Three Phase Power Converter Distribution Transformers

1 Introduction
1.1 This is a general specification that covers the minimum requirements for three-phase power
converter transformers to be used in the distribution system. Further information will be provided
at the time of order placement and will provide information on site specific conditions, quantity,
and other requirements. This document includes the general electrical and mechanical
characteristics of the material. Hereafter, they will be referred as "transformers".

1.2 In accordance with the latest revision of the following standards, transformers shall be

manufactured meeting all characteristics, definitions, and terminology, except as specifically stated
in this specification:

a. C57.12.00: IEEE Standard General Requirements for Liquid- Immersed Distribution, Power and
Regulating Transformers.

b. C57.12.10: IEEE Standard Requirements for Liquid-Immersed Power Transformers.

c. C57.12.20: IEEE Standard for Overhead-type Distribution Transformers, 500 KVA

and Smaller: High Voltage, 34,500 Volts and Below: Low Voltage, 7970/13,S00Y Volts and Below.

d. C57.12.35: IEEE Standard Bar Coding for Distribution Transformers and Step-Voltage
Regulators.

e. C57.12.90: IEEE Standard Test Code for Liquid-Immersed Distribution, Power, and Regulating
Transformers and IEEE Guide for Short-Circuit Testing of Distribution and Power Transformers.

f. C57.91: IEEE Guide for Loading Mineral-Oil-Immersed Transformers and Step-Voltage


Regulators.

g. NEMA TRl: Transformers, Regulators and Reactors. ANSI Z535: Sign Standards for Utility
Installations.

1.3 Also, the transformers shall comply, but shall not be limited to, with the latest revision of
applicable codes, standards, and other regulations such as ASTM, NEMA, IEE, NEC, EQB, EPA, DOT,
AWS, etc.

1.4 Products shall be evaluated and approved. If offered product has not been approved drawings must
be submitted with all details of the equipment and electrical testing of the prototype to be
evaluated.

2 Special Requirements
2.1 Samples shall be furnished as requested. Vendors will not have to furnish

samples of materials previously approved.

2.2 Prior to any changes to the Supplier's approved designs, the Distribution Materials Section shall be
notified in writing for approval. For changes to quality routines, inspection procedures, or
processes, formal notification shall be given to the Distribution Materials Section for review. Any
changes made shall be documented by written communication as to how they will enhance the
quality of the product or maintain its present quality level.

2.3 Supplier shall submit two (2) quotes, one for the converter with the bushings located at the sides
and other for the converter with bushings located at the top. See Section 17.3 for High Voltage
Bushings and 18.4 for Low Voltage Bushings.

3 Markings
3.1 Transformers shall be marked on the side with the point of delivery and purchase order number
using a removable label.

4 Packing
4.1 Number of pieces per package: One (1) unit.

4.2 Each unit shall be banded to a two-way entry, disposable pallet of the manufacturer's
own design. The pallet shall be of such dimensions as to provide a minimum of 1" (2.54
cm) clearance at the transformer's \Nidest outside measurements, on all four sides. It
shall provide a minimum of 2-1/2" (6.35 cm) of fork under clearance.

4.3 The transformer shall be banded to the pallet, using non-metallic banding, to prevent rust
and shifting of the unit during transit, while allowing the unit to be handled by sling or
fork truck without removing the banding.

4.4 The use of metallic banding shall be allowed ONLY if such banding is protected in the places in which
the band is in direct contact with the transformer tank.

4.5 The banding method to be used shall be submitted for approval.


4.6 Transformer shall be shipped completely assemble except for items of equipment which must be
removed to meet transportation clearances or for protection from damage. At the time of
shipment, the supplier shall promptly inform the purchaser concerning the accessories which were
removed for this purpose. These items shall be in the same shipment with the transformer and
when the order covers more than one transformer, the unmounted equipment/accessories shall
be boxed separately for each transformer and marked accordingly.
4.7 Supplier shall provide one instruction book for first transformer of each size-voltage combination
furnished along with one set of reduced drawings.

5 Description
5.1 The transformer shall be a 60 Hertz oil immersed distribution transformer with an average

winding rise of 65°C (149°F). The transformer shall consist of tank, core, bushings,

insulating oil, tap changer, etc.

