Following the failures of peace keeping missions in Somalia in 1993, in Rwanda in 1994 and in Bosnia,
a fundamental review becomes compulsory. How can those missions be made more efficient? How can
the International Community fulfills its responsibility to protect? Lakhdar Brahimi who was the
Minister of Foreign Affairs of Algeria from 1993 to 1997, chaired the UN Panel on Peace Operations
which produced the famous report that now bears his name and which has defined UN current approach
to peace keeping. He is also a key witness of our times, having served the UN in numerous trouble
areas, notably in Haiti, in Congo, in Liberia, and more recently, in Afghanistan (2002-2004) and in
Irak. Having the possibility to listen to him is a privilege. His conference will take the form of a
dialogue with Jean-François Lépine, journalist from Radio-Canada.
