STEP is a trainee exchange programme that enables law students and young lawyers to gain first hand experience of the substantive and procedural law as well as the culture of another country. The traineeship can vary from 2 weeks to 24 months and can take place in any law related area.

Have your say on your future by discovering ELSAs take on traineeships and practice of law
Dear reader, Being an ELSA member, you are very likely to be acquainted with the vision, purpose and means of this association. To reflect upon that, one of the means of ELSA is to assist law students and young lawyers to be internationally minded and professionally skilled. There is a vastness of ways of achieving this, and ELSA surely explores and uses them all. However, one of the ways of bridging the knowledge gained at your university library with the real work is most certainly the Student Trainee Exchange Programme. STEP relocates dry legal theory from its parallel universe with practice and combines them by unifying them and making way for solutions to the daily international legal challenges one faces in their career. But that is not all there is. STEP shapes practice and legal education into one and then ships it off outside the red border on your geographical map, taking the experience to a whole new level. Existing for almost three decades, this programme has grown to be a trusted and reliable system of exchange. This is due to the fact that over 200 law students, so called STEP officers, drive this programme into its success, expanding it and shaping it towards the needs of ELSA members. But this does not only mean obtaining traineeships. This presumes a particular segment of STEP we are very proud of: Reception. This, as well, is organised by STEP officers throughout Europe, making sure your stay in their countries is comfortable and friendly and that you are fully integrated in the society. With these words, I would like to thank all hardworking STEP officers who have made this Newsletter possible. With STEP, it is not only about the thrill of being a trainee. It is about shifting focus from national to international, augmenting your legal skills, challenging your command of languages, and lastly, making friends and creating your own network of contacts. The origins of modern-day Austria date back to the time of the Habsburg dynasty and during the 17th and 18th centuries, Austria became one of the great powers of Europe. This history influenced our cities like the capital Vienna, Graz, Salzburg and many more,and made them real architectural treasures in which many important people grew up. For example Sigmund Freud, Arnold Schwarzenegger and W.A. Mozart.

Bezirkshauptmannschaft (District Commission) is the administrative authority of the general public administration. The district commission is mainly responsible for matters of traditional local jurisdiction, such as trade law, water and transport law and also supervises the municipal administration, health service, veterinary service and forestry administration. It is also the first instance for maintaining public law, order and safety and handles administrative procedures.

Tasks The ELSA-trainee will primarily be expected to accompany employees outside the office. While attending court hearings, meetings, inspections and other departmental actions, the trainee will gain insight into the important responsibilities of our administrative department, e.g. licensing production plants, environmental law, commercial forest law, public health law, traffic regulations, duties of state - doctors and state - veterinarians. Office hours will be used to be introduced to the legal basis of our administrative duties and our organisation. The trainee will only to a small extent be required to work directly on a case-file. The trainee can expect ELSA Innsbruck to help with finding accommodation. Net salary EUR 1 100 per month

The Republic of Croatia occupies the largest part of the eastern coast of the Adriatic Sea, bordering Slovenia in the west, Hungary to the north, Serbia in the east, Montenegro and Bosnia and Herzegovina in the south. Also known as a land of diversity, Croatia has a rare European landscape which boasts as many as eight national parks. Its the Mediterranean land of rocky shore with more than a thousand islands. The countrys population is 4.29 million, most of whom are Croats. The majority of the population speaks Croatian, a South Slavic language with
roots traced back to the 9th century. Because of its geographic position, Croatia represents a blend of different cultural spheres. Zagreb, Croatias capital and the largest city in the country, is a typical Central European town. Croatia has always been a place of true inspiration; George Bernard Shaw found his paradise on Earth right here. It is also home to several important aspects of international culture such as Dalmatian dogs and the ever popular drink called Maraschino, and the homeland of Nikola Tesla, Marco Polo and Janica Kostelic.

Office for Human Rights and the Rights of National Minorities of the Government of the Republic of Croatia performs professional tasks related to the implementation of the policies of protection and promotion of human rights and the rights of national minorities in the Republic of Croatia and monitors their effectiveness.

