Mission Statement for Woodlawn High School Athletics


The major objective of the athletic program at Woodlawn High School is to provide physical and mental opportunities for student athletes to develop desirable habits and attitudes that will prepare them to live as successful and welladjusted adults in modern society. Leadership exhibited by the administrators and coaches of the athletic program should exemplify the character traits that will help develop these qualities. Success of a program should be measured not only by the immediate tangible evidence of the won-loss record, but by the more important intangible personality development factors that lead to success in life. The athletic program should always be in conformity with the overall philosophy of the school, and the athletic administration should be in line with the general policies of the school. The athletic program has an important place in the school and the curriculum. The Athletic Program is a part of the curriculum, but it is only one phase of the development of the well-rounded individual. Coaches and administrators should always strive to see that their program is doing its utmost to prepare the athletes to take a useful place in modern society. It is the duty of all concerned with High School Athletics: 1. To emphasize the proper ideals of sportsmanship, ethical conduct and fair play. 2. To eliminate all possibilities[ which tend to destroy the best values of the game. 3. To stress the values derived from playing the game fairly. 4. To show cordial courtesy to visiting teams and officials. 5. To establish a happy relationship between visitors and hosts. 6. To respect the integrity and judgment of sports officials.

7. To achieve a thorough understanding and acceptance of the rules of the game and the standards of eligibility. 8. To encourage leadership, use of initiative, and good judgment by the players on a team. 9. To recognize that the purpose of athletics is to promote the physical, mental, moral, social and emotional well being of the individual players. 10. To remember that an athletic contest is only a game not a matter of life and death for player, coach, school, officials, fan, community, state, or nation. Failure to follow the spirit and intent of LHSAA rules and regulations may result in the following penalties for your athletes and school: Forfeiture of all district games and championships and elimination of your school from the LHSAA Play-Offs in the particular sport. Woodlawn High School Athletic Department Code of Conduct


Woodlawn High School has a duty to assure that their athletic programs impart important life
skills and promote the development of good character. At all practices and athletic contests, coaches, players and parents are expected to emphasize the proper ideals of sportsmanship, ethical conduct and fair play. Be prompt to practices and games Be gracious in victory and accept defeat with dignity Be respectful to others - No profanity, obscene cheers or gestures, negative signs, artificial noise makers, offensive remarks of a sexual nature, trash talking, taunting, boastful celebrations or other actions that would demean individuals or the sport. Treat game officials with respect no excessive complaining about calls during or after an athletic event. Refrain from getting ejected from games and getting into verbal and/or physical confrontations with officials, athletes, parents, fans . Exercise self-control no fighting or excessive displays of anger or frustration Promote healthy life-style encouraging good nutrition and rest Be open-minded, willing to listen and learn Encourage team work on and off the field Honor the spirit and letter of rules of the sport avoid improper actions and techniques that violate the highest traditions of sportsmanship Positive cheering only. Spectators should not shout coaching comments leave coaching to the coaches

CONSEQUENCES FOR VIOLATIONS OF ATHLETICS CODE OF CONDUCT

Players, coaches and/or fans may be ejected from a contest for inappropriate behavior. For persistent violations for the code of conduct, parents and/or fans may be asked by the coach or AD not to attend future contests. For student-athletes violations of code of conduct during games or practices: playing time may be reduced or student-athlete may be referred to Assistant Principal and disciplined according to The EBRSS and Woodlawn High School Students Rights and Responsibilities Handbook. Coaches agree to abide by the LHSAA, EBR and Woodlawn High School Code of Ethics during games or practices. Unprofessional conduct will be addressed and handled according to policies and procedures. Parents and players are encouraged to address concerns about code of conduct violations through the conflict resolution process outlined below. Serious conduct violations should be brought to the attention of the Athletic Director and Principal immediately.

CONFLICT RESOLUTION First step: Student Athlete contacts coach The student athlete should present the conflict/issue
to the coach as soon as possible. It is always best for students to become their own advocates. It is expected that the majority of concerns will be resolved at this first meeting.

Second Step: Parent contacts coach Third Step: Contacting the Athletic Director -- If a satisfactory solution is not reached through direct contact with the coach, the student and/or parent should contact the Athletic Director. The coach should be informed that this contact is going to be made. If needed, a meeting may be scheduled involving all concerned parties in an attempt to reach a satisfactory resolution. The AD will respond to student athletes and parents in a timely manner as to the disposition of their concerns. Fourth Step: Contacting the Principal -- If there is still not a satisfactory resolution, the student or parent may contact the high school Principal. The Athletic Director should be informed that this contact is going to be made. While there can be no guarantee that all parties will agree with all resolutions or findings, a thorough, respectful airing of different perceptions and experiences can lead to more productive relationships and clearer understandings in the future.

Responsibilities/Expectations of the Coach


At Woodlawn High School the coach has the responsibility for the following:
1) COACHING SKILLS a) Teaches fundamentals and refrain from using profanity and gesture that are derogatory, degrading, and demoralizing: which is also against Woodlawn High School and EBR policy. b) Promotes physical conditioning with specific plan c) Has valid First Aid and CPR card, or possesses basic knowledge of sports medicine. This includes but is not limited to having the ability to recognize, and treat minor injuries and notify Parents, Athletic Director, Administration, District Athletic Director and proper medical personnel if needed for serious injuries and emergencies. d) Teaches specific safety procedures and techniques for activities and maintains and safe practice/playing environment e) Prepares team for contest and arrange for pre-game/post-game meals. Makes sure that athletes are supervised at all times and monitors athletes until parents or designees pick them up after practice, games, team fund raisers and other school/team related activities. Never leave athletes alone waiting for parents/designees, please sure make sure a member of the staff is monitoring them. f) Maintains discipline and parental contact when problems arise. Athletic Director and Administration must be informed about serious discipline problems, so that intervention plans, parent conferences can be arranged if needed. Absolutely no paddling or corporal punishment. Coaches guilty of such action may be subject to termination. g) Knows and abides by rules of activity h) Develops team unity 10

Encourages appropriate traits of citizenship by being a positive role model; provides positive leadership for students/staff 2) ORGANIZATIONAL SKILLS a) Care of equipment and facilities which includes but is not limited to: making sure the facilities are clean and sanitized (for problems persist notify AD, Principals), securing facilities, b) Team supervision home and away c) Appropriate time committed to program during season and off season d) Delegates responsibility to assistants when appropriate e) Organizes effective practice sessions f) Practice plans, schedules, rosters on file with Athletic Directors and updated immediately when changes are made g) Ability to develop and manage budget which includes planning and organizing and supporting fund raisers and depositing funds in adherence to the EBRSS policy and guidelines.(Review Administrative Guidelines for Management of School Funds pg. ) h) Makes good use of managers and monitors manager/player relationships, ensuring that all students behave appropriately at all times and are in compliance with the District and school behavior policies. i) Responsibility for such details as: student eligibility, transportation, inventories, awards, reporting games/district/season results before deadlines to LHSAA Online, Officials associations, media, athletic director.( Forms may be downloaded from LHSAA.org) j) Follows LHSAA policies and guidelines as set forth in the LHSAA handbook, follow district guidelines (EBRSS), and the Woodlawn High School Athletic Department Handbook. k) Make parents and athletes aware of LHSAA, district, school and team policies and rules with athletes and parents. l) Promotes participation of all team members and refrain from discouraging studentathletes from participating in multiple sports. m). Informs student/athletes and parents of District, State and NCAA requirements for graduation, ACT/Clearing House and enrollment for Division I, II , III, and junior/community college admissions.

Other Coaching and Staff Expectations


Woodlawn High School hires experienced coaches, dedicated to educating student athletes in developing individual skills, teamwork, good sportsmanship and fair-play. Our preference is always to recruit coaches from our faculty and staff. For those coaches hired from outside the school, every effort is made to integrate them into the entire school community. The same behavior expected of a teacher in the classroom is expected of all coaches during practices and games. SPORTSMANSHIP As members of the Woodlawn High School athletic program, students, coaches and parents are expected to demonstrate proper respect for each other, opponents, opposing coaches, teachers, officials, spectators, and the community. Student athletes and coaches are expected to exhibit the highest level of conduct, both on and off the playing fields, as they are at all times a representative of their team, school and community. COMMITMENT In order to be successful, a student-athlete must place the highest priority on health, academics and training. All team members are valuable, and each team needs to know that it can count on its members to be there. Often this means sacrificing social life, family trips and other events, which come in conflict with the rigors of training and competition. Learning how to make choices is one of the most valuable life lessons an athlete takes from a good athletic program. SPORTSMANSHIP AND CONDUCT Your power to say who plays gives you the ability to influence your players for the good. Insist on proper conduct and insist on good sportsmanship. Student misbehavior 12

at any time should not be tolerated. Be sure you inform the parents and the Athletic Director about any major or persistent misconduct. Consult the A.D. as needed for advice, support and direction. Violations of sportsmanship, such as bad temper, dirty play, or talking back to an official may mean their removal from the game. All game ejections must be reported to the LHSAA immediately (go to LHSAA.org and click forms) You can influence them most by your own conduct. Speak up when you feel the rules are not being followed. You and your students are representing the school. Think about how your players might describe your conduct at the dinner table that evening. Model good sportsmanship and respect for all athletes, officials, and fans. FUNDRAISING A coach must consult with Athletic Director prior to initiating any fundraising activities. AD will consult with the principal. If principal approves of fund raiser, the coach must complete a Request for Fundraising form and submit it to the principal who will signoff on it and file it with his/her director. Please adhere to the Administrative Guidelines for Management of School Funds(Located on page ) for proper procedures. Players may only be asked to engage in fundraising activities after they have been selected to a team. All coaches are expected to participate and assist with all Woodlawn High School Athletic Department Annual fund raisers and assist in informing athletes and encouraging athletes to participate. After the fundraiser is finished you must fill out the end of the fundraiser form and turn it into Ms. Sean. (These forms are in the front office.)

RECRUITING Coaches can and are expected to recruit athletes who reside in the Woodlawn High School attendance zone. This rule applies to incoming freshman and upper classman as well.( Review LHSAA Recruiting athletes living outside of Woodlawn High Schools attendance zone is in violation of the LHSAA bylaws. A coach proved guilty of doing so shall be subject to penalties and fines by the LHSAA and possible termination from employment with the EBRSS (refer to Section 2, pg 36 of LHSAA Handbook). Handbook Sec. pg.) CLUB SPORTS Many athletes and coaches are involved with club sports such as AAU basketball, club volleyball Woodlawn High School teams are independent from all club sports. Participation in club sport should be a criterion for playing on an Woodlawn High School team. Participation of outside club sports teams is not an excuse for missing Woodlawn High School team practices or games. SAFETY/ACCIDENTS/INJURY Coaches are required to carry medical forms for all players at all practices and contests. Coaches are trained in basic first aid. If an accident or injury occurs, the 13

coach submits a written accident report to the Athletic Director within 24 hours (go to www. ebrschools.org and click risk management for an accident report)

OTHER MEDICAL ISSUES Some children may be HIV positive or have other potentially infectious diseases. Coaches should treat any acknowledged condition in the confidential manner with which the information is related by the parent or guardian. Concerning MRSA Staph all coaches should know what it is, how it spreads, how to help protect athletes and what to do in case of an MRSA infection. In case of an MRSA infection the following instructions should be followed: 1. Examine all athletes to identify the sources of infection and instruct athletes on how to avoid MRSA infections. Make sure that athletes practices good hygiene and taking the necessary precautions to prevent further infections. 2. Contact parents, coaches, athletic director, principal, athletic trainer/first aid coordinator, and school nurse, Ken Jenkins, Sue Catchings and ARAMARK 3. Make sure that facilities, equipment, supplies. is properly cleaned, disinfected and sanitized with the proper cleaning agent that kills the germs. 4. Be vigilant and alert in practicing preventive measures to prevent future infections. * If an athlete misses practice on the request of a physician, the athlete should have a note of clearance before returning to practice.

EMERGENCY PLAN FOR CATATROPHIC INJURIES and ACCIDENTS

A serious injury whereby an athletes life is in danger or the athlete risks permanent impairment includes, but is not limited to: cervical/lumbar spine injury or spinal cord trauma, head injury, serious bleeding, fractures, heat stress, cardiovascular arrest, seizures, respiratory arrest/distress, shock, diabetic coma/insulin shock, internal organ injury and severe sudden illness. If such a situation occurs, the most qualified individual present should try to determine or assess the athletes condition. If another individual is present they should retrieve 14

any needed medical equipment. When deemed necessary, the local EMS system should be activated. Life threatening conditions must be cared for with appropriate life-support measures, stabilize head/neck/spinal injuries, control serious bleeding, treat for shock when indicated and stabilize suspected fractures when possible. EBRPSS security and appropriate administrative personnel should be notified as needed. In the event an athlete is transported to an emergency facility, either a coach, teammate or a member of the athletic training department should accompany the athlete to the medical facility when possible. A school official should contact the athletes parent or guardian within a reasonable period of time.

Emergency Personnel With athletic team practice and competition, the first responder to an emergency situation is typically a member of the Coaching Staff. The type or degree of sports medicine coverage for an athletic event may vary widely, based on such factors as the sport or activity, in-season versus nontraditional season, the time and setting, and the type of training or competition. Acadian Ambulance will be present at all home football games. Please note the following: If a condition/injury is NOT life threatening, evaluate and treat injury with the exception of a concussion(refer to LHSAA guideline for concussions and head injuries and follow instructions) complete incident report and contact a parent/guardian. When in doubt as to the seriousness or nature of the injury/condition, have the athlete go to the Emergency Room or to an Urgent Care facility. Contact parents and complete incident report. Anytime an athlete is referred for EMERGENCY CARE/Urgent Care, contact Administration and Athletic Director as soon as possible. The student athlete should follow-up with the schools First Aid Coordinator as soon as possible.

