No. 12130006 for a quantity of 25345 MT & D.O No. 12120005 for a quantity of 20000 MT, has been very poor. You have lifted only 3597.34 MT up to 19 Jun 2012 against the against D.O. No. 12130006 with an average rate of lifting @ 614.93 MT / day, which is not at all acceptable. You have to lift min @ 2000 MT daily, so that our linkage coal may be lifted within time. 29th May 2012 M/s SRT Anpara Sub: Poor lifting of coal from Khadia Mines of NCL Dear It has been noticed that youre lifting of coal from Khadia Mines against D.O. No. 1213003 for a quantity of 35,000 MT has been very poor. You have lifted only 10700.02 MT up to 28 May-12 with an average rate of lifting @ 594 MT / day, which is not at all acceptable. The balance quantity of 24299.98 MT as on date needs to be lifted till 11th June 12 (35 days). For that reason you are advised to speed up your rate of lifting and lift the balanced quantity of Khadia Mines on or before time, Otherwise the balance quantity, if any lifts after 35 days, a penalty @ Rs. 5 per MT will be levied and will be initiated as per terms and conditions of the Work Order No LANPL-Linkage Coal NCL-2011/005/A dated 8th Dec12.

Sub: Seeking explanation for theft Dear Sir, It has been noticed that your vehicle No UP64H-7509 engaged for transportation of coal from Bina Mines has been caught at LANPL Main Gate with some material (nuts, bolts) in a sack belonging to LANPL.Similar incident has happened in the past also. This shows lack of supervision from your end which is not all acceptable. Your are hereby advised to produce the driver caught in act along with the supervisor on duty to this office and to provide valid explanation as to why a penalty may not be imposed for such theft.

Sir, This is to bring to your kind notice that the Judgment of Allahabad High Court dt.11/11/2011 upholding the constitution validity of U P Transport of Timber and Other Forest Produce Rules, 1978 and directing Lanco Anpara to deposit transit fee at the rate of Rs 38/- per tonne of coal has been challenged by Lanco Anpara Power Ltd by way of Special Leave Petition in SLP No.981/2012 before Honble Supreme Court of India. The Honble Supreme Court of India, vide order dated 30/01/2012, was pleased pass stay order as under: Issue notice and tag with S.L.P. (C) Nos.32620-32623 of 2011. In the meantime, there will be stay of demand and recovery of transit fee on forest produce. In the light of stay order passed by Supreme Court the demand and recovery of transit fee on coal transportation is stayed. We therefore request you not to demand any transit fee or any arrears on the coal transported through Railway Rakes or through road transportation. Further, our Indian Railway rakes are delayed due to not providing line clearance on priority and Railways is pressing very hard for timely release of Rakes. Sub: Carrying forward the balance coal quantity of Dec12 &Jan12 in the month of Feb12 Dear Sir, In reference to the above cited subject vide which we had requested to allot more number of rakes from Jayant Mines of NCL in the month of Jan12 to lift the allocated quantity of 28000 MT of coal and to take care of the left over quantity of 2487.32 Mt for the month of Dec considering the avg. quantity in BOBRN rake to be 3645 MT unlike the avg. quantity of 4000MT considered by NCL for the allocation. We wish to state here that again a quantity of only 24769.26MT could be dispatched leaving a balance of 3230.74MT for the allocation in the month of Jan12 due to non allocation of more rakes. It therefore requested to allot more number of rakes in the month of Feb 12, to lift the balance quantity of Dec11&Jan12 i.e. 5718.06 MT and necessary step may please be taken in successive month to consider an avg. quantity of 3600-3650 MT/rake while allotting rakes. Sub: Waiver of demurrage charges Amounting Rs 71,800/- for the month of April12 Dear Sir, This is to bring to your kind notice that total 43 rakes unloaded in April, 2012 at LANPL siding out of which 22 rakes were unloaded within permissible free time and 21 rakes were under demurrage. Although we had applied all our sincere efforts to unload the rakes, but 21 rakes could not be unloaded within the free permissible time. We would like to highlight the following reasons for the same which were beyond our control. 1) LAKS siding is a new siding and is designed to unload BOBR-N rakes only but due to unavailability of sufficient BOBR-N, we opted for BOXN rakes so that generation is not hampered. Out of 43 Rakes received at LAKS, 22 were BOX-N rakes. 2) Big Size and lumpy coal were received in most of the coal rakes and unloading operation was hampered due to the same as rakes at LANPL siding are unloaded In the track hopper with a grizzly size of 240X240mm only and therefore most of the big size and lumpy coal got stuck in the grizzly and was manually broken my labours which consumed a lot of time. 3) Most of the coal Rakes unloaded at LANPL siding contained a lot of dust which hampered the unloading operation even though we have dust suppression system installed in the siding. Moreover due to coal dust the local public residing around the siding agitated for the same and further unloading process was delayed. Further continuous sprinkling of water to suppress the coal dust made the coal wet and stick which further made the unloading of coal very difficult. 4) Since the rakes at LANPL siding are unloaded at the track hopper which is designed to unload BOBR-N wagons and can accommodate only 18 wagons at a time unlike other sidings which either have wagons tippler arrangement or manual unloading arrangement of the entire rake at one go. Further it takes four placements to unload the entire rake which also includes shunting time. 5) Most of the coal rakes were received during night hours and due to poor visibility during these hours the unloading operation was hampered. 6) During the opening of the wagons of most of the rakes it was noticed that some windows were welded and we had make arrangement for the opening of these wagons which too was a time consuming operation. LANPL is a big customer for Railways with huge freight potential and will be helpful for increasing the revenues of E.C Railways. Further, LANPL is always supporting the Railways in traffic management by providing locos from Krishnashila to LAKS siding as and when required. In view of the above it is requested to arrange waiver off 100% demurrage charges on account of Lanco Anpara Power Ltd. Your kind cooperation in the matter will be solicited. Thanking You

LANPL is a big customer for Railways with huge freight potential and will be helpful for increasing the revenues of E.C Railways. Further, LANPL is always supporting the Railways in traffic management by providing locos from Krishnashila to LAKS siding as and when required. In view of the above it is requested to waive off 100% demurrage charges on account of Lanco Anpara Power Ltd. Your kind cooperation in the matter will be solicited. Sub: Waiver of demurrage charges Amounting Rs 1,44,400/- for the month of April12 Dear Sir, This is to bring to your kind notice that total 43 rakes unloaded in April, 2012 at LANPL siding out of which 22 rakes were unloaded within permissible free time and 21 rakes were under demurrage. Although we had applied all our sincere efforts to unload the rakes, but 21 rakes could not be unloaded within the free permissible time. We would like to highlight the following reasons for the same which were beyond our control: 1) LAKS siding is a new siding and is designed to unload BOBR-N rakes only but due to unavailability of sufficient BOBR-N, we opted for BOXN rakes so that generation is not hampered. Out of 43 Rakes received at LAKS, 22 were BOX-N rakes. 2) Big Size and lumpy coal were received in most of the coal rakes and unloading operation was hampered due to the same as rakes at LANPL siding are unloaded In the track hopper with a grizzly size of 240X240mm only and therefore most of the big size and lumpy coal got stuck in the grizzly and was manually broken my labours which consumed a lot of time. 3) Most of the coal Rakes unloaded at LANPL siding contained a lot of dust which hampered the unloading operation even though we have dust suppression system installed in the siding. Moreover due to coal dust the local public residing around the siding agitated for the same and further unloading process was delayed.
