We are writing to memorialize our understanding with respect to the
declassification of an item from the Presidential Daily Brief for
John F. Lehman December 4, 1998 for use by the Commission in its forthcoming public
report.

James R. Thompson The Commission agrees that it will treat this PDB item in the same manner
as it has the previously declassified item from the August 6, 2001 PDB.

Specifically, the Commission agrees that this declassification is not a
EXECUTIVE DIRECTOR precedent for the declassification of any other PDB item or with respect to
PDBs generally. We will not seek the declassification of any other PDB
item. And the Commission will not release publicly any portion of the
December 4, 1998 PDB item before the publication of its final report.
