A Virginia political campaign made for television

state dinner incident can be found in his campaign websites name: crashthevote.com The film is tentatively called In It To Win It and is being produced by veteran PBS executive John Campbell who now runs his own production company. In a statement Campbell said he approached Salahi about doing the project not out of any political motivation but rather to focus on the human interest element. Here we have a guy whos triumphs and tribulations have been aired globally...and he could have easily hidden for a few years...yet he didnt, Campbell said. It is his first political film. Campbells previous documentaries have focused on a diverse range of topics from U.S. Air Force Thunderbirds to a Canadian folk/rock band to a trip through the Adirondacks in a 1976 motor home. Salahi concedes that one of his motivations to run for governor occurred in April when one of his potential opponents, Va. Attorney General Ken Cuccinelli announced a lawsuit alleging that Salahis wine tour company had violated the Virginia Consumer Protection Act, a charge Salahi says he denies. Salahi filed paperwork to enter the Republican primary the next day. Salahis spokesman Eric Miller took a shot at Cuccinelli in a statement to CNN, saying the attorney general had wasted huge sums of taxpayer dollars on witch hunt type investigations, including the lawsuit. Salahi says he plans to announce major pillars of his campaign platform at the BBQ kickoff but says that a large focus will be on supporting the military, both as an economic force in the state and of course the troops as well as boosting Virginias small businesses including the agriculture industry and the economy in general. Salahis family has decades of experience in the wine trade. Salahi currently has two comanagers for the campaign, one of whom is a former DoD staffer, Mark Vargas and the other a former White House staffer during the Reagan administration, Andrea Ross. Ross said the filmmakers arent paying for any of the campaign expenses and that royalties to Salahi, if any, will likely come after the election when the movie will air on an unnamed national television network or cable channel. Ross describes herself as a fairly private person and isnt quite sure what to expect when she ends up on a tv show. This isnt Real Housewives and I am not a drama queen. This is a serious business to us. Were looking forward to getting out there and meeting people and getting people enthusiastic about not just the democratic process but about Virginia and her future. People havent seen this side of Tareq before, she said. Most people dont even know that he has deep political roots in Virginia and has served three different Governors both Republican and Democrat. Ross says for now they are focused on the kickoff event. We are all looking forward to having people in the local community be a part of this. Anyone in the local community. There is going to be a national television show and they are a part of what we booted a king out to be able to do, she said. We are excited for them to be a part of that. By Dan McDermott Warren County Report Alleged White House gatecrasher and Real Housewives of DC star Tareq Salahi will have his entire gubernatorial campaign taped for a reality documentary to air after the November election, according to campaign officials. It is perhaps the first-ever statewide political campaign filmed for an independent reality show. Public taping will begin at a campaign kickoff at Salahis Linden, Va. home Sept. 16. Although he and his ex-wife and Real Housewives reality tv co-star Michaele refused to answer questions before a congressional panel probing their attendance at President Obamas first state dinner, Mr. Salahi appears to have come around to embrace the incident that immediately thrust him into the national spotlight and global stage. The event is being billed as the Crash the Candidate BBQ. In addition to the media and a camera crew of four, the event offers entertainment, a DJ, and a Hollywood green screen photo op. Town Council discusses frequent yard sales


By Mary Peters Warren County Report Front Royal Town Council continued discussion of several topics at its Aug. 0 meeting, including a wastewater facility project, yard sale ordinances, and charter amendments. Wastewater The town should be able to advertise for bids for the ongoing wastewater facility upgrade by March of 014. Upgrades include a method of having sewage settle more quickly, separating it from the water, and an ultraviolet light method of disinfecting the water, safer than the facilitys current chlorine gas method. The project is estimated at $45 million, and $8 million is eligible for state grants. Yard sales Council decided to amend the towns yard sale ordinance to specify the number of permitted yard sales per tax parcel, instead of per residence. The issue came up after a citizen complained about a nearby apartment hosting yard sales nearly every weekend in the summer. According to the current ordinances, six yard sales per year are permitted; the third through sixth require a $5 permit from the town. Apartment residents had been coordinating with their neighbors to host additional yard sales but will no longer be able to do that under the revised ordinance. Capital Improvement Council also discussed capital improvement projects and citizen input into those projects. Project ideas include a parking garage and development of the entrance to town. Council discussed citizen input into these projects. Councilman Bret Hrbek said the planning commission and town council should be involved. Councilman Shae Parker suggested bringing in citizens for input, but Hrbek said those citizens entrusted the city to the councilmen when they voted. We were elected to lead, not just follow, he said. Tourism Tim Smith, tourism coordinator, is taking ideas for the towns 5th anniversary. Those with ideas should call him. Ideas currently on the table include a lecture series about the town, banners, and cakes. Administration building The towns administration building should be completed by September, and plans are to move in October or November.