EMERGENCY PLAN FOR CATATROPHIC INJURIES and ACCIDENTS Steps and Procedures 1. Acute care should be given to the athlete by the most qualified individual on the scene. A. Check for consciousness and vital signs (breathing, bleeding, and pulse); look for abnormally displaced or misshaped body parts. If athlete is unconscious, assume injured athlete may have a spinal injury. B. Take appropriate steps to control excessive bleeding. C. Movement of the injured athlete should be kept to a minimum. D.Keep the injured athlete as warm and comfortable as possible, except with heat related illnesses. E. When there are any questions as to the extent, seriousness or nature of the injury by the trainer/coach, seek professional help immediately.

F. Notify the parents of the injured player immediately. a. Parents should assume the responsibility of contacting the family physician for any injury; however, the coach or trainer should recommend this as a routine procedure. b. Less serious injuries- have parents provide transportation for necessary medical attention. c. In more serious injuries and professional medical help is not readily available, the emergency squad should be called. d. The athletes home and work phone numbers, other contact person, preferred physician and preferred hospital are listed on the Emergency Medical Authorization card that is in the head coachs office. e. If the parents are not available, a member of the coaching staff will accompany the athlete to seek the necessary medical attention. The Emergency Medical Authorization card will be taken to the treatment facility by the coach

or trainer. The choach or trainer should continue to try to contact the parents. f. Notify parents of all noticeable injuries, illnesses, infections, etc. The parents should always make contact with the family physician. 2. Necessary medical should be retrieved as needed or as available. 3. Local EMS should be activated when deemed appropriate.( 911) 4. Contact Appropriate EBR personnel for serious emergencies and catastrophic injuries (refer to list on persons to contact) 5. Be sure that either a coach, staff athletic trainer, athletic training student or a teammate should accompany the athlete to the hospital when possible. 6. MULTI-SPORT ATHLETES Student athlete must complete the full season and any post-season games before trying out for the next season. All multi-sport athletes will have an opportunity to tryout for a team in a subsequent season, even if the season has started. In addition, an athlete cannot leave a team during the season to join another team; they must wait until that team has completed its regular season. That includes being dismissed from a team for any reason. Coaches should in no way discourage athletes from participating in multiple sports It is expected that each member of this coaching staff will support the entire athletic program and support athletes who must complete the prior season before starting the next season. Encouraging athletes to participate in ones sport should be done in a positive manner and no Woodlawn High School coach should discourage a student-athlete from participating in another sport. . Coaches who are found guilty of doing so will be serious reprimanded and warned. If the actions persist they may put themselves in jeopardy for future rehire. GAMES AND TOURNAMENT SCHEDULES Coaches will comply with District Schedules and may elect to add tournaments and scrimmages depending on the sport for additional preparation prior to the start of district play. All game schedules will be available in the Woodlawn High Schools Athletic Department Handbook SCHEDULE CONFLICTS WITH OTHER SCHOOL COMMITMENTS Athletes may request to miss a practice or game in order to participate in another academic or extra-curricular school activity such as music performance. Athletes must recognize that missed practices or games may result in reduced playing time in future contests.

UNIFORMS AND EQUIPMENT Athletes are issued uniforms and equipment for each team. All equipment and uniforms must be returned to the head coach or athletic director within 7 days of the last game. A student will be charged for the replacement cost of uniforms and athlete will be placed on the obligation list and will not be cleared for graduation until obligations are met.. 23

Each sport will be responsible for expenses of athletic equipment. These expenses are to be met with the gate receipts and concessions of the individual schools and fund raisers. OFF SEASON PRACTICES Coaches will clearly explain to student athletes the benefits of off-season conditioning. Coaches may provide information about recommended pre-season practices and conditioning activities. Pre-season activity is voluntary and in addition to a students physical education classes. Recorded attendance at scheduled pre-season conditioning is not a requirement for team selection. However, coaches may articulate the expected level of conditioning and skill development for team selection. COACHING EVAUATIONS The Athletic Director and Principal will evaluate each coach at the end of his/her season, and will monitor some practices and contest. These evaluations are to be used as a tool for positive reinforcement and constructive criticism.

Woodlawn High School Athletic Department


Student-Athlete Expectations Woodlawn High School expects the athlete to adhere to the following guidelines:
1. Teams goals, welfare and success must come before any individual. 2. Act appropriately within the guidelines of the Woodlawn High School and East Baton Rouge School Systems Code of Conduct. 3. An athlete needs to consistently attend practice sessions. This may include practices on weekends and during holiday breaks. It is the athletes responsibility to be on time and to inform the coach should he / she not be able to attend practice for a particular reason. 4. Players must be receptive to coaching. 5. Players are responsible for all issued uniforms and equipment. 6. As a member of a team the athlete must agree to follow team rules and procedures. Athletes need to remember that they are ambassadors and represent not only themselves, but also the coaching staff, and the school. ACADEMIC ELIGIBILITY Athletes must maintain a 2.0 GPA and pass (6) units per semester. HEALTH ELIGIBILITY Every participant must have a current health physical on file (to download form, visit 24

(http://www.LHSAA.org). Click on eligibility forms and select LHSAA Medical History Evaluation This form carries the signature of a doctor who has examined and cleared the student for competition, signed permission from a parent and information about the required insurance. Any student suspected of head injuries particularly concussions must be removed immediately from practice/games and must have clearance from a physician to return to practice/games. Please see then LHSAA Concussion Management Protocol pg. PARTICIPATION FEES Students are not currently asked to donate a participation fee. Playing uniforms are provided by the school. However, athletes must purchase playing shoes, spirit packs, and other items as needed by the coach and teams for practice, games. TRANSPORTATION All team members are expected to ride with the team to and from contests. Transportation is arranged by the head coach for our athletes. Only school employees and parents with (proper paperwork filed with schools and EBRSS) may transport athletes in their personal vehicles. This paper work includes a trip ticket, drivers license and proof of insurance. Only and with prior approval from the school and parents may, students drive their own cars. At no time should students ride with a student driver. With prior permission of the coach, parents may drive their child to contest and home after a contest. Parental permission must be given in writing allowing another parent to transport a child who is not their legal child home after contests. Sometimes parent drivers will be needed for JV or Freshman teams or small teams. Parents must complete the proper paperwork which must be filed with the EBRSS to be eligible to drive teams to away games.

ATHLETIC TRAINER Woodlawn High School does not have a Certified Athletic Trainer at this time, however we do have a First Aid Coordinator who will be available at all home and away contests, and some practices. All injuries should be promptly reported to coach, parent, first aid coordinator, athletic director.The coach and first aid coordinator will be responsible for treating minor injuries, aches and pains, and providing pre and post games treatment and evaluations. All serious injuries should be referred to a physician immediately. Parent, athlete, coach, and first aid coordinator can work together to assist in the rehabilitation process. WEIGHT ROOM The weight room is open to all athletes and will be monitored by our Weight Training Coach. Our weight training coach will be responsible for making a schedule and basic work-outs for all athletes. Head coaches may assist the Weight Training Coach with work-outs .All athletes must be properly supervised at all times. Athletes are required to participate in a weight training program as requested by the coach. 25

PHYSICAL CONTACT/SEXUAL HARRASSMENT Adult vs. Athletes - Physical contact should be limited to that which is necessary and appropriate to teach a skill, treat an injury, console or congratulate a player. In the instance of teaching a skill, minimal contact should be involved and none which places the adult in a position of power or intimidation. A volunteer (other than parent or legal guardian) alone in a one-on-one situation with a player is considered inappropriate. If an adult is alone with a player it should be in a visibly public site. Some coaches are expressive -- using their hands to give a pat on the back, a rub on the head, or other sorts of contact to show appreciation or indicate a job well done. In a public setting, those acts are understood. Woodlawn High School acknowledges that there are appropriate times and places for showing such approval. However there should be no touching at all in a private one-on-one situation. Even the suspicion of inappropriate contact with a player may be enough to create the impression that it has occurred. Coaches must think defensively so that there is no question of impropriety. During an out of town competition a non-parent custodial adult shall not share any sleeping arrangement with a player or players. Adults should respect the privacy of players and allow privacy in changing rooms, showers and bathrooms at all times. Suspicious behavior by an adult of a sexual nature should be reported to any school official according to EBRSS procedures. Reports can be made to the head coach, Athletic Director, any administrator or teacher. Protecting our children and our coaches is everyones concern. Please refer to the EBRSS policy on sexual harassment. Any student complaint about another student engaging in sexual harassment reported to a coach shall be immediately reported to the principal. The principal is responsible to investigate the complaint. If the acts involve possible criminal conduct the authorities will be notified. A substantiated charge against a student shall subject the student to disciplinary actions, including suspension or expulsion, consistent with the Student Rights and Responsibility Handbook and Discipline Policy.
Student vs. Student

ILLEGAL AND PERFORMANCE ENHANCING SUBSTANCES All athletes and employees of the EBRSS are subject to a random drug test. All athletes must complete and parents must sign a LHSAA Substance Abuse Contract and Consent Form which will be kept on file in the Athletic Directors office. Any athlete found to be in possession of, test positive and/or involved in the use of alcohol, tobacco, smokeless tobacco or narcotics during the season, while attending school or at any LHSAA sponsored activity, will be suspended from athletics for a period of time determined by the EBRSS. Performance enhancing substances are strictly prohibited. Woodlawn High School recognizes that the use of androgenic/anabolic steroids (steroids) and other performance enhancing supplements presents a serious health and safety hazard. A student who is found to have violated the agreement or this policy shall be restricted from participating in athletics and shall be subject to disciplinary procedures including, but not limited to, suspension or expulsion in accordance with the EBRSS School Drug Policy for Student Athlete

GENERAL INFORMATION FOR PARENTS AND STUDENTS


ATHLETIC STAFF

Coaches manage their teams under the supervision of the Athletic Directors. Some coaches are full time EBRSS employees and some are CECP coaches (non-faculty coaches) refer to Sec.3 pg. 41 of LHSAA Handbook). Varsity coaches oversee the JV and Freshmen programs for their sport. The Athletic Director reports to the Principal. The Athletic Director provides for overall leadership and coordination among the various sports to facilitate programs that provide student athletes with worthwhile learning experiences.
WOODLAWN HIGH SPORTS BOOSTERS Presently we are trying to revive and /or create an Woodlawn High School Booster Club

Fund Raising- All athletes will be mandated to participate whole-soul in at least (3) Annual Fundraisers for the Woodlawn High School Athletic Department. Athletes who do not participate will not receive a letter, letterman jacket, banquet honors, district & all-state and other complimentaries our athletes are privileged to have. Concerning fund raisers involving tickets and other products, athletes must sell all. No unsold tickets or products will be accepted back, only cash money. Parents are strongly encouraged to participate and assist with fund raising. Parents will receive a letter stating the date, purpose, and plans for utilizing money generated by the fund raisers. In addition to planned fund raising all athletes and parents are expected to support the various activities including, Woodlawn High Concessions for Football, Basketball, Volleyball, Wrestling , participate our Sponsor A Panther program.

Parent Participation/Team Parent - Parents are encouraged to support athletic program, go to games, serve as team parents, help out in the concession stands, coordinate fund raising efforts and other events. We are looking for parents to serve as the I Pack. The I Pack is a group of parents who are a core group of volunteers who are interested in volunteering their time and energy in working events and activities sponsored by our athletic department. The core group must commit to working 75% of all events sponsored by our athletic program. These duties shall include but is not limited to working concessions, gate, selling spirit items. for the entire school year. A contract will be signed and duties, responsibilities and rules stated. Our core group of parents will receive a non-transferable pass to all Woodlawn High Sponsored events and a t-shirt. Parents who are interested contact the AD. PARENT INFORMATION SESSIONS 27

The Principal and Athletic Director(s) will hold two information sessions for student athletes and parents to review and outline the policies of the athletic department, including philosophy, coaching, sportsmanship and commitment.

TRYOUTS All sports will hold pre-season meetings to inform students about tryouts and expectations. These meetings will be publicized in the Daily Announcements and flyers. Student-athletes should check the Daily Announcements for information concerning preseason meetings for each sport. Coaches will hold a pre-season meeting for all interested athletes explaining the tryout schedule, practice and game expectations, any pre-season voluntary conditioning recommendations and criteria for team selection. All athletes meeting eligibility requirements may try out for a team. Tryouts times may vary but generally last 2 weeks. Multi sport athletes have five days from the end of their season to try out for a new sport. TEAM MEETINGS Immediately following team selection, coaches meet with all student-athletes and their parents to discuss the following: Safety requirements/rules/policies School Transportation policy Coaching philosophy including factors that affect playing time Sportsmanship Team rules and expectations Schedule of practices and games Importance of parents role in supporting their student athlete How to communicate with coach regarding appropriate questions or concerns Prohibitions on hazing of fellow athletes, and consequences of such behavior Letter requirements Fund Raising PRACTICES Coaches will have regular practice schedules depending on availability of field, or gym space. Varsity practices are expected to be 2-3 hours in length. No practice, games or activities on Sunday (EBRSS Policy). JV and Freshman practice are generally 5 days per week. Early morning practices may be held due to facility availability. Coaches may set practice times during vacations depending on the season. Coaches may schedule occasional additional practices but time and length of practices will not be determined by student performance. (i.e. considered punishment for losses.) It is expected that coaches and players will abide by the 28

EBRSS code of conduct during all practices and games. VARSITY, JV AND FRESHMAN TEAMS Woodlawn High School athletic program consists of Varsity, JV and/or Fresh teams within each sport. The Varsity coach supervises the athletic program for each sport. The coaches of Varsity, JV and Freshman teams work together to build skills and develop players to compete successfully at all levels. HAZING Hazing is defined as any conduct or method of initiation into any student organization that willfully or recklessly endangers the physical or mental health of any student or person. IMPORTANT REMINDERS FOR COACHES


Turn in forms and money to the Ms. Seab for processing. Submit Roster and complete athletes folders and all eligibility Information before first practice. Protect yourself and everyone by being sure you have an extra/folder on every team member. Keep theses folders with you at all times practice and games. Coaches carry medical forms for all players at all practices and contests. If an accident or injury occurs, the coach submits a written accident report to the Athletic Director within 24 hours. If the injury is serious the coach will call and the parent. The coach will stay with the student until help is secured. If an athlete 35

misses practice on the request of a physician the athlete should have a note of clearance before returning to practice. Prepare an alphabetical and numerical roster of your students and give a copy to the A.D. to be checked for academic eligibility. Discuss eligibility with your team. Students should understand that if they participate without being eligible, the team could suffer by forfeiting the games that the student has played in and additional games as well. The athlete also loses future eligibility. Remember that they are students first and athletes second so they should not leave any sooner than absolutely necessary.

