Introduction:Thepurposeofthishandbookistoprovidebackgroundinformation
andguidelinesregardingKISACDUALMEETswimmingcompetitions.ForInvitational
Meets,pleaserefertotheKISACInvitationalMeetpacket.
Thishandbookhasbeenpreparedforthe20132014swimmingseasonasacollection
ofvariedmaterialscreatedtoassistswimmers,officials,parentsandcoaches.Ifyou
haveanysuggestionsforitemsthatcouldbeincludedinfutureeditionsofthis

AdmissiontoSwimmingComplex:Allparticipantswillbeadmittedontothepooldeck
20minutespriortowarm---upswiththeircoach.Allspectatorsmustremainintheir
designatedareasandarenotallowedonthepooldeck,unlesstheyarehelpingwiththe
runningoftheswimmeet.
RecordingDevicesandMediaNotice:Theuseofaudio---visualrecordingdevices,
includingcellphones,arenotpermittedinthelockerrooms,changingroomsor
restrooms.Thismeetmaybecoveredbymedia,includingphotographs,video,web
castingandotherformsofobtainingimagesofathletesparticipatinginthemeet.Entry
intothemeetisacknowledgementandconsenttothisfact.
Swimwear:OnlyswimsuitscomplyingwithFINAswimsuitspecificationsmaybeworn.
DualMeetPreparation:Atleastonedayinadvancecoachesshoulddiscussmeet
proceduresandassignmentsforthedualmeet.
Coachesshouldsecure3scorerstoworkthecomputer.Scoringvolunteersshouldwork
asateamtoassistinenteringdataintotheMeetManagerprogramandinscoringthe
meet.Thecomputeroperatorandreadershouldinputalldata.Theverifiersshould
doublecheckentereddataandresolveproblemsastheyarise,allowingthemeetto
proceedmoreeffectively.Thepressureatthescoringdeskisreducedwith2
independentscoringoperations.
CoachingInformation:Thecoachisthesoleschoolrepresentativeandassuchis
responsiblefortheentireactivityofapracticeorameet.Coachesmustmonitorthe
conductoftheirstudentathletesandspectatorsbefore,duringandaftertheactivity.
Coachesarealsoresponsibleforseeingthatthemeetsandpracticesrunsmoothly,start
andendontime.Coachescanrelyonfaculty/parentsupporttohelpaccomplishmany
tasks,butthecoachisincharge.Coachesareresponsibleforthesafetyofallswimmers.
Coachesshouldpresentpropertechniquesofracingstartsbeforeallowingteam
memberstoparticipateincompetitions.
Warm-UpProcedures:HomeTeamwillbeassignedlanes1-2-3.Awayteamlanes
4-5-6.
Duringgeneralwarm---ups,makesurethatswimmersenterthewaterfeetfirstfrom
thestarting(deep)endonlyandeaseintothewater.SwimmersshouldNOTbeentering
fromtheoppositeendorsidesofthepoolduringwarm-ups.ABSOLUTELYNODIVING!
Duringthelast15minutesofwarm-up,lanes1and6willbedesignatedasdivelanes
andonlyunderthesupervisionofthecoaches.Swimmersmustswimfromdeepto
shallowindivelanesandreturnindesignatedadjacentlane.
Warmupswillend15minutespriortothestartofthemeet.Atthistimescorersand
officialsshouldtaketheirassignedplaces.
Yourroleistohelpmaintainasafeenvironment.Please,PayAttention!
Competitions:HostschoolsshallappointaMeetDirector.The meetdirectoris
responsibleforrunningandcoordinatingthemeet.
MeetDirector:Willbeinchargeoftheadministrationofthemeet.Anyquestion
regardingtheconductofthemeetshouldbedirectedtothereferee.
MeetMarshal:Themarshalshallhavefullauthoritytowarnorordertoceaseand
desist,and,withtheconcurrenceoftheReferee,toremove,orhaveremovedfromthe
swimmingvenueanyonebehavinginanunsafemannerorusingprofaneorabusive
language,orwhoseactionsaredisruptingtheorderlyconductofthemeet.