fund grant is not received? How much are we paying GHD for all this consultation and is it a fixed cost or dependent on the final cost of the system used? Why are we only expanding to 5.3 million gallons/day when it should be at least 7 million gallons/day with the anticipated increase in the county population? It wont cost nearly that much more to do it now rather than come back and have to start the whole re-design process again in 510 years. For all those people that moaned and groaned about no new tax increases, does it matter when your sewer and water rates are going to be significantly higher? This is one of the largest costs to the taxpayers of Front Royal and how much is the county paying? Absolutely nothing and believe me they will be benefitting from it. I anticipate there to be a large amount of overhead costs related to this new installation when things dont go as smoothly as planned who will pick up these costs? What ever happened to the pilot project that might be required or Value Engineering to bring the costs down? Why not incorporate the value engineering into the preliminary design on Dec. 3? This sounds and smells really bad to me. Im thinking that $30 million or $45.6 million or whatever number is thrown out next is just the number of the day with this type of talk. I think this town needs someone independent to be providing some level of oversight to these costs and someone needs to be asking some serious questions concerning the ultimate accountability of the costs and designs projected. Is Steve Burke really qualified to make these decisions and can town councilman really be expected to know what questions to ask concerning this highly technical and extremely costly engineering marvel? The Warren County Taxpayer living or located within the Town limits will be spending as much money on this upgrade as they previously spent for Water/Sewer/Land in Warren County from 1960-010. Im sure the County Supervisors arent as interested in the costs, considering they wont be paying them. You can bet town tax rates will be on the rise next year along with sewer and water rates; but dont expect anyone to lay the blame on the plant upgrade. Editor: Regarding the wastewater treatment plant upgrade: having done a considerable amount of checking on both GHD consulting and this BioMag technology, the hype is that the reduction of Nitrogen and Phosphorous combined with the ability to triple the existing capacity of the activated sludge systems without new tankage, and without the costs of MBR technology and IFAS, reduces costs while increasing reliability, and efficiency of the overall process. That said, GHD consulting is a big supporter of this system of which this will be the first one in Virginia. Previous demonstrations/presentations of this system which is patented by Cambridge Water Technology, shows GHD as playing more than just a supportive role in its introduction to the marketplace. And, by the way, what happened to the initial cost estimate of $30 million? What if the improved water quality

Rickles Still on the Offensive

The headlines were plastered across the web recently: Don Rickles Shocks Hollywood Crowd with Racial Obama Joke. Wow, talk about breaking news, a comedian actually insulting a politician! But did he go too far in this day and age? It seems that Mr. Warmth, as Johnny Carson christened the veteran comedian many years ago, not-so-subtly linked the current president to a janitor during a June 7 awards ceremony. His comment was edited from the TV Land show when it was broadcast later in the month. This wasnt the first time Rickles had walked the racial comedy tightrope. Appearing on the David Letterman Show many years ago, sitting next to Denzel Washington, Rickles pointed to his fellow guest and commented to Letterman. Why is he here? Does he have to clean up or something? Washington and the audience laughed. No one complained, but was it offensive? Now 86, Rickles has been an equal opportunity offender for over 50 years. Politicians, celebrities, his closest friends, every ethnic and racial group imaginable, and countless audience members have been verbally wacked with his sledgehammer brand of insult comedy. Of Italians, Rickles says: I love the Italian people. They eat spaghetti, they swell up and they die fast, and the whole family has a festival. But the Mafia never goes after him. Ronald Reagan was another favorite target for Rickles barbs, and he addressed the president at his

nd Inaugural Ball in 1985. Good evening Mr. President. Its a big treat for me to fly all the way from California to be here for this kind of money Remember when you were governor and you used to walk over to my table? Now youre big, and youre getting on my nerves Ronnie, am I going too fast for you? Probably not the most polite way to address a sitting president, but Reagan laughed and the Secret Service didnt put a tail on the comedian. Controversy aside, whats most remarkable about Rickles is his success at doing what most other comedians could never do: recycle humor from one decade to the next. I dont think hes written a new line into his act since 1965. And yet, fans still roar with laughter. For instance, at the AFI Life Achievement Award ceremony for director Martin Scorsese, in 1997, Rickles said: I look around the room and, aside from Clint Eastwood, Im the biggest name here. The following year, he spoke at Don Adams 75th birthday party. I see by this turn out, Don, Im the biggest name here. Along these lines, a decade later, when director John Lasseter received his Hollywood Walk of Fame star in 011, Rickles spoke at the ceremony. Today as I stand and look around, I see Im the biggest name here. And everyone laughed, genuinely, each time. If youre a Rickles fan, you probably laugh, too, no matter how many times he claims to be the biggest star in the room, tells a fellow celebrity your career is over, or points to some poor schmuck in the audience and yells youre beginning to annoy me. Thats been Dons act for half a century, and he does it brilliantly. I actually had the opportunity to interview Mr.

Rickles for the Malibu Times back in 008 (interview still on their website). After introducing myself and explaining what the interview would be about, he simply said, Never heard of you, and added sarcastically no, seriously, Ive been waiting my entire life for this interview. Wow, Id been Rickled insulted by the master himself. I dont do jokes, Rickles told me. My shows are a theatrical performance. Theyre not mean-spirited, just a form of exaggerating everything about people and life itself. And often that takes the form of ethnic or racial humor. As for charges of ethnic and racial comedy offences, some would probably find Rickles guilty. But from the accounts of those who know him, there isnt a mean or racist bone in Rickles body. Certainly, compared to the vile remarks others make about some in todays political arena, Rickles Obama comment was rather tame. Love him or loath him, its all an act, of course. Maybe America has lost its sense of humor. Or maybe we have just grown up and realize some topics on deep-rooted racial stereotypes are no longer appropriate. Then again, perhaps news outlets are just desperate to find stories where there are none. Whatever the truth, dont expect Rickles to change his style any time soon. However, perhaps he shouldnt have deviated from what he told Craig Ferguson on The Late, Late Show in 011: I dont do jokes about the president. Hell get moody and come over to the house. A belated farewell to an old friend Sam Cooksey, you are missed

our summer of 006 founding. We met Sam as he wheeled ailing 53 teammate Warren Miller around the Bing Crosby Stadium re-dedication in August 006; coincidentally the month our first edition was published. Warren had been a key source of information for the first story I ever wrote about the 53 team back in my Front Royal News days, circa 1990-91. As our friendship developed in coming years, Sam noted our 1991 coverage, probably the last of that 1953 teams accomplishments. And eventually he wondered if over 15 years later it might not be time to introduce a new generation of county youngsters to that 1953 All Star team and the memories its dedication and commitment had created not only for the team, but an entire community. Perhaps missing our earlier sports writing days, we enthusiastically agreed, resulting in a Late November 007 cover story When Baseball was King and Front Royal Ruled the Kingdom.