In the case of Cancellation/Rain outs, Hurricane it is important to take quick action. Call the A.D. first so the following can take place: 1. See that the busses are cancelled 2. Inform the officials association if it is a home game 3. Get word to your team members so they will not leave class needlessly 4. Inform the Maintenance Department if a field was to be marked. 5. Call the school office. They often receive calls asking if a game is to be played. 6. Reschedule as to your District and EBRSS by-laws, if that is possible. Inform the A.D. of rescheduled contest. Concerning practices, keep them reasonable in length and frequency. Remember that facilities must often be shared, so be sure to work with other coaches who need the same field or gym. Additional practices should not be scheduled as punishment for losing a contest.

Uniforms, Equipment and Keys 36

Coaches must take responsibility for the uniforms and equipment that are issued to a team. Our school budgets do not generally allow us to purchase uniforms every year. It is, therefore, essential that you keep accurate records of what is issued to each student and be sure it is returned. In case some items are not returned, the A.D. should be informed and provided with all delinquent names and what they owe. Appoint one or more reliable managers to protect equipment and uniforms when your attention must be on the field. Your A.D. will ask you for an inventory of supplies and equipment so that orders can be prepared for next year. Hold on to your keys. Do not lend keys to students! Turn them in at end of season to the Athletic Director. Sportsmanship and Conduct Your power to say who plays gives you the ability to influence your players for the good. Insist on proper conduct and insist on good sportsmanship. Student misbehavior at any time should not be tolerated. Be sure you inform the parents and the Athletic Director about any major or persistent misconduct. Consult the A.D. as needed for advice, support and direction. Violations of sportsmanship, such as bad temper, dirty play, or talking back to an official may mean their removal from the game. All game ejections must be reported to the LHSAA immediately ( go to LHSAA.org and click forms) You can influence them most by your own conduct. Speak up when you feel the rules are not being followed. You and your students are representing the school. Think about how your players might describe your conduct at the dinner table that evening. Model good sportsmanship and respect for all athletes, officials, and fans. After Your Athletic Events or Practice - Never leave until your last athlete has left. - Student athletes should not be left unsupervised while waiting for their parent after practice/athletic events. - Coaches must remain on campus until ALL student athletes have departed from campus. Alarm Systems, gates, dressing room, gym and front two gates. - If you are the LAST coach to leave, you must set the alarm in the gym. - Also, you must make sure all gates are locked. - You can get the code from Ms. Seab. Receipts - Keep a copy of all your receipts in your folder. - Note: When dealing with Coke Co. keep a copy of the delivery paper and when you sigh it put down what sport it is for. - Note: Only coke products can be sold at ALL WHS athletic events. Officials - Always check to make sure you have officials for Varsity, JV, and Freshman games. 37

Purchase Orders - All purchase orders must be signed by the principal. - NOTE: Each coach should have a folder with all of your purchase orders and receipts. - After the bill comes in you must fill out a check request from and give it to Ms. Seab. Facility Rental Forms - Any event on this campus other than our sports with our athletes must have a facility rental form completely filled out. - It must be signed by the principal and on file in the Athletic Department Office. - Proof of Insurance must also be attached. - This applies year around, which includes the summer.

LHSAA Online/Media Call in scores: After each game results to LHSAAonline.org and Robin Fambrough at the Morning Advocate 225-383-1111 Coaching Evaluations The Athletic Director and Principal will evaluate each coach at the end of his/her season, and will monitor some practices and contest. These evaluations are to be used as a tool for positive reinforcement and constructive criticism. Summer Camps Coaches who plan to have their teams participate during the summer months need to be fully aware of the LHSAA policies regarding such participation. All activities need to be cleared through the Athletic Director. At this point in time, this is simply a matter of presenting a calendar of activities showing date, day, time, location, and level of participation. Coaches and players are financially responsible for all costs incurred. Off Season Workouts Off-season workouts are voluntary for the student athletes. Requiring students to participate turns them into practices and violates league rules. Coaches may explain the benefits of pre-season workouts and suggest conditioning regimens. The choice of attendance is up to the student/athlete. Safety There are inherent dangers in all sports activities. Coaches must alert studentathletes of potential injuries even though certain risks are consented to by students and parents. Coaches must inform the Athletic Director of faulty equipment and unsafe conditions in the practice or playing area immediately upon their discovery. Serious repercussions are assured if any of us are found negligent in our assignments. 38

ARTICLE 1: NAME
1.1 The name of the association shall be the Louisiana High School Athletic Association (LHSAA). 42

1.2 The LHSAA is a member in good standing of the NFHS of State High School Associations (hereinafter referred to as NFHS), and all rules of the NFHS and/or the LHSAA must be observed by all member schools. 1.3 The place in this state where the principal place of business and principal office of the Association is to be located is East Baton Rouge Parish.

ARTICLE 2: PURPOSE

2.1 This Association is organized exclusively for charitable, religious, educational, and scientific purposes, including for such purposes as the making of distributions to organizations that qualify as exempt organizations under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, and including the following: 1. To promote, regulate, and direct the interscholastic athletic activities of Louisiana high schools that are members of the Association. 2. To assist, advise, and aid schools in organizing and conducting interscholastic sports. 3. To protect members of the association by preparing and enforcing eligibility rules that will equalize and stimulate wholesome competition. 4. To prevent the exploitation of member schools programs by special interest groups. 5. To preserve the game for the boys and girls and not sacrifice the boys and girls to the game. 6. To promote the spirit of sportsmanship and fair play in all athletic contests. 7. Any other activity, which is legal for a 501(c)(3) organization to do. 2.3 The association is vitally interested in the welfare of every boy and girl participating in its athletic contests. It is for the protection of their interests that the association operates. 2.4 Member schools are prohibited from hosting or participating in any interscholastic athletic event at any facility that practices discrimination in that individual event. 2.5 Standing committees of the LHSAA are: Executive School Relations Hardship District

ARTICLE 3: MEMBERSHIP
3.1 ELIGIBLE SCHOOLS 3.1.1 The membership of the association shall consist of Louisiana high schools that sign an application for membership, agree to conform to the rules and regulations of 43

this association, and pay membership dues according to their classification as adopted by the membership. 3.1.2 In matters pertaining to the athletic affairs of a school, the principal is responsible to this association. All official relations with the school shall be through the principal. The member school principal shall be officially recognized by the LHSAA as the individual who is registered with the association on the LHSAA Membership Renewal Form as submitted annually by the school.

Constitution
3.1.3 It shall be a schools responsibility to educate its student-athletes, coaches and other appropriate persons on all LHSAA rules, including eligibility rules along with potential penalty rulings that could affect them. Additionally, a school shall be required to monitor its compliance with all LHSAA Constitutional rules and By-laws. 3.1.4 Membership in the LHSAA in accordance of the above rules shall be available to both public and non-public schools. Public and non-public schools are defined as follows: 1. A public school is a school owned, operated, and/or maintained by the State of Louisiana or an agency or political subdivision of the State, or a school chartered by the State, a State agency, or a political subdivision of the State. Public schools shall include schools owned, operated, and/or maintained by the local city or parish school boards, the State Department of Education, and university lab schools operated by a state college or university and charter schools. 2. A non-public school is a school owned, operated, and/or maintained by a private individual or entity, whether that entity is a profit or non-profit entity. Non-public schools include religious schools, and schools owned, operated, and/or maintained by private secular organizations. Non-public schools do not include university lab schools operated by public colleges or universities and do not include charter schools. 3.3 MEMBERSHIP RENEWAL 3.3.1 Every school that was a member of the LHSAA the previous school year shall be required to complete and return a signed LHSAA Membership Renewal Form to the LHSAA office no later than October 15 of each school year. Failure to timely comply with this rule shall result in the school being fined $100 and ruled ineligible for championship honors in all sports until the fine is paid and the renewal form is properly filed. 3.3.2 Membership dues for each school year are due October 15 and delinquent after November 1. Schools failing to pay membership dues by this date shall not be considered for championship honors in any branch of athletics until dues and a 10 percent penalty are paid. 3.3.3 If a school fails to renew its membership by the end of the school year, it shall be considered as having allowed its membership to lapse and shall not be permitted to rejoin the association until the next date when membership dues are to be paid. Constitution 3 3.4 WITHDRAWAL 3.4.1 If a school withdraws from the association, it shall not be permitted to rejoin for a period of one year from the date of withdrawal.

Basic LHSAA Guidelines for Eligibility


BONA FIDE STUDENT Student must be counted on the daily attendance records at your school. He/she is considered a student at your school after attending one class. ENROLLMENT Student must attend class during the first 11 school days of the first semester or he/she will be ineligible for the first 30 school days. AGE Student cannot become 19 years of age prior to September 1 of the current school year. PROOF OF AGE Student must provide legal proof of age, which meets the provisions of the LHSAA Handbook, to the school administrator to be kept of file. CONSECUTIVE SEMESTERS Once a student enters the ninth grade, he/she has eight consecutive semesters to play athletics. (Exception: "Hold Back Repeat Student" See Rule 1.32.15-17 of the LHSAA Handbook) SCHOLASTIC 1. To be eligible for the first semester of the 2010-2011 school year, a student shall have earned at least five (5) units from the 2009-2010 school year which shall be listed on the students transcript, including any special education subjects and shall have earned at least a 1.5 grade point average when considering all "graded" subjects. 2. To be eligible for the second semester of the 2010-2011 school year, a student shall pass at least six (6) units from the first semester of the 2010-2011 school year, including any special education subjects. 3. To be eligible for the first semester of the 2011-2012 school year, a student shall have earned at least six (6) units from the 2010-2011 school year which shall be listed on the students transcript, including any special education subject(s) and 46

shall have at least a C average as determined by the Local Education Authority when considering all graded subjects. RESIDENCE AND TRANSFER If student attends a school outside of his/her "Home Attendance Zone," he/she is automatically ineligible for one year unless he/she meets the provisions of the Residence and Transfer Rule. UNDUE INFLUENCE If student has been recruited to your school for athletic purposes, student will remain ineligible as long as he/she attends your school. AMATEUR Student cannot play high school athletics if he/she loses amateur status. INDEPENDENT TEAM In certain sports student cannot play on a school team and an independent team during the same sport season. MEDICAL EXAMINATION Student must pass a physical examination administered by a licensed physician, a licensed nurse practitioner that is in collaboration with a licensed physician, or a licensed physicians assistant under the supervision of a licensed physician and complete an LHSAA medical history evaluation form or the Louisiana School Entrance and General Health Exam Form prior to participating. (See Rule: 1.8 of the LHSAA Handbook). This form must be kept on file with the school and is subject to inspection by the LHSAA Rules Compliance Team. ATHLETIC PARTICIPATION FORM A school is required to complete and sign this form every year that a student participates in LHSAA athletics at the school. This form must be kept on file with the school and is subject to inspection by the LHSAA Rules Compliance Team. SUBSTANCE ABUSE/MISUSE CONTRACT A school shall only be required to complete and sign this form the first time a student participates in LHSAA athletics at the school. This form must be kept on file with the school and is subject to inspection by the LHSAA Rules Compliance Team. SUSPENDED AND INELIGIBLE STUDENTS Cannot participate in any interscholastic contest on any team at any school at any level until he/she presents written clearance from the school he/she has been suspended/expelled.

ARTICLE 7: HARDSHIP COMMITTEE


7.1 Prior to July 1 each year, the President shall appoint a sub-committee of six members and alternates from the LHSAA Executive Committee to review and rule on potential hardship situations of students who have been ruled ineligible by the Executive Director. After the Executive Director considers special requests for hardship rulings,

the Hardship Committee shall serve as the appeal board to review the decisions made in the Executive Directors original rulings. 7.2 Except for eligibility rules regarding the age limit requirements, proof of age requirements, illegal recruiting violations, independent team play, amateur status, medical examinations, and/or interscholastic competition for boys and girls, the Executive Director and/or the Hardship Committee shall have the authority to set aside the effect of any eligibility rule on an individual student when, in their opinion, the rule fails to accomplish the purpose for which it is intended or the rule works an undue hardship upon the student. 7.3 Hardship Committee meetings shall be conducted three times during a school year beginning in August. 7.4 Details of the organization and administration of the hardship program are in the LHSAA By-laws under Section I, Rule 1.39. 7.5 All decisions of the Hardship Committee shall be final.

10.2 OTHER FINANCES

10.2.1 Building Dues: Beginning January 2010, a new school joining the association shall be required to pay $1,500 in building dues. Building dues are due September 1 and are delinquent after November 1. Schools failing to pay building fund dues by this date shall pay a ten percent penalty. *A school may pay its dues in one payment or annually over a three-year period. 10.2.2 LHSAA/LHSCA Pass Processing Fee 1. A $5.00 per card fee shall be assessed each school for each LHSAA/LHSCA card issued. 2. Each school shall be billed the total amount of the assessment once the number of cards issued it is determined. 10.2.3 Lifetime Catastrophic Insurance: Member schools are no longer required to purchase lifetime catastrophic medical insurance through the LHSAA; however, the association strongly recommends that schools secure adequate insurance for their student-athletes. ARTICLE 12: SPORTSMANSHIP


12.1 Principals, coaches, other faculty members, students, and spectators are expected to exemplify the highest principles of sportsmanship and ethics of competition in all interscholastic athletic relationships. 12.2 Sportsmanship violations reported to the Executive Director shall be investigated and if necessary, a sportsmanship committee shall convene to hear and consider the allegations. 12.3 The Executive Director and/or the Sportsmanship Committee is authorized to warn, place on probation, suspend from competition or participation, for a period of time, a player or coach disqualified for unsportsmanlike conduct.

