I am not sure if I understood this memo correctly, or rather, if I understood the template correctly.

It
seems unlikely that such clear distinctions can be made? Many of my catalysts, groups and corrosions
are inter-related.
Catalysts (Enablers) Types/Groups of People Corrosions (Constraints)
Technology (ships, canoes) Criminals (pirates) Access (expense)
Governments (French, Spanish, Knowledge of construction (or is
British) that science?)
Wealthy (merchants) May require local knowledge
Indigenous Persons (Mosquite
Indians)
Science (maps, medicine, etc) Criminals (pirates) Access (specialized knowledge,
Governments (French, Spanish, local knowledge, cost, education,
British) social class)
Wealthy (merchants)
Loosely upheld/ambiguous Criminals (pirates) Conflicting
legislation – at times a benefit to Governments (French, Spanish, knowledge/standards/regulations
everyone, but simultaneously their British)
ambiguity creates problems Wealthy (merchants)
