On Saturday, September 15, 2012 Leonard
Martin, long time resident of Balfour and
Procter, passed away at home surrounded by
his wife and family. He is survived by his wife
Sandra; sons Jean (Judy), Daniel (Audrey)
and Donald (Yvonne); stepdaughter June;
grandchildren Tammy, Eric (Kali), Kevin
(Jordan), Michaela, Taryn, Alec and Steven;
great-grandchildren Destin and Alysha; his
sister Jeannot (Claude), and many nieces and
nephews. He was predeceased by his frst wife
Huguette; his two brothers and nine sisters;
his grandson Ron and great-grandson Blair.

Leonard was born in Atholville NB and
moved to Montreal Qc as a child. He lived
there until joining the army when he was 17.
Immediately after basic training he was sent
to Korea where he saw action for three years.
He came home in 1955 with an honourable
discharge. Leonard married his frst wife
Huguette in 1956 and they had three sons.
In 1963 he came to BC to fnd work and moved
around looking for jobs before settling in Procter.
He worked in the Stafford mill then on the
Harrop-Procter ferry, working there for 16
years before retiring. Leonard lost his frst wife
in 1990 to cancer, and then moved to Balfour in
1992. He met his second wife Sandra and they
were together for ten years before marrying in
2004. He enjoyed fshing, camping and riding
his quad, and was happiest when surrounded
by his family. He will be greatly missed.
A celebration of his life was held on
Wednesday, September 19, 2012 at the
Balfour hall. As an expression of sympathy
family and friends can make a donation to the

2012-2013 marks the 39th season of this amazing little
society which presents both seasoned and emerging artists.
Wednesday, October 10 award winning French
guitarist Tomas Viloteau plays an eclectic repertoire that
spans several centuries.
Monday, November 12 Capella Artemisia, a ten-voice
female choir from Italy, will perform sublime music of the
16th and 17th centuries.
Friday, November 23 Triple Forte (Jasper Wood,
violin; Yegor Dyachkov, cello; and David Jalbert, piano;
perform music by Beethoven, Shostakovich, and Ravel.
Tese three have previously performed as soloists for the
Kaslo Concert Society and together they are ... a force to
be reckoned with!
Wednesday, February 6, 2013 Jasper Wood and Dan-
iel Bolshoy (Duo Rendezvous). Tese two performers
are well-known for both their humour and their passion-
ate musicianship.
Friday, April 26 British cellist Michael Kevin Jones
plays the Bach cello suites in a style that brings out the
danceable qualities of this profound music.
All concerts take place at St. Andrews United Church,
in Kaslo at 7:30 pm. Tickets are available at Figments in
Kaslo or at the door. Season passes $80 for all fve con-

development of lands within the Electoral Area E of the Regional District

The communities to be included in the plan include Queens Bay, Balfour,

PUBLIC WHARF REMOVAL
The foating public docks intended for transient boat traffc located
adjacent to the original CPR wharf and the boat clubs is scheduled
for removal on or around 15 October 2012 and will no longer be
available for boat parking. This facility is in disrepair, and deemed
by the municipal insurance company to be unsafe. Replacement of
the facility has been referred to 2013 budget deliberations which
begin at the end of October.

On July 26, 2012, FortisBC Inc. (FortisBC) applied
to the British Columbia Utilities Commission
(Commission), pursuant to sections 45, 46, and 56 of
the Utilities Commission Act (the Act), for approval of
the Advanced Metering Infrastructure (AMI) Project
(Project) for its electricity customers, including
approval of a revised depreciation rate for the
proposed meters to be installed (the Application).
The Application estimates the capital cost of the
Project to be $47.7 million and expects the Project to
commence in late 2013 and be completed by 2015.
FortisBC proposes to install 115,000 residential and
commercial AMI meters. To maintain firm contract
vendor pricing, FortisBC requests approval of the
proposed Certificate of Public Convenience and
Necessity by July 20, 2013.
On September 28, 2012, the Commission issued
Order G-137-12 establishing the amended Preliminary
Regulatory Timetable and the Community Input
Sessions for this Application.

The Community Input Sessions will provide Members
of the public an opportunity to make presentations
to the Commission Panel on the AMI Project, and the
presentations will be recorded. Each presentation
will be limited to 15 minutes. All parties making
submissions at the Community Input Sessions
are encouraged to provide a hard copy of their
submissions for filing on the official record.

Spins Her Magic At Te Library
Knitting is an enduring handicraf, which has been
passed down from one generation to another, from one
culture to another. In her beautifully illustrated book,
Working with Wool: a Coast Salish Legacy and the Cowic-
han Sweater (Sono Nis Press, 2010), Sylvia Olsen explores
these connections.
Olsen will be at the Kaslo and District Public Library on
Monday, October 15 at 7 pm to talk about the impact of
the Chowichan sweater, share stories of Coast Salish knit-
ters and connect with audience, whether they are knitters,
or not. Knitters are invited to bring their knitting!
For Olsen it is a very personal story. It was her love of knit-
ting that gave her acceptance by her native husbands family,
an understanding of the fusion of native and European hand-
work, work at the sweater shop she ran on the Tsartlip First
Nation reserve, and the obligation to pass the tradition on.
Moving between two cultures has been a way of life for
Olsen, one that she has eloquently shared in her books
for teens and children. Working with Wool, her frst book
written primarily for an adult audience, won the Lieu-
tenant-Governors Medal for Historical Writing and was
nominated for the Roderick Haig-Brown Regional Prize.
