Human Resources Skills Development Canada CALL FOR PROPOSALS (CFP)

Client Assessment/Case Management and Outreach

Additional Information: This process is a Call for Proposals versus a Request for Proposals. Proposals received will be based on their own merit, and if/where appropriate (considering budget, community need, etc), more than one proposal submitted for this CFP may be approved for negotiation of a Contribution Agreement. This CFP was initiated in response to issues identified by youth in the Edmonton Region Plan for Coordination of Youth Services (2004-2007). The recommendation suggestsoffering streamlined and accessible points of entry for youth services. The CFP application package was designed in a manner that was intentionally non-prescriptive. We encourage our local Service Providers to identify and outline effective and efficient ways to deliver CA/CM and/or Outreach. Service Providers may apply for the delivery of other Skills Link employment programs; however the spirit of a stand alone CA/CM model is so that there is an objective point of entry for youth. This illustrates a model whereby youth clients have a neutral range of employment intervention options by which they have been referred by the CA/CM Provider.

Existing services, which provide client assessment and case management, will be taken into consideration in an effort to avoid duplication and/or overlap. Assessments of new CA/CM agreements will respect the continuum of services currently offered in Edmonton and where possible, complement them.