MaterialsandEquipment:Thefollowinglistisofmaterialsneededtoproperly
conductadualmeet.Thelistreflectstherecommendedminimum.Theitemsthatare
specifiedpoolwillbesuppliedbytheChadwickAquaticsfacility.Coachesshouldnot
expecttoreceiveanyothermaterialsfromthepools.

DualMeetProcedures:Allswimmers,officialsandcoachesmustarriveatthepoolat
least45minutesbeforethemeetistobegin.Coachesshouldmonitorthearrivaloftheir
swimmers,identifyteamlocationandreviewtheireventsbeforeturninginentries.
Theawayteammustprovidethehostteamtheirrosterandentries30minutespriorto
thestartofthemeet.Nochangesmaybemadetoentriesbyeitherteamaftertheyhave
beensubmitted.
Rules:UnlessotherwiseindicatedintheKISAChandbook,teamsandmeetreferees
shouldfollowthecurrentFINAswimmingrules.
Maximumnumberofeventsinwhichaswimmeriseligibletoparticipate:
Swimmersareallowedtocompeteinamaximumof2individualeventsand1relayor2
relaysand1individualevent.
TimeCards:theremustbe3timerswithdigitalwatchesineachlane.Priortoeach
event,coacheswillfillouttimecards,whicharesuppliedbythemeetdirector.Each
teamwillsimultaneouslygivethesecardstothetimers.Oncethatcardisturnedin,that
entryisofficial.Theswimmerswillreportdirectlytothelaneassignedonthecard.The
hometeamwillswimintheoddnumberedlanes,thevisitorsinevennumberedlanes.
Aftertheeventisrun,thetimeswillbenotedoneachcardbytheHeadTimer,withthe
officialmediantimecircled.ThecardswillbecollectedbytheReferee.TheReferee
willarrangethecardsinorderoffinishplacement,andgivethemtothescorers.A
disqualificationmustbereportedbytheReferee,whowillenteritonthesamecardand
readjusttheplacementforeveryoneintheeventifnecessary.
Results:Acopyoftheresults,thebackupoftheMeetManagerdatabasewithfinalscores
willbesenttotheparticipatingschoolsonedayafterthemeet.
Seeding:Swimmersshallbeseededbytimeinthefollowingmanner:
Timings:TheRefereewilldeterminetheorderoffinishforallevents.Threestop
watcheswillbeusedineachlanewiththemiddletimebeingconsideredtheofficial
time.
Scoring:
IndividualEvents:
Relays:Only2of3possiblerelayteamsfromaschoolmayscoreinadualmeet.

Protests:Protestshouldbemadeinwritingbythecoachinchargeoftheschool/sbeing
affectedatanincidentwithin30minutesoftheannouncementoftheresultofthatevent
concerned.Noprotestwillbeacceptedfromstudentorspectator.
Protestsagainstthejudgmentdecisionsofstarters,stroke,turn,place,andrelaytake
offjudgescanonlybeconsideredbytheRefereeandtheRefereesdecisionshallbe
final.
AllprotestsconcerningthemanagementofthemeetshouldbemadetotheMeet
Director.ThedecisionoftheMeetDirectorshallbefinal.
Theofficialresultsofanyprotestedraceshallnotbeannounced,theaffectedawards
shallnotbegiven,andpointsscoredshallnotbeallocateduntiltheprotestisresolvedor
iswithdrawninwriting.

MeetAnnouncer:
Theannouncerisaveryimportantofficial.ThroughclosecoordinationwiththeReferee
andMeetDirector,andtheuseofapublicaddresssystem,theannouncercontrolsthe
overalltempoofthemeet.Thisrequirestheannouncerbeconstantlyalertand
adaptabletomeetconditionstoensurethattheattentionandinterestofofficials,
competitorsandspectatorsaremaintainedatalltimes.Unnecessaryannouncements
interruptanddecreasetheoveralltempoofthemeet.Fewer,timelyannouncementsare
farmoreeffectiveandcontributegreatlytomeetsuccess.