By Roger Bianchini Warren County Report As we watched key games of the 01 Little League World Series from Williamsport, PA, over the past  weeks, including the bizarre and dramatic U.S. final won by Indiana over California 4-16, as well as Japans unbelievably dominant and deep pitching in winning the championship, our mind drifted to Front Royals 11-1 year old Little Leaguers who made their own dramatic and historic run in Williamsport in 1953. That history was made when Front Royal defeated Canada in the first-ever game between a U.S. and foreign team at the Little League World Series. Despite an ankle injury that kept mound ace Giles Darr from pitching in Williamsport, Front Royal finished third that year. One member of that team, Sam Cooksey, became a close friend of not only this reporter, but this newspaper in the years following

When we were young - the stuff of legend and memories carried through a lifetime - Sams the tall player, right center, back row. But our friendship with Sam transcended that story. That was perhaps best illustrated by Sams commitment to helping Front Royals Little League Challengers Division team have a successful trip to participate in a world series at Williamsport several years ago, a trip that like his teams, is commemorated in the Little League Museum. Which is why seven months later, we still mourn Sams passing on January 4 of this year. We havent only lost a friend, but a link to this communitys youthathletic past, as well as its present; not to mention an important guide as to how those links can continue to be nurtured to the benefit of an entire community.

On Sept. 13, 1814, Francis Scott Key pens a poem, which is later set to the music of a popular English drinking tune called To Anacreon in Heaven. In 1931 the song becomes Americas national anthem, The StarSpangled Banner. On Sept. 10, 1897, a 25-year-old London taxi driver named George Smith becomes the first person ever arrested for drunk driving. A true breath test didnt come along until 1931 with a device called the Drunkometer. It involved a blow-up balloon and a tube filled with a purple fluid (potassium permanganate and sulfuric acid). Alcohol on a persons breath changed the color of the fluid from purple to yellow; the quicker the change, the drunker the person. On Sept. 14, 1927, dancer Isadora Duncan is strangled in Nice, France, when the enormous silk scarf she is wearing gets tangled in the rear hubcaps of her open car. By Roger Bianchini Warren County Report At a 4:30 p.m. press conference at Front Royal Town Hall on Friday, Aug. 4, Major Norman Shiflett of the Warren County Sheriff s Office was introduced by Town Manager Steve Burke as successor to retiring Front Royal Town Police Chief Richard Furr. Furr said his last day on the job will be Tuesday, Aug. 8. His retirement officially takes effect on Aug. 31. According to a press release, Shiflett will assume his new job on Sept. 10. Chief Shiflett was selected following a nationwide recruitment and selection process from a pool of over thirty qualified candidates, according to a town press release. One man believed to be on the short list of candidates, FRPD Captain Mark Werner, along with Chief Furr and Sheriff McEathron were among a large contingent of town and county law enforcement personnel present for the announcement. I spoke to Mark yesterday and he said he would support me 100 percent and looks forward to working with me, Shiflett told us following the press conference. The new chief said establishing a strong relationship with department personnel would be a priority. Shiflett also said he was excited by the challenge of heading up the town police force. Challenges are good - you do your best work when challenged, Shiflett said. He also said he would conduct a departmental review to gain input from FRPD personnel on any organizational changes that might be beneficial to the department. As I said, Ill have an open door policy for citizens and department personnel. I want citizens and our personnel to know they can come in and talk about their concerns. Glancing down as they shook hands following the press confer-

ence, Shiflett said, Ive got some big shoes to fill, to which Furr replied, Only size 1. Weve been together for 8 years at the sheriff s office. He came in two years after me, Sheriff McEathron said of the Major he is losing. Front Royal is getting a very good man. We go to breakfast in the morning and I dont think that will stop well just be wearing different uniforms now. I think it will be very good in strengthening the relationship between the two departments. There is a personal and professional tie there, so well be able to communicate more frequently, the sheriff said. McEathron said he would now deal with the problem of replacing Shiflett, a process that is likely to have a trickle down effect throughout his department. I think we made a very good choice. We had strong candidates but he has served this community not only professionally, but personally too all his life, Front Royal Mayor Tim Darr said. The town press release accompanying the announcement, added, Chief Shiflett is a native of Front Royal and Warren County. He has demonstrated his dedication and commitment to the community through his service in the Sheriff s Office, as well as his participation in the American Red Cross, Front

Good arrested for driving bad REAL BAD


On Tuesday August 8, at approximately 9:40 p.m. Front Royal Police Officers responded to the area of the Pioneer Motel located at 541 South Royal Avenue for a report of a possibly intoxicated driver that had struck a telephone pole and was leaving the scene. Officer J. A. Tanner observed a vehicle matching the description in the area of South Street and South Royal. After activating his lights the vehicle, a 1988 Volvo made a turn onto South Street and a turn onto Carter Street where it then accelerated in an attempt to elude police. The suspect vehicle then got back onto South Royal and headed south. As it approached the Criser Road intersection it straddled the center line and attempted to move between two vehicles, striking one of the vehicles mirrors. The vehicle continued south on route 340 at a high rate of speed until it lost control and crashed head on into a guard rail at the Route 619 intersection. The driver then proceeded to exit the vehicle after having been ordered to stop. As the driver attempted to run he was captured and taken into custody. Officer Tanner was assisted by fellow officers and deputies from Warren County Sheriff s Office. The driver was identified as 1year-old Donald Ray Good Jr. of Grove Hill River Road, Shenandoah Virginia. Good was taken before a magistrate and charged with Driving under the Influence; Felony Eluding Law Enforcement Officer; Hit and Run; Driving on a Revoked Operators License; No Motor vehicle Insurance; Improper Vehicle Registration and Possession of Marijuana. Good was held without bond at the Warren County Jail and is scheduled to appear in Warren County General District Court on September 18, at 10 a.m. Two male passengers in Goods vehicle were transported to the Warren Memorial Hospital for non-life threatening injuries. No charges have been placed against the two passengers. If anyone has any additional information on this case please contact Officer Tanner at (540) 635-111. - From a release

