Asia s Urban Challenge

Asias economic growth is predominantly urban based Improve/expedite urban infrastructure and service delivery is a pre-condition for cities ability to realize economic growth and compete The estimated urban environmental infrastructure investment need in the Asia-Pacific region is about $100 billion per year Current urban environmental infrastructure investment is about $ 40 billion per year

Bridging the urban infrastructure investment planning and programming gap Cities often have macro-development strategies and spatial plans, but city infrastructure projects to implement them are often not adequately defined and prepared for financing

CDIA helping find solutions


The CDIA partnership established in 2007 is jointly managed by ADB and

GIZ and financially supported by ADB, BMZ, Sida, Government of Austria and the Shanghai Municipal Government with about $58 million (2007 2012 phase).

CDIA is assisting medium sized Asian cities to bridge the gap between

their development plans and financing of their infrastructure investments, with emphasis on:

Approved support applications for 48 cities in 14 countries including 74 Pre-Feasibility Studies (PFS) 41 PFS completed in 26 cities and on-going activities in 22 cities Estimated infrastructure investment value of projects under preparation about $ 6.5 billion - CDIA inputs represents approx. 0.25% of this Potential sources of investment financing identified for all completed interventions (41 PFS), firmed up for 19 PFS in 10 cities: of which ADB Linked to finance: 8 Pipeline: 7 of which KfW Linked to finance: 2 Pipeline: 3 PPP Linked to finance: 2 Pipeline: 7
