Favored Balance Budget Amendment at 2008 Spending Levels In May 2011, Bucshon said he preferred a balanced budget amendment that would put spending levels at 2008 levels. He said, I am in favor of a balanced budget amendment. Im a co-sponsor on the House side of a balanced budget amendment (HJ Resolution 56) and the companion bill on the Senate side has all 47 Republican senators signed onto it We ultimately are going to have a solid balanced budget to force Washington, D.C. to live within its means and I am in favor of that. [Tribune Star, 5/17/11] Impact of the Republican Budget on Medicare According to the Energy and Commerce Committee, Ryans budget affected Congressman Bucshons district in the following ways:

Increase prescription drug costs for 10,600 Medicare beneficiaries in the district who enter the Part D donut hole, forcing them to pay an extra $104 million for drugs over the next decade. Eliminate new preventive care benefits for 117,000 Medicare beneficiaries in the district. Deny 500,000 individuals age 54 and younger in the district access to Medicares guaranteed benefits. Increase the out-of-pocket costs of health coverage by over $6,000 per year in 2022 and by almost $12,000 per year in 2032 for the 112,000 individuals in the district who are between the ages of 44 and 54. Require the 112,000 individuals in the district between the ages of 44 and 54 to save an additional $26.2 billion for their retirement an average of $182,000 to $287,000 per individual to pay for the increased cost of health coverage over their lifetimes. Younger residents of the district will have to save even higher amounts to cover their additional medical costs. Raise the Medicare eligibility age by at least one year to age 66 or more for 60,000 individuals in the district who are age 44 to 49 and by two years to age 67 for 386,000 individuals in the district who are age 43 or younger. Not Necessarily Opposed to Returning to 2006 Spending Levels After voting against an amendment that proposed an across-the-board spending cut to the federal budget, a spokesman for Bucshon said, "While the congressman is not necessarily opposed to returning spending to FY 2006 levels, he would have liked more debate on the issue and to understand how it would have impacted Indiana's 8th Congressional District. [Indianapolis Star, 2/27/11] Bucshon Supported Funding for Wasteful Jet Engine In February 2011, a representative for Bucshon said the representative was hopeful that we can restore funding for an alternative engine for the militarys new Joint Strike Fighter. Parts for the engine, called the F136, were made at Terre Hautes Unison Engine Components, a high-tech manufacturing business on U.S. 41 South. Continued funding for the alternative engine could mean up to 200 new jobs at Unison, local economic development officials have stated. The F136 was slated to cost $450 million in 2011. President Obama and Defense Secretary Robert Gates were strongly opposed to the engine, calling it unnecessary and a waste of money. The House voted 233-198 to cut funding for the engine. [Terre Haute Tribune Star, 2/17/11] Bucshon: Said He Doesnt Possess a Magic WandBut Will Address Entitlement Programs In an April 2011 Op-Ed in the Terre Haute Tribune Star, Bucshon argued that Congress must reform Social Security, Medicare, and Medicaid, but admitted that he did not know how to do it or how long it would take.