Town Hall meeting at Samuels Public Library held by 6th District Democrat challenger Andy Schmookler, we asked the first-time political candidate for a summary of the message he personally brought to Warren County. He provided us with this summary: Both major parties, the press, and We the People havent been living up to our Founders vision for America. The Republican Party has been taken over by the kind of destructive, power-grabbing, dishonest and divisive force that our Founders most feared. But the Democratic Party, and the press, and the American people have not risen up to protect our nation against it. Is it blindness to the nature of the threat, or unwillingness to fight, or both? A case in point: the torture memos during the Bush presidency. President Bush violated federal laws and treaties and thus the Constitution, which he had sworn on a Bible to uphold. He set up a cynical and morally bankrupt way of making sure that no one could be held accountable. As a government and as a society, weve gone right along as if this was OK. Weve left standing a precedent that would allow any president to do anything he wants. This is just what our founders wanted to prevent when they created the Constitution, with its oaths of office, its providing for impeachment, and its independent judiciary. For our founders, it was at the heart of the meaning of America that we are a nation of laws and not of men. We are losing our birthright as Americans, bit by bit. And theres plenty of blame to go around.

County-sponsored extension service analysis shows need for monitoring
By Malcolm Barr Sr. Warren County Report Several weeks ago, we responded to an invitation signed by Warren County executive Douglas Stanley to what amounted to a seminar on the quality - or lack of it - of well water serving residents of the county with sample analyses being offered by Virginia Techs cooperative extension service. All county residents with wells were invited; less than 50 gathered at the government building in Front Royal to learn about well water and left two hours later with sample jars to be filled and returned the following day. Cost of the analysis was about $40. Its been 10 years since we moved into our home in Rockland. During that time, weve often made reference between ourselves - my wife Carol and me - and to out of town visitors who mostly remarked on what our water did for a good bourbon or scotch on the rocks without the chlorine and fluoride taste from most metropolitan water supplies. The water tested pure when we moved in, in 00. A month after delivering the test samples in July 01 we got the unexpected result: POSITIVE FOR E. COLI BACTERIA and another less serious contamination called coliform. Since neighhbors living a half mile or more away along Rockland Road confided they also got a positive coliform report we thought we should alert the scores (maybe hundreds?) of other well water users to the dangers that may be lurking (in our case, 600 feet) below ground. We do not know how the others of our fellow attendees at the seminar tested out. In a private report to us, the university advises and cautions: Analysis coordinated by Water Quality Laboratory, Dept. of Biological Systems Engineering, Virginia Tech, Blacksburg, VA. The information provided is for the exclusive use of the homeowner and should not be used as official documentation of water quality. This material is based upon work supported by the U.S. Department of Agriculture Extension Service. So, for the record, the above information we have shared is not being used as official documentation. My point to our fellow residents of Warren County who get their water from drilled wells is to be sure their water is pure. Suffice to say we immediately contacted one of the local experts on water purification, Arnold Culligan, a fellow Rotarian. Arnold agreed to check us out and make recommendations of how to correct our particular situation a few days after

It was explained at one of the two information sessions by the Virginia Tech people the coliform bacteria, found in decaying vegetation and the digestive systems of animals, does not cause disease but they are indicators of the possible presence of disease bacteria. Their presence in drinking water points to the need for additional testing, the report goes on to say. Then things become more dire. A positive E.coli result is much more serious than coliform bacteria alone because it indicates that human or animal waste is entering the water supply. That was us, and we were urged to take immediate steps to address the problem, even if your family has not suffered ill effects thus far. We havent, but hopefully Arnold will have the answer and tell us what we must do. Meanwhile, we are advised to boil all drinking and cooking water for a full minute if we continue to use the faucets for those purposes. Virginia Tech recommends continuous disinfection by ultraviolet light, continuous chlorination, or ozonation, among other treatments. Maybe most of our neighbors are doing this; frankly, we never previously gave it a thought. We hope Arnold recommends the untraviolet treatment. We are warned it may be more expensive, but that it wont spoil the taste of our future bourbons or scotches!

