BPS application for SIG funding is denied for a second time, after receiving funds to plan comprehensive turn around strategy.$ In 11/9/12 letter, Commissioner rejects BPS plan for Johns Hopkins University (JHU) to run Lafayette as Education Partner Organization, because district did not provide details for how JHU would manage the school.$ 5/24/13, BPS submitted an EPO contract for Lafayette to SED that did not: 1. Articulate lines of authority for the EPO (Johns Hopkins) as they related to principal evaluations; 2. Include district performance expectations and/or benchmarks for school operations and academic outcomes; 3. Fully identify the scope of services of the EPO. $

Lafayette Identified as PLA and a School Under Registration Review (SURR), which means the district must implement a restructuring plan, and if the school fails to improve, its registration is in danger of revocation.

SED provides BPS a $31,780 SIG grant to assist the school to develop a closure, restart, turnaround, or transformation plan. 2011 Graduation Rate 31%

SED allows BPS to use a $350,000 district grant to fund and prepare an acceptable EPO contract outlining how JHU would assume all responsibilities of an EPO in Spring 2013. $

BPS submits School Improvement Grant (SIG) plan and is denied because the plan lacks details. SED provides BPS a $300,000 PLA planning grant to assist development of a School Improvement Grant (SIG) plan for the school and create the conditions for its successful implementation.

In 8/9/11 letter, Commissioner notes that the situation at Lafayette High School was of special concern because the district has failed to submit an acceptable turn around strategy The Commissioner threatens to revoke the registration of the school.!

In 5/3/12 letter, Commissioner informs BPS that $1,778,871 in SIG funds will be awarded to implement a restart model at Lafayette High School on the condition that the BPS provide the fully executed contract between BPS and the EPO, outlining clear lines of authority, autonomy and accountability. The district failed to create a detailed plan!

BPS received a $30,000 SIG grant to prepare staff at East and Lafayette High Schools for implementation of the restart model.

In 7/11/13 letter, Commissioner denied the restart plan for Lafayette because the BPS failed to create environment for JHU to be successful.