5.2 The transformer shall be designed in accordance with this specification and shall have one

of the following kVA ratings:


a. 1500 kVA

b. 2000 kVA

c. 3000 kVA

5.3 All kVA ratings are continuous and shall be based on not exceeding either a 65°C (149°F)
average winding temperature rise of an 80°C (176°F) hot spot temperature rise. The right to specify
units with different capacities in kVA is reserved.

5.4 Voltage Ratings and Connections

a. The primary voltage and the basic insulation level (BIL) per IEEE C57.12.10 shall be in

accordance with the following:

5.5 Transformers shall be supplied with a high power factor and low core and winding losses.

Note that the winding losses specified are corrected to 85°C (176°F).

6 Tests

6.1 Samples of typical routine and design tests for the units shall be submitted together with the
drawings for approval . A written certification shall be submitted stating that all tests have been
performed according to the latest codes, standards, and regulations in order to provide a product
of quality. In addition, the brand, and models of the equipment to be used for those tests must be
submitted.

6.2 Routine tests that SHALL be performed on EACH UNIT are the following:

a. Temperature the tests are performed to.

c. Polarity
d. Phase relationship
e. Core losses (no-load losses)
f. Excitation current
g. Winding losses (load losses)
h. Leaks
i. Impedance
j. Applied potential
k. Induced potential
l. Impulse tests
m. Insulation power factor
n. Low frequency
o. Winding & core insulation resistance

6.3 Typical design tests data include the following:


a. Lightning impulse
b. Temperature rise
c. Over excitation
d. Radio interference
e. Oil tests
f. Noise tests as per NEMA standard, latest revision
g. Tank withstand pressure
h. Temperature at which the tests are performed.

6.4 Any exceptions to the tests mentioned in 6.2 and 6.3 shall be specified. The
exceptions shall have to be submitted to our consideration together with the drawings
for approval.

6.5 The tests mentioned at 6.2 shall be performed on the fully assembled unit at manufacturer's
location. TESTS SHALL BE PERFORMED IN THE UNITS WITH ALL ITS ACCESSORIES AND PARTS
INSTALLED.
6.6 If requested, the buyer or his representative shall be given free access to the manufacturing
facilities to inspect and report on work in all phases of design, manufacture, examination, and
testing.

6.7 Routine tests: The contractor, project owner or person in charge of the project shall be responsible
to provide the results of the tests mentioned in 6.2 above by an ORIGINAL document CERTIFIED by
the manufacturer of the transformers. Routine tests shall be done for each of the units installed in
the project.

6.8 Design tests: The contractor or person in charge shall submit design tests mentioned in 6.3
CERTIFIED by the manufacturer of the transformers, if requested.
6.9 These documents shall be submitted BEFORE the delivery of the transformer and shall be part of
the file.

7 Painting
7.1 Tank and covers shall be protected against environmental conditions and corrosion by

means of an adequate process of painting.

7.2 All steel surfaces to be painted shall receive a Phosphatize Treatment or equivalent prior to

application of paint. External and internal surfaces shall be coated with, at least, one coat
of corrosion resisting paint. Internal detail parts may have metallic plating or equivalent in

lieu of paint finish.

7.3 Paint shall be suitable for tropical climate conditions as per ANSI C57.12.28 and ANSI

C57.12.29. The paint shall have a great retention of brightness and color in surfaces like

aluminum and ferrous and non-ferrous materials. It shall be resistant, during long terms,
to ultraviolet rays, humidity, corrosion due to acids, salts, organic solvents, gases, and

others. It shall comply with federal regulations on temperature and environment.

7.4 Paint shall be light gray No. 70, Munsell Notation 5 BG 7.0/0.4, as per ANSI C57.12.28. The

entire unit, including the interior surfaces, shall be painted of this color.

8 Nameplate
8.1 The nameplate shall be mounted in such a manner that there are no sharp edges exposed.

The material (aluminum or copper) used in each winding, date of manufactured, total weight,
among all the other information as per ANSI C57.12.10 requirements, shall be shown on the
nameplate.
8.2 Nameplate A, as per ANSI (57.12.00.5.12, shall be used for transformers described in this

specification.