Guidelines:
1) Arriveearlytotestsoundsystemandensureproperoperation.
2) CheckwiththeRefereeandMeetDirectorformeettimetble,etc.,andforany
specialinstructionsregardingannouncements.
3) Completeallinformationontheannouncementsheetbeforethemeet.
4) Announcethestartandendofthewarmupsession.Calofficialsandscorersto
theirstations.
5) Makeopeningcomments.Welcomeeveryonetothesiteandannouncenamesof
schoolsparticipating.Announcelaneassignments.Andthattheirwillbe22
eventsforVarsityandJr.Varsityalternatinggirlsthenboys.
6) Remindeveryonetoremainquietforthestarts.
7) Announcethescoresafterscoreshavebeenaddedduringtheschedule10minute
breaks.
8) Coordinateallannouncementssotheydonotinterferewiththestartingofaheat
orinterruptthemeet.
9) Beforethestartofeachevent,announcetheevent.
10) Neartheendofthemeetremindtimerstoreturnwatchesandclipboardto
thescorerstable.Thankeveryoneforattendingthemeet.
11) Dontaddtothehighnoiselevelbymakingunnecessaryannouncementsor
needlessdescriptions.Doeverythingpossibletokeepthemeetmovingand
interestingtospectators.
Timers:
Firstandforemost,timingisfun.Youhavethebestseatsinthehouse.Yougettoseethe
startsandfinishesup-closeandpersonal.Youfeeltheenergy,andoccasional
nervousness,oftheswimmersfirsthand.Andnothingbeatstheexcitementofteam
matesasaswimmerturnsforhomeonthefinallegofarelay.
Timingisalsoaveryimportantjobtosupportalltheswimmers.Swimmingisa
somewhatuniquesportinthatwinningracesisgreat,butmostoftenitistheswimmers
timesthatdeterminehowfartheygointheirsport.
HeadTimer:isthepersonsittingonthecornerofthedecknearthestarterwithallthe
extrastopwatches.Ifyoumissastartwithyourwatch,hehasanextraforyou.
(Remember,only2perheatsoitisimportanttogeteachstart.)
Thetimingsystemofasanctionedmeethas4primarycomponents,3ofwhichare
operatedbytheTimers.
1.Touchpads.Whenavailable.thesearetheautomatictimingdeviceslocatedonthe
wallunderthestartingblocksineachlane.Wheneverythingworkscorrectly,asit
usuallydoes,theofficialtimewillautomaticallybeginwhenthestartershorngoesoff
andendautomaticallystopwhentheswimmertouchesthepadattheendoftheirrace.
Astimeryouhavenothingtodowiththetouchpads.Whenthisoperatescorrectly,the
TouchPadsaretheprimarytimingdevice.8.Pickles.Thesearetheblackpush-buttons
onwiresthatyouwillfindineachlane.Undernormalcircumstancesyouwillfind2
picklesineachlane.Attheendofeachrace,twoofthethreetimerspressthebuttonon
thepickleatthemomenttheswimmertouchesthewall.Thisisthefirstback-upshould
thetouchpadsfail.
3.Stopwatch.Youwillnormallyfindthreestopwatchineachlane.
Youstartthestopwatchonthestrobeflash,locatedonthetopofthestartinghorn,atthe
beginningofeachheat(individualrace).Ifnostrobeisavailablestartwiththesoundof
thehorn.Youstopthewatchatthemomenttheswimmertouchesthewallwithanypart
oftheirbody,atthefinishoftheirrace.Whenalanehasall3timers,(2)twomay
operatethepicklesand(1)oneshouldoperatethestopwatch.Oncethestopwatchhas
beenstoppedthestopwatchoperatormustgivethetimeonthewatchtothetimerthat
isrecordingthetimeofeachheat.Donotclearthewatchforthestartofthenextheat
untilyouarecertainthatthetimeortheperviousheathasbeenrecorded.The
stopwatchistheback-upfortheback-up.(Asageneralruleyoushouldnotclearyour
stopwatchuntiltheswimmersarecalledtotheblockforthenextheat.)
