wall is deteriorating and may collapse. CH said he would make enquiries. DD enquired about the former tattoo parlour in Pyle Street now in use for conventional retail purposes. She was advised by CH that this is a material change of use not necessarily requiring planning permission. SF alerted Members to the boarded up first floor windows at the Country Club in St.James Square and what appears to be an unauthorised vehicular access onto Hunnyhill close to Hunnycross. Ch said he would investigate and report back to the Committee. SS asked whether the listed premises on the corner at the junction of Carisbrooke Road and Drill Hall Road had got permission for use as an estate agents office. CLOSE OF MEETING