8.3 The information on the nameplate shall be engraved or stamped. Any of these two

processes shall assure legibility for the life of the transformer.

8.4 The nameplate shall be made of a corrosion resistant material.

8.5 Manufacturer's part number, if any, shall be on or adjacent to the nameplate. This

number shall be a permanent marking and not a painted stencil. Numbers shall not be less

than 5/32" (4 mm) high.

8.6 The nameplates shall include the true date of manufactured, month-year (example: 03- 88).

No codes will be acceptable.


8.7 The Supplier shall provide one record nameplate for each transformer shipped.

9 Welding
9.1 Welds to be used shall be in accordance with the material that will be welded and as per

American Welding Society (AWS) 1.1 or latest revision.


9.2 All welds at the exterior of the tank shall be continuous. It shall include the welding ON ALL

SIDES of lifting lugs, mounting brackets, grounding provisions, etc., in order to prevent

accumulation of humidity. Therefore, spot, tack, or skip welds are not acceptable for

attaching hinges, brackets, grounding busses, mounting studs, etc.

9.3 The parts on cover mounted can be screwed.

10 Core and Coil Windings


10.1 Core:
a. The core shall be made from high quality grain-oriented silicon steel with flat, rolled,
and low loss permeability laminations.

b. The core shall be made free of buckles and wave surface defects.
10.2 Windings:
a. The windings shall be non-telescoping with high and low-tension coils assembly forming
an integral unit.
b. Winding Polarization Index shall be 2.0 or more as per ANSI (57.125-2015

c. Specify the material of the primary and secondary windings in the offer.
10.3 Noise: The design and construction of the transformer shall be such that the noise from the
energized transformer and its accessories will be low as possible. When a low noise level
transformer is specified, the sound level shall not exceed 55 dBA in accordance with ANSI

C57.12.90.

11 Tap Changer

11.1 The tap changer shall be of the no-load rotating type with an externally operated handle

designed for de-energized operation.


11.2 The tap changer shall be located under oil level with five (5) taps, including primary

voltage, each of two and a half percent (2.5%) of rated primary voltage. The following

table lists the tap range according to ANSI C57.12.10:

11.3 The tap changer shall have stops at each position to set desired voltage.

11.4 A label shall be placed below the tap changer indicating that the transformer must be de-
energized prior to the operation of the tap changer.

11.5 The tap changer shall be located in a place not exposed to possible damage due to the
handling of the transformer.

12 Insulating Oil

12.1 Each transformer shall be furnished with its tank filled with oil with a Polychlorinated Biphenyl (PCB)
concentration of less than 1 PPM (NON-PCB). The nameplate shall indicate this compliance.

12.2 A label shall be affixed at the upper right corner of the transformer indicating that the unit is a NON-
PCB transformer. This label shall be of the same size as the "Peligro - Alto Voltaje" label (see Table
on Section 15.5).

12.3 The label shall have the same duration of the transformer under normal operating conditions.
12.4 The insulating oil shall comply with ANSI/ASTM 03487, ANSI/IEEE C57.91 and our requirements. In
addition, the insulating oil shall comply with the following requirements:

a. 30 kV minimum breakdown voltage


b. Neutralization number of 0.25

c. Viscosity:

1. 81.25 centistokes at 25°C(77°F) as per ASTM 0445-86

2. 15.00 centistokes at 100°C(212°F) as per ASTM 0445-86

12.5 The following shall be submitted :

a. Certificate stating that the transformers to be supplied will have a concentration of less than 1
PPM of PCB.

b. Material Safety Data Sheet of the oil.

13 Pressure Relief Valve

13.1 The body of the pressure relief valve shall be an internal fault detector type equal or
approved equal to IFD Corporation and in accordance with IEEE/ANSI C57.12.20. It shall be
made of bronze or stainless steel.
13.2 Venting on rising pressure shall occur between eight (8) and twelve (12) psi.
13.3 Resealing on falling pressure shall occur between five (5) and eight (8) psi.