4.Clipboardsandpaperwork.Thiswillbetheresponsibilityofoneofthetimersineach
lane.Whomevertakescareoftheclipboardforthelanehasthreeresponsibilities:1)
CollecttheLaneAssignmentSheets,RelayCards,orSwimmerCardsatthestartofthe
eventorbeforetheswimmergoestotheblocksforthestartoftheirrace;2)Recordthe
stopwatchtime,normallyinpencil,onthesheetorcardnexttotheswimmer,orrelays,
name,fortheeventthathasjustbeencompleted;3)
Returnthecompletedsheetorcardtorefereeaftereachrace.
Thereare3commonlyusedsystemsofgettingthepaperwork,sheetsorcards,tothe
timerstoassuretherightswimmerisinthecorrectlaneandthetimershavethecorrect
paperworktorecordthestopwatchtimesforeachheat.Oftentimerswillnotknow
whichsystem,1or2,willbeuseduntilthestartofthemeet.Relayswillalmostalways
useRelaycards.
System1-LaneAssignmentSheets-PriortothestartofeacheventarunnerfromAdmin
willdeliveroneLaneAssignmentSheetforeachevent,toeachlane(i.e.Mens100yard
Butterfly,Lane6).
Swimmersforallheatsofthatevent,assignedtothatlane,willbelistedonthatsheet.
Thereshouldbeonlyonesheetperlane,perevent.(Besuretocheckthatthedelivered
sheetisforyourlane.Lettherunneroranofficialknowifyoudonothavethecorrect
sheetforyourlanebeforetheeventstarts.)Stopwatchtimesarerecordednexttothe
nameofeachswimmerthatswimsinthatlane.Attheendofeachevent(afterallheats
havebeenswum)arunnerfromAdminwillcollectthecompleted
LaneAssignmentSheetsfortheevent.ThetimerswillthenmoveontotheLane
Assignmentsheetforthenextevent.Hint:Tohelpmovethemeetalongsmoothly,the
timerwiththeLaneAssignmentSheetshouldtrytocalltheswimmerforthenextheatto
theblocksmidwaythroughthepriorheatwheneverpossible.
System2-(Individual)SwimmerCards-PriortothestartofeachHeat,theswimmer
swimminginthatlane,forthatevent,forthatheat,willdelivertheircardtothetimers.
(i.e.:ThecardisforStevenBrown,heisintheMens100Freestyle,Heat3,Lane4.)Each
swimmerscardwilllistalltheindividualeventsheisswimmingduringthatmeet.(Be
suretocheckthatthecardisforyourlane,forthatevent,andthatheat.Lettheswimmer
oranofficialknowifyoudonothavethecorrectcardforyourlane.)Stopwatchtimes
arerecordednexttotheeventthattheswimmerswimsinthatheat.Followingtheend
ofthatheattheswimmerwillcollecttheircardwiththestopwatchtimeswrittenonit.
Theswimmerisresponsibleforbringingtheircardtothetimersbeforeeachindividual
swimandreclaimingthemaftertheirswim.Theswimmerisalsoresponsiblefor
returningthemtotheircoachorAdminattheappropriatetime.Thetimerswillthen
moveontothenextSwimmerCardforthenextheat.
S9ystem3-RelayCards-PriortothestartofeachHeatofarelay,therelayteam
swimminginthatlaneforthateventandheat,willdeliveronerelaycardforthatspecific
relayteamtothetimersintheirlane.(i.e.ChadwickAWomens200-YardMedleyRelay,
Heat3,Lane3).(Besuretocheckthateachcardisforyourlane,forthateventandheat.
Lettheswimmersoranofficialknowifyoudonothavethecorrectcardsforyourlane.)
Thestopwatchtime(all4swimmerscombined)isrecordedontherelayteamcardfor
eachrelayteam.Followingtheendofeachrelayevent,arunnerfromAdminwillcollect
theRelayCardsforthateventandreturnthemtoAdmin.Thetimerswillthenmoveon
totheRelayCardsforthenextevent.