Commissioner of Revenue Smedley dead at 64


Post-operative failure of clip used in quadruple bypass cited as cause
the discovery a clip used to close some involved veins or arteries to conclude the surgery had slipped. As the family understands it, that slippage caused internal bleeding to accumulate before being discovered. After hours of mixed signals, Doris Smedley was eventually told we lost him and that her husband was being kept alive by artificial means, largely because he was an organ donor. Doris kept some hope that her husbands condition might change, and that his inability to respond to stimulus could be a side effect of receiving surgical anesthesia twice in such close proximity. But it was not to be. It was explained to her that the part of her husbands brain that had shut down controlled basic physiological functions like heartbeat and respiration. After determination of his donor situation, he was taken off life support and passed shortly after. During an emotional visit Sunday evening in which stories of our and other peoples interactions with her husband illustrating his humor and people orientation were traded, Doris Smedley told us, I dont think I appreciated him enough while he was here. By Roger Bianchini Warren County Report As first reported on the Warren County Report website (www. warrencountyreport.com) the night of Aug. 4, long-time Warren County Commissioner of the Revenue John Smedley died that Friday evening. Smedleys death was officially confirmed to us in an 11:38 p.m. county press release announcing that flags at county facilities would be flown at half-staff acknowledging Smedleys passing. The first unconfirmed report that Smedley had died came to us at 8:58 p.m. Our first notice that Smedley had undergone unplanned heart surgery after driving himself to Winchester Medical Center from work on Wednesday, Aug. , came at the Aug. 4 press conference introducing Norman Shiflett as the next town police chief (see accompanying story). We had volunteered to come off a semi-vacation that week for the 4:30 p.m. police chief s announcement. Prior to the start of the press conference, Town Councilman Hollis Tharpe first told us Smedley was on life support following complications believed to have arisen after Smedley initially came out of what appeared

to be successful quadruple bypass surgery. Several other sources later arrived and stated that the news was worse that Smedley had taken a pronounced turn for the worse and might be taken off life support that evening. Smedleys wife Doris later confirmed that scenario. She said her husband hadnt been feeling up to par for some time. Unable to get an appointment with a cardiologist until October, Smedley decided to go to the Winchester Medical Center emergency room from work on Aug. . After being examined, he was admitted and scheduled for quadruple bypass surgery, which took place the following day. Smedley did come out of that surgery and family had visited with him, saying he was cognizant and looking forward to coming home soon. His wife and other family members went home Thursday evening believing his recovery was progressing normally. Several hours later, Doris said she received a call from Winchester Medical Center telling her she should come back immediately. At issue was

Smedley was a self-made man with a GED, who fended off numerous electoral challenges to the county constitutional officer position he has held for two-plus decades. Even after establishing himself in the well-paying revenue commissioner position, Smedley continued to augment his income delivering The Washington Post newspaper before he lost that job to cutbacks in the newspaper industry, which even impacted the mighty Post several years ago. What are you doing with all that extra early-morning time on your hands? We could help out once every two weeks, if youre interested, we joked after the Post layoff. Eventually we agreed it wouldnt work out because if we ever decided to write something nice about him, wed be accused of pandering to a crucial staffer; and hed be accused of, well, of conspiracy to manipulate the media or something. While considered too brusque or confrontational by critics and his diverse political challengers, we found Smedley, if not always in agreement with our coverage of county tax assessment and revenue issues, to be accommodating and humorous in our interactions with him. And from many accounts over the years, when Smedley showed his brusque side, it was after he perceived a member of his staff had been treated a tad too brusquely before he was called out to deal with a complaint. How is his staff dealing with it? I asked Doris Sunday night. Not so well so many of them have been with him so long. They were more like a family than an office sometimes. Whatever ones view of John Smedley, he was without doubt an old-school, small-town success story and a political figure that broke the mold. Succession According to county staff, by law Smedleys Chief Deputy Sherry Sours automatically assumes the position of Commissioner of the Revenue. The county has 15 days to petition the court to set a date for a special election for the constitutional office. That petition to the court will be on the board of supervisors agenda of Sept. 4. According to County Attorney Blair Mitchell the coming November election is too close to be considered. A special election cannot be held sooner than 90 days of the office becoming vacant. Mitchell said the county is likely to recommend a date, which must be between the minimum 90-day timeframe and the following November, in this case November 013. The countys recommendation is likely to take into consideration the potential a partisan primary could be called for next June. A special election cannot occur on a primary day or within 55 days of a primary.

Ken Thurman Warren County Report This week I continued my journey of discovery by visiting with the Front Royal-Warren County Chamber of Commerce. Founded in 1940 as a part-time group of citizens concerned about the development of the community, todays Chamber is much more than that. I spoke with Nicole Foster, President of the Chamber about the many programs, services, benefits, and opportunities that make up the Chambers mission today. Like their name implies the Chamber of Commerce provides a forum to promote business growth in the community but even there I was amazed at the extent of their operation, which includes: Business networking is provided in a number of formats from the monthly Business After Hours held at one of our local businesses each month regularly drawing 50-100 attendees to the Annual Dinner and awards ceremony that celebrates our businesses and citizens. E-Connections a weekly email blast sent out to over 1,000 people and organizations around the area that can be used to educate and promote recipients about your business. Affordable Advertising like the Chamber Thing, a quarterly mailing distributed to 600 member businesses, the Bi-Annual Community Profile and Business Directory delivered to 6,000 households, businesses and visitors, the Front Royal-Warren County Map delivered to 10,000 households, businesses, and tourists. By Kevin S. Engle Warren County Report Without even talking to you, without even meeting you, I can tell a lot about you. How? By the way you park your car. Thats right. I dont need to know how you did on one of those personality tests, or what color best describes your aura. All I need to know are your preferred parking habits. Dont believe me? Then answer a few simple questions. Do you typically park your vehicle in the center of a parking spot, or do you favor the left or right side? How about front to back? Do you shut off the engine barely after crossing the line, or do you pull all the way up, with your front bumper hanging out into the lane? Do you park straight or on an angle? And finally, do you prefer to pull in or back in? Thats it. You dont have to answer 100 questions about whether youd rather spend a Saturday night reading a book or going to a party or whether you follow instructions when putting something together or just do what you think looks right. Based on my years of research and my personally designed Parking Personality Profile, youre done. And heres what it all means. If you like to hug the left side of the parking spot, youre a people person, although some say you dont know your own space. You sometimes make others uncomfortable by getting into theirs. Back off a bit huh? On the other hand, if youre more of a righty, you simply prefer parking on the right side. And if you park in the center, most likely you were an only child, or wish you were. You have feelings and emotions but you dont let others see them all that often. Some would describe you as distant. If you barely pull in to the parking spot, staying closer to the back, youre shy, although you have been known to get a little wild under the influence of alcohol and have done some things at parties you regretted the next day. If you like to park the front half of your car in the lane, youre spontaneous, impatient, you prefer your meals prepared in the microwave and you like little yappy dogs that bark all the time. If you park straight, youre very organized, maybe too much so. People who know you well say youre on the obsessive side. And for those who park on an angle, you either do it to annoy people or youve always had trouble coloring within the lines. You dont like to feel constrained and you despise elevators. If you pull in to a spot, you like to go with the flow, although you have a tendency to be lazy. You do what comes easiest. On the other hand, if you back in, youre a trend setter, willing to work for what you want, but you dont trust people. You need to see whats going on around you at all times and that makes you well suited to be an elementary school teacher or have a career in law enforcement. So what do you think? I got you pegged dont I? What can I say? Its a gift. How about me? Where do I fit on the Parking Personality Profile? Lets just say I like it on the right, Ive embarrassed myself at many a party, I get a kick out of annoying people and Ive always enjoyed police shows. Oh, and my aura is sky blue.

