1 Changes in RAN KPI Reference This describes the changes in RAN KPI Reference. 2 Accessibility Accessibility is the ability of a user to obtain the requested service from the system. RRC connection and RAB setup are the main procedures of accessibility. These items can be calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell counters that belong to the RNC. 3 Availability Availability KPIs mainly indicate the utilization for several kinds of of network resources such as Radio,bandwith or CPU load. 4 Coverage

Coverage KPIs are uesed for monitoring cell Interference status and Soft Handover Gain in a RNC or a cluster. 5 Mobility Mobility KPIs are used to monitoring the successful ratio for several kinds of of handover features or service mode changing in difference scenarios. 6 Retainability Retainability is defined as the ability of a user to retain its requested service for the desired duration once connected. These items can be calculated per cell and per RNC. The RNC level KPIs can be calculated by aggregating all the cell counters and Iur counters. If RNC switch on preemption feature, the release due to preemption is statistic into call drop with abnormal release. 7 Service Integrity Service Integrity KPIs mainly indicated the service capabilities for PS/HSPA throughput on busy hour in each cell and the service UL Average BLER for evaluating the UL BLER value of services in each cell. 8 Traffic Traffic KPIs are used to evaluate the circulated traffic such as CS Equivalent Erlang,PS Traffic,Mean UE number for several kinds of of services in a RNC or cluster.

Accessibility is the ability of a user to obtain the requested service from the system. RRC connection and RAB setup are the main procedures of accessibility. These items can be calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell counters that belong to the RNC. 2.1 IU Paging Success Ratio This KPI can be used to evaluate the successful responses to the paging from the Core Network (CN) in one RNC. However, the lower paging success ratio does not always mean the lower paging response because paging may be occurred due to the unnecessary paging messages from the CN. Therefore, the terminal radio access success ratio and the CN's paging strategy should be analyzed for further confirmation. 2.2 Radio Access Success Ratio(RNC) A complete call setup procedure contains the RRC connection, RAB setup, and Direct Transfer. Availability KPIs mainly indicate the utilization for several kinds of of network resources such as Radio,bandwith or CPU load. 3.1 Worst Cell Ratio This KPI can be used to evaluate the effect of cells with poor call drop ratio or call setup success ratio in one RNC. 3.2 IU Paging Congestion Ratio(RNC) This KPI can be used to evaluate the consumption of PCCH bandwidth on busy hour within IU interface. 3.3 IU Paging Congestion Ratio(Cell) This KPI can be used to evaluate the consumption of PCCH bandwidth on busy hour within IU interface. 3.4 Call admission Refused Ratio This KPI can be used to evaluate the admission refused ratio of new call in radio network at busy hour in a cell. 3.5 Congested Cell Ratio This KPI can be used to evaluate the utility ratio of radio network resources at busy hours in one RNC. 3.6 Radio Network Unavailability Ratio This KPI can be used to evaluate how serious the degrading of network performance can be caused by the unserviceable cells at busy hour in one RNC. 3.7 Average CPU Load This KPI can be used to evaluate the consumption of CPU at busy hour in RNC system. 3.8 IUB Bandwidth Utilizing Ratio(UL) This grouped KPIs can be used to evaluate the ratio of consumption of Iub bandwidth and configured Iub bandwidth in one NodeB for uplink and downlink at busy hour. Retainability
Retainability is defined as the ability of a user to retain its requested service for the desired duration once connected. These items can be calculated per cell and per RNC. The RNC level KPIs can be calculated by aggregating all the cell counters and Iur counters. If RNC switch on preemption feature, the release due to preemption is statistic into call drop with abnormal release. 6.1 CS Service Drop Ratio This KPI can be used to evaluate the call drop ratio of the CS service in one RNC or a cluster. The call drop occurs due to RNC abnormal release trigged by RAB RELEASE REQUEST or IU RELEASE REQUEST messages. 6.2 AMR Call Drop Ratio This KPI can be used to evaluate the call drop ratio of the AMR service in one RNC or a cluster. The call drop occurs due to RNC abnormal release trigged by RAB RELEASE REQUEST or IU RELEASE REQUEST messages. 6.3 VP Call Drop Ratio This KPI can be used to evaluate the call drop ratio of the VP service in one RNC or a cluster.