StaringSignals:
Thereare4or5signalsusebytheStartertostarteachrace.
ForFreestyle,Breaststroke,Butterfly,andFreestyleRelaysthereare4signals:
1.5shortwhistleblastsnextup/calltotheblocks
2.1longwhistleblaststepontheblocks
3.VerbalTakeyourmark

Miscellaneousnotesandthoughtsabouttimingswimmeets:
Timingisaveryimportantpartofrunningaswimmeet.Whileonealwayshopesthe
back-upsystemsareneverneeded,theyinvariablyareonlyneededwhenitisimportant
andsomeonehasjustswumapersonbest.Asageneralrule,timingaswimmeetisnota
dryendeavor.Thebestchoicesforclothingataswimmeetsincludes:jeans,shorts,
warm-ups,workoutcloths,sandals,sportshoes,flip-flops,oranythingthatwillnotbe
damagedbypoolwater.Ifitcangetwet,itwill.Planahead,dontworry,andhavefun.
Whetherpunchingapickle,orastopwatch,itisveryimportantyoustandattheedgeof
thepoollookingstraightdownthewalltoseetheswimmeractuallytouchthewallin
ordertogetanaccuratetime.Itisnotpossibletogetanaccuratetimewhilejumping
backfromthewallasaswimmerfinishes.
Itisnotpossibletoseeaswimmertouchingthewalllookingthroughastartingblock.
Pleasemakesureyousteparoundthestartingblockandlookstraightdownthewall.
Whenoperatingapickleorstopwatchitisbesttopushthebuttonswithyouindex
finger,notyourthumb.Yourindexfingerhasthefastestandmostconsistentreaction
timeofallyourdigits.
Whenoperatingastopwatch,alwaysstartandstopthewatchwiththesamefinger.
Thatwaynomatteryourreactiontime,ittendstobalanceout.
Whenstartingastopwatchatthebeginningofarace,alwaysstartitontheflashofthe
strobeonthetopofthestartinghorn.Startinglines,especiallyduringrelays,arenoisy
placesanditveryeasytomissorbelateonthehorn.
GeneralGuidelinesforPoolUse:
1. Coachesareresponsibleforknowingandenforcingallpoolruleswithteam
membersinthepoolareasaswellasinthelockerrooms.
2. Swimmersarenotpermittedinthewaterunlessthecoachisondeck.
3. Thepoolcannotberesponsibleforpropertyleftinlockers.
4. AccidentsmustbeimmediatelyreportedtotheMeetDirector.
5. Coachesareremindedtoinformswimmers,parents,spectatorsandofficialsthat
nofood,drinksorshoesareallowedondeck.
KISACChampions:
Theteamwiththemostcombinedpointsintheregularseasondualmeetsandpost
seasoninvitationalintheKISACchampions.Ifthereisatieinpointsforthewinner,
headtoheadcompetitionIsthetiebreaker.
Eachdualmeetvictoryreceives1point.
Eachdualmeettiereceivespoint.
HSSwimming:
KISACcompetitionswillfollowFINALawsregardingtheaboveareasofthesport.

FINARulesapplytobelowexplanationsofthestrokes:
FREESTYLE:Theswimmermayswimanystyle,exceptthatinindividualmedleyor
medleyrelayevents,freestylemeansanystyleotherthanbackstroke,breaststrokeor
butterfly.
Somepartoftheswimmermusttouchthewalluponcompletionofeachlengthandat
thefinish.
Somepartoftheswimmermustbreakthesurfaceofthewaterthroughouttherace,
exceptitshallbepermissiblefortheswimmertobecompletelysubmergedduringthe
turnandforadistanceofnotmorethan15metersafterthestartandeachturn.