Tasks Depending on personal preferences and needs of the Office, the trainee may participate in any of the areas within the scope of the Office activities (anti-discrimination, anti-trafficking, minority rights, Roma related issues). The trainee will also be involved in the projects conducted by the Office as well in other relevant tasks within the Office. Regarding the Preferred Start Date and Preferred End Date, we specified Start Date as October 15th and End Date as December 10th, but we would like to mention that we are willing to offer a possibility for a trainee to choose how long he or she would like to stay here (4 weeks minimum and 8 weeks maximum). Our projects are implemented in cooperation with the Roma community and local, regional and state institutions. Roma National Council was established because of the need to bring together activities of Roma community in a single institution of Roma people at the Croatian level, with a task of excercising the rights of Roma national minority, to meet their cultural, educational, national, scientific, social and other common rights and interests of the Roma people, to empower Roma associations and to monitor implementation of the minority and other laws and regulations as well as international documents.

Tasks The trainee will support research work at the Roma National Council. This includes research on the topic of minority laws and regulations in specifics countries and especially documents of EU relating to the Roma. Besides this, the trainee will also be involved in the daily work of the RNC office, for example, will participate on the meetings with other institutions, on conferences and other events important for the Roma community in Croatia. The traineeship will take place 5 time a week on a fixed schedule (9-17 h). It is required to have very good knowledge of English but it is good if, in addition to English language, the trainee knows Croatian or other Slavic language. Net salary EUR 150 per month

Ivo Pilar Institute of Social Sciences

The Institute of Social Sciences Ivo Pilar was founded by a decision of the University Assembly of the University of Zagreb on November 26, 1991. By the Law of Institutions of 1993, it became a public institution; and by the Law of Scholarly Research of the same year, it became a public institute of the Republic of Croatia. The original name of the Institute was the Institute of Applied Social Research. It was renamed Institute of Social Sciences Ivo Pilar by a decision made by the Governing Board on February 18, 1997.

Tasks The trainee will research on rape laws and practices, help with editing the book on rape myths and gender stereotypes in the Croatian laws and judicial practice. Educational requirement is graduate master, but undergraduate with strong interest in the area could also apply. There is a possibility of extending the duration of practice, depending on the arrangement and capabilities of the Institute and the practitioner. Net salary Not paid. However, ELSA Zagreb will help finding accommodation in a student dormitory at a cost of EUR 100 per month for the trainee to pay themselves, and will help finding a student card to buy food in the student cafeteria (price meals from EUR 1-2 - to be paid by the trainee).

CYPRUS

Cyprus (officially the Republic of Cyprus) is an island country in the eastern Mediterranean. Prior 1960, Cyprus was a British colony and in 1960 gained its independence. However, because Cyprus was a British colony, the vast majority of the population are independent users of the English language as well. 82% of the population in Cyprus speaks Greek and 18% speaks Turkish. Capital city of Cyprus is Nicosia, with 240 000 inhabitants.
The whole population of the island is around 850 000 citizens, making Cyprus the third most populated island in the Mediterranean. Cyprus has two airports, one in Larnaca and one in Paphos and three ports, in Limassol, Larnaca and Paphos. Cyprus is very famous for its Meditteranean climate, with mild winters and hot summers. Sun is shining almost every day in Cyprus and combined with the traditional cypriot cuisine and the hospitality of her people, Cyprus is the ultimate destination for vacations all year long!

Czech Republic is historically divided into three regions: Bohemia, Moravia, and a part of Silesia. The historical lands have been a crossroads of culture between the East and the West for more than a thousand years. The country is surrounded by extensive mountain ranges, which form most of the border. It has a temperate continental climate, with rela-
tively hot summers and snowy winters. Its population is around 10,4 million people. The official language is Czech. Czech Republic is a pluralist multi-party parliamentary representative democracy, a member of the European Union, NATO, the OECD, the OSCE, the Council of Europe and the Visegrd Group. ELSA Czech Republic has 4 local groups. One in the Capital Prague, one in the second biggest town Brno, the last two are in Olomouc and Pilsen.

The Supreme Administrative Court of Czech Republic, seated in Brno, is the highest judicial authority in matters falling within the competence of administrative courts.

Tasks The trainee shall be able to participate in the elaboration of legal comparative analysis of both legislation and case law. The trainee will conduct legal research and summarize the case law of the European Court of Justice and the European Court of Human Rights, as well as of the supreme national jurisdictions in the EU. The trainee will get to know how to work with database, e.g. Euro-Lex, HUDOC or JuriFast. Net salary Not paid. However, accommodation is provided by ELSA Brno.

STEP Traineeships are only available to ELSA members. To become one, please approach the nearest ELSA Local Group in your country. Once you are a member, you are entitled to apply through your ELSA Local Group by filling in the Student Application Form provided by your local VP STEP.
When filling in the Student Application Form, you are obliged to provide proof for every addition to your Curriculum Vitae and present it to the local VP STEP handling your application.