plorations of Kingdom of Heaven drivers license and Oath Keepers led to websites and media reports of two organizations, The Embassy of Heaven and a militia-style Oath Keepers organization, both espousing anti-government philosophies. Embassy of Heaven Wikipedia describes The Embassy of Heaven as a Stayton, Oregonbased church established in 1994 by Craig Douglas Fleshman, a former Oregon state transportation department computer systems analyst who goes by the name Pastor Paul Revere. The church claims no earthly debts, including real estate taxes, which has run it afoul of state authorities in Oregon. Wikipedia adds, Federal authorities have asserted that the organization is set up to avoid paying taxes. Though its leaders refer to themselves as lawyers, none have any education in law nor have they passed the Bar exam In 1997, Sheriff s Deputies raided the churchs property and seized it for non-payment of taxes. Pastor Revere insisted the taxes were not owed because the property was a separate nation. Several members have been arrested for driving cars with Kingdom of Heaven license plates and showing similar drivers licenses to law enforcement officers. As Randy Linamen often asserted in presenting his own defense on the two felony charges in Warren County, the Embassy of Heaven membership rejects the authority of secular governments. Consequently it issues its own identity documents, including passports, drivers licenses, business licenses, motor vehicle title certificates and license plates from you guessed it the Kingdom of Heaven. Explaining its philosophy, the Embassy of Heaven website states, Our government is not of this world, for we are citizens of the Kingdom of Heaven, the Government of God The ancient scriptures predicted the Kingdom of Heaven. The new testament proclaims that it has arrived! Jesus didnt bring us a RELIGION. He brought us a NATIONALITY (John 1:1,13). The TIME IS FULFILLED, and the kingdom of God is at hand: repent ye, and believe the gospel. (Mark 1:15). By Roger Bianchini Warren County Report Local police say they have uncovered no evidence of the presence of radical, armed militia groups connected to a belief system espoused by Randy R. Linamen in the past, as well as during April 3 and May 8 trials related to traffic and firearms possession charges. Those charges stemmed from a July 30, 011 traffic checkpoint stop on Commerce Avenue in Front Royal and netted Linamen a 9-1/-year prison sentence handed down on May 9. As reported in our June 8 story on Linamens sentencing on two felony convictions, Linamen was stopped at a DUI checkpoint around 10 p.m. on July 30, 011. Asked for his license, Linamen produced a Drivers License issued from the Kingdom of Heaven. Questioned further about

his license by FRPD Detective Jason Winner, Linamen accused the officer of treason and not upholding his oath. Linamen was then arrested at gunpoint as he attempted to drive from the scene. He was subsequently charged with his second felony habitual driving offense this one driving without a license, unlike earlier convictions that were alcohol related according to court officials and possession of a loaded firearm by a convicted felon. Also discovered were materials under the seats of Linamens van that police initially thought were pipe bombs but were later discovered to contain no explosive materials at the time of Linamens arrest. According to Wikipedia and other online sources, Oath Keepers was founded in March 009 by Stewart Rhodes, a former US paratrooper, Yale Law School graduate, and past staffer for Republican presidential candidate and libertarian ideologue Ron Paul. The Southern Poverty Law Center has accused the Oath Keepers of racism and point to its emergence in the wake of the election of the first black President of the United States. According to Wikipedia, founder Rhodes has dismissed accusations of racism against the Oath Keepers, stating that he is both part Mexican and Native American. Be that as it may, one might wonder where Rhodes commitment to preservation of the U.S. Constitution was during the eight years prior to the swearing in of Barack Obama when the so-called Patriot Act promoted and passed under the watch of a white, Republican president, was setting the groundwork for an ongoing, bipartisan assault on Constitutional protections for all American citizens. Sovereign Citizens In both preliminary hearings and at trial Linamen asserted sovereign and God-given rights that supersede those of either state or federal authority. Wikipedia reports, The sovereign citizen movement is a loose network of American litigants, commentators, and financial scheme promoters, classified as an extremist anti-government group by the United States Federal Bureau of Investigation. Self-described sovereign citizens take the position that they are answerable only to common law and are not subject to any statutes or proceedings at the federal, state or municipal levels, and that they do not recognize U.S. currency and that they are free of any legal constraints. They especially reject most forms of taxation as illegitimate (that sounds familiar in River City). Participants in the movement argue this concept in opposition to federal citizens, who, they say, have unknowingly forfeited their rights by accepting some aspect of federal law. During his April 3 closing arguments, Linamen asserted that by applying for and accepting a stateissued drivers license people were giving up all their rights of privacy and accepting state authority over them. Coda So, at the time of his nighttime drive through Front Royal leading to his arrest at gunpoint, was Manassas resident Randy Richard Linamen just a fan or perhaps a member of an armed, right-wing militia movement whose slogans he references and whose extreme vision of a neo-Constitutional, neo-Christian Divine authority over the governments of the Earth he shares? The answer may or may not explain his presence in Front Royal the evening of July 30, 011, and whether others of a more militant bent have followed the settling of others of a similar anti-tax, anti-federal authority, neo-Christian ideological bent into Front Royal and Warren County.