ADMINISTRATION/SPORTSMANSHIP/COACHING/SUPERVISION
3.1 ADMINISTRATION/SPORTSMANSHIP 3.1.1 Principals, coaches, other faculty members, students, and spectators are expected to exemplify the highest principles of sportsmanship and ethics of competition in all interscholastic athletic relationships. 3.1.2 The principal and his/her designee of each school involved in an athletic contest/event shall be responsible for: 1. The conduct of school officials representing his/her school. 2. The conduct of his/her team personnel competing. 3. Supervising the conduct of the spectators connected with his/her school attending an athletic contest/event. 4. The sports medicine aspects of competition as it relates to his/her team. 3.1.3 The principal and his/her designee of the home/sponsoring school shall be responsible for the overall management and administration of each athletic contest/event, including: 1. Preparing facilities for play, taking safety precautions and providing security. 2. Supervising the conduct of his/her coaches, players, support groups, spectators, and schools representatives at the contest. 3. The security and well-being of the contest/event officials from the time they arrive at the contest/event until they have departed from the contest/event site. 3.1.4 The principal and his/her designee of the visiting team is responsible for the supervising the conduct of his/her coaches, players, support groups, spectators, and schools representatives at the contest. 3.1.5 A schools athletic director, who is a member in good standing with the Louisiana High School Athletic Directors Association, shall be allowed to serve as an administrator at all LHSAA interscholastic contests/events. 3.1.6 Member schools are required to have an on-site administrator and/or athletic director who has attended and completed an in-service on the transfer and other eligibility rules. Such on-site personnel are required to attend a renewal in-service every three years. Initial compliance with this requirement must be completed by the end of the school year. Failure to comply shall result in the school being fined $500 and may result in the school being declared ineligible for championship honors in all sports. 51

3.1.7 No alcoholic beverages shall be sold or consumed at any LHSAA athletic event. 3.2 SPORTSMANSHIP VIOLATIONS 3.2.1 When an unsportsmanlike incident occurs prior to, during, or after any interscholastic contest, the school principal and head coach of both or all schools involved in the contest shall be responsible for filing a written report to the LHSAA on all sportsmanship problems or misconduct occurring in connection with the contest, including acts of coach and/or player unsportsmanlike conduct, within 48 school working hours after the contest. Contest officials involved in the contest shall be charged with the same responsibility. 3.2.2 Sportsmanship violations reported to the Executive Director shall be investigated and if necessary, a Sportsmanship Committee shall convene to hear and consider the allegations. 3.2.3 If the principal of the school that is charged with the violation and the alleged offender(s) are willing to accept responsibility for the allegations, and the other involved schools and/or parties concur, the violation may be referred to the Executive Director to render a summary sportsmanship ruling. An involved school and/or party who disagree with the Executive Directors ruling may request that the alleged violation be referred to a Sportsmanship Committee. 3.2.4 After hearing and evaluating the reports of schools and/or involved parties, the Sportsmanship Committee shall have the power to take such actions as it deems necessary, including suspension of the offending school(s) from membership in the association for one calendar year. Schools involved shall have the right to appeal this ruling to the Executive Committee. 3.2.5 In sportsmanship incidents involving spectator criminal misconduct, such as assaults on a school official(s) and/or a contest official, the offended school and/or contest official(s) are advised to consider pressing charges in a court of law against the offender. If charges are not filed by the school, the school(s) shall be responsible for effectively addressing the unsportsmanlike incident. 3.2.6 A Sportsmanship Committee shall consist of at least three members appointed by the Executive Director. Its membership shall include Executive Committee member(s), the Executive Director, and/or the Assistant Executive Directors. 3.2.7 Schools and/or individuals judged to be responsible for sportsmanship violations may be penalized under the provisions of the Penalty Code contained in Section 6. The Executive Director and/or the Sportsmanship Committee is authorized to warn, place on probation, suspend from competition or participation, for a period of time, a player or coach disqualified for unsportsmanlike conduct. 3.2.8 Possession, with or without a permit or other authority, of firearms or other dangerous weapons including, but not limited to, rifles, shotguns, pistols, revolvers, knives, nightsticks, or black-jacks or other such weapons are prohibited at athletic contests in which an LHSAA member school is a participant. 3.2.9 Violation of this rule by a contest participant, coach, assistant coach, fan, or other person affiliated with one of the participating schools shall subject the person and the school to disciplinary actions and penalties in the provisions of the Penalty Code contained in Section 6. 3.2.10 If contest or other school officials discover the violation of this rule, they may suspend the start or the continuation of the contest until the person who is in 52

violation of the rule has removed the firearm or other dangerous weapon from the contest arena. 3.2.11 Authorized law enforcement officers attending any athletic contest are exempt from these provisions, provided the uniformed law enforcement officer(s) are not coaches or otherwise participating in the contest. 3.3 FACULTY COACHES 3.3.1 A faculty coach of an athletic team shall be employed by the schools school board and shall be assigned coaching duties by the board or the school principal. The individual shall hold the position of teacher, administrator, athletic director, or a combination of these responsibilities on a full-time basis by the school system. In all cases, the individual shall be required to be physically present and work at his/her school(s) during the entire school day during the schools normal hours of operation. The normal hours of operation shall be considered the time the school begins classes for the school day until the actual end of the school day for the majority of regularly enrolled students. 3.3.2 Full-time administrator: A school administrator shall be defined as a full-time, on-site administrator at a school/school system who has an applicable masters degree or the endorsement of principalship on his/her Louisiana teaching certificate and meets the applicable provisions published in Bulletin 741 as adopted by the Louisiana State Board of Elementary and Secondary Education for public and nonpublic schools. This individuals name shall be submitted as a school administrator on its annual school report submitted to the Louisiana State Department of Education for the current school year. A school shall have until July, 2011 or four years from the date this rule became effective (July 2007) to be in compliance with this rule.

3.3.3 Full-time teacher: A teacher shall be defined as a full-time, on-site employee of the school or school system who teaches at least three classes per day and is assigned as a teacher-in-charge of students in a class at his/her assigned school. This individual shall hold at a minimum, a bachelors degree from a regionally accredited university or college or be listed on the annual school report as required by the applicable provisions published in Bulletin 741 as adopted by the Louisiana State Board of Elementary and Secondary Education for public and nonpublic schools. The individual shall be required to be physically present and work at his/her school(s) during the entire school day during the schools normal hours of operation. 3.3.4 Full-time athletic director: Full-time athletic directors not assigned teaching duties shall be eligible to coach at the school provided he/she has a valid teaching certificate issued by the State Department of Education. A full-time athletic director not assigned teaching duties shall be required to work at his/her school during its normal hours of operation as required of any other school administrator. A school shall be limited to one full-time athletic director for boys sports and one full-time athletic director for girls sports that may serve as a faculty coach. 3.3.5 Only an individual who meets the requirements of the rules contained in Section 3.3 shall be allowed to serve as a teams head coach in the sports of boys basketball, girls basketball, football, and volleyball in all classes. 53

3.3.6 An individual who previously met the provisions of the LHSAA faculty coaches rule in a school system and who takes a school-system-approved sabbatical leave for professional improvement or maternity/paternity leave shall meet the intent of the faculty coaches rule provided he/she continues to meet the requirements set forth in the sabbatical program. 3.3.7 A coach shall be allowed to participate in coaching spring football practice if he is employed by the school board for the next football season. 3.4 NON-FACULTY COACHES
3.4.1 Non-faculty coaches are defined as any coach at a member school who does not meet the qualifications of fac ulty coach. All non-faculty coaches shall be required to meet the provisions of the LHSAA Non-Faculty Certification Program in order to serve as an assistant coach in any sport at any level or as a head coach in those sports listed in Rule 3.4.4. 3.4.2 The following individuals do not meet the qualifications of a faculty coach and shall be required to meet the provisions of the LHSAA Non-Faculty Certification Program cite in Rule 3.7: 1. An individual who serves as a substitute teacher hired on a day-by-day basis 2. School system certified teachers aide 3. Full-time college students

4. A college or university teacher in a school system that also includes an LHSAA school(s) shall not serve as a faculty coach at any LHSAA school in that system unless he/she teaches at least three classes per day on an everyday basis at the college or university. 3.4.3 A school shall not allow non-faculty personnel to serve as the head coach in the sports of football, volleyball, and boys and girls basketball. With written permission from the principal, non-faculty assistant coaches shall be allowed to serve as the head coach and faculty representative of a sub-varsity squad in these sports. 3.4.4 A school shall be allowed to use certified non-faculty personnel as the head coach in the sports of baseball, bowling, cross country, golf, gymnastics, soccer, softball, swimming, tennis, indoor/outdoor track and field, and wrestling. 3.4.5 A school shall be allowed to use certified non-faculty personnel to serve as an assistant coach in all sports at any level. 3.4.6 A school shall be limited to four non-faculty coaches per sport and not more than 16 non-faculty coaches total per school year. 3.4.7 A coach shall not be allowed to be registered with more than one member school per school year. Exception: A faculty coach assigned by the superintendent to coach at more than one school in the same school system may be registered at more than one member school per year with the Executive Directors approval. 3.4.8 Retired coaches shall be considered non-faculty coaches and shall be included in the number of non-faculty coaches allowed per sport and the total of non-faculty coaches allowed per school year.

3.7 NON-FACULTY CERTIFICATION PROGRAM 3.7.1 The Executive Director, or his designee, shall organize the certification program and provide the NFHS with all materials to be included in the Louisiana component of the NFHSs Online Fundamentals of Coaching course.

3.7.2 A school shall not allow a non-faculty member to provide coaching services in any capacity until he/she has been properly certified through the LHSAA/NFHS Online Fundamentals of Coaching course. 3.7.3 Any school that utilizes the services of a non-faculty coach shall keep a copy of the coachs certificate of completion of the LHSAA/NFHS Fundamentals of Coaching course issued by the NFHS on file at the school in which the individual is providing the coaching service. The school shall also be responsible for entering the NFHS certificate number on the LHSAA Members Only website. 3.7.4 Certified non-faculty coaches shall not be issued an LHSCA coaching card until a copy of the NFHS Certificate of Completion, the LHSAAs Meeting Verification Form, and proper payment for the card has been received by the LHSAA. 3.7.5 Any individual, certified to be a non-faculty coach after July 1, 2008, who ceases to be a non-faculty coach for a period of three years shall be required to complete the non-faculty certification process over in order to be considered a legal coach. Failure to do so shall declare the individual an ineligible coach and subject to all fines and penalties. 3.8 RULES CLINIC ATTENDANCE 3.8.1 If a school participates in the sports of baseball, girls and/or boys basketball, football, girls and/or boys soccer, softball, girls and/or boys outdoor track and field, volleyball and/or wrestling, it shall be mandatory, that the head coach shall attend an LHSAA administered state rules clinic in that sport. Coaches shall be required to complete an attendance card at the conclusion of the clinic. A head coach failing to attend the rules clinic shall not be allowed to coach an interscholastic contest until he/she completes the required clinic and shall be assessed a $50 late charge. 3.9 FACULTY AND NON-FACULTY COACHES ROSTER FORMS 3.9.1 Each school shall be required to enter online via the LHSAA Members Only website a roster of all faculty coaches serving at the school and the daily teaching schedule and/or administrative assignments of each. 3.9.2 Each school that uses the services of certified non-faculty coaches shall be required to provide the LHSAA with information on each of these coaches and the sport(s) they coach via the LHSAA Members Only website. 3.9.3 The information for these rosters shall be filed online with LHSAA and confirmed by the school principal no later than October 15 each year. If these rosters are not timely filed online with the LHSAA, the school shall be fined $100 and shall be ruled ineligible for all championship honors in all LHSAA sports until the fine is paid and the form is filed online with the LHSAA. 3.9.4 During the school year, the principal shall be responsible for updating online any changes or additions to the schools faculty and/or non-faculty coaching staff. Failure to update or add any coaches online with the LHSAA shall result in the school being fined $500 per coach and may result in the school being declared ineligible for all championship honors in all sports. 3.10 SCHOOL SUPERVISION 55

3.10.1 No team or individual shall be permitted to participate, under any circumstances, in a contest without the presence of a faculty coach, or a certified non-faculty coach from the school he/she represents. 3.10.2 If the faculty coach or non-faculty coach, serving as head coach is ejected from a contest and there are no other faculty or non-faculty coaches at the contest, a faculty member from the school shall be allowed to represent the school in the contest if he/she has written permission from the school principal. This written permission shall be shown to the head contest official before the faculty member can represent the school and coach the team. 3.10.3 By written mutual agreement signed by the principals of the two schools, one with a team and the other with no more than two individuals competing in a contest, at any time during the season, may agree on a faculty member or non-faculty coach from either school to act as the school representative and coach for both schools in the sports of bowling, cross country, golf, track and field (indoor and outdoor), swimming, tennis, gymnastics and wrestling. 3.10.4 Penalties for violation(s) of this rule are found in Section 6, Penalty Code. 3.11 LHSAA/LHSCA PASSES 3.11.1 Membership cards of principals and assistant principals assigned by the local school authorities, superintendents, athletic supervisors, coaches, full-time athletic directors, trainers who meet requirements of the coaches rule, football and basketball assignment secretaries shall be honored by allowing the holder and one person free admission at all regular season games, playoff games, and tournaments. This rule applies to an active athletic coach of an LHSAA recognized sport who is employed by the school board, meets the requirements of the coaches rule, and coaches a high school team at an LHSAA school. Membership cards of nonfaculty coaches who have successfully completed the requirements of the LHSAAs Non-Faculty Certification Program shall be honored by allowing only the cardholder free admission at all regular season games, playoff games, and tournaments. This pass shall be non-transferable. 3.11.2 A principal, assistant principal, superintendent, athletic supervisor, coach, fulltime athletic director, or football and basketball assignment secretary who allows his/her card to be used illegally shall be denied use of his/her card for one calendar year from the date of misuse. Cards are non-transferable. 3.11.3 A coach and/or athletic trainer who was a full time employee of the local school system and a member of the LHSCA retiring with 15 years of high school coaching/athletic training, upon request, shall be issued a lifetime coachs card by the LHSCA, entitling him/her to the same benefits and privileges of active members. A principal or full-time assistant principal, assigned by board action, retiring with 10 or more years or a principal or full-time assistant principal or a high school coach retiring with a combination of 15 years, upon request, shall be issued a lifetime administrators card by the LHSAA entitling him/her to the same benefits and privileges of active members. This is not retroactive for assistant principals past July 1, 1985. 3.11.4 A principal, assistant principal, or coach becomes eligible for a lifetime card when he/she has met the requirements in 3.11.4 and is no longer active in these positions. One does not have to be officially retired with the retirement board. To receive this lifetime card, he/she must make application through the 56

LHSAA with the proper documentation. The privilege shall be retroactive to the year 1930. 3.11.5 An assignment secretary working with sports that register officials with the LHSAA shall be given a lifetime pass after he/she has served 15 years as an assignment secretary or a combination of 25 years total, 10 as assignment secretary and 15 as an official. 3.11.6 A contest official registered and working with the LHSAA for at least 20 years, upon retirement from officiating and written request and verification, shall be issued a lifetime pass. 3.11.7 All persons inducted into the LHSAA/LHSCA Hall of Fame shall be issued a lifetime pass.