He said, The way to avoid another crisis in the long-run is to address mandatory spending, made up mostly of entitlement spending. This means well have to reform entitlement programs in a way that will ensure promises are kept to current and future seniors. I often get asked for the solution and I often reply that there isnt a silver bullet and that I dont possess a magic wand. [Terre Haute Tribune Star, 4/1/11]
Agreed to Making Cuts to Defense In April 2011, Bucshon said that he agreed that defense cutting should be explored while not undermining the military. [Evansville Courier & Press, 4/19/11] Said Republican Budget Could Give Tax Breaks to the Wealthy In April 2011, when asked if the Ryan Budget gave tax breaks to the wealthy, Bucshon said, It depends. He touted the plan as revenue-neutral and does reduced elements of the tax code as well as eliminates many tax write-offs and other deductions. He told his constituents to not believe the rhetoric that taxing the wealthy will change the fact that the federal government spends $12 billion a day while taking in $8 billion. In February 2012, Buchon said [i]t is irresponsible for President Obama to release yet another budget that is filled with more reckless stimulus spending, a $1.5 trillion tax increase, accounting gimmicks, and a fourth consecutive trillion dollar deficit. The release of this budget once again shows that President Obama is putting politics ahead of policy as he continues to be a constant campaigner and failed leader, Bucshon said. Praised Paul Ryans 2013 Budget In March 2012 while speaking on Paul Ryans 2013 budget, Bucshon said the House Republicans are going to pass a budget that shows the American people what can be done, and not only what can be done but what has to be done if were to get this country back on a fiscally sustainable path. Romain is the president of the parent company of Professional Transportation, Inc (PTI). In particular, Congressman Larry Bucshon who isn't in support of legislation that union workers believe can benefit the postal service. The legislation allows more than 50 billion dollars of overpaid retiree funds to be used towards the agency's current financial needs. In response to their picketing Bucshon released a statement which read: Congressman Bucshon is in the process of reviewing all of the options towards the goal of preserving this vital public service. In saying that, Congressman Bucshon realizes the USPS has been operating with deficits for many years now and needs to develop a modern business strategy that can handle the challenges 21st century communication has presented to their overall revenue while maintaining access and service for all Americans while also providing a safe and secure retirement for current and future retirees." [The Tristate, 9/27/11] Former Lobbyist Joined Bucshons District Staff In August 2011, Steve Schaefer, a former lobbyist for the Evansville-based Chamber of Commerce of Southwest Indiana, joined Bucshons district office in the newly created position of director of special projects. Schaefer had two weeks earlier been dismissed from the Chamber of Commerce, along with two other employees, for undisclosed reasons other than restructuring. [Courier Press, 8/10/11] Acknowledged the Economic Growth of Company within Own District In January 2012, Bucshon visited Great Dane Trailers, a business within in his district that plans to expand by hiring 200 more people starting in March 2012. Upon hearing the news of Great Danes expansion, Buschon said he was optimistic other companies would follow suit but that the federal government needed to fix the federal tax code and regulation, before that takes place. I do think we're making progress on getting those two in line, Bucshon said. But there's so much uncertainty out there. You have to compete on a global scale. [The Brazil Times, 01/04/12]

Spent Second-Highest Amount of Money on Mass Mailings of Tri-State House Members In 2011, Bucshon had the second-highest totals among Tri-State House members, in total spending for mass mail postage, printing, production and distribution (overall 60th), cost per occupied housing unit (overall 62nd) and number of pieces distributed (overall 69th). Bucshon said he is open to voting for and initiative to prohibit taxpayer-funded glossy, four-color mailers but will have to determine whether it pertains to four-color, glossy end-of-year newsletters. The ones that are indistinguishable from campaign mailers, I would agree with [Congressman Flake] on that, Bucshon said. [Evansville Courier & Press, 4/21/12] Bucshon: No Debt to Taxpayers with Mass Mailings According to WTVW, Bucshon says he uses mailers only on the official side of business and not during his campaign. These mailers are budgeted through congress, so theres no debt to taxpayers. Bucshon says he handles the mailing himself. [Tristate Homepage, 4/23/12] Refused to Disclose Number of 499 Mailings House rules forbid members to send mass mail within 90 days of their own primary and general elections. Members can still at anytime send what House offices routinely refer to as 499s letters, glossy mailers or any other taxpayer-funded official mail in amounts up to 499 pieces. In 2012, Bucshon refused to disclose the number of 499 mailings he sent out since Feb 9, 2012 blackout period began. According to the Evansville Courier & Press, Bucshon said he had pretty serious concerns that disclosing more of the mailings his office has sent this year could be misconstrued as him campaigning on the taxpayer dime, when all of the letters he sent are issues-based. I just dont want any people saying, Hey, this is not right. You shouldnt have done that, he said.

