Cost-Effective: Pertains to selecting building elements on the basis of life-cycle costs as well as basic cost estimating and budget control.
Functional / Operational: Pertains to functional programming spatial needs and requirements, system performance as well as durability and efficient maintenance of building elements.

Historic Preservation: Pertains to specific actions within a historic district or affecting a historic building whereby building elements and strategies are classifiable into one of the four approaches: preservation, rehabilitation, restoration, or reconstruction. Productive: Pertains to occupants' well-beingphysical and psychological comfortincluding building elements such as air distribution, lighting, workspaces, systems and technology. Secure / Safe: Pertains to the physical protection of occupants and assets from man-made and natural hazards. Sustainable: Pertains to environmental performance of building elements and strategies.
Policy makers generally decide what performance objective is desired based on their tolerance of risk and financial limitations.
A hierarchical listing of what must be done during a project . Project involves number of activities, planners need some way to determine how long it will take to complete various elements of project and how much it will cost (basis for developing time and cost estimates),for this we need WBS. To identify major elements of the project at level 2 and at various different subsequent levels. Each major supporting activity is broken down into a list of activities that will be needed to accomplish at level 4. And so on.

Milestone 1: Determine the Cost Talk with an architect to develop a preliminary site plan and budget Talk to a builder to determine potential costs Obtain pre-approval from a lender to determine your financing options . Start interviewing team members, including an architect and a builde
Milestone 2: Schematic Phase:Review your property (walk the property with your architect and builder to see how the building will fit) Refine the budget to incorporate any changes the property review made to your original design.
Milestone 3: Design Development Obtain a formal loan commitment from your lender Refine design and building elements Begin construction documents (both for city approval and for your builder) Refine the budget Bring in subcontractors as construction documents near completion Milestone 4: Construction Documents Fill in dimensions, technical needs, and other specifications on your construction documents Finalize documents with your builder Receive city approval of construction documents Close your construction loan before work starts Milestone 5: Construction Break ground Complete grading Complete building, including interiors Conduct a soft opening Celebrate!
