Dear Mr. Thorpe:

I am writing on behalf of the West L.A. Neighborhood Council representing approximately 80,000
stakeholders in the West L.A. area.

At our regularly scheduled board meeting we passed the following resolution:

“Resolved, the WLANC opposes any implementation of the Expo Phase 2 Light Rail line that does not
require and guarantee grade separation at Sawtelle, Barrington and Bundy and Centinela. We also
oppose any implementation of the Expo Phase 2 Light Rail line that does not require and guarantee
thorough mitigations for sound, vibration, privacy and security for residents and businesses close to the
line, its stations and related facilities.”

We all agree that traffic on the Westside, as in all of Los Angeles, is a major issue that needs to be
addressed. It is our mandate as a neighborhood council to represent our stakeholders. Grade separations
through our area are necessary to address the impacts on the already congested north/south traffic,
sound, vibration, privacy and security issues that will come with rail at grade.
We look forward to working with you and the Expo Authority Board to successfully address our concerns.
