2.Strategy for neutralization of externalthreats and for national survival of theRussian Federation

A most rapid, fundamental change in the country'seconomic course appears to be fundamentally important tothe Russian state's survival. 2-B.
 
Preventing illegal exploitation of Caspian Sea shelf resources by Western oil companies is a vitally importantgoal for Russia, and the problem of deterring the 'Turkic"and "Islamic" factors should be considered above all inthis light. 2-C.
 
Opposition by force to the NATO bloc's eastwardexpansion seems an extremely urgent task. 2-D.
 
Concerning the question of the attitude towardstrategic nuclear forces, it should be noted that theRussian nuclear potential is one of the few argumentsconvincing to the West that Russia inherited from theUSSR and that is not yet fully destroyed. 2-E.
 
The course toward integration within the CISframework, above all with Ukraine, Belorussia, andKazakhstan, must become a very important direction of Russian policy. INTRODUCTION.