13.4 The valve shall have provisions for manual venting with the use of a live line hook stick.
13.5 The valve shall be threaded into a smaller boss welded to the tank above the 140°C (284°F)
top oil level.
13.6 The release valve shall be situated on the side of the tank so that such release will be in a
safe direction.

13.7 The relief valve shall allow the pressure inside the tank to be released but no air admitted
when the unit is cool or lightly loaded.

14 Insulation

14.1 The insulation shall be made with, at least, Class 105 insulation system as per ANSI C57.12.10.
14.2 The insulation tests shall be as per ANSI C57.12.10. Minimum requirements for production line
impulse testing shall be conducted at the highest voltage tap.

14.3 The insulation power factor shall be as per ANSI C57.12.90.10.9 (60 Hz).

14.4 Technical information on the insulation shall be submitted while providing the quote.

15 Additional Labels
15.1 All labels shall be made of Thermal Transfer Polyester.

15.2 The transformer shall have the following labels:

a. A label in Spanish indicating "Peligro - Alto Voltaje". This is descriptive information. The
information regarding this label shall be as specified by the regulatory agencies (ANSI, IEEE, etc.)
b. This label shall be placed on the center of the cover for the high voltage bushing's cabinet. It shall
be of the same size as the NON-PCB label (see Table on Section 15.5). Sizing shall be in accordance
with ANSI Z535 Sign Standards for Utility Installations.

c. A label indicating the kVA rating of the transformer shall be placed on the center of the
transformer, leaving 6" (15.24 cm) of height between the upper parts.

d. The kVA label shall have a minimum dimension of 3" (7.62 cm) width by three 3" (7.62 cm) height
and a maximum dimension of 4" (10.16 cm) width by 4" (10.16 cm) height.

15.3 Each one of the numbers for any of the labels mentioned above shall have a minimum width
of 0.75" (1.9 cm) and a maximum of 1" (2.54 cm). The height of the numbers shall be two
2" (5.08 cm).

15.4 All labels shall be provided by factory. Any other label not included in this specification and
necessary in order to comply with the regulatory agencies (ANSI, IEEE, etc.) requirements, shall be
provided by factory.

15.5 The following table summarizes the dimensions of the required labels:

16 Tanks

16.1 The tank shall be made of stainless steel 304 gauge 14 in a rectangular shape.
16.2 Tanks characteristics:

a. The transformer shall be suitable for outdoor use.

b. Tamper-resistant construction must be used throughout. The transformer shall have no exposed
screws, bolts, or other fastening devices, which are externally removable. There shall be no
openings through which foreign objects such as sticks, rods, or wires might be inserted to contact
live parts. If a handhole is used, a false cover shall be provided.

c. Rectangular shape and weatherproof.

d. Suitable for mounting on flat surfaces.

e. Fitted with lifting lugs and ground provisions permanently affixed. Grounding facilities shall
consist of a tin-plated copper connector suitable for 2/0 AWG conductor welded to the tank.

f. Stainless steel alloy ground pads shall be welded to the tank. The ground pads shall be located on
the primary and secondary sides. The primary ground pad shall be located in the lower right-hand
corner of the tank.

g. Constructed in accordance with the latest revisions of ANSI C57.12.10.

h. Shall have an internal mark indicating the proper oil level per Section 7.2.3 of ANSI (57.12.20.

i. No wood materials shall be used inside the tank.

j. An oil draining plug shall be provided near the center of the tank. This plug shall be located in an
area clear of grounding pads, bushings, etc., to allow access for removal.
k. Transformer's designs which minimize pocket and crevices where corrosion may occur, shall be
preferred.

I. All external hardware such as transformer's corners, lifting lugs, and jacking facilities, among
others, shall be provided in such a manner that there are no sharp edges exposed.

17 High Voltage Bushings and Terminals


17.1 Three class 5 primary porcelain bushings in light gray No. 70, Munsell Notation 5 BG 7.0/0.4.

17.2 Bushings shall be provided with 4-hole spade type terminals in accordance with ANSI (57.12.20.

17.3 There shall be two (2) options for the location of the Bushings:
a. At the Sides: Bushings shall be located at the left side of the transformer in an air terminal
chamber (bottom entry). That chamber shall be weather resistant and constructed with the same
material as the tank. Shall include lift-off panel with two handles. Approximate measurements of
the chamber shall be 34" (83.4 cm) tall, 38.3" (97.3 cm) wide, and 18" (45.7 cm) deep.

b. At the Top: Bushings shall be located at the top of transformer.