Debt Ceiling
Promised that the US Would Surpass the Debt Ceiling In June 2011 during a Clay County Chamber of Commerce meeting, Bucshon said, "We will be going across the debt ceiling no matter what we doThat is a significant issue worldwide. It's totally unclear what will happen because we've never actually gone over the debt ceiling. That uncertainty, I think, is hurting us. We can't continue to spend the way we are. We have tough choices to make." [Brazil Times, 6/28/11] Then Said of the Aug. 2 Deadline: I dont think we should take it lightly and just blow past it. In July 2011 with just 10 days until the Aug. 2 deadline to raise the federal debt limit, Bucshon said, "I'm very concerned about the August 2nd deadline. I don't think we should take it lightly and just blow past it." [Indianapolis Star, 7/22/11] Said the President Was Just Trying to Scare Seniors In July 2011, Bucshon said of President Obamas warning that the debt ceiling would delay or stop Social Security checks, What the president is resorting to is scaring Americas seniors. In April 2011, Bucshon said that the debt ceiling would undoubtedly need to be raised in the short-term, but the more important issue is to have a plan to reduce spending as well. [Evansville Courier & Press, 4/19/11] Will Fight against Raising the Debt Limit In April 2011, Bucshon pledged to fight against raising the federal debt ceiling. But, he said that the debt limit vote will most likely pass if Democrats agree to make concessions on spending. [Tribune Star, 4/27/11]

Risk: Bucshon Has Committed a John Kerry Flip-Flop In September 2011, Risk called Bucshons vote to raise the debt ceiling a John Kerry flip-flop. She said that he has previously said we do not need more deficit spending and thus his contradiction. [Evansville Courier & Press, 9/19/11] Risk: Bucshon Has Lost His Way Risk said that Bucshon "has already lost his way." She added, "In addition to being a representative that will actually vote against deficit spending, I believe we need someone who will stop the Washington doublespeak. This is further confirmation that it was the right decision for me to answer the request of 8th District Hoosiers to challenge Bucshon." [Evansville Courier & Press, 9/19/11] Stood by Debt Ceiling Vote Responding to criticism from primary challenge Kristi Risk that he should have voted against raising the debt ceiling, Bucshon said Theres a lot of rhetoric out there about that particular situation, but I stand by it, he said. It was the right thing to do for the country then. It is now. [Evansville Courier & Press, 4/24/12] I wish they had not accrued that debt that had to be paid. But I feel that as an elected official who has to look at the greater good, you cannot allow America to default on its debt based on an unbending ideological position that you might take. Its just not responsible [] All youre going to do is hurt the country. All youre going to do is hurt your constituents. Wanted to Revamp the Unemployment Insurance Program In January 2012 at a Noon Rotary Club meeting, Bucshon said unemployment insurance needed to be changed. He pointed to statistics that said the longer someone remains unemployed, the less motivated they are to seek a job because unemployment

Courier & Press: Ryan Budget Would Limit Medical Services for Seniors and Disabled; Most Elderly Would Pay More for Their Health Care In August 2011, the Evansville Courier & Press reported that in addition to raising the Medicare eligibility age from 65 to 67, according to reports from the Kaiser Family Foundation, the Ryan budget would fundamentally change the way that Medicare works by limiting the amount of money the federal government spends on medical services for seniors and the disabled.'' Additionally, the Evansville Courier & Press referred to the Congressional Budget Offices report that outlined the negative impact of the Ryan budget in which "most elderly people would pay more for their health care than they would under the current Medicare system." And they would assume greater financial risk if their health care needs turn out to be greater than expected. Said USPS is Playing Politics with the Future of their Employees In February 2012, Bucshon issued a statement in response to the closing of the Terre Haute processing center, in which he claimed that the USPS was playing politics with the future of their employees. The amendment, sponsored by Mike Pence, passed 240-185.