SECTION 4: SPORTS SEASONS


4.1 GENERAL
4.1.1 The LHSAA sports season for a school team is defined as that period beginning with the opening date of practice, as called by each coach, within the official starting dates, and extending through the date of the last regular-season contest in a particular sport. 4.1.2 The sports season concept extends from the 6th through the 45th week of the NFHS calendar year. 4.1.3 Designating sport seasons length is an attempt to provide balance to the athletic calendar and to afford students an opportunity to compete in a variety of sports throughout the school year and is designed to function so little or no conflicts shall exist between in-season sports and out-of-season sports. 4.1.4 A student shall not receive direct or indirect coaching from a coach at any time during the school year other than during the season of the sport he/she participates. 4.1.5 With the approval of the school principal, a coach may have out-of-season organizational meetings with his/her players or potential players. Other than these organizational meetings, a coach shall not organize, supervise, administer, or direct out-of-season practices, meetings, or gatherings of student-athletes in the school. 57

This includes: tryouts, informal workouts in a particular sport, and classroom sessions in a particular sport. 4.1.6 Restrictions in 4.1.5 do not include strength and conditioning programs; these programs shall be allowed under this rule (subject to the approval of the school principal). 4.1.7 Summer activities shall extend from the 46th through the 5th week of the NFHS calendar year regardless of whether school is in session or not. Other than restrictions prohibiting football players from working out in pads during the defined summer time span there are no restrictions on workouts in LHSAA sports during the summer months. Football only will be allowed the 46th week in pads, if necessary. Summer workouts in all LHSAA sports at the schools facilities are subject to the approval of the school principal. 4.1.8 Subject to the approval of the school principal, facilities may be used for voluntary out-of-season play, open to all students and required of none. For safety purposes, school personnel may be present as observers of free play, but coaching and instruction are forbidden. 4.1.9 If school facilities and/or equipment are used for independent team play during the school year, or if a simple majority of the team members from the same school participate on the independent team, the team cannot be coached by a faculty member or non-faculty coach of that school at the schools facilities. The independent team rule, as outlined in this section, shall apply under this sports season concept. 4.1.10 Violation of the sports season rule is addressed under the section pertaining to penalty code. 4.1.11 The school principal shall be responsible for assuring that the coaches under his/her charge are in strict compliance with the provisions of the sports season rule. 4.2 SPORTS SEASONS CALENDAR 4.2.1 The actual sports seasons for an individual sport can be found under the Important Dates section at the beginning of each sports section in the handbook. 4.2.2 Schools are prohibited from participating in a regular season contest in the sports of baseball, boys and girls basketball, football, boys and girls soccer, girls softball, boys and girls indoor and outdoor track and field, girls volleyball, and wrestling after the last date of the regular season in the sport. 4.3 INDEPENDENT TEAMS 4.3.1 An independent team is a sports team that is not directly sponsored or supported by a high school through the use of: 1. School uniforms 2. School equipment 3. Funding in any manner from the schools athletic account or funding from the schools athletic boosters club. 4. Faculty or non-faculty coaches of that school during the school year. 5. Exception: A school sponsored athletic program for bona-fide students in the 8th grade and/or below shall not be considered an independent team and is not subject to the independent team rule or the sports sea- son rule. 4.3.2 An organized exhibition group is a structured unit of participants in a sport that conducts public performances in a sport which do not involve actual competition. A student who is a member of an LHSAA school team in a sport may not participate with an organized exhibition group in that same sport. Participating with an 58

organized exhibition group while a student is a member of the school team in that same sport shall be a violation of this rule. 4.3.3 Once a student becomes a member of an LHSAA school team, he/she may not participate with an independent team or an organized exhibition group in that same sport. A student who is a member of an LHSAA school team may not practice with or play in a contest with an independent team in the same sport that the school team he represents is competing. Practicing with or playing on an independent team while a student is a member of the school team in that same sport shall be a violation of this rule. 4.3.4 This rule shall be in effect for a student from the time he/she reports for the school team until the student is no longer a member of the school team for any reason, or until the team has completed its sports season including state playoffs, if applicable. 4.3.5 A student who is a member of an LHSAA school team shall not participate in any manner in any event in a meet or a contest as an unattached contestant against a high school team, a junior high school team, a collegiate team, a club team or other unattached individuals in that same sport. One individual shall constitute a team in indoor and outdoor track and field. 4.3.6 The penalty prescribed for the violation of this rule is specified in the Section 6. 4.3.7 Exceptions and Legal Participation: Participation with an independent team in the following sports shall not be considered violations of this rule: 1. Bowling (only on nonschool days) 2. Cross Country 3. Golf 4. Gymnastics 5. Swimming 6. Tennis 7. Wheelchair Track and Field 4.3.8 Participation with an independent team is legal in the following situations: 1. Prior to reporting for the school team. 2. After no longer being a member of the school team for any reason. 3. After the school team has completed its sport season including the state playoffs, if applicable. 4. During the summer months when school is not in regular session and prior to the start of the LHSAA sports season in a sport. 4.3.9 Other legal participation include the following situations: 1. Participation at a professional baseball tryout camp provided the student has written permission from his principal. 2. If a tryout camp is conducted during the high school sports season, the student shall be limited to participating in individual drills and restricted from participating in any type of team play. 3. Participation in an independent team tryout session, during the school sports season provided the student is limited to participating in individual drills and refrains from participating in any type of team play. 4. Participation in a sports clinic/camp, during the high school sports season, provided the student is limited to participating in individual drills and refrains from participating in any type of team play. 5. Participation in an invitational indoor track and field meet as an individual and not as an LHSAA school representative during the outdoor track and field season. 59

6. Participation in a road run as an individual and not as a school representative during the indoor and/or outdoor track season. 7. Participation in sports not recognized as LHSAA sports such as rodeo or bicycling during an LHSAA sports season. 8. Participation on an independent team in another sport that is different from the LHSAA sport during an LHSAA sports season. Example: Participating on an independent basketball team while the student is a member of the school baseball team. 9. Participation at a basketball evaluation showcase during the fall NCAA contact period provided the student is classified as a senior and/or is in his/her seventh or eighth semester of eligibility and has written permission from his/her principal. 10. Participation with an Olympic Development soccer program as approved by the Louisiana Soccer Association.

Section 4: Sports Seasons


4.4 INDEPENDENT BASKETBALL 4.4.1 A student-athlete who plays independent basketball shall not have his/her high school eligibility affected, provided such play takes place after his/her school has completed its basketball season and before he/she becomes a member of a school team in the fall. He/she can neither play nor practice with independent teams during the school year except as previously cited. 4.4.2 Students may play on an independent team prior to the schools starting basketball practice, after the basketball season is over, and until school is out without having his/her high school eligibility affected if an independent basketball team consists of three or more players from the same school, under the following conditions: 1. With three or more members on it from the same team, it shall not be coached by a faculty member or a non-faculty coach from that same school. Only non-faculty members who are not a nonfaculty coach of that school can coach the independent team. 2. With two or less members on it from the same school, anyone may coach the independent team. 3. Once school is officially over and until school starts the next school year, any number of students from the same school, may play on an independent team without affecting his/her eligibility regardless of who coaches the independent dent team in a game(s) (faculty or non-faculty member). This allows high school basketball coaches to coach his/her team in team summer basketball camps. 4. An independent team is any team not sponsored by the school and not playing under the schools name and/or colors. Interpretation: A school team, as defined in this rule, shall not consist of more than three players from the same school on the same team. This rule shall be in effect from the 6th week of the NFHS calendar until the 47th week of the NFHS calendar.; it shall not be in effect during the summer months when school is not in session. 60

4.5 SUMMER PASSING LEAGUES IN FOOTBALL 4.5.1 LHSAA players participating in passing leagues during the summer months when school is not in session in the sport of football: 1. May be coached by their high school coach(es). 2. May wear helmets. 3. Shall not wear shoulder pads, hip pads and/or thigh pads. 4. May play under the sponsorship of a non-LHSAA organization. 5. May play on the high school grounds with the written permission of their principal. 4.6 PRACTICE AND OFF-SEASON STRENGTH AND CONDITIONING WORKOUT SESSIONS 4.6.1 Students who do not meet the requirements of the bona fide student rule shall not be allowed to engage in practice and/or off-season strength and conditioning workout sessions with any students of an LHSAA school during the school year. It shall be permissible for a school to allow ineligible bona fide students that could become eligible to practice with a school team during the school year. 4.6.2 Students who do not meet the requirements of the bona fide student rule shall not be allowed to engage in practice and/or strength and conditioning workout sessions at an LHSAA school during the summer months unless the student is officially registered for enrollment in the school for the next school year. 4.6.3 Schools that share the same attendance zone with another LHSAA school shall not allow any of its coaches to conduct practice and/or strength or conditioning sessions with any junior high school student(s) attending any junior high school located inside or outside the schools attendance zone during the school year.

SECTION 5: REPORTS
5.1 ELIGIBILITY
5.1.1 Prior to playing the first interscholastic contest (jamboree or regular season game) of each sport each year, the school principal shall submit eligibility information on each student on the LHSAAs Members Only website www.lhsaaonline.org and shall include a list of all students full names who will engage in interscholastic athletics at any level of play along with other information requested on the online forms. Additional names may be added to the list, in the same manner, at the beginning of that sport season. 5.1.2 A students eligibility shall be filed online with the LHSAA only one time during a school year and shall be added and/or updated on the online sports roster for each additional sport in which the student participates. 5.1.3 This rule is outlined in detail in the by-laws under the section pertaining to eligibility in the registration and certification section. 5.1.4 No student shall be eligible for interscholastic competition until his/her name, with all required information, has been submitted online to the LHSAA each year 5.1.5 Eligibility lists in all sports do not have to be exchanged between schools unless the exchange requirement is adopted by a district. 5.1.6 In varsity football, the visiting team shall furnish the home team with a roster of players full names, jersey numbers, positions, and classifications at least ten days prior to the playing of the contest. 61

SECTION 6: PENALTY CODE


6.1 The penalty code outlined in this section has been imposed by the associations member schools. 6.2 FORMAL COMPLAINT 6.2.1 If a principal believes that a school has violated an LHSAA rule and wants the possible infraction investigated by the LHSAA, he/she must submit a signed written complaint to the Executive Director, stating the name of the school, the rule(s) that he/she believes it has violated, the name(s) of the coach(es) and/or student(s) involved in the alleged violation and as much relevant detailed information of which he/she has knowledge. The Executive Director shall have unlimited authority to investigate the case and impose a penalty. A school penalized under this code shall have the privilege to appeal to the Executive Committee. 6.2.2 The Executive Director shall have the authority to investigate any unreported violation(s) he/she deems necessary. 6.2.3 The Executive Director is authorized to form an LHSAA Rules Compliance Team which, at his/her direction, shall have authority to conduct investigations as 62

assigned by the Executive Director. Members of this team shall serve on a voluntary basis. 1. The Compliance Team shall also possess the authority to conduct random investigations of school athletic records including classification enrollment, faculty and non-faculty roster forms, and financial aid records. 2. The Compliance Team shall make its best effort to visit each school every year. For new member schools, during its initial visit financial fines imposed for violations of Rules 1.8, 1.9, and 1.10, shall be waived. 3. The Compliance Team shall report directly to the Executive Director or, if applicable, to an Assistant Executive Director assigned by the Executive Director to work with it. 6.3 STATUTE OF LIMITATIONS 6.3.1 With the exception of the illegal recruiting rule, the time limit for complaints or action(s) on rules violations shall be one year from the date of the infraction. Any school, student, or person guilty of illegally recruiting students as outlined in Section 2 of the by-laws may be subject to penalty for the duration of that student-athletes enrollment in that school. Example: If an investigation verifies that a student in his junior year attended the school in his freshman year as a result of undue influence, the school and student are subject to a penalty in keeping with the seriousness of the violation. 6.4 COST OF HEARINGS AND INVESTIGATIONS 6.4.1 When a school is found responsible for a violation of an LHSAA rule, including a sportsmanship rule, it may be required to pay for all expenses involved in conducting any LHSAA investigation that is connected with the violation and/or expenses involved in conducting Sportsmanship Committee hearings or other hearings that may relate to the violation. 6.5 REGULAR APPEALS 6.5.1 If a school is dissatisfied with a penalty ruling imposed by the Executive Director, the principal may appeal the decision to the Executive Committee. The appeal shall be submitted in writing within fifteen (15) calendar days of the ruling. 6.5.2 If a Executive Directors ruling of ineligibility on a student is appealed to the Executive Committee, the student whose eligibility is pending shall not participate in any athletic contest until his/her case is ruled on by the Committee. 6.6 EMERGENCY APPEALS 6.6.1 If the principal of a member school requests that an emergency appeal hearing, including a conference call, be conducted by the Executive Committee, the appealing school shall pay for the cost of conducting the appeal if the original ruling is upheld. 6.6.2 All requests for an emergency appeal hearing shall be subject to approval by the LHSAA President. 6.7 LITIGATION AGAINST THE LHSAA 6.7.1 Any member school, including an administrator, athletic director, and/or coach, who is party to a suit against the association, shall be held liable for all legal fees, attorneys expenses, and court costs if the final decision of the case is in favor of the LHSAA. 6.7.2 If a student is ineligible according to LHSAA rules but is permitted to participate in interscholastic competition contrary to such LHSAA rules but in accordance with the terms of a court order of any kind including but not limited to a declaratory
judgment, temporary restraining order, preliminary injunction, or permanent injunction, against his/her school and/or the LHSAA and said court order is subsequently voluntarily vacated, stayed, reversed or [it is] finally determined by the court that the court

