Trial Testimony of Dr. Robert G.

Bea

Q. What difference was there, if any, between Transoceans safety management system and the BP safety management system OMS? A. Well, the principal difference is Transocean is addressing their part of the system exemplified by the graphic we discussed earlier today, the Deepwater Horizon. BP has to encompass that with the operating management system; in addition, the other onshore operating management elements. So Transocean cannot do a process safety evaluation or a MAR evaluation that will include details of the well and the other parts of that complex system.