BACKSTROKE:Atthesignalforstartingandafterturningtheswimmershallpushoff
andswimuponhis/herbackthroughouttheraceexceptwhenexecutingaturn.The
normalpositiononthebackcanincludearollmovementofthebodyupto,butnot
including90degreesfromhorizontal.Somepartoftheswimmermustbreakthesurface
ofthewaterthroughouttherace.Itispermissiblefortheswimmertobecompletely
submergedduringtheturn,atthefinishandforadistanceofnotmorethan15meters
afterthestartandeachturn.However,recentdevelopmentsandtrends,swimmersand
coacheshavedevelopedaFishAction(Flykickonaswimmersside!)samedistance
appliesandpassingthrough90!(Thiswouldbedeemedasswimmingontheirfrontand
thusnotbackstroke)Uponthefinishoftheracetheswimmermusttouchthewallwhile
ontheback.
BREASTSTROKE:Fromthebeginningofthefirstarmstrokeafterthestartandafter
eachturn,thebodyshallbekeptonthebreast.Itisnotpermittedtorollontothebackat
anytime.
Allmovementsofthearmsshallbesimultaneousandinthesamehorizontalplane
withoutalternatingmovement.Afterthestartandaftereachturn,theswimmermay
takeonearmstrokecompletelybacktothelegs.Theheadmustbreakthesurfaceofthe
waterbeforethehandsturninwardatthewidestpartofthesecondstroke.Asingle
downwarddolphinkickfollowedbyabreaststrokekickispermittedwhilewholly
submerged.Thefeetmustbeturnedoutwardsduringthepropulsivepartofthekick.A
scissors,flutterordownwardkickisnotpermittedexceptbreakingthesurfaceofthe
waterwiththefeetisallowedunlessfollowedbyadownwarddolphinkick.Ateachturn
andatthefinishoftherace,thetouchshallbemadewithbothhandssimultaneouslyat,
above,orbelowthewaterlevel.
BUTTERFLY:Fromthebeginningofthefirstarmstrokeafterthestartandeachturn,
thebodyshallbekeptonthebreast.Underwaterkickingonthesideisallowed.Itisnot
permittedtorollontothebackatanytime.Botharmsshallbebroughtforwardtogether
overthewaterandbroughtbackwardsimultaneouslythroughouttherace.Allupand
downmovementsofthelegsmustbesimultaneous.Thelegsorthefeetneedtobeonthe
samelevel,buttheyshallnotalternateinrelationtoeachother.Abreaststrokekickingis
notpermitted.Atthestartandturns,aswimmerispermittedoneormorelegkicksand
onearmpullunderthewater,whichmustbringhim/hertothesurface.Itshallbe
permissibleforaswimmertobecompletelysubmergedforadistanceofnotmorethan
15metersafterthestartandeachturn.
MEDLEYSWIMMING:
InIndividualMedleyevents,theswimmercoversthefourswimmingstylesinthe

THERACE:
Aswimmermustfinishtheraceinthesamelaneinwhichhe/shestarted.
Inallevents,aswimmerwhenturningshallmakephysicalcontactwiththeendofthe
poolorcourse.Theturnmustbemadefromthewall,anditisnotpermittedtotakea
strideorstepfromthebottomofthepool(Ifthehostpoolhasashallowend).
Pullingonthelaneropeisnotallowed.
Obstructinganotherswimmerbyswimmingacrossanotherlaneorotherwise
interferingshalldisqualifytheoffender.
Thereshallbefourswimmersoneachrelayteam.
Inrelayevents,theteamofaswimmerwhosefeetlosetouchwiththestartingplatform
beforetheprecedingteam-matetouchesthewallshallbedisqualified.
Anyrelayteamshallbedisqualifiedfromaraceifateammember,otherthanthe
swimmerdesignatedtoswimthatlength,entersthewaterwhentheraceisbeing
conducted,beforeallswimmersofallteamshavefinishedtherace.
Themembersofarelayteamandtheirorderofcompetingmustbenominatedbefore
therace.Anyrelayteammembermaycompeteinaraceonlyonce.
Anyswimmerhavingfinishedhis/herrace,orhis/herdistanceinarelayevent,must
leavethepoolassoonaspossiblewithoutobstructingandotherswimmerwhohasnot
yetfinishedhis/herrace.