order including any injunctive relief is not or was not justified, any one or more of the following actions shall be taken against such school in the interest of restitution and fairness to the competing schools: 1. Require that individual or team records and performance achieved during participation by such ineligible student shall be vacated or stricken. 2. Require that team victories shall be forfeited to the opponent. 3. Require that team or individual awards earned by such ineligible student be returned to the association. 6.8 PROBATION: Types of probation that may be imposed on a school that is in violation of an association rule(s) are: 6.8.1 Administrative probation the school is served notice that it is in a period of warning and additional violations during a period of one calendar year may result in the schools being placed on disciplinary, restrictive, or suspension probation. 6.8.2 Disciplinary probation the school shall be fined and disciplined in some other manner short of being denied the right to participate in home games in a certain sport or being denied the right to compete for championship honors in a sport(s) not to exceed one calendar year. 6.8.3 Restrictive probation the school shall be fined and restricted in some manner during one calendar year, including being ruled ineligible to compete for championship honors in a sport(s). 6.8.4 Suspension probation the school shall be fined and suspended from participating in one sport or all sports or suspended from the association for one calendar year. 6.9 SUSPENSION 6.9.1 For violation of rules of this association, the offending school may be suspended by the Executive Director, Executive Committee, or Sportsmanship Committee for one year and no school of this association shall engage in any athletic contest with the suspended school during the period of suspension. The penalty for playing a school that is on suspension shall also be suspension for one year. 6.9.2 Suspended schools shall not participate in any interscholastic competition with member or non-member schools but may maintain voting privileges. 6.9.3 If the principal or coach of a suspended school is employed by another member school and acts in the same capacity while the former school is still under suspension, the second school shall not be permitted to have membership in the association until the suspension of the former school is revoked by the Executive Committee. 6.9.4 If a school is suspended in a particular sport, the suspension in that same sport shall apply to the school to which the coach or principal acting in the same capacity has transferred unless the suspension is revoked by the Executive Committee. 6.9.5 A suspended school may be reinstated in the association by making application to the Executive Director who shall have the application approved by the Executive Committee. The school shall pay a $500 re-admittance fine along with any other financial obligations it may have to the association. 6.9.6 No student who was a member of a suspended team shall be eligible to participate in athletics in any other school while the first school is under suspension. 6.10 FORFEITURE 6.10.1 If an ineligible player participates in an LHSAA contest, the contest shall be forfeited to the opposing school. Any team and individual events/honors won when an ineligible player participated, shall be forfeited. 6.10.2 If a team is required to forfeit a contest(s) in the state playoffs/state tournament, only the team that is awarded the forfeit in the most advanced round of play in the state playoffs/tournament shall be reinstated in the state playoffs/tournament. If that team is reinstated after the finals, it shall be declared the state champion, and there shall be no runners-up in that sport. 6.10.3 If a team forfeits a contest(s) in the state playoffs for allowing an ineligible player and/or coach to participate in the contest(s), it shall be required to return the revenue it received from gate receipts for participating in the forfeited contest(s) to the LHSAA. This revenue will be distributed on a pro-rated basis, if applicable, to the team(s) that received forfeit(s) from the offending school. The statute of limitations for return of revenue shall be one calendar year from the date of the last contest forfeited. 6.11 VIOLATIONS AND PENALTIES: The following penalties shall/may be imposed on a school and/or individual(s) by the Executive Director, Executive Committee, or Sportsmanship Committee for violation(s) of LHSAA Constitutional rules and By-laws: 6.11.1 Use of ineligible student as the result of a falsified eligibility document(s) by school officials, the student, and/or the students parents: 1. The school may be placed on administrative, disciplinary, restrictive, or suspension probation not to exceed one calendar year. 2. The school shall be fined $100 per student/per contest/per sport if it self-reports the violation (not to exceed $500). 3. The school shall be fined $500 per student/per contest/per sport if the violation is reported by a source outside of the school or discovered by the LHSAA staff (not to exceed $2,000). 4. Any contest(s) in which the student participated shall be forfeited. 5. The student shall be suspended from the squad for a specific period. 6. The coach shall be penalized under Rule 6.13. 7. In cases of conflicting, blemished, or illegible records, school officials shall be responsible for determining the validity of the records and, if necessary, producing the correct information. 8. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.2 Use of ineligible student who is intentionally allowed to participate: (A school shall not continue to allow a student who has been declared ineligible to participate in any interscholastic contest.) 1. The school shall be placed on restrictive probation and declared ineligible for championship honors in the sport in which the violation occurred. 2. Depending upon the severity of the violation the school may be suspended from the association. 3. The school shall be fined $700 per student/per contest/per sport (not to exceed $3,000).

4. Any contest(s) in which the student participated shall be forfeited. 5. The player shall be ruled ineligible for a period not to exceed one calendar year. 6. The coach shall be penalized under Rule 6.13. 7. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.3 Use of ineligible student due to negligence of school officials to adequately check rules, regulations, and records: 1. The school shall be placed on administrative probation not to exceed one calendar year. 2. The school shall be fined $50 per student/per contest/per sport if it self-reports the violation (not to exceed $200 per student/per sport). 3. The school shall be fined $100 per student/per contest/per sport if the violation is reported by a source outside of the school or discovered by the LHSAA staff (not to exceed $400 per student/per sport). 4. Any contest(s) in which the student participated shall be forfeited. 5. The player shall be ruled ineligible for a period not to exceed one calendar year. 6. The coach shall be penalized under Rule 6.13. 7. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.4 Student plays in violation of transfer rule: 1. When the student becomes eligible, he/she shall remain ineligible in the same sport for the same number of contests/playing dates that he/she participated as an ineligible. 2. The remainder of the penalty is the same as for the use of an ineligible player as outlined in 6.11.3. 6.11.5 Student plays in violation of the scholastic rule: 1. When the student becomes eligible, he/she shall remain ineligible in the same sport for the same number of contests/playing dates that he/she participated as an ineligible. 2. The remainder of the penalty is the same as for the use of an ineligible player as outlined in 6.11.3. 6.11.6 Member of school team in violation of independent team rule: Student practices and/or plays with an independent team/organized exhibition group and does not play with the school team after the violation: 1. The school may be placed on administrative probation not to exceed one calendar year in the same sport. 2. The school may be fined not to exceed $200 per student if the school self-reports the violation or not to exceed $400 if the violation is reported by a source outside of the school. 3. The student shall be ruled ineligible for the remainder of the season in the same sport. 4. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.7 Member of school team in violation of independent team rule: Student plays with an independent team/organized exhibition group and plays with the school team after the violation: 1. The school may be placed on administrative probation not to exceed one calendar year. 2. The school shall be fined not to exceed $200 per student if the school self-reports the violation or not to exceed $400 if the violation is reported by a source outside of the school. 3. Any contest in which the student participated after the violation shall be forfeited. 4. The student shall be suspended for the remainder of the sports season. 5. The student shall be ineligible in the same sport during the next season for the same number of contests/playing dates that he/she participated in after the violation. 6. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.8 Student in violation of the amateur rule: 1. The school may be placed on administrative, disciplinary, or restrictive probation not to exceed one calendar year. 2. The school shall be fined not to exceed $500. 3. The school shall be required to forfeit any contest(s) in which the student participated after the violation. 4. The student shall be suspended from all LHSAA sports for at least one calendar year. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.9 Student uses and/or participates under an assumed or fictitious name in an LHSAA contest or an independent team contest while in violation of the independent team rule: 1. The school may be placed on administrative, disciplinary, or restrictive probation not to exceed one calendar year. 2. The school shall be fined not to exceed $500. 3. The school shall be required to forfeit any contest(s) in which the student participated after the violation. 4. The student shall be suspended from all LHSAA sports for at least one calendar year. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.10 Player ejected from a contest in a sport for unsportsmanlike conduct: 1. First offense the player shall receive, through the school, an official warning. 2. Second offense the school shall be fined $100, and the student shall be placed on probation. 3. Third offense the school shall be fined $200, and the student shall be suspended from participating in the same sport for the remainder of the season. 6.11.11 Student in violation of misconduct prior to, during, or immediately following an athletic contest: 1. The school may be placed on probation. 2. The school may be fined not to exceed $500. 3. The student may receive an official reprimand through the school. 4. The student may be placed on probation. 5. The student may be suspended from participation in all LHSAA sports not to exceed one calendar year. 6. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.12 Coach ejected from a contest in a sport for unsportsmanlike conduct:

1. First offense the coach shall receive an official warning. 2. Second offense the school shall be fined $200, and the coach shall be placed on probation. 3. Third offense the school shall be fined $300 and may be prohibited from playing in a contest(s) with the coach serving as the coach of the team in the contest(s). 6.11.13 Coach in violation of misconduct prior to, during, or immediately following an athletic contest: 1. The school may be placed on probation. 2. The school may be fined not to exceed $500. 3. The coach shall be penalized under Rule 6.13. 4. The school may be prohibited from playing in a contest(s) with the coach serving as the coach of the team in the contest(s) not to exceed one calendar year. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.14 Spectator in violation of misconduct prior to, during, or immediately following an athletic contest: 1. The school may be placed on probation. 2. The school may be fined not to exceed $500. 3. The school may be prohibited from playing in a home and/or an away contest(s) with the spectator in attendance not to exceed one calendar year. 4. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.15 LHSAA registered contest official in violation of misconduct in his/her officiating capacity: 1. The LHSAA may reprimand the official through his/her association. 2. The LHSAA may place the official on probation through his/her association. 3. The LHSAA may suspend the officials registration not to exceed one calendar year. 4. The LHSAA may deny the official the opportunity to officiate in state playoffs not to exceed one calendar year. 5. The LHSAA may discipline the official through his/her association to a degree in keeping with the severity of the infraction. 6.11.16 School in violation of illegal recruiting of students: 1. The school may be placed on restrictive probation and ruled ineligible for championship honors in the sport(s) in which the violation occurred. 2. The school may be fined not to exceed $2,500 and billed for the cost of any investigation related to the violation. 3. The school shall be required to forfeit any contest(s) in which the student participated after the violation. 4. A student found to be recruited in violation of this rule shall be ineligible to participate in athletics for at least one calendar year and may be ruled ineligible in the sport(s) not to exceed four calendar years. 5. If the student is ruled ineligible and subsequently transfers to a school located in his/her home attendance zone in which he/she would have normally been immediately eligible under the residence and school transfers rule, he/she may be ruled immediately eligible at the school once the Executive Director has investigated his/her case. 6. The coach shall be penalized under Rule 6.13. 7. If the coach is involved, school may be prohibited from playing in a contest(s) with the coach serving as coach in that contest(s). 8. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.17 School in violation of the coaches and/or school supervision rule during the playing of a contest(s): 1. The school may be placed on administrative probation not to exceed one calendar year. 2. The school shall be fined not to exceed $5,000 for the violation of allowing one illegal individual to serve as a coach and an additional $2,500 for allowing two or more illegal individuals to serve as coaches in a sport. 3. For subsequent violations during a school year, the school shall be fined not to exceed $10,000. 4. For a violation of the school supervision rule in a sport the school shall be fined not to exceed $5,000 and for subsequant violations during a school year, the school shall be fined not to exceed $10,000. 5. The illegal coach(es) shall be prohibited from performing coaching duties at all levels in all LHSAA sports at all LHSAA schools for one calendar year from the date the penalty ruling is issued. 6. The coach shall be penalized under Rule 6.13. 7. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.18 A school in violation of the coaches rule during warm-up and/or practice sessions only: 1. The school may be placed on administrative probation not to exceed one calendar year. 2. The school shall be fined not to exceed $1,000 for allowing one illegal individual to perform coaching duties and not to exceed $2,000 for allowing two or more illegal individuals to perform coaching duties. 3. The illegal coach(es) shall be prohibited from performing coaching duties at all levels of play in all LHSAA schools until he/she is in full compliance with the LHSAA Coaching Requirements Rule. 4. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.19 Second/subsequent violation of the coaches rule occurring at the same school during the same school year: 1. The school may be placed on restrictive probation and ruled ineligible for championship honors in that sport. 2. The school shall be fined not to exceed $500. 3. The school shall be required to forfeit any contest(s) in which the illegal coach served in any coaching capacity. 4. The school shall be subject to suspension from the association for a third violation that occurs in the same sport. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.20 School in violation of the sports seasons rule:

1. The school may be placed on administrative, disciplinary, or restrictive probation not to exceed one calendar year. 2. The school may be suspended from the association until the violation is assessed by the Executive Committee. 3. The school may be suspended from participating in that sport not to exceed one calendar year. 4. The school shall be fined not to exceed $500. 5. The coach shall be penalized under Rule 6.13. 6. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation including being charged with 6.11.19. 6.11.21 School involved in infractions inconsistent with wholesome competition or a wholesome athletic program, including sportsmanship violations: 1. The school may be placed on administrative, disciplinary, restrictive, or suspension probation not to exceed one calendar year. 2. The school may be suspended from the association until the alleged infraction is assessed by the Executive Committee, and if the school is suspended from the association, it shall be fined $500 in order to be readmitted to the LHSAA. 3. The school may be fined not to exceed $1,000. 4. The offender may be reprimanded. 5. The offender may be placed on probation. 6. The school may be prohibited from playing home contests in a sport(s) not to exceed one calendar year. 7. The school may be suspended from participating in a sport(s) not to exceed one calendar year. 8. The school may be required to schedule a contest(s) without the presence of all spectators. 9. The school may be prohibited from playing in a home and/or away contest(s) with a certain spectator(s) in attendance for up to one year. 10. The coach shall be penalized under Rule 6.13. 11. The school may be required to pay for the cost of any hearing and/or investigation connected with the violation. 12. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.22 School failing to report all mandatory information, forms and/or reports as required by the deadline date: 1. The school shall be fined $100 per sport for delinquent forms. 2. The school shall be fined $25 per student/per contest/per sport for omitting an eligible players name on its online eligibility list if the violation is self-reported (not to exceed $100) and $50 per student/per contest/per sport if the violation is reported by a source outside of the school (not to exceed $200). 3. The school shall be fined an amount equal to 10 percent of its dues if its dues payment is delinquent. 4. The school shall be fined $100 for failure to timely file its official LHSAA Enrollment Classification Report. 5. If its entry list in a sport is delinquent, the school shall be fined not to exceed $100 for being allowed to submit a delinquent entry list if it is submitted prior to the time of the seeding meeting or coaches meeting in that sport. 6. If the school wishes to participate, it shall be fined $100 for failure of its coach to attend an established and required coaches meeting at a regional/state event. 7. The school shall be fined an amount equal to 10 percent of its building dues for the delinquent payment of LHSAA building dues. 8. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.23 School illegally videotapes a basketball, football, or soccer contest(s): 1. The school may be placed on administrative, disciplinary, or restrictive probation not to exceed one calendar year. 2. The school may be suspended from the association until the alleged violation can be addressed by the Executive Committee. 3. The school may be suspended not to exceed one calendar year in the sport in which the violation occurred. 4. The school shall be fined up to $150 for each period of the contest(s) that is videotaped. 5. The illegal videotape shall be confiscated by the principal and immediately turned over to the LHSAA. 6. The offender may be reprimanded. 7. The offender may be placed on probation. 8. The coach shall be penalized under Rule 6.13. 9. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.24 School violates the athletic release time rule: 1. The school may be placed on administrative, disciplinary, or restrictive probation not to exceed one year. 2. The school may be suspended not to exceed one calendar year in the sport in which the violation occurred. 3. The school may be suspended from the association until the alleged violation can be assessed by the Executive Commite. 4. The school may be fined not to exceed $500. 5. The coach shall be penalized under Rule 6.13. 6. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.25 School fails to fulfill a written contract: 1. The school may be placed on administrative or restrictive probation not to exceed one calendar year. 2. The school may be charged with breach of contract and suspended from the association by the Executive Committee. After a suspension, a school shall be fined $500 for re-admittance to the LHSAA. 3. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.26 School fails to furnish the LHSAA with a required or requested report(s) or record(s) or submits a falsified record(s) to the LHSAA 1.The school may be suspended from the association until the alleged violation can be assessed by the Executive Committee.

2. The school may be fined a minimum of $1,000 not to exceed $5,000. 3. The student(s) in question may be withheld from competition until the report(s) and/or record(s) is presented to the Executive Director. 4. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.27 School in violation of jamboree/tournament requirements: 1. For late approval the school shall be assessed a penalty equal to 5 percent of gross ticket receipts. 2. For failing to secure approval the school shall be assessed a penalty equal to 10 percent of gross ticket receipts. 3. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.28 School(s) responsible for a sportsmanship violation(s): 1. The school may be placed on administrative, disciplinary, restrictive, or suspension probation not to exceed one calendar year. 2. The school may be fined not to exceed $200 for a single violation. 3. The school may be fined not to exceed $500 for multiple violations. 4. The school may be charged with the cost of any investigation connected with the violation. 5. The school may be charged with the cost of conducting a sportsmanship hearing that is held in connection with the violation. 6. The school may be ordered to conduct a home and/or an away contest(s) in the sport without a player(s), a coach(es), and/or a spectator(s) in attendance not to exceed one calendar year. 7. The school may be prohibited from playing home contests in the sport not to exceed one calendar year. 8. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.29 School in violation of contest limitations: 1. The school may be placed on administrative, disciplinary, restrictive, or suspension probation not to exceed one calendar year. 2. The school may be fined not to exceed $500. 3. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation including a reduction in the number of contests in which it may participate during the following year. 6.11.30 School reports falsified and inaccurate classification enrollment information to the LHSAA: 1. The school is subject to being placed on restrictive probation and ruled ineligible in district and/or state championship honors in all sports for up to two years immediately following the classification year. 2. The school shall be suspended from the LHSAA until the infraction is assessed by the Executive Committee. 3. The school is subject to being fined not to exceed $5,000. 4. The offender may be reprimanded. 5. The offender may be placed on probation. 6. The school is subject to being classified as an independent school and shall comply with all of the rules set forth under Rule 9.7 Unclassified Schools, of the LHSAA Constitution. 7. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.31 Schools in violation of encouraging or assisting a student who has successfully completed the 6th, 7th, and/or 8th grade to repeat one or more of these grades for athletic reasons: 1. The school may be placed on restrictive probation and ruled ineligible for championship honors in the sport(s) in which the violation occurred. 2. The school shall be fined $1,000 and billed for the cost of any investigation related to the violation. 3. The student may be ruled ineligible in all LHSAA sports for one calendar year when he/she first enters the 9th grade. 4. The coach shall be penalized under Rule 6.13. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.11.32 A principal, athletic director, and/or coach found in violation of an LHSAA rule shall be subject to the following: 1. He/she shall be subject to having his/her LHSAA/LHSCA card revoked for a period of at least one calendar year. 6.11.33 Schools in violation of LHSAA rules are expected to pay any fines that may be levied in a timely manner, which is typically 30 days from the date of the ruling. Schools failing to pay any outstanding financial balance owed to the LHSAA from the previous year by June 30, after due notice, shall be placed on restrictive probation for the upcoming school year and shall not be considered for championship honors in all sports until the outstanding balance and a ten percent penalty are paid. 6.12 ELIGIBILITY FORMS: A school failing to adhere to all required eligibility rules and/or failing to have all required eligibility forms properly completed, signed, and maintained in the school files shall be subject to the following: 6.12.1 Failure by a student(s) to take and pass a medical examination: 1. The school shall be fined $50 per student, per sport if the medical exam has been taken but in not in the students file for a maximum of $500 per sport. 2. If the student(s) has failed to take and pass the required annual medical exam, then the student(s) shall be ruled ineligible, and the school shall be penalized under Rule 6.11.3. 3. The student(s) shall be withheld from team practices and further interscholastic athletic participation until he/she has passed the required medical examination and written documentation is provided to the Executive Director. 6.12.2 Failure to have the required LHSAA Medical History Evaluation Form(s) or the Louisiana School Entrance and General Health Exam Form for all students completed, properly signed, and maintained in the school files:

1. A school shall be fined $50 per student, per sport for each LHSAA Medical History Evaluation Form or the Louisiana School Entrance and General Health Exam Form not completed, properly signed, and on file with the school not to exceed $500 per sport. 2. A student in violation of this rule shall not be ruled ineligible for this infraction, unless he/she has not passed a medical examination, but shall be withheld from further team practices and interscholastic athletic participation until a copy of this form is completed and submitted to the LHSAA. The completed form must be faxed or postmarked prior to the athletes participation. 6.12.3 Failure to have the required LHSAA Athletic Participation Form(s) for all students completed, properly signed, and maintained in the school files: 1. A school shall be fined $50 per student, per sport for each LHSAA Athletic Participation Form not completed, properly signed, and on file with the school not to exceed $500 per sport. 2. A student in violation of this rule shall not be ruled ineligible for this infraction, but shall be withheld from further team practices and interscholastic athletic participation until a copy of this form is completed and submitted to the LHSAA. The completed form must be faxed or postmarked prior to the athletes participation. 6.12.4 Failure to have the required LHSAA Substance Abuse/Misuse Contract(s) for all students completed, properly signed, and maintained in the school files: 1. A school shall be fined $50 per student, per sport for each LHSAA Substance Abuse/Misuse Form not completed, properly signed, and on file with the school not to exceed $500 per sport. 2. A student in violation of this rule shall not be ruled ineligible for this infraction, but shall be withheld from further team practices and interscholastic athletic participation until a copy of this form is completed and submitted to the LHSAA. The completed form must be faxed or postmarked prior to the athletes participation. 6.12.5 Failure to have proof of age per Rule 1.5.3 in the school files: 1. A school shall be fined $50 per student, per sport for each legal proof of age document not on file with the school not to exceed $500 per sport. 2. A student in violation of this rule shall be withheld from further team practices and interscholastic athletic participation until the required proof of age is provided to the LHSAA. A school shall have 24 hours to provide legal proof of age to the LHSAA. 3. If legal proof of age cannot be provided within the 24-hour time period, the student shall have participated as an ineligible student and the school shall be penalized under Rule 6.11.3. 4. The coach shall be penalized under Rule 6.13. 5. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.12.6 Failure to have the required official transcript or report card for all student-athletes as per Rules 1.5.5(6) and 1.5.5(7) in the school files: 1. A school shall be fined $50 per student, per sport for each official transcript or report card not on file with the school not to exceed $500 per sport. 2. A student in violation of this rule shall not be ruled ineligible for this infraction, but shall be withheld from further team practices and interscholastic athletic participation until the student-athletes official transcript and report card are submitted to the LHSAA. The transcript and report card must be faxed or postmarked prior to the athletes participation. 6.13 HEAD COACH AND HANDBOOK CERTIFICATION CLASS OR ONLINE FUNDAMENTALS OF COACHING COURSE 6.13.1 A school ruled in violation of any LHSAA eligibility, penalty, or sportsmanship rule shall be required to have its head coach, of the sport in which the violation occurred, attend the next available LHSAA Handbook Certification class or enroll, complete, and pass the LHSAA/NFHS Online Fundamentals of Coaching course. 6.13.2 This rule shall also apply to the head coach of the sport if the school commits subsequent violations in the sport in which he/she is serving as head coach. 6.13.3 If the coach is involved in actions resulting in the violation, the school may be required to officially reprimand him/her. 6.13.4 If the coach is involved in actions resulting in the violation, the school may be required to place him/her on probation for a period of one calendar year from the date of this ruling. 6.14 SCHOOLS NON-COMPLIANCE WITH EXECUTIVE COMMITTEE RULINGS, HARDSHIP COMMITTEE RULINGS, OR SPORTSMANSHIP COMMITTEE RULINGS 6.14.1 If any school fails to comply with rulings of the Executive Committee, the school and/or individual involved in the noncompliance is subject to being penalized as follows: 1. The school may be placed on restrictive probation and declared ineligible for championship honors in the sport in which the violation occurred for the season in which the infraction occurred, if applicable, or for the next season depending on the severity of the violation. 2. The school may be suspended from the association not to exceed one calendar year. It shall be fined $1,000 in order to be readmitted into the association. 3. Depending on the severity of the violation, the school may be prohibited from fielding a team at any level in the sport in which the violation occurred for a period not to exceed one calendar year. 4. The school shall be fined $1,000 per student/per contest/per sport (not to exceed $5,000). 5. The school may be required to pay for the cost of all investigations and/or hearings connected with the violation. 6. Any contest(s) in which the student participated shall be forfeited.

7. The student(s) shall be ruled ineligible for a period not to exceed one calendar year. 8. The coach shall be penalized under Rule 6.13. 9. The school may be required to play the entire sports season without the head coach serving in any capacity in the contest(s) in the sport in which the violation occurred. 10. Other penalties may be imposed on the school and/or individual(s) to a degree in keeping with the severity of the violation. 6.15 LACK OF ADMINISTRATIVE CONTROL 6.15.1 A school is subject to be cited with Lack of Administrative Control if one or more of the following conditions exist: 1. The school commits three rule violations in the same sport during a school year. 2. The school commits four rule violations during a school year. 3. During a school year, the school commits two flagrant rule violations considered inconsistent with wholesome competition or a wholesome athletic program including sportsmanship violations. 4. The school commits the same violation(s) for three consecutive school years. 6.15.2 Penalties for a school cited with Lack of Administrative Control: 1. The principal shall be required to appear before a three-member sub-committee of the Executive Committee and the Executive Director to answer the allegations against his/her school. 2. After reviewing recommendations from the Executive Director, the sub-committee may impose the following penalties on the school, its administration, its coaching staff and/or its student-athletes. 3. The school may be placed on administrative, restrictive or suspension probation for a maximum of one calendar year. 4. LHSAA membership may be suspended for a maximum of one calendar year. 5. The school may be prohibited from participating in the sport in question for a maximum of one calendar year. 6. The school may be fined a maximum of $5,000. 7. The schools administrator may be reprimanded and placed on probation for a maximum of one calendar year. 8. The principal may be required to provide the LHSAA with a written report detailing the measures he/she will take in a bona fide attempt to prevent a recurrence of the same or similar violation(s) in his/her schools athletic program. This report is subject to review and approval by the sub-committee. 9. The coach shall be penalized under Rule 6.13. 10. The principal, athletic director, and/or head coach may be required to attend the LHSAA Handbook Certification Class or the LHSAA/NFHS Online Fundamentals of Coaching course. 11. The principal, athletic director and/or coach(es) involved in the violations are subject to having their LHSAA or LHSCA card revoked for one calendar year. 12. The school may receive additional penalties in keeping with the seriousness of the situation.