Prince identified himself as the Shenandoah County resident who has filed suit challenging the method by which participating county governments authorized their share of the expense of funding construction of the RSW Jail. On July 6, Prince reiterated his belief that the fact no county had a public referendum on its funding share of the regional jails approximate $68-million construction cost and 30-year, net bond issue debt service of $79 million (gross debt service, $1.75 million), made the commitment to that funding illegal by state law. bond payments, compared to $1.6 million for Shenandoah County, and $774,533 for Rappahannock County. Davenports numbers presented earlier also showed the revenue impact of a one-cent tax hike in each of the three involved counties: Warren, 1 cent = $357,566 of revenue; Shenandoah, 1 cent = $375,000 of revenue; Rappahannock, 1 cent = $175,000 of revenue. The tax revenue increase necessary to meet Warrens annual obligation is between 7 and 8 cents; Shenandoah, from 4 to 5 cents; and Rappahannock, from 4.5 to 5 cents. Locality shares are based on projected usage by inmate space. Once the 563-inmate capacity facility opens for business, the annual operating expense the Regional Jail Authority will be responsible for is forecast to begin at $9.75 million and climb to $11.63 million by 01. Non-local revenues estimated between $6.7 million and $7.9 million will help cover those expenses. The three member counties are forecast to use 70 of the available inmate bed space, with as many as 93 beds, with double bunking, going to outside jurisdictions on rental arrangements. Local funding splits are based on the number of inmate beds they fill. That split is currently estimated at: Rappahannock 36 inmates (13.3

income of the jail was not enough to cover the debt service, on a year to year basis, the counties would consider making additional appropriations, in any given year in which they were needed, to make up the shortfall. The counties did not say they would make such payments every year. Indeed, the agreements do not guaranty the payments every year, even if there is a shortfall. So, the counties are not legally bound to make any payments other than their share of the costs of housing their inmates. As for any immediate impacts on construction, Mitchell added, Mark Princes lawsuit should not affect construction, at least for now. As of Friday (July 7), it had not been served on anyone. And he does not ask for an injunction on construction during the pendency of the suit. Due to his role in potential litigation, Hefty declined comment other than to say, Ive learned not to contradict Blair in court. Numbers Construction began in July and is slated for completion, with inmates being loaded by July 014. The states reimbursement is estimated at $3.6 million, about 45.4 percent of project costs. That payment is scheduled to come in January 015. The financing plan developed includes interim financing on the state portion until it is received and a 30year bond life 013 to 043. Annual payments by the Regional Jail Authority over the life of that debt service would range between $3.5 million and $3.9 million per year. This years air show - 1940s Style USO Show and Dance
By Ken Thurman Warren County Report Are you looking for some fun and a totally unique experience? Then, come to the 40s style USO Show and Dance being held at the Front RoyalWarren County Airport Friday night, September 7th. Doors open at 6:30 pm and the dance band begin playing at 7:00 pm. The event, being held in conjunction with Air Show Week (September 3rd-8th), and the Virginia Air Show (September 8th) promises to be quite the affair and admission is only $3.00 (military in uniform are FREE). Period costumes are also welcome. Half of all proceeds raised by the County will go to support our troops through the USO of Metropolitan Washington. Join us hangar side (rain or shine) to experience live music provided by Jump Alley out of Strasburg, VA. Tour the Airport grounds to view vintage WWII aircraft like the P-51D Mustang and multiple military vehicles or gaze in wonder at a hot air balloon glow (weather permitting). If you havent seen a balloon glow you are in for a real treat as the balloons light up at night. The USO supports our troops throughout the world with entertainment, a place to relax in a foreign land, and help in mastering a new area. Dedicated to our active duty service men and women and those that have served the show hopes to promote the mission of the USO to lift the spirits of Americas troops and their families until all our troops come home. Food will be available hangar side from McAlisters Deli. Beer, tea and other beverages will also be available at a nominal cost and a portion of all food and beverage sales will also be donated to the USO of Metropolitan Washington. the facility. I have family in the area, and I love coming to shows, said Kody Henderson, Chesapeake Beach, Maryland. My great grandmother used to stay at Loving Arms. They took really good care of her. Henderson brought his Ford F50 to feature at the show. The show was approved not only to raise funds, but to have something for male residents at the facility. I hope its a hit and we can do it every year, said Activities Director Toni Sigrist. Im in charge of happiness [here]. Sigrist was hoping the show would help the men have an activity they could enjoy noting that there are not many activities geared toward the male residents. Many of the residents were outside enjoying fresh air, camaraderie with staff and family, cars, and of course food. Burgers on the grill, hot dogs and much more was available at the event with all proceeds going back to Loving Arms. On Saturday, August 5, PBC held their first-ever car show at Loving Arms Assisted Living 103 Lee Burke Rd where cars from both near and far were featured for the families, staff, community, and residents of the facility. The club hopes to continue to hold non-profit events that will benefit the community. They are in talks with Toys for Tots and the Rivermont Fire Department and all the way up to Winchester before the close of the car show season this year. The club also has a cruise-in on the first and third Saturday of each month at the Front Royal Family Diner on John Marshall Highway, which is a family friendly free event.

