Ms Gass has been actively researching the impacts of local non government organizations including ABAG in directing implementation of practices and policies that are affecting business costs and property rights throughout California. Since formation of the Napa Taxpayers Association in 2010, members have been actively engaged in monitoring, researching and educating the public about local and state issues affecting the taxpayers throughout Napa county. In addition, individual members of the association are currently active as oversight committee members on six bond measures involving the expenditure of hundreds of millions of taxpayer dollars in the county.