NCAA Freshman Eligibility Standards


NCAA FRESHMAN-ELIGIBILITY STANDARDS QUICK REFERENCE SHEET KNOW THE RULES:
Core Courses
NCAA Division I requires 16 core courses as of August 1, 2008. This rule applies to any student first entering any Division I college or university on or after August 1, 2008. See the chart below for the breakdown of this 16 core-course requirement. NCAA Division II requires 14 core courses. See the breakdown of core-course requirements below. Please note, Division II will require 16 core courses beginning August 1, 2013.

Test Scores
Division I has a sliding scale for test score and grade-point average. The sliding scale for those requirements is shown on page two of this sheet. Division II has a minimum SAT score requirement of 820 or an ACT sum score of 68. The SAT score used for NCAA purposes includes only the critical reading and math sections. The writing section of the SAT is not used. The ACT score used for NCAA purposes is a sum of the four sections on the ACT: English, mathematics, reading and science. All SAT and ACT scores must be reported directly to the NCAA Eligibility Center by the testing agency. Test scores that appear on transcripts will not be used. When registering for the SAT or ACT, use the Eligibility Center code of 9999 to make sure the score is reported to the Eligibility Center.

Grade-Point Average
Only core courses are used in the calculation of the grade-point average. Be sure to look at your high schools list of NCAA-approved core courses on the Eligibility Center's Web site to make certain that courses being taken have been approved as core courses. The Web site is www.eligibilitycenter.org. Division I grade-point-average requirements are listed on page two of this sheet. The Division II grade-point-average requirement is a minimum of 2.000.

DIVISION I 16 Core-Course Rule

OTHER IMPORTANT INFORMATION


Division II has no sliding scale. The minimum core grade-point average is 2.000. Use of Facilities

A. Use of Schools as Voting Precincts


The principals whose schools have been designated as voting precincts shall determine where on the campus voting shall be held. When the voting place is moved from its usual location for any reason, the principal shall have suitable signs placed to direct voters to the newly designated place. When elections occur on school days, all schools will remain open unless determined otherwise by the Superintendent.

B. Use of School Facilities by School Personnel Organizations


Requests for use of school facilities by school personnel organizations for meetings shall be submitted to the Superintendent or designee for approval. Upon approval, school faculty members may post on the bulletin board, or other appropriate area, information relative to the operation of their organization. These organizations may forward, through the Purchasing Department, communications directly related to the organizations for distribution through the mail shuttle service to a member thereof.

C. Use of Schools for Dances


Dances in which only students and faculties participate may be held in the schools. Outside groups wishing to hold dances in the schools must, by written request, secure permission from the Superintendent or his/her designee.

D. Use of School Building Facilities


1. The term school facilities as used herein shall mean and include all school buildings, school grounds, or other buildings, property, or equipment, or any part thereof, belonging to, in the possession of, or operated by the school system.
The term person as used herein shall mean and include the terms person, group, firm, association, corporation, organization, and all other similar terms.

2. Any person who is a resident of East Baton Rouge Parish shall be permitted to use school facilities for meetings, programs, or other activities which are not prohibited by the laws of the State of Louisiana or the United States of America, except as otherwise provided in Section 3 hereof. 3. No person shall be permitted to use school facilities for any meeting, program, or other activity the primary purpose of which is the personal, financial, or pecuniary benefit of such person; however, regularly employed persons of this school system may be authorized to conduct enrichment programs if approval is first obtained from the Superintendents office and provided funds derived from these activities are turned in to the Board according to policy.
No person shall be excluded from any meeting, program, or use because of that persons race, color, creed, national origin, sex, religious or political preference.

4. All applications for the use of school facilities processed in accordance with the procedures set forth herein shall be granted by the Superintendent or his/her designee unless it is determined that the proposed use of such facility by such organization at the time requested will be detrimental to the orderly operation of this school system in carrying out its primary responsibility of providing for the best possible education for all children of this parish on an equal basis. The Superintendent shall make a reasonable investigation of the application, person, and purpose of the use of such facility and shall notify the applicant in writing setting forth therein the reason for denying the application. Such applicant shall have the right to petition the Board to appeal the Superintendents decision in accordance with the procedures set forth hereinafter. 5. No person, club, or organization granted permission to use school facilities shall bring, or permit to be brought, into or onto or about such school facility any alcoholic beverage, drug, or weapon as defined by the laws of the State of Louisiana and/or policies and regulations of this Board. Persons granted permission to use school facilities shall take reasonable means to prevent smoking in the buildings. 6. Any person, club, or organization desiring the use of the building, grounds, or equipment belonging to, or located at, a particular school shall first contact the principal of such school to determine if it is available at the date and time requested and fill out the application form for submission to the office of the Superintendent. THE PRINCIPAL CANNOT GRANT APPROVAL, AND A STATEMENT TO THIS EFFECT SHALL BE SET FORTH IN BOLD PRINT IN THE APPLICATION FORM.
The principal shall require the person applying to fill out a form provided by the principal, which requires at least the following information and commitments:

a. Name, address, and telephone number of person signing the application. b. Name, address, and telephone number of group or organization for which such use is requested. c. A description of the nature, policies, and purpose of such organization. d. A statement as to how the facilities will be used and the purpose thereof. e. A description of the school facility, or portion thereof, for which use is requested. f. Proposed date, time, and duration of such use. (Facilities must be vacated by sponsoring groups (lessee) not later than 11:00 p.m.) g. A statement that the person signing the application has read and understands this and all other policies of the Board relating to the use of school facilities and that such person or organization meets all requirements thereof necessary to obtain permission to use such school facility, as well as that the purpose of such use also complies with all of such policies and requirements. h. All persons attending the function or use of the school facility requested shall also be required to obey all rules and regulations of this Board relating to school facilities, and the person signing such application and/or the group or organization shall be responsible for the conduct of all such persons. i. The person signing such application and/or the group or organization shall:

(1) Be responsible for any and all damages of every nature whatsoever to the school facility or this school system resulting from its use by such person, group, or organization. The person shall see that the facility used is left free of debris and in a reasonable, clean condition. (2) Waive any and all rights of recovery from the Board for any injuries or damages resulting from the use of school building facilities. Organizations shall provide a certificate of insurance showing insurance coverage for the event being held, with a minimum of $1,000,000 general liability per occurrence. The EBRPSB shall be listed on the policy as an additional named insured. (3) Respect the right of the principal or the Superintendent to cancel a previous commitment to rent a facility in the event it is necessary to use it for school purposes. j. The falsification of any information required on the herein described form, or the failure to comply with all regulations and policies of this school system and Board, shall result in the person signing such application and/or the group and organization being prohibited from using any school facility in the future. 7. A completed Use of Facility Agreement shall be submitted to the principal/building manager of the site being requested.
The principal/building manager shall review and approve the application for site availability and forward to the Facilities Management Department if appropriate. The Facilities Management Department shall review and approve the application for site feasibility and forward to the Office of the Superintendent or his/her designee. The Superintendent or his/her designee will review and determine whether the purpose of such use of the school facility meets the requirements and provisions relating to the use of school facilities set forth herein. Once the application is approved, an invoice and a copy of the approved application will be sent to the applicant. The principal shall be notified of this approval. A check made payable to the East Baton Rouge Parish School System should be submitted to the Facilities Management Department prior to use of facilities. A separate invoice will be sent to the applicant for custodial services, if applicable, and a check made payable to the service provider will be submitted to the Facilities Management Department.

If the Superintendent disapproves the application, he/she shall notify the person, group, or organization through the person signing the application as quickly as possible and shall confirm within ten (10) working days of receipt of the application. Otherwise, the organization will receive the approved request copy and an invoice based on the prevailing rate schedule. 8. If the Superintendent disapproves an application, the applicant may, within five (5) days of notification thereof, request the right to appeal to the Board to review the decision of the Superintendent. Such appeal shall be made in writing, setting forth the reason the applicant disagrees with the Superintendents decision. 9. All applications for the use of school facilities shall be executed and filed with the principal/building manager at least fifteen (15) days prior to the date for which the use is requested.
All applications for use of school facilities, other than individual schools, shall be made initially with the office of the Superintendent or his/her designee, but shall otherwise be governed by all Board policy relating to the use of school facilities including particularly those set forth herein.

10. General Provisions: 79

a. Fees charged are for the purpose of recovering costs that may be incurred as a result of facility use. b. The principal/building manager designates the custodian or a janitor, through the custodial services provider, to be present and responsible for lights, heat, and opening and closing the auditoriums and gymnasiums.
When no custodian or janitor is designated, the principal/building manager may assign an appropriate staff member to supervise the use of school facilities by an outside agency.

Any kitchen facilities usage shall be negotiated separately with the Director of Child Nutrition.
No person except authorized school personnel will be allowed to have a key to any school building.

No school building facilities shall be used for the purpose of having a wedding reception or similar social function.
All EBRPSS employee compensation in connection with the use of school facilities will be paid to the employee by the Payroll Department. Hours worked will be submitted through the normal payroll reporting process. Compensation for custodial services will be paid by the service provider through its payroll department.

c. Organizations of parents and/or teachers shall not be considered outside agencies for the use of school facilities and will not be required to pay for use of a facility, except when the use is for the purpose of raising money. Any kitchen facilities usage shall be negotiated separately with the Director of Child Nutrition. d. School-sponsored organizations whose members include children who attend the school in which those organizations use a facility shall not be required to pay for the use of the facility; however, they will be required to pay for employee overtime and custodial services, if required. When overtime work by food service employees is performed in connection with a school money-raising activity, the school shall remit the overtime amount to the proper School Board Accounting Department. Reports of overtime will be submitted with the absence report for the work period according to directions issued by the Director of Finance and Purchasing.

11. Specific provisions: a. Auditoriums (including auditorium-gymnasium when used as auditorium): (1) Auditoriums may be rented subject to approval by the Superintendent or his/her designee. (2) Auditoriums may not be rented for more than three nights a week, not including rehearsal for entertainment; combination auditorium-gymnasium may not be used more than three nights a 80

week. (3) Auditoriums may not be rented for use during school hours. (4) Ticket sales or attendance must be limited to the normal seating capacity of the auditorium. (5) No fee may be charged when the auditorium is used to raise funds for the school. (6) Auditorium may not be used as a regular meeting place by non-school organizations. (7) No performance will be allowed in elementary schools, which involves extra scenery and/or additional lighting beyond normal service from two electrical outlets. b. Gymnasiums (including auditoriums-gymnasiums when used as gymnasium) (1) Gymnasiums may be rented only for athletic games or practices, subject to approval by the Superintendent or his/her designee. (2) Gymnasiums may not be rented for contests involving professionals. (3) Gymnasiums may not be rented for more than three nights a week; they are available only for night and Saturday afternoon games or practices; no Sunday games or practices allowed; combination auditorium-gymnasium may not be used more than three nights a week. (4) Non-school teams may not use the varsity or physical education dressing rooms. (5) Additional lines may not be put on the gymnasium floors for any purposes. (6) No fee is charged, and only the approval of both principals is necessary when one public school uses the gymnasium of another. c. School Lunch Facilities Food and supplies of the school lunch facility cannot be used. d. School Athletic Facilities
Any person (as defined in these Use of School Building Facilities regulations) requesting to use a school athletic facility free of rental charges will follow all normal procedures for the initial request.

After the Board has granted this initial waiver of rental fee to this person, any further requests by this person need not be presented for Board action. All waivers shall be renewed annually. All other established procedures must be adhered to. e. Use of School Grounds
The public, as defined in this policy, shall be allowed to use school grounds (excluding buildings) for recreational or sport purposes only during daylight hours and only during the time when classes or other school or school-sponsored or approved activities are not being held. No motor vehicles of any type, firearms or explosives or other dangerous weapons or alcoholic

beverages are allowed on the school grounds. All activities of a non-recreational or sports nature, such as political rallies, gatherings, or meetings, are prohibited unless such activity has received approval under regulations found elsewhere in this policy.

No supervisory personnel will be provided during this time, and any person who uses the school grounds for the limited purposes set forth herein does so at his/her own risk. The Board assumes no liability for any accident, injury, or loss suffered by any person using the school grounds under the permission herein granted. Any exception to this policy must be requested by the principal of the school and approved by the Board.
Organized groups must provide the required certificate of insurance prior to the use of school grounds.

f. Security for Events Security is not provided by EBRPSS. If an applicant desires to have security personnel present for an event, he/she shall contract separately for this service.

HIGH SCHOOL COACHES


Note: Principals must submit documentation to the Office of Human Resources before supplemental compensation will be processed and awarded. The following salary schedule is for teachers who spend time beyond the regular school day in coaching interscholastic athletics. It will be the responsibility of each principal to designate coaching duties with written notification to the Division of Human Resources no later than the end of the first week of school. The Principal shall assign coaches to various coaching positions as indicated by the salary schedule. Coaches who coach multiple teams during a season will only be compensated five (5) days pay. All football coaches, volleyball coaches, and First Aid Coordinators or Certified Athletic Trainers are to report before the start of the school year for fall practice as directed by the head coach, and shall be compensated with eleven (11) days pay (daily rate) of their total current salary as indicated by the salary schedules and the coaching supplement.

Assistant Coaches, First Aide Coordinators and Athletic Trainers Additional Information for Coaches The above salary percentage shall be calculated on the basis of the current East Baton Rouge Parish Teachers' Salary Schedule for classroom teachers. The maximum percentage allowed shall be 20% per coach. No coach shall receive a reduction in salary upon converting to the new salary structure providing his or her responsibilities remain the same. All baseball coaches, track coaches and softball coaches shall be compensated with two (2) days pay (daily rate) of their total current salary as indicated by the salary schedules and their coaching supplement for work performed during a non-work school day.
