APPLICABLE STANDARD The Current Transformer (CT) Test bench supplied shall be in accordance with the later editions of the Standard specified below and amendments thereof. a) b) c) d) IEC 185 (1987) IEC 1010-1 (1980) IEC 348 (1978) IEC 529 Current Transformer. Safety requirements for electrical equipment for measurement control and laboratory use. Safety requirements apparatus. for electronic measuring

Degree of protection provided by the enclosure.

The Test Bench conforming to any other international standards which are equal to or higher but not less rigid than the Standards and Specifications stipulated may be offered. When such alternative Standards are used reference to such Standards shall be quoted and English Language copies of such standards shall be furnished with the offer. Failure to do so will result in the offer being rejected. 5.0 BASIC FEATURES 5.1 5.1.1 Basic Features The CT Test Bench shall be of the fully automatic type suitable for testing low voltage ring (bar primary) type measuring current transformers which are used with 400/230V 50Hz. 3 phase 4 wire kWh energy meters and wound primary type

medium voltage (12kV/36kV) measuring and protection type current transformer. The Test Bench shall conform to the Standards specified above. 5.1.2 The CT Test Bench shall be suitable for testing CT manufactured in accordance to IEC 185 of 1987 and shall be suitable for testing single ratio/double ratio current transformers of accuracy class 2, 5 & 1 and of burden up to 15 VA. The CT Test Bench shall be suitable to carry out precise measurement of ratio and phase angle error. The ratio error and phase angle error of the CT under test shall be compared with specified limit as mentioned in the IEC 185 or defined by the operator also. These errors and status of CT under test (pass/fail) shall be displayed on the computer screen. The test duration for each point shall not be more than 10 sec. Current rise per second shall be programmable. The Test bench shall have the facilities to carry out inter-turn insulation test on the secondary winding automatically as per IEC 185 (1987). Necessary peak voltmeter and capacitor shall be provided to indicate the test voltage. Safety measures shall be incorporated to prevent inducing high voltage in the secondary winding 5.1.4 The CT Test Bench shall have Automatic Current generation and voltage regulating unit, Standard CT, Standard burden, PC, Printer, Testing software and Connecting cables. All connecting cables required for testing (Secondary leads) shall be duly calibrated. 1) Automatic Current generation and voltage regulating unit

The Current generation and voltage regulating unit shall have; Electronic voltage regulating unit shall be used to adjust the current generation unit (as per preprogrammed test point via PC software) to generate required test current automatically and the current generating range shall be 2500-2000-1600-1200-1000-800-600-500-400300-200-100Maximum current shall be 120% (3000A).

Standard Current Transformer shall have the following characteristics; a) b) c) d) Primary Current range Secondary current range Maximum current Accuracy as stipulated above 1A and 5A 120% of range 0.02%, 1min.

The current generating unit and the standard current transformer shall be a combined unit to avoid connection problem and better safety. Accuracy shall be guaranteed for each range from 1 to 120% load range. II Standard Burden

There shall be provision to test any type CT ratio (for which standard CT doesnt have the nominal tapping or range) by using divider. Display indication on the bench :- An ammeter (indication 0.. 120%) and a frequency meter to indicate the % load current and frequency. PC

The PC shall be of IBM compatible type suitable to carry out the testing task automatically and shall have; a) b) c) d) e) to enter serial no., accuracy class, current ratio, burden, manufacturers name etc. to conduct the transformer under test. to programme the test tables type table (date of CT under test) as per the testing requirement. evaluate the transformer under test measurement with compensation of the standard transformer error.

The CT Test Bench shall be compact and light weight design. The equipment will be used indoor and shall be of fully tropicalised type. The working and storage temperatures of the CT Test Bench shall not be less than 598C respectively. Provision shall be available for future upgrading the fully automatic current transformer test bench to a fully automatic CT and PT test bench. The CT Test Bench shall be suitable for use on 230V / 400V 6 10%, 50Hz supply and shall withstand AC high voltage of 2.4kV for one minute. Input supply to the equipment shall be protected by suitable means. Adequate protection against overloading, short circuits and leakage to the frame and body shall also be provided. Safety provisions conforming to the Standard specified shall also be provided.

Packing

The Automatic Current Transformer Test Bench shall be suitable packed to prevent damaged during transport and handling. 7.0 INFORMATION TO BE SUPPLIED WITH THE OFFER The following shall be furnished with the offer. a) b) Catalogues describing the technical features of the equipment and indicating the Model Number.. Schedule of Guaranteed Technical Particulars. (Annex-A) duly filled by the manufacturer. Performance Certificate of Performance with regard to manufacture, supply and utilisation of the test instruments of same type, and design offered. A list of names and addresses of preferably ten leading purchasers (Utilities) five of which shall be outside the country of manufacture, giving year of delivery and quantities supplied during the past 10 years. Test Certificates performance curves of the Type Test performed shall conforming to the standard specified. The test certificates shall clearly identify the equipment concerned, showing the manufacturer's identity, type number and basic technical parameters and shall be issued by an Internationally recognized Independent Testing Authority acceptable to the purchaser. Failure to furnish the particulars asked for in clause 7.0 will result in the offer being rejected. 8.0 INSPECTION AND TESTING 8.1 Inspection and Training

The selected Bidder shall make necessary arrangements for inspection by an Engineer appointed by the Purchaser and also to carry out in his presence necessary Acceptance/Routine tests of the equipment offered if necessary. Training on installation, commissioning and operation shall also be provided. 8.2 Acceptance/Routine Test

The following Acceptance/Routine test shall be carried out before dispatch. a) b) 9.0 AC. Voltage Test Accuracy Test (percentage error limits)

INSTALLATION, COMMISSIONING AND TRAINING The selected tender shall be responsible for the supply, Installation, Commissioning of the Fully Automatic Current Transformer Test Bench and shall provide necessary training to the staff to carry out the testing operation safely. Necessary instruction manuals for Installation, Commissioning, Operation and Maintenance shall be supplied with each equipment.