County delays action on intimidating dogs...


By Mary Peters Warren County Report Leash Laws The Warren County Board of Supervisors has tabled a decision to make changes to dog legislation. Board members discussed a definition of intimidating dog which was presented to them and which is similar to Front Royals ordinance. Animal Control officers can cite dogs for being dangerous when they injure or harm a person or animal or vicious when a person is severely maimed or killed. The change would permit officers to cite dogs for being intimidating. An Intimidating Dog is a dog that attacks, charges, or approaches or attempts to attack, charge, or approach a person or animal while barking, growling, or in any other threatening manner and under circumstances that would cause a reasonable person to be startled, afraid, or in fear of harm, according to the definition. Several members of the public came to ask the board to define a reasonable person. People who are not dog people have different ideas on what is intimidating, many of them said. Board members decided to add to the ordinance a provision stating that dogs on private property could not be cited for being intimidating. The board will vote at the first September meeting. The board approved a new leash law, requiring that dogs be kept on a leash when in public parks in Warren County but outside the limits of Front Royal. The law will not apply to dogs in the Warren County Dog Park. Violations of the ordinance will result in a class 4 misdemeanor. School site evaluation The board also approved an appropriation of $10,085 from the special projects fund, part of the historic tax credit fund, for the Warren County Public Schools for evaluation of the two proposed

middle school sites. The location of the new middle school will be decided by the school board, said Superintendent Pamela McInnis,

Unbowed: A Memoir

Wangari Maathais life evolved, she was active in several significant causes: the environment, womens rights, and democracy. But, her activism all started with planting trees. Wangari Maathai was born in 1940 in a small village in the central highlands of Kenya , when the streams were still crystal clear and full of life. At that time most Kenyon girls were not educated, but her older brother, who was only 13, encouraged her parents to send her to school. She graduated from the Catholic Missionarys Loreto Girls High School in 1959 and was extraordinarily fortunate to come to the United States the next year through a scholarship program of the African American Students Foundation. She returned to Kenya after earning a masters degree and ultimately received a Ph.D. and was a professor at the University of Nairobi . In the 1970s she became active in a number of environmental and humanitarian organizations in Nairobi and learned how rural women were suffering from the deteriorating environment. They lacked firewood, clean water was scarce, and nutritious food had become limited. Professor Maathai began a movement to plant trees as a major solution to these problems and she organized the rural women to plant the trees. Her efforts became the Green Belt Movement. However, her work on behalf of the environment brought her into conflicts with Kenya s dictatorial regime, and she and her staff were often beaten, jailed, and harassed. Her work and commitment to the environment and democracy is quite a story. She became well known and respected in Kenya and internationally. In 004 she was awarded the Nobel Peace Prize the first African woman and the first environmentalist to receive the honor. As Gloria Steinem said: Wangar Maathai is the rare leader who knows how to create independence, not dependence. On the page as in person, her example makes each of us a little stronger, wiser and braver than we ever thought we could be. Wangari Maathai died last year, but the Green Belt Movement remains active in Kenya and around the world.

Thelma Touhey Thelma Touhey, 85, of Front Royal, VA, passed away on Thursday, August 16, 01 at Winchester Medical Center . A celebration of life was held August 1, 01 at Marlow Heights Baptist Church conducted by Rev. Jim Bunce. Burial followed at Prospect Hill Cemetery. Mrs. Touhey was born September , 196 in Greene County , VA , daughter of the late George W. Shelton and Bertha L. Malone Shelton. She retired from Avtex Fibers in Front Royal and was a devoted member of Marlow Heights Baptist Church . Thelma will always be remembered for her kind heart, her sense of humor, her vigor for life, and her love of baseball. She always said she never met a stranger and was affectionately known as Grandma to countless people throughout her life. Surviving are her loving husband of 67 years George Sonny Touhey of Front Royal; one son Roger Touhey of Front Royal; daughter-in-law Mary Langfitt Touhey of Front Royal; three grandchildren Matthew Touhey and wife Seancee of Maylene, AL, Nathan Touhey and wife Ana of Front Royal, and Natalie Touhey Long and husband Jason of Stephens City, VA; and eight great-grandchildren Mikayla, Madison, Bradley, Savannah, Taylor, Chloe, Dylan, and Tessa. She was preceded in death by a son Joseph Bradley Touhey; and a sister Lucille Turnmeyer. Pallbearers were Bob Coverstone, Ronnie Feldhauser, Ronnie Benson, Steve Jenkins, Roger Fox, Steve Marchi, and Walter Butch Carper. Honorary pallbearers were Shelva Washbourne, Bobby Washbourne, Flo Coverstone, Bonnie Feldhauser, Barbara Benson, Jerry Williams, Susan Jenkins, Kelly Fox, Margaret Rowland, and Joan Miller. This class teaches about the proper care of trees, from choosing the right tree to all the things you need to do for it, such as pruning and fertilizing. Hosted by the Front Royal/ Warren County Tree Stewards, the course starts on Tuesday, September 11, 7:00 to 9:00 pm at the Warren County Government Center on Commerce Ave. and continues on Tuesday evenings and some Saturdays through October 7, 01. The course is taught by Tree Stewards and ISA Certified Arborists. Upon completion of the course, graduates are invited, but not obligated, to become Tree Steward Interns and, after completing 5 hours of volunteer service, are welcomed as fully Certified Tree Stewards. There is a $60 charge for individuals and $90 for couples which covers the course manual and other study materials. You may also take individual classes at $7 each.
