MSAOA Circular

Minutes of the meeting from EGM held on 21/2/2021

1. The meeting was attended by 38 residents and was started at 1035 am.
2. Naushad presided over the same and set the agenda for the meeting
3. Ravi, treasurer shared the audited financial accounts for the previous financial year ending
March 2020.
 Due to the replacement need of various equipment’s and implements for the
complex maintenance, which is now in its 14th year of running- there was a short fall
of 18-20 lakhs on the annual budget.
 In view and the fact that the maintenance was not raised for more than 6 years, it
was resolved and unanimously agreed that the same would be increased by 10%
with immediate effect.
 As a result, an additional one-month maintenance invoice will be raised for the
month of march at the current level and new rates would come into effect from next
FY first quarter onwards.
 This resolution was proposed by Pramod Agarwal of A-101 and seconded by Amlan
of A 405
4. MSAOA will restart the rodent/pest control treatment @ once a month from April, as
requested by the residents present
5. Water meters: Many cybles in E and D block have failed leading to incorrect/no
measurement of water consumption. Ravi pointed out in the next few months to an year all
of them are likely to fail given that 7 years is the useful life for the same. It was resolved a
few new technologies with app-based water metering will be explored when we replace the
old ones as the cost difference is marginal with good benefits-Estimated cost 4500 per unit
 Those affected ones will be billed as per the last 3 months average consumption
6. Main gate- Mechanical barricade: Needs replacement and it was resolved we would go
ahead and incorporate new technology with RFID/Fast-tag based Apna complex integration,
estimates to cost around 2.5 lakhs
7. Children play area- Regulation – The play area was originally designed for kids under 10
(Height less than 4 feet). This is not being strictly followed as a result recently there was a
failure and injury to a kid. In view, this regulation will be strictly imposed.
 Parents are responsible for adherence to this regulation
 Parents will educate their kids o NOT PLAY /CYCLE/RUN in the basement as this is a
serious safety risk with heavy traffic during peak hours
8. The maintenance ladders around the complex have rusted and will need to be
repaired/replaced over time. Estimation will be sought from service providers and shared
9. Play area timing: It was agreed and resolved that basket ball court and other play areas can
be used only between 7 am to 9 pm and no play will be allowed before and after this timing.
10. Pet /Cat feeding: It was pointed out that few residents are feeding the pets in the common
areas causing assembly of cats in the basement and consequent dirtying of the place.
 Its being reiterated that while residents are welcome to keep and feed pets/
unattended feeding of the same in the common areas is strictly prohibited
considering the inconvenience caused to the residents
 Residents are urged to take not and abide by- any violation van please be reported
to prop care office
11. GOK/PCB/NGT regulation on use of treated water in view pf the lake pollution /frothing in
Bangalore
 MSAOA received a notice from NGT/KSPCB that we are not supposed to be letting
out the treated surplus water from our complex of nearly about 50-70 KL a day into
the UGD provided by BWSSB, despite our paying a monthly charge of 24000 to
BWSSB
 We were asked to create plumbing infrastructure to store and use this water for
washroom/commode use or alternatively create a terrace-based aerator system to
dispose the excess- both of which involve huge capital expenditure and long
duration civil work causing inconvenience to the residents in view of the WFH times
we live in
 So, we have responded on the contrary but have explored an alternative option of
diverting the same the neighbouring convent lands for their gardening use.
 We will shortly sign an agreement with one of them to divert the water on cost for
the next one year or so
 It was pointed out by Matthew of DpH2 that we should find a solution to use this
water in the long term as we are unlikely to be water sufficient anytime in the
future.
 To explore latest/emerging technologies and do a feasibility study a small team was
formed under the aegis pf MSAOA comprising, Matthew of DPH 2 and Alok of APH3
12. Erection of permanent/semi-permanent enclosures/ structures in the balcony and terrace
areas.
 As per the BBMP bye laws going by the definition of balconies and terraces, erection
of structures as above would tantamount to structural deviation/alteration requiring
written permission from the competent authority
 Further the sale deed we have entered from which our DOD is derived, its clearly
mentioned that façade of building comprising of balconies and terraces can not be
changed to any thing different that otherwise prescribed by association.
 In view of the above- any alteration erection structures in the balcony/terrace areas
is strictly prohibited
 Those who have done so in the past are requested to remove and restore the
structure
 It was also pointed out that balcony’s provide lifesaving ingress/egress in case of fire
and other evacuation scenarios
 BBMP is likely to do a door-to-door survey for ascertaining the let out and self-
occupied properties and accordingly determine the taxes to be paid
 During this exercise, deviations as above could be potentially exposed leading to
fines and penalties
 It was agreed and resolved in case of such penalties/the residents who have erected
the same will be made to pay the penalties.
 MSAOA will not entertain any argument like ‘since some have already done it We
will also do so’ as this puts the entire community at risk
13. Dish antenna and wires
 Dish antenna can be erected on the metal structures on the balconies
 But the wires can not Criss cross the façade of the building
 Residents requested to not and rectify accordingly
