I.

The spiritual life of the ministry head (v. 18b)


Prov 29:18

But blessed is he who keeps the law.

What qualifies the leader to ministry? He who keeps the law. Its not mainly his/her capacity to coordinate and be pleasing to subordinates, but the life, his/her devotional life upholding the teachings of the Bible. Cf. Deut. 6 Blessed here means approved.
2Ti 2:15

Do your best to present yourself to God as one approved, a workman who does not need to be ashamed and who correctly handles the word of truth.

II.

The vision of the ministry head (v. 18a)

Where there is no prophetic vision, the people cast off restraint.

The second key to effective church ministry is the vision of the leader/head. Why? Because if theres no vision, the ministry will perish. It will lack direction. Since our vision must be Gods vision, we must gain it from the Scriptures. Our vision must arise from recognizing what the transcendent, contemporary God wants to do for His church and through His church today. Having seen that , leaders can then envision what God will do

in the place they serve. Strong leaders possess a vision as great as God and as specific as a zip code.