17.4 External terminal designations and vector relationship shall be in accordance with IEEE/ANSI
C57.12.10 and shall also be stenciled on the tank.

18 Low Voltage Bushings and Terminals


18.1 Four class 5 secondary porcelain bushings in light gray No. 70, Munsell Notation 5 BG 7.0/0.4.

18.2 Shall include H0X0 neutral bushing with terminals for ground connection. The neutral of wye
connected windings shall be ungrounded inside the transformer tank and shall be brought outside
through a bushing for external grounding. The neutral bushing shall be of the same rating of the
line bushings furnished for the same winding.
18.3 Bushings shall be provided with 4-hole spade type terminals in accordance with ANSI (57.12.20.
18.4 There shall be two (2) options for the location of the Bushings:

a. At the Sides: Bushings shall be located at the right side of the transformer in an air terminal
chamber (bottom entry). That chamber shall be weather resistant and constructed with the
same material as the tank. Shall include lift-off panel with two handles. Approximate
measurements of the chamber shall be 34" (83.4 cm) tall, 38.3" (97.3 cm) wide, and 18" (45.7
cm) deep.

b. At the Top: Bushings shall be located at the top of transformer.

18.5 External terminal designations and vector relationship shall be in accordance with IEEE/ANSI
C57.12.10 and shall also be stenciled on the tank.

19 Installation and Mounting

19.1 The transformers shall be compatible with mounting type H and include all required mounting
equipment.

20 Accessories
20.1 Transformers shall be provided with the following accessories:
a. Temperature gauge

b. Liquid level gauge

c. One inch (1" (2.54 cm)) stainless steel fill valve

d. Drain valve

e. Dial type thermometer

f. Pressure vacuum gauge

g. Gas filling and sampling valve (may be incorporated into the pressure vacuum bleeder device
if furnished).

21 Impedance

21.1 Transformers shall be supplied with impedance between 1.2% and 5.75%. The tolerances

shall be as described in ANSI C57.12.26.5.2 and ANCI C57.12.00.9.2.

21.2 Transformers shall meet the short circuit requirements as specified in IEEE/ANSI (57.12.00.

22 Weight
22.1 The maximum weight shall not exceed 20,000 lbs. (9,072 kg).

23 Contractor, project owner or person in charge's Proposal


23.1 The following information shall be included with the contractor, project owner or person in charge's
proposal.

a. The guaranteed values of no-load and load (winding) losses. No-load losses shall be submitted
at test temperature. The value for load losses shall be submitted at test temperature and corrected
to 8S°C (185°F).

b. Temperature the tests are made to.


c. The percent exciting current at rated voltage and frequency.
d. The percent impedance at rated current and frequency.

e. The maximum and average sound level.

f. Maximum oil temperature rise over ambient.

g. Outline drawings showing overall dimensions of each transformer and location of major
accessories and weights.

24 Warranty
24.1 The Supplier shall guarantee for a period of twenty (24) months after delivery or twelve (12)
months from installation that the equipment supplied are free from defects in material and
workmanship.
24.2 If, during the warranty period, the unit or its components are proving to be defective, the Supplier
shall replace or repair such unit at no cost to the buyer.
24.3 The guarantee period mentioned in 24.1 shall begin at the moment in which the project is
energized. The Supplier shall be responsible to comply with this guarantee clause. Any expenses
due to the malfunction of the equipment during the guarantee period shall be invoiced to the
contractor, project owner, or person in charge of the project.

25 Inspection
25.1 The acceptance of any material or equipment shall in no way relieve the vendor from his
responsibility to meet all the requirements of this specification and it shall not prevent subsequent
rejection if such material is found later to be defective.

25.2 The Supplier shall perform a complete visual inspection of each transformer to assure transformer
meets the specification requirements prior to shipping.
